1 Spatial Analysis
1.1 Short overview of the area characteristics
The Wittenberg district is located in the east of the German federal state of Saxony-Anhalt. The district is crossed by the rivers Elbe and Schwarze Elster.
The district covers an area of nearly 1,930 km 2.

The district is bordered on the north to the district Potsdam-Mittelmark in the German federal
state of Brandenburg. In the east, the district of Wittenberg is bounded by the counties
Teltow-Flaming and Elbe-Elster (also situated in the German federal state Brandenburg).
South there is the district Nordsachsen (German federal state Saxony). Western of district
Wittenberg are located the district of Anhalt-Bitterfeld and the independent city of Dessau.
Currently are living in the entire county 129.438) inhabitants (31. Dez. 2013/ 1 /

1.2 Settlement structure in the region Wittenberg

The Elbe River passes through the district on a length of 52 km in a large semi-natural
wetland landscape section. In the north are, extending from east to west, the wooded hills

of the Fläming and its offshoots. In the south is located the largest contiguous forest in
Central Germany, the Dubin Heath (Dübener Heide).
The industries chemical industry, machinery, packaging industry and the food and beverage
production are structure determining. Approximately 50% of the area of the district is
agricultural land.
The Wittenberg district comprises the territories of 9 compound areas – all are named as
“city” (not as village) with the following numbers of inhabitants (Stand of knowledge 2013)

The county seat "Lutherstadt Wittenberg" has a special cultural and economic importance.
The city is one of Germany's centers of political, cultural-historical and artistic importance,
which dates back to the 16th century. The world famous reformation places in the old town
and in different epochs formed buildings are important centers of German history. In the city
worked Martin Luther, Philipp Melanchthon and Lucas Cranach the Elder, so many tourists
visit the” Lutherstadt”.
He city is also an considerable industrial center in the region. International operating
companies (including SIG Combibloc and the margarine factory Pratau of Unilever
Bestfoods) as well as a wide number of municipal and medium-sized enterprises determine
the current economic structure. Of specific mention is the nitrogen production plant with
approximately 830 employees / 3 /.
Lutherstadt Wittenberg is an important railway junction, has access to the Federal Elbe
waterway and good road connections. So in future the city is an attractive location for
industrial companies.

2 Socioeconomic and demographic structure
2.1 Population`s development in the district Wittenberg
The numbers of inhabitants for the nine administrative regions are named in bullet 1.
Population trend:
In recent decades, in the district the number of inhabitants has steadily decreased. This
development responds to the trend in the entire state of Saxony-Anhalt. The population
forecast by the State Statistical Office from 2010 assumes that the negative trend will
continue. While in 2009 still lived almost 140,000 inhabitants in the district, the population
(see Figure. 2.1) will go back up to 2025 by 22% to 107,976 inhabitants.

It is especially serious: The population decline in the groups of 0- to 5-, 19- to 24- and 25-
to 44-year residents (see. Figure 2.2). By 2025, the number of 0- to 5-year-old inhabitants
will decline by 2,842 to 48.8% as the newborn population decreases greatly.
The group of 19- to 24-year-old people will be reduced by 2016 by 75% to 2,568 persons.
Young adults are missing after the training or after graduating from high school the jobs or
the perspective for the employment, so that they leave the district Wittenberg. By 2025, this
group will again recover easily and remain at about 4,200 people (43% of 2009) / 2 /.

For the development of public transport is the population density of interest. The highest
population density in the district of Wittenberg focuses on parts of the Lutherstadt
Wittenberg. 36% of the county population living in Lutherstadt Wittenberg (Figure 2.3).

A large role for the effective implementation of public transport is the school transport. For
this reason, the rate of the students is important (Figure 2.4).

2.2 Summary and conclusions for public transport according to the demographic development in the region
For the region Wittenberg the following determinations can be made
The region Wittenberg belongs with its low population density to the especially
sparsely populated regions in Germany (exception: county seat “Lutherstdt
Wittenberg”)
The population numbers decrease steadily
In the same time the population density decreases
The average living age of the population rises steadily
The number of students is decreasing
As result of this development, new ways must be found to obtain the public transport upright
and to meet the demand for mobility for the population!
The conclusions from the demographic development in sparsely populated regions are:

• The demographic changes (age structure, travel reasons) and the low population
density in the sparsely populated regions create new travel demand and travel
needs, and the "general interest" in the form of Public Transport is given a higher
priority
• This will make it difficult in sparsely populated regions offering traditional regional
scheduled services on a fixed schedule
The goal must be to ensure a very high mobility for the population by economic
working Public Transport services
Basics:
- Accurate economic calculation and comparison of variants
- Planning of transport services in variants in accordance with demographic
demand and regional conditions (sources and targets of Transport demand)
Problems:
- communicate new system of Public Transport facilities to the population
- Achieving a positive attitude for these flexible programs
- Use of modern communications technology to order the drives and
Information on the vehicle arrivals (in real times)
The planning of public transport forms in a region should be based on the
following principle:
- Identify the main axes (railways or standard buses)
- Organize shuttle and area distribution of traffic by Public Transport with different
service types - Special use of alternative forms of public transport (road), i.e. call buses, call taxis, not timetable-bound traffic etc.
- The organization of public transport in the region and the connection to the
central and regional centers must have a uniform and efficient public transport
system
The principles are the following:
- Local transport plans form the basis - Funding must be secured - Achieve clear legal regulations
- Citizens' buses and possible private forms (carpooling, etc.) should have a
"special function (complementary function ore outside the rush hour etc.).

3 Regional public transport systems
3.1 General information
The Nahverkehrsservice Sachsen-Anhalt GmbH (NASA) acts as the comprehensive public
transport coordinator in the German Federal state Sachsen-Anhalt (and with this also in
the district Wittenberg).
• The federal state Saxony-Anhalt is the PTA for the public railway transport and the
PTA but NASA is responsible on behalf of the State for the performance of many
tasks, including planning, ordering and financing of the railway passenger transport
(i.e. the classical activities of a regional responsible authority for rail transport).
• NASA supports the transport authorities (administrative district offices) of public
road passenger transport in the planning and funding of bus services in the national
network
• In addition, NASA has a variety of tasks in the organization and promotion of public
transport in Saxony-Anhalt (developing competition in the rail transportation,
developing the integral clock schedule system, supporting the transport companies
in installing of alternative transport forms, promotion the development of passenger
interface buildings and equipment, operation jointly with the transport companies
the national transport information system INSA etc.) / 5 /.

3.2 Public rail transport
An important backbone of public transport in the region Wittenberg is the public rail
transport. The figure 3.1. shows the railway net.

At the time-table-lines (KBS) in the network Wittenberg railway passenger services in public
transport (rail) (Table 3.1) are provided. These services correspond with the definitions of
PTA (rail) and NASA.

3.3 Public transport (road)
Line bundles and Transport companies
The public road transport in the district of Wittenberg is carried out in 5 line bundles by
following transport companies:
• Public transport cooperation Neuer Wittenberger Busverkehr (4 permit holder, 10
subcontractors) in the line bundles 1-3 with 18 regional bus lines and 5 city bus lines
• Otto Müller Omnibusbetrieb GmbH & Co KG in the line bundle 4 with 5 regional
bus lines
• Vetter GmbH in the line bundle 5 with 4 regional bus lines

The Figure 3.3. shows in the average approximately 4.4 million time-table km per year from
2009 to 2012. The percentage of timetable kilometers in the flexible operating form has been
increased in the past years to a level of about 35% from the whole public transport (road).

Quality of service in public transport (road)
The operating time for the public road transport as total supply in the district of Wittenberg
names daily the period of at least 05.00 - 23.00 o`clock. This concerns both the solid fixed
timetable in scheduled services as well as the flexible forms of transport with call buses and
call taxis.
The lines on the specially defined connection - axes of priority should provide a largely
clock face driving range and possible have to special school trips no difference in operation
between school days and school holidays. The importance of these axes justifies usually

3.4 Area in district Wittenberg, which is provided for the AMC campaign
According to the current state of knowledge, is provided to carry out the AMC campaign (in
the project Smart Move) to achieve a better utilization the call buses and call taxis in the
area Jessen, Annaburg and Prettin. This is an area in southeast of Lutherstadt Wittenberg.
