Economists may say the Great Recession ended in 2009, but parks and recreation agencies are still feeling the effects, according to Penn State

researchers. That’s certainly the case in Lodi.

Parks agencies nationwide bore the brunt of the recession’s fiscal realities as cities and other government entities had to make difficult choices with fewer dollars. Between 2003 and 2013, funding for parks and recreation nationally decreased by 7 percent, compared to a 63-percent increase between 1989 and 2003. Our struggles mirror those in other communities, with fewer full-time staff and more part-timers, and less money spent on replacing worn out facilities.

As the researchers found, a “structural shift” has occurred nationally in parks and recreation funding since the Great Recession.

“(P)ark and recreation agencies could be subject to an even greater struggle to maintain funding into the future,” the researchers wrote. “Leaders need to act now to address this challenge to ensure all members of their communities will be able to enjoy the benefits of parks and recreation well into the future.”

In Lodi, full-time staffing for the Parks, Recreation and Cultural Services Department is the same as it was in 1970, despite twice as many parks and the addition of Hutchins Street Square. We’ve sacrificed positions in order to have some funds to put into deferred

maintenance and repairs, but shorter winters and more parks are forcing us to change the way we operate.

That’s why we’ve taken the drastic step of exploring the potential of selling two parks, Century (at Century and Church) and Borchardt (next to Borchardt Elementary School), with the hope of finding additional funds to replace worn out park facilities.

One of the Lodi Chamber of Commerce subcommittees recently circulated a paper written by a Washington, D.C. think tank on using private funds to benefit public parks. Various partnerships were discussed at a meeting that included Chamber members and Parks, Recreation and Cultural Services staff.

In the end, however, the paper concluded that the best way to sustain public parks is a dedicated tax that provides funding for an independently operated park system. Whether or not that is feasible in Lodi remains to be seen, but our current path heads us down a difficult road.

MESSAGE FROM THE DIRECTOR

The average age of a vehicle in the Parks, Recreation and Cultural Services Department’s (PRCS) fleet is 13.5 years.

In 1970, Lodi spent $294,453 (inflation-adjusted) on Lodi Lake Park maintenance, before the 58-acre Nature Area was added to the park. Today, the Parks Division spends $163,180 a year on maintaining the entire 334-acre park system, consisting of 26 parks, 16 athletic fields, and 18 playgrounds.

It costs approximately $160,000 to replace one worn out playground. Henry Glaves Park playground, scheduled for replacement this spring, is the first replaced in the City without grant funds in nearly three decades.

Until recently, the Parks Division was using an air compressor made in 1941.

PRCS spends $40,000 a year to rent indoor gym space for basketball and volleyball programs, and children’s school break camps, because it does not own its own indoor multiuse recreation center.

The paved path and sidewalk around DeBenedetti Park makes for a one-mile loop.

Since January 2017, the Parks Division has cut down 18 dead or severely diseased trees, and has removed 35 trees that have fallen in City parks at a cost in excess of $100,000.

The number of people renting kayaks, paddleboards and other non-motorized watercraft at Lodi Lake Park has doubled in four years.

Outdoor Adventure CampLocation: Lodi Lake & Nature Area, 1101 W. Turner Road.

OA Camp is designed to celebrate the great outdoors and allow your child to explore and enjoy nature every day. Basecamp will be Lodi’s beloved 58-acre Lodi Lake & Nature Area. Outdoor learning and adventures will include nature walks and hikes, themed outdoor games, swimming, canoeing, kayaking, nature-based crafts and experiments, and docent-led tours and demonstrations that highlight the park’s

animals, insects and ecosystems. (Min. 20/Max. 30)

F.A.S.T. Sports Camp Location: National Guard Armory, 333 N. Washington Street

Fun, Active, Sports and Teamwork give way to the naming of this exciting, new recreational-athletic camp. Participants will be grouped into two age divisions ( juniors and seniors), with the opportunity to develop new skills and refine existing talents in football, baseball, volleyball, basketball and swimming. They will also be introduced to additional sports, such as: ultimate frisbee, dodgeball, soccer and kickball. Campers will visit athletic facilities throughout Lodi and have local coaches and athletes speak to them about opportunities that exist and how to achieve their athletic and fitness goals. Teamwork, sportsmanship and positive behavior on and off the field will be emphasized, as those characteristics are the foundation for a successful future. (Min. 40/Max. 60)

Kid-Drama CampLocation: Charlene Powers Lange Theatre at Hutchins Street Square, 125 S. Hutchins Street

Our campers will have the exciting opportunity to produce a modified-scale musical in just four weeks! Each session will lead its participants through the process of auditioning (everyone gets cast), choreography, staging and music vocal rehearsals. Parents, family and friends are invited to see the production on the second-to-the-last day of camp. (Min. 20/Max. 30)

Summer Blast CampThis general recreation camp offers campers the best that summer has to offer – a wide variety of activities both

indoors and outdoors, interesting and fun field trips, with an emphasis on new and lasting friendships and cooperative learning experiences. Arts and crafts, visual and culinary arts, swimming, kayaking, fishing, urban architecture and nature walks, as well as non-competitive water/sports activities will help ensure campers have a jam-packed memorable summer break. Program Note:Healthy snacks will be offered mornings and afternoon, but lunches must be brought from home.

New in 2018, the Parks, Recreation and Cultural Services department (PRCS) will offer five exciting summer day

camp programs. For more than 20 years, parents have recognized PRCS as the leading provider of safe and

affordable after-school programs, along with fall and spring break camps. Our new summer day camp program is

loaded with a diverse curriculum of fun and memory-making activities that will be second-to-none in San Joaquin County.

As a member organization of the American Camp Association (ACA) whose mission is to enrich the lives of children,

youth and adults through the camp experience, PRCS camp administrators will follow ACA accreditation guidelines for

staff development and training, safety and risk management, and rigorous standards for operational excellence. Each

camp location will be have an experienced Site Director and will maintain a 1:10 Counselor-to-Camper ratio. Additional

supervision and support will be provided by Leaders-in-Training (LIT’s: 16-17 year old Junior Counselors) and 1-2

*Counselors-in-Training (CIT’s: see program description, next page).

Campers of all ages will enjoy safe and age-appropriate outdoor play, recreational games, community field trips, sports,

nature, theater arts, develop new and lasting friendships and unplug from devices – just like the good old days! Two

four-week sessions are offered to youth ages 5 – 12. The *Counselor-In-Training (CIT) program is reserved for youth

ages 13 – 15 and an application process will be offered due to limited available positions.

Counselors-in-Training (CIT’s)Designed for young teens ages 13-15, CIT’s are part of the camp team! They will work, play, and train alongside camp staff and assist in providing a quality camp experience for the younger participants. CIT’s will help the children make new friends, learn to redirect unwanted behaviors, mediate and troubleshoot minor issues, and assist with planning and implementing fun and adventurous activities. They will also attend and assist with all field trips as part of their training. Ultimately, the CIT obtain job skills, understand expectations and follow through, and take away practical work experiences that will help them with future employment within our own camp programs. This is an exciting opportunity to learn, mingle, and make valuable lasting memories as a Counselor-in-Training. Due to high demand, there will also be an application and interview process preceding registration. Registrants not chosen for the program will receive a full refund.

RegistrationSpace is limited; please register early. Please inquire if you have any questions. Summer Camp is not sponsored or coordinated by Lodi Unified School District. Registration must be done at 230 W. Elm Street.

RefundsRegistrants must request all refunds on a Summer Camp Refund Form. If a registrant makes a refund request more than 10 business days prior to the start of the session, PRCS issues a refund for the full session fee minus a $15 transaction fee. If a registrant makes a refund request 10 business days or less from the start of the session, PRCS does not issue a refund. PRCS does not issue a refund for any session already in progress. Refunds for medical injuries or financial hardships will be determined on a case by case basis. The date the Summer Camp Refund Form is received and date stamped determines if a refund is granted. All checks must clear before PRCS processes any refunds. Please allow 3-4 weeks for PRCS to issue a refund. If you do not have computer access, you can call or pick up a Summer Camp Refund Form at both PRCS Administration and Hutchins Street Square Offices.

Lodi Lake BeachLodi Lake Beach features a large sandy beach area for plenty of fun in the sun. Check out our tiny tot water feature and spray pool. Open Wednesday-Sunday, Memorial Day weekend through July 31, weekends August 4th through September 30th.

Adult Ballet This class is perfect for adults who have never had ballet classes or for those who would like to begin again after an absence of years. Ballet exercises and steps will be chosen to enhance the fitness and coordination of the adult dancer, while stressful steps and positions will be avoided. Adults who enroll in this class will, hopefully, see an improvement in muscle tone, increase their range of motion and develop an appreciation for ballet. During class students will cover basic ballet technique including barre and center exercises that encourage stretching, strengthening and tone, along with an introduction to ballet terminology. Travis is a local performing guitarist with four Smooth Jazz CD’s to his credit and is a graduate of Musicians Institute, with 15+ years of combined live performance and studio guitar work. Daily Entrance Fees: LODI LAKELodi Lake Park has a vast selection of activities for all ages. Recreational activities include our 58 acre nature area, Mokelumne River boat tours, picnic rentals, bbq pits, motorized boat launch, and two playgrounds. At the boathouse you have the

opportunity to rent kayaks, canoes, stand up paddle boards, and pedal boats. Lodi Lake also has a seasonal swimming area with lifeguards on duty to ensure a safe and fun experience.

Our Captains possess commercial master’s licenses also through the Coast Guard. The tour boat has a maximum capacity of 10 passengers.

Nature Area Opportunities and Activities

1. Become a Tour Volunteer. It’s easy and fun! Just follow these few easy steps: 1) Have a desire to share your interest and love for the Nature Area and its unique environment, 2) Fill out a short application, 3) Shadow Docents on tours, 4) Pass a fingerprint and background check (paid for by Parks, Recreation and Cultural Services), 5) Receive a free Docent manual with loads of information on the Nature Area, 6) Shadow again, 7) Lead tours 2 to 3 times per month (fall and spring are the busy times), 8) Attend monthly Docent meetings. The best part of becoming a Docent, is that it is not necessary to have a science background. The manual is packed with useful information on all the plants, animals and habitats in the Nature Area!

2. Become a Discovery Center Host. Follow these few easy steps: 1) Have a desire to provide an opportunity for the community to explore the Discovery Center, 2) Fill out a short application, 3) Pass a fingerprint and background check (paid for by Parks, Recreation and Cultural Services), 4) Provide supervision during the opening of the Discovery Center, 5) Engage the public in the exploration of the unique environment that exists in the Nature Area.
