Minutes of the Meeting

10:00 am Welcome and introductions – Cam Preus, Convener Cam Preus called the meeting to order and welcomed new committee member Bill Tovey from the Confederated Tribes of the Umatilla Indian Reservation to the committee. Then everyone went around and provided introductions both on the phone and in person. Steve Shaffer then moved to approve the minutes from the previous meeting. Peter Mitchell seconded the motion and the motion was approved unanimously. 10:05 am Public Comment - all There was no public testimony. 10:06 am Discuss criteria for Regional Infrastructure Fund responses Courtney Warner Crowell, Regional Solutions Coordinator, reviewed the criteria for the Regional Infrastructure Fund applications and explained the process that the advisory committee will go through at today’s meeting and at the July meeting. Courtney then explained the process that the Regional Solutions team went through to develop the scoring on the matrix’s that were provided to the advisory committee members and feedback that the Governor’s office has received from legislators about the program and the type of projects they are looking for from the regions. 10:15 am Regional Infrastructure Fund applicant presentations (5 min presentation, 5 min Q&A) Each of the nine projects presented for 5 min each followed by 5 minutes of Q&A by the committee. This was the line-up for the presentations.

• Public Comment- there was no public comment 11:45 am Discussion of applications and scoring matrix The committee had a brief discussion of the applications and the additional information that the staff agreed to put together for the next meeting in July where the committee will be making their priority recommendations. Steve Shaffer underscored the importance to the committee members to talk with legislators about the amount of time and energy that is put into these applications and decision making and how frustrated the committee members and local leaders are with the lack of decision-making from the local level and the small amount of money that is allocated to this funding source. 12:00 pm Cam Preus adjourned the meeting.

It's possible that they could apply for SPWF, but they would have to own and operate the facility for the life of the loan. City has indicated that while they are supportive assisting in getting this project off the ground, they don't want to be in the wine industry.
