Redefining Community Committees
- New model Implementation
1 ASSUMPTIONS - FOR CONFIRMATION BY ELECTED
MEMBERS:
1.1 RESERVE FUNDS: All funds held as at 30 June 2014 (subject to final audit) will be either:
Quarantined for the purpose (per original applicable s41 committee Terms of Reference); or
Transferred to an appropriate Incorporated Association as agreed in the transition process to
be applied for the purpose (per original applicable s41 committee Terms of Reference).
Please note: Following determination of models to be applied in each case, impact of requirement
to transfer cash funds (where applicable) on current year budget and Long Term Financial Plan,
to be determined.
1.2 TIMING FOR TRANSITION: Subject to agreement by committees, all existing s41 committees will continue to operate
‘business as usual’ until a date to be agreed (on a committee by committee basis) for changeover
to the applicable new model.
1.3 ASSET MANAGEMENT:
1.3.1 Service levels and funding:
1.3.1.1 Service levels and funding 2014/15
All existing budgets allocated for s41 asset management committees for 2014/15 will remain
in place, regardless of new models to be applied.
S41 committees will continue to manage these budgets (per Council policies and procedures)
until the agreed changeover date.
Where it is determined that an independent incorporated association will manage an asset,
annual grant funding to be negotiated based on the level of responsibility and management
requirements to be undertaken by the group (refer visual representation in Attachment 1).
At a minimum, for all assets, Council will assume responsibility for all compliance
maintenance (to be defined and in alignment with the Land Use Agreement Policy).

1.3.1.2 Ongoing service levels and funding:
Individual 10 year Asset Management Plans to be determined and budgets to support
provided in Council’s Long Term Financial Plan.
Service levels and budgets as defined in the Long Term Financial Plan continue to be
supported (until otherwise determined).
1.3.2 Management by an incorporated body:
Deed of agreement to include suitable termination clause indicating that should terms of the
agreement not be met (i.e. asset not managed per requirements) or governance issues exist for
the incorporated body, that the agreement be terminated and management of the asset be
undertaken directly by Council (and any associated unspent grant or reserve funds returned to
Council).
2 DECISIONS REQUIRED BY ELECTED MEMBERS:
2.1 TOWNSHIP COMMITTEES
2.1.1 Future (Council funded) delivery of services – township committees:
Budgets have been approved for 2014/15 for each of the 5 township committees for delivery of
services including community events, history groups, township promotion, community
communication (advocacy, newsletters etc.), ad hoc projects and relationships with business.
Budgets include estimated revenue to be generated by groups and estimated expenditure to be
incurred (refer Attachment 2).
Recommendation:
For 2014/15: Council allocates the net existing budget (funds remaining at changeover
date) to the incorporated group, or should they cease to exist that Council considers
providing a grant to an existing incorporated group to provide the services if deemed
required e.g. Tanunda Christmas Parade could potentially be auspiced by an alternative
(suitable) organisation.
For 2015/16 onwards: The question be put to the (to be formed) Community Development
s41 advisory committee to make a recommendation to Council regarding funding for
further years (taking into account that funding is currently only provided to 5 of the
townships in the council region).
2.1.2 Tanunda Town Committee:
Members reaffirmed at their meeting 21 July 2014 that they do not wish to establish an
independent incorporated body. They further resolved that ‘a letter be sent to Tanunda traders and
local media updating them on the future of Tanunda Town Committee and its related activities, after the
conclusion of the public consultation period’.

That Council dissolve the s41 Committee on a date to be agreed with the Committee but
by 30 June 2015 at the latest.
That should other members of the Tanunda community wish to separately form a new
incorporated body at some stage in the future that they do so at their own undertaking.
That accumulated reserves as at 30 June 2014 be held by Council and quarantined for the
purpose (per original s41 committee Terms of Reference) until depleted.
That all minor assets held by the committee (e.g. banners, equipment, signage etc.) be
returned to Council on dissolution of the committee for future use (as determined by
Council) by the community.
2.2 FINANCIAL IMPLICATIONS
2.2.1 Additional resources:
2.2.1.1 Implementation:
Current resourcing levels prohibit the allocation of a specific existing resource to implement the
new models which, unless addressed, will inhibit the timeliness and effectiveness of the process.
An estimation of resources required to implement the new models has been made (refer section
3 below); please note that in some cases assumptions have been made as to the model to be
applied (as it is yet to be determined) and as such resources required may change slightly.
It is estimated that a dedicated temporary resource will be required to undertake approximately
321 days work to implement the new models. Based on a 5 day week, this represents
approximately 64 weeks work i.e. the resource will be required full-time for just under one and a
half years.
Recommendation:
That Council allocates additional budget funding for 2014/15 of $62,425 for an additional staff
member to be appointed for a period of one year; and that a review is done three months before
the expiry of the contract to determine if a further three or six month extension is required.
2.2.1.2 Ongoing:
Ongoing resource requirements to be determined for the following areas:
Executive Officer support for peak advisory committees.
Ad hoc provision of advice to independent groups (as required in first 2 years of set up).
Direct management of assets (quantum of resources required will be assessed following
determination of models to be applied in each case and levels of responsibility assumed
by incorporated groups that will manage assets) and direct management of volunteers
associated with those assets.
Management of compliance maintenance for all assets (to be defined and resource
requirement assessed).

Audit of compliance to lease / management agreements by incorporated groups that
manage assets.
Recommendation:
That Council notes that the above assessment of ongoing resource requirements is yet to be
undertaken; that it is anticipated that required resources will be allocated from existing staffing
resources; and that should any further resources be required, a further report will be put to
Council.
2.2.2 Other costs to be determined:
Where groups opt to transition to an incorporated body, it is suggested that once off financial
assistance towards initial set up costs be offered (e.g. potentially assistance with insurance, cost
of incorporation etc.). These costs are anticipated to be minor however can be quantified once
models to be applied are determined. It is also suggested that funding training for members of
these incorporated associations on governance, leadership etc. will assist in their long term
success.
Recommendation:
That Council notes that the above assistance with transition will be offered to groups; that it is
anticipated that required funds will be allocated from existing budgets; and that should any
further budget be required, a further report will be put to Council.
