Public Hearing Proceedings
It is hereby informed that as per the Ministry of Environment and Forests, Government of India, New Delhi vide its Notification no. S.O. 1533 dated September 14,2006, Public Hearing was fixed for the following project covered under Category A, Gujarat State Road Development Corporation, Nirman Bhavan, Sector 10 A, Gandhinagar, has proposed widening of road stretches from Halol to Shamlaji via Godhra-Lunawada, for Panchmahal district as mentioned in their request application. A copy of the draft Environment Impact Assessment report and the Summary of Environment Impact Assessment Report was sent to the following authorities or offices to make available the draft EIA Report for inspection to the public during normal office hours, till the Public Hearing is over. 1. The District Collector Office, Godhra Dist: Panchmahal 2. District Development Office, Godhra Dist: Panchmahal 3. District Industry Centre, Godhra Dist: Panchmahal 4. The Chief Conservator of Forests, Ministry of Environment & Forests, Gol, Regional office (West zone), Kendriya paryavaran bhavan, E- 5, Area Colony, Link Road 3, Ravisankar Colony, Bhopal 462 016 5. Regional office, GPCB, 20, Haidary society, Near DSP office, Godhara District: Panchmahal 389 001 Other concerned persons having plausible stake in the environmental aspects were requested to send their response in writing to the concerned regulatory authorities. They were requested to send their comments to the regulatory authorities as under: Central Government in MoEF (Ministry of Environment and Forests, GOI,CGO Complex, Lodi Road, New Delhi 110 003) For the matter falling under Category A of schedule of aforesaid Notification, The Public Hearing was scheduled on 4/3/2008 at 11.00 hrs. at Red Cross bhavan,Near Circuit house, Godhra, District Panchmahal. An advertisement in English language was published in the Western Times dated 1/2/2008 and in Gujarati language in the Loksatta dt.2/2/2008. The District Magistrate, Panchmahal, supervised and preside over the entire Public Hearing Process.

THE REPRESENTATIVE OF THE COMPANY The Public Hearing was presided over by District Magistrate & Collector, Panchmahal Shri Milind Torawane, IAS. Representative of Member Secretary Shri M.L.Patel, RO, GPCB, Godhra, briefed audience about the Public Hearing procedure. Then he asked the representative of company to make the presentation about proposed project. Shri Ankur.S.Modi SAI, consulting engineers, Ahmedabad, presented the project proposal for widening to four lane Halol-Godhra Shamlaji road on behalf of Gujarat State Road Development Corporation. On the west side of the road, there is a village habitation and on The eastern side, there is a school, so it is required to make arrangements for to and fro communication
There is water ponding
around the houses. What arrangement is made to prevent this ?
There will be provision of median opening, traffic / blinker signals and zebra crossings for easy and safe communication of traffic.
The roadside drain will be in such a way that water will not be- stagnant. Rain water Harvesting facility will be provided which will help in raising ground water table.
2 Labhubhai Govinbhai Gadhavi, Village: Chhabanpura
The road should be constructed around 10 to 15 ft. away from the houses.
There will be difficulty for students of primary school to cross the road.
The carriage way of the proposed road shall be at least 10 m (30 ft.) away from the houses. So there will be no problem to houses due to proposed road.

3 Samarsinhbhi Lalabhi Mackwana, Village : Dokwa
The existing road should be
widened on both the sides instead of only on one side.
There should be arrangement of approached road from main road to school.
If the new road is made on both the sides, there will be increase in undue expenditure. However, as shown in the presentation, the road will be widened as per requirement.
Proper arrangement of approached road to school shall be made looking to your proposal.
4 Nagarjibhai Rambhai Gadhavi, Village : Chhabanpur
The road is passing near the temple; hence temple should not be damaged.
The bypass is only 0.5 Km. away, it should be align at more distance.
As far as possible the temple will not be displaced while constructing the road. If required the local habitants will be taken into confidence.
The alignment of the road is fixed with due technical checking, hence no change is possible.
5 Ketanbhai Acharaya, Godhra
Due to 4 laning of the road, there will be more frequency of vehicles having chemicals. What arrangement should be made to prevent accidents in future.
At present the vehicles are passing only on two lane road. Due to four laning there will be central divider, hence there will be less chances of accidents. At control room, there will be provision of Ambulance, Doctors, Cranes, Patrolling Vehicle etc. for immediate rescue.
Shri Milind Torawane, Collector & District Magistrate said that,
Infrastructure development is necessary for the growth of region. Preservation of Environment is also necessary side by side. From this project, there will be numerous oppournity of development. The suggestion given by
affected villagers during public hearing will be taken into consideration. The Environmental Survey for the proposed road is also done and the same is presented before the
people.
