Minimum Technical/Financial/Previous experience requirement from Private Bottlers:
EXPRESSION OF INTEREST ARE INVITED FROM REPUTED PRIVATE BOTTLERS AT LOCATIONS SILIGURI (WEST BENGAL), RANCHI (JHARKHAND), JAMSHEDPUR (JHARKHAND), CHENNAI (TAMIL NADU), BANGALORE (KARNATAKA) FOR OBTAINING LPG BOTTLING ASSISTANCE FOR INDIANOIL PETRONAS PRIVATE LIMITED’S PROPEL LP GAS CYLINDERS OF 17KG, 21 KG & 33 KG CYLINDERS. This Expression of Interest (EOI) is called for finalization of Contract for obtaining LPG Bottling Assistance from Private Parties who are capable of undertaking job of refilling LPG cylinders of (17Kg/21Kg/33Kg) as per the relevant standards under various statutory norms and applicable guidelines. The Private Bottlers having LPG Bottling Plant in the Location of, SILIGURI (WEST BENGAL), RANCHI (JHARKHAND), JAMSHEDPUR (JHARKHAND), CHENNAI (TAMIL NADU), BANGALORE (KARNATAKA). The plant may be located within a radical distance of 50 Km from the declared locations. The IPPL shall provide Bulk product, LPG cylinders and consumables and the party will be required to provide filled LPG cylinders fit to be sent to the customers meeting all norms under IPPL policies, W&M norms and various guidelines under Commodities & Packaging Act. The party shall be required to create adequate and safe facilities for the operation of LPG Filling and undertake all such efforts that may be required to maintain 100 % Quality and Safety in all the activities of Bulk receipt, Storage, transfer of the product into LPG cylinders, Loading, Unloading operations and all related activities. The EOI seeking from financially sound and reputed Private Bottlers from the advertised locations having LPG Bottling Plant with adequate capacity suitable for Bottling of IPPL LPG Cylinders of capacity 17 (VOT), 21 (VOT) & 33 Kg (VOT/LOT) respectively and also competent to engage in the day to day activities required for handling of the LPG operations with caution and safety since LPG industry is classified under “MAH” category under Factories Act. MODALITIES: 1. EOI System: This EOI is issued in Two Bid system i.e. Technical offer (Unpriced) and Priced
offer for obtaining LPG Bottling Assistance at advertised location for IPPL from the reputed LPG Private Bottlers having “Ready Build Bottling Plant” (An existing LPG Bottling plant having valid PESO license as on last date for submission of EOI). The bottling assistance is required primarily for 17 kg, 21 kg and 33 kg (VOT/LOT) cylinders. IPPL reserves the right to seek bottling assistance for any other capacity of cylinders as and when required.
2. Contract Period: The contract period of 03 (three) years subject to satisfactory performance
of the contracted party as assessed from time to time. The IPPL shall be entitled to first right of refusal for re-negotiation for the contract beyond the 01-year time period if the IPPLs intends to extend the contract further.

3. Plant Capacity: This EOI is invited for maximum plant capacity of 12 TMTPA bottling and designed as per OISD 169 Addendum as revised from time to time.
4. Indicative Volume of Bottling upliftment:
Initially 50 MT/Month and gradually it may around 200 MT/Month within a period of one year
from date of starting the Bottling operations without guarantee. Any further utilization beyond
indicative volume shall be made on “Best Endeavour basis” as decided by IPPL based upon
the requirements.
5. The Indicative is based upon the assumption that the contracted party shall develop adequate
facilities for attaining the output for 12 TMTPA and shall capable to provide sufficient resources
for operating the plant at peak levels throughout the contract period to bottle the cylinders as
per maximum plant capacity. IPPL shall not be obliged to make any payment as compensation
/ otherwise in case the party is not able to meet the stated plant capacity because of inherent
deficiencies in the facility or operations. The onus to prove that sufficient arrangements exist
and are made available at all times for meeting requirement shall rest upon the party.
6. Advertised Location: The “advertised location” shall mean the entire District within which
the town /village / city is situated. Bidder shall offer Ready build plant located within advertised
location. This definition shall apply everywhere in the EOI with reference to Advertised
Location.
Only those parties which are having such ready build facilities in the advertised location shall
participate in the EOI.
7. Minimum requirement: The EOI is invited from those parties who has Good Track record
in terms of LPG Bottling from their offered Bottling Plant in last three year as on date of
application and having spare Bottling capacities in their offered Bottling Plant to fulfill
the requirement of IPPL and sustain the same for a long term.

above have to be of reputed make and approved by the statutory authority for carryout the LPG Bottling activities.
b. Please note that for layout of the location, the facilities installed and the safety system in the plant, the SMPV (unfired) rules 1981 and as per specs mentioned in tender. All the Construction should be done accordingly.

c. Adequate area available safe storage of LPG cylinders.
d. Adequate lighting to maintain lux levels as per OISD guidelines to be provided.
e. Rubber mats to be provided at unloading and loading points and other points where manual handling of cylinders from chain conveyor is required.
f. Mastic flooring on floors of LPG cylinder sheds and on columns upto 1.5 mts height inside LPG cylinder sheds shall be mandatory to address the Safety issues involved being a hazardous activity.
g. Only competent manpower shall be engaged for Cylinder pre-inspection, Cylinder Filling, Weight Checking at Check Scale, Weight correction, Valve Leak Detection, Valve Changing, Evacuation, Test bath, LPG Pump house, TT unloading operation etc activities at Plant.
h. Operators for filling, LPG Bulk Unloading, PMCC operation and Maintenance operations shall be minimum ITI Pass. Plant Supervisor shall be minimum diploma holder with minimum 1-year experience as Supervisor in any Industry and Plant Manager shall be required to be engineering graduate with at least 3 year experience of handling LPG operations in any LPG Bottling plant in India.
9. OPERATIONAL PROCEDURES RELATING TO THE PERFORMANCE OF THE
SERVICES BY THE PARTIES
9.1. “Propel LP GAS Cylinders”
“Propel LP GAS Cylinders” are LPG Cylinders / Containers owned by IPPL and marked
on the cylinder by engraving “IPPL” on the shroud as well as the footring of the Cylinders
conforming to IS 3196 and certified by BIS and PESO as per Gas cylinder Rules 2004
of varying capacity to fill a net weight of 21 kg, 33 kg and LPG containers of 17 kg
capacity and includes any other capacity or any other branded cylinder as may be
prescribed by IPPL from time to time in writing.
9.2. “Propel LP GAS Cylinders” should be handled, maintained, filled, inspected and
stored as per Gas Cylinder Rules 2004. Under no circumstances shall any “Propel LP
GAS Cylinders” be subjected to any type of Hot Work. They can be only cold repair for
replacement of valve or rectification for leakage from Bung valve joint or replacement
of defective O’ Ring present in the valve. The surface paint of the cylinder should not
be changed, and no modification should be carried out on the body of the cylinder or its
fittings.
9.3. The “Propel LP GAS Cylinders” shall be procured and supplied by IPPL at its own
cost, risk, clean and free from all defects and meet all existing safety requirements and
Standards (imposed by IPPL and / or any governmental or statutory authority). The
“Propel LP GAS Cylinders” shall be sufficiently marked to indicate IPPL’s ownership
and shall bear thereon their respective serial number, the date of manufacture and date
of last hydrostatic pressure testing. The applicant shall at its own cost, comply with any
condition imposed by the PESO / any statutory or regulatory authority in relation to filling
Propel LP GAS cylinders.

9.4. At all times, IPPL reserves the right (but not the obligation) to test (i.e., for product
quality) any “Propel LP GAS Cylinders” from a batch filled by IPPL. If any such sample
is tested and if found not conforming to the LPG (in bulk) supplied by IPPL hereunder,
the applicant shall adequately compensate towards contaminated product, additional
expenses incurred in disposing such faulty product and obtaining equivalent quantities
of LPG of proper specification. Likewise, if any of the “Propel LP GAS Cylinders” proves
to be unfit or defective by reason of applicant's mishandling of the same during the
provision of the Services, IPPL shall have the right to suspend further deliveries of LPG
or any payment to the applicants until such time applicants demonstrates, to the
satisfaction of IPPL, that sufficient steps have been taken to ensure the proper handling
of “Propel LP GAS Cylinders”.
9.5. RECEIPT / STORAGE AND INSPECTION OF CYLINDERS
The applicants shall receive, unload and stack empty “Propel LP GAS Cylinders” from
cylinder vehicles received from IPPL locations / IPPL distributor and / or manufacturer
or any other agency authorised by IPPL and maintain complete accounts of such
receipts. “Propel LP GAS Cylinders” should be handled in vertical position and stacked
not exceeding three layers at the place earmarked for storage at the cylinder storage
shed.
9.6. All Cylinders received should be inspected for identifying damages such as broken
valve, dents, cuts, pits, corrosion, damage due to fire, broken foot ring, shroud and any
other external damages. Such cylinder should be segregated and details of the truck
and distributor from where the damaged Cylinders were received should be immediately
informed to IPPL’s representative. Cylinders due for Statutory Testing should also be
segregated and informed to IPPL.
9.7. FILLING AND TESTING OF CYLINDERS
The applicant shall fill LPG into usable empty “Propel LP GAS Cylinders”, to the extent
of the capacity of each cylinder. The filling machines should be provided with pneumatic
cut off system so that LPG supply is cut off when the desired quantity of LPG is filled in
cylinders. The filling pressure shall not exceed design pressure of the cylinders. A
pressure switch shall be provided in the filling line to trip off the LPG pump, in case the
filling pressure exceeds the design pressure of the Cylinders being filled. The spring
loaded auto re-circulation valve should be provided on the liquid return line from the
filling machine to the storage tank. This valve should be set below the design pressure
of the LPG storage tank. The filling machines should be calibrated and adjusted for
each capacity of cylinder being filled. Every “Propel LP GAS Cylinders” filled should be
subjected to the following test:
9.8. Net weight of LPG filled:
The applicant shall check all LPG filled Cylinders to ensure correctness in terms of
weight. Every cylinder should be weighed on a check weigh scale having graduation of

minimum 50 gms and the weight of LPG contained in the cylinder shall not vary more
than ±1% of the net weight of LPG filled as per the capacity mentioned on the cylinder.
Cylinder having net weight of LPG beyond the acceptable tolerance limit shall be
corrected to bring them in conformity with the prescribed statutory norms.
9.9. The applicant should check all Cylinders for “valve leak” and “O’ Ring” leak using
a calibrated Compact Valve Tester (CVT) to detect LPG leakage exceeding 0.5 gms/hr
from the valve. The CVT should also test any damages in the O’ ring that could lead to
LPG leakages when fitted with a pressure regulator on the valve.
9.10. The filled “Propel LP Gas”-branded cylinder should be then fitted with safety
cap supplied by IPPL and tested for body leak and bung leak by submerging the cylinder
upto the valve bung joint in a water bath and then identify for LPG leakages bubbling
out through water. Leakages if any identified should be marked with a prominent paint
around the point of leakage and such Cylinders should be tagged as defective cylinder.
9.11. RECTIFICATION OF FILLED DEFECTIVE CYLINDERS
Filled Cylinders having the following deficiencies shall be categorized as filled defective
cylinders.
a) Weight variation of more than 1% of net weight of LPG filled.
b) Valve leak / valve pin damaged cylinder having more than 0.5 gms per hour of LPG
leakage
c) ‘O’ ring damaged cylinders
d) LPG leakage from weld joints and / or body surface of the cylinder
e) LPG leakage from the joints of valve or cylinder bung
f) The above defective Cylinders should be rectified as follows:
i) Cylinder with weight variation should be corrected by removal of LPG in case of
excess filled cylinders. In case of underweight cylinders, the quantity of LPG short
should be filled on a weighing scale. This operation should be carried out by proper
connection of valve adapter / filling guns connected with properly designed hoses either
to the evacuation unit or the LPG pump delivery line as the case may be. At no stage
should any product be left to the atmosphere.
ii) In case of valve leak / valve pin damaged cylinder, LPG should first be evacuated
and depressurized using the LPG evacuation unit. No product should be allowed to be
left to the atmosphere. After evacuation and depressurization, the cylinder should be
held firmly, and its valve unscrewed and removed. The defective valve should be
replaced by new valves supplied by IPPL after proper application of Teflon tape on its

threading and tightening on the cylinder bung threads using a torque wrench set at 18
±1.2 kg meter. Such valve-replaced cylinder should be sent back for filling and again
tested for leakages.
iii) Cylinders identified with defective O’ ring should be replaced with new O’ rings /
supplied by IPPL. After fitting of the new O’ ring in the valve of the cylinder the same
should be again tested for leakages in the CVT.
iv) In case of bung leak cylinders, LPG should be evacuated and depressurized in the
evacuation unit and its valve removed after properly holding the cylinder without causing
any damage to its body. The valve removed from the cylinder should be cleaned and
inspected for the condition of the valve threads. A fresh Teflon tape should be applied
on its threading. The bung threads should also be cleaned and inspected for any thread
damages. The valve should then be fitted on the cylinder bung using a torque wrench
set at 18 ±1.2 kg meter.
v) Cylinders with body leakage should be evacuated and depressurized in the
evacuation unit. Its valve should be removed, and water filled till such time it overflows
to ensure complete degassing. Such Cylinders should be immediately removed from
the operating shed and stacked separately under intimation to IPPL representative.
9.12. SEALING, STORAGE AND DESPATCH OF FILLED CYLINDERS
a) All filled “Propel LP GAS Cylinders” which are found acceptable after verification
of net quantity of LPG filled and testing for LPG leakage should be sealed by PVC shrink
seals supplied by IPPL using hot air or hot water or aluminum crimp seals such that
these seals cannot be tampered with. The sealed Cylinders should then be fitted with
safety instructions tags supplied by IPPL and stacked in vertical position upto a
maximum of two stacks high at the designated place within the filled cylinder storage
shed. These Cylinders can be despatched to the market by loading into IPPL nominated
cylinder trucks by placing them vertically upto a maximum of three stack high. The
Cylinders should be loaded on to the truck in such a way that they do not protrude from
the body of the truck and do not fall during transportation. The applicant should maintain
a proper record of all such Cylinders despatched. If insisted upon by PESO the
Cylinders / Containers of IPPL that are filled by applicant need an identification mark,
to be displayed on the foot ring of the cylinders, applicant will do the needful in this
regard at its own cost.
9.13. RECEIPT OF LPG IN BULK
a) LPG in bulk will be received through road tank trucks (road tankers) of various
capacities. On arrival of the road tanker at the Bottling Plant, availability of ullage will
be checked and applicant representative will escort the tanker to the local certified
weighbridge/own weigh bridge for assessing the gross weight of the road tankers
loaded with LPG. On completion of unloading of LPG, applicant representative will
again escort the tanker for weighing tare weight of the road tanker. Charges for such

weighment at third party weighbridges will be borne by IPPL only if weighing is done
outside applicant’s plant. No charges shall be payable, if weighing is done inside the
applicant’s plant on its own weighbridge.
b) The net weight derived by deducting the tare weight from gross weight will be
recorded as a final receipt (countersigned by the Transporter / Driver of the road tanker
and IPPL’s authorised representative). The quantity thus received and recorded shall
be the quantity available for filling “Propel LP GAS Cylinders” and all reconciliation of
stock shall be based on such quantities as received and documented.
9.14. The applicants shall make necessary entries in the delivery challan of the total
quantity of bulk LPG so received at the Bottling Plant. The applicant shall also obtain
acknowledgement of the transporter for the actual quantity received.
9.15. CONSUMPTION OF LPG FOR BOTTLING
LPG in bulk stored in the bullet(s) at the Bottling Plant will be used for filling “Propel LP
GAS Cylinders” only. The quantity of LPG consumed for bottling of Cylinders will be
calculated based on LPG filling capacity of each cylinder and the number of Cylinders
bottled capacity wise. Daily record of LPG consumed for bottling operation will be
maintained and the same will be cross verified with the stock in the bullet. Variations if
any will be recorded on a daily basis.
9.16. PURGING OF CYLINDERS
a) The applicant shall purge the following types of Propel LP GAS Cylinders at the
Bottling Plant on the written instruction of IPPL.
b) New Cylinders received from cylinder manufacturer / IPPL/ any other source
authorized by IPPL
c) Cylinders received after mandatory testing / hot repair / cold repair.
d) Purging shall be carried out according to the procedure prescribed by PESO. A
proper account of Cylinders purged is to be maintained by the applicant and the monthly
statement submitted to IPPL by end of each month along with the monthly stock
statement of LPG.
9.17. ACCOUNTING OF “Propel LP GAS Cylinders”
IPPL will deliver a minimum of 500 to a maximum of 5000 number of “Propel LP GAS
Cylinders” to the applicant for the purpose of this agreement. Prior to close of business
hours every day, applicant representatives at the Plant will take stock of all Cylinders
covering details of empty Cylinders received, filled Cylinders despatched and stock of
defective cylinders. Any discrepancy or loss during the reconciliation of such cylinder

stock or damage to “Propel LP GAS Cylinders” due to improper handling at the Bottling
Plant shall be recovered by IPPL from applicant at the following rates:
i. 21 kilogram (21 kg) “Propel LP GAS Cylinders”: Rs. 2900/- per unit
ii. 33 kilogram (33 kg) “Propel LP GAS Cylinders”: Rs. 4500/- per unit
v. 17 kilogram (17 kg) “Propel LP GAS Cylinders”: Rs. 2500/- per unit
9.18. LPG BULK STOCK RECONCILIATION
LPG bulk stock should be reconciled on a daily basis after the completion of the day’s
operation. Bulk LPG received and LPG consumed for bottling / purging operation should
be accounted and the book balance cross verified with the physical bulk stock in the
bullets at the end of the day’s operation. LPG available in the bullet(s) at the Plant
should tally with the difference between net receipts and total consumption, as derived
above. Variation if any must be recorded on a daily basis and losses observed if any
should be informed to IPPL. A joint physical stock of bulk LPG should be recorded by
applicant and IPPL representative once in a month. The difference between the physical
stock of bulk LPG in the bullet and the book balance arrived after accounting the
receipts and consumption of LPG during the month will be recorded as the stock loss /
gain of the month. Any excess LPG stock will be the property of IPPL. Any loss of LPG
during the LPG bottling, bulk unloading, storage, operations as per the scope of this
agreement which is inclusive of filling of LPG cylinders, degassing, depressurizing,
purging, etc., The overall loss/Gain will be accessed at the end of the month and any
loss of LPG during the said period of bulk handled at the "LPG Bottling Plant during
the month shall be liable for debiting from pending bills at the penal rates as per the
terms of the contract.
9.19. LPG CYLINDER CONSUMABLES
IPPL shall supply all required consumables such as safety caps, O Rings, SC Valves,
Seals, cylinder safety instruction tags, etc for the Cylinders supplied by them. The
applicant shall receive and store the same at the Bottling Plant and maintain proper
records of all such consumables received, stored, consumed / dispatched. Entire
quantity of consumables has to be accounted for by applicant without any wastages.
However, wastage due to handling can be accepted upto a maximum of 0.5 % of
quantity consumed for ‘O’ Rings, Seals, and cylinder safety instruction tags.
9.20. MONTHLY BOTTLING QUANTITY
IPPL will indicate to the applicant, during the first week of the month the projected
bottling quantity in metric tons. This quantity will be to the extent possible uniformly
distributed during the month. The applicant shall however make all required
arrangements to meet the bottling requirements more than the projected quantity.

9.21. WORKING DOCUMENTS
a) Bulk LPG Tanker Receipt
As soon as bulk LPG tank truck of IPPL reports at applicant’s bottling plant main gate,
the security will collect the consignment documents from the driver, record the truck
reporting information in “Bulk LPG Gate Register” and hand over the documents to IPPL
representative.
b) IPPL representative will issue two copies of “Advice” to the applicant representative
authorizing the applicant to unload the bulk truck.
c) The applicant representative will accompany the bulk truck to the weighbridge,
measure its Gross weight and record the same in the “Advice”. The weighment slip shall
be handed over to IPPL representative
d) Then the bulk truck will be taken into the bottling plant after carrying out required
safety inspections and then unloaded by applicant. After completion of unloading
operation, the applicant will take the bulk truck to weigh bridge for measuring the Tare
weight. The net weight unloaded will be recorded by applicant on the “Advice”. The
applicant will fill up all other relevant entries in the “Advice” and after obtaining
acknowledgment from Driver and IPPL representative on both the copies of “Advice”
return one copy of the same along with weighbridge weighment slip to IPPL
representative.
e) The security at the main gate will maintain the incoming and outgoing date and time
of the bulk truck in the “Bulk LPG Gate Register”. The Information recorded in the bulk
LPG gate register will be as per format given by IPPL.
f) The applicant representative shall provide an acknowledgement to the transporter by
signing and affixing applicant seal on Delivery Challan, which has got a caption of
‘Transporter Copy for Billing’. In this copy of Delivery Challan, the applicant
representative shall fill up all the necessary information such as truck reported date and
time, truck exit date and time, gross weight, tare weight and net weight.
9.22. Empty Cylinder Receipt
a) As soon as cylinder vehicles of IPPL/ Distributors reports at the applicant’s bottling
plant main gate, the security will collect the consignment documents from the driver,
record the truck reporting information in “Cylinder Gate Register” and hand over the
documents to IPPL representative.

b) IPPL representative will issue two copies of “Advice” to the applicant representative
authorizing applicant to unload the Cylinders / Containers from the vehicle.
c) The applicant will take the cylinder vehicle into the bottling plant after carrying out
safety inspection and get the Cylinders unloaded. While unloading of empty cylinders,
applicant representative shall check for short receipt of cylinders, missing safety caps,
damages (if any) to Cylinders or Self Closing Valves and shall make his remarks on
the “Advice” and signs and also takes driver’s signature for his acceptance /
confirmation including the actual number of Cylinders capacity wise unloaded in both
the copies of “Advice”.
d) The applicant will then obtain acknowledgement on both the copies of the “Advice”
from IPPL representative and handover one copy of the same to IPPL representative.
e) The security of applicant plant shall maintain a separate “cylinder gate register” to
record the incoming and outgoing details of IPPL cylinder vehicle. The information
recorded in the “cylinder gate register” will be as per the format given by IPPL.
9.23. Filled Cylinder Issue
a) IPPL representative will issue two copies of “Advice” with the quantity of filled
Cylinders / Containers to be loaded capacity wise along with the vehicle registration
number. Based on this advice applicant will load the vehicle with filled Cylinders and
obtain acknowledgement signature from the vehicle driver on both the copies of the
“advice”. IPPL representative will then sign on both the copies of the “advice” and retain
one copy. The applicant will then permit the vehicle to move outside the bottling plant.
b) Before the vehicle is allowed out of applicant bottling plant premises, the security of
the plant shall update the “cylinder gate register”.
9.24. Day’s Summary Report
At the end of the day’s operation, the applicant will submit a summary report of the bulk
received, Bulk loading carried out, Cylinders received, Cylinders dispatched, Cylinders
purged, Cylinders valve changed, defectives generated, bullet bulk stock etc as per
format of IPPL.
9.25. INVENTORY ACCOUNTING
The applicant shall maintain at the Bottling Plant true and accurate accounts of –
a) The quantity of LPG in bulk received from IPPL as referred to in the aforesaid
clauses, and
b) The quantity of LPG bottled, purged and losses and gains arising therefrom.

c) The quantity of Cylinders and valves received from the manufacturers authorized
by IPPL as also from its distributors, as referred to in the earlier clauses of the
agreement.
d) The quantity of LPG Bulk loaded and dispatched.
9.26. The applicant shall be fully responsible and liable to account for the total quantity
of Empty and Filled Cylinders as referred to above and for any losses thereto.
9.27. The applicant shall be fully responsible and liable to account for the total quantity
of Empty Cylinders sent for Hot Repairs / mandatory testing / repairs and those received
back.
9.29. The applicant shall be fully responsible and liable to account for the total quantity
of LPG cylinder consumables received from IPPL and for any losses thereto.
9.30. The applicant shall make available all records mentioned in respect of the above
for inspection by IPPL.
9.31. WORK EXECUTION:
The applicant shall provide adequate manpower and be responsible for:
a) Unloading IPPL’s supplies of Bulk LPG and “Propel LP GAS Cylinders”
b) transferring and storing bulk LPG in the applicant storage tanks at the Bottling Plant
c) filling, testing, cold repairing, stacking, handling, loading and unloading “Propel LP
GAS Cylinders” both empty and filled and load, unload and / or deliver “Propel LP GAS
Cylinders” to IPPL’s own or contracted cylinder trucks. The applicant shall provide
adequate manpower in order to achieve bottling, weight checking, leak testing as per
statutory requirements.
d) In carrying out the Services, the applicant (through its employees or agents) shall
fulfill the volume requirement set by IPPL and comply with all reasonable instructions
given by it. Road tankers bringing LPG in bulk shall be decanted within twenty-four (24)
hours of arrival subject to the availability of adequate ullage.
9.32. SAFETY EQUIPMENTS
The firefighting water pump and related fire protection systems must be kept in good
working condition by the applicant at all times for proper functioning during
emergencies. The Bottling Plant staff should be adequately trained for operation of all
safety equipments.
9.33. SAFETY, HEALTH AND ENVIRONMENT PRINCIPLES
a) The applicant shall maintain adequate environmental, health and safety
measures required for handling hazardous products such as LPG. The applicant shall

conform to IPPL’s environmental, health, safety policies and guidelines, as stipulated
from time to time. Moreover, the applicant shall comply with all instructions and
recommendations made by IPPL for improving and maintaining in good condition such
environmental, health and safety measures.
b) The applicant shall also procure, obtain and maintain, at all times, approvals and
licenses required by any governmental agency or authority (e.g., State Fire Services
Department, Explosives Department) or any other statutory body for handling, storing,
filling and bottling of LPG.
c) The applicant shall also require to be obtain the necessary permission/approval from
the statutory authority/PESO for filling of IPPL (PPROPLE LPG CYLINDERS) from its
plant.
9.34. PARKING OF VEHICLE(S) DURING / AFTER BUSINESS HOURS
Only those vehicles carrying “Propel LP GAS Cylinders” and LPG and bulk road tankers
owned or contracted by IPPL, will be allowed to park inside the Bottling Plant after
business hours.
