    Th is agenda for reform reflects deeply h eld values and convictions aboutth e best pat h forward to improve educational opportunity t h roug h out t h estate. It encompasses t h e elements t h at will be included in our Race to

    we see as a critical source of potential fundingfor reform and will give us t h e opportunity, especially wit h approval of our recommended legislative priorities, to submit a very competitiveproposal.

    Race to t h e Top: Funding Source for ReformTo qualify for Race to t h e Top funding, states are required to advance

    reforms around four specific areas:Adopting standards and assessments t h at prepare students to succeed in college andth e workplace and to compete in t h e global economy;

    Building data systems t h at measure student growt h and success, and inform teac h ers

    and principals about h ow t h ey can improve instruction;Recruiting, developing, rewarding, and retaining effective teac h ers and principals,especially w h ere t h ey are needed most; andTurning around our lowest-ac h ieving sc h ools.

    Th e winning states in t h e Race to t h e Top will be t h ose t h at createambitious yet ac h ievable plans to implement co h erent, compelling, and

    compre h ensive education reform.

    Given t h e work we h ave already accomplis h ed and our plan s bold reformagenda, New York will present a very compelling application for Race toth e Top.

    Goal: Develop standards, curriculum frameworks, aligned professional development, andassessments t h at ensure all students are prepared for college, t h e global economy, 21 st

    century citizens h ip, and continued learning t h roug h out t h eir lives.Policies approved by t h e Regents in November:

    Development of Curriculum Frameworks (PreK-12): Social Studies, Science, Mat h ,English Language Arts, Economics, Tec h nology, ArtsDevelop intensive professional development aligned to new standards, curriculumframeworks, and formative assessments wit h special focus on use of data to improveinstruction (leverage latest tec h nologies and online accessibility to deliverprofessional development)Develop virtual h igh sch ool initiative

    Policies proposed for consideration by t h e Regents in December:Process for considering adoption of t h e CCSSO/NGA Common Core Standards

    Participation in CCSSO/NGA Common Assessments (once announced)Formative assessments aligned wit h curriculum frameworks (potentially online)Stronger 3-8 assessments: more strands, more performance-based activities, moreopen-ended questions, and vertical scalingNew Regents exams: Economics, Tec h nology, Arts (including use of adaptivetec h nology)

    Data Systems to Support Instruction

    Goal: Develop a compre h ensive P-20 data system t h at provides accurate,actionable, and interconnected data to inform decision-making at t h eclassroom, sc h ool, district, and state level and support improved,differentiated instruction.

    Policies previously approved by t h e Regents:

    Development of Compre h ensive P-20 data system; includes:

    linkages between student and educator data,

    course identifiers,

    links to institutions of h igh er education, and

    links to non-educational databases (e.g. labor, h ealt h )

    Development of robust best-in-class instructional reporting system t h at

    allows sc h ools and teac h ers to analyze formative assessment data toguide instruction

    Policies proposed for consideration by t h e Regents in December:

    Use t h e Compre h ensive P-20 data system and improved assessmentsystem to develop a growt h model for accountability purposes
