Could home buyers have less competition and an easier time
to find the home of their dreams as the home shop-ping season begins to heat up? The answer is yes.
According to data from the latest Zillow Home Price Expectations Survey, which surveyed 110 economists, real estate experts, and in-vestment and market strate-gists, it found that investors — both individuals and com-panies who bought up lower priced and foreclosed homes throughout the recovery — are expected to take a step back in their activity.
What this means for
home buyers is that the level of competition may ease up a bit.
“Buyers entering the mar-ket in the next few months will not be competing with cash-rich investors like they were last year, which should be some small solace giv-en the higher prices and mortgage rates that they will encounter,” said Zillow Chief Economist Dr. Stan Humphries.
During the depth of the housing recession, when few home buyers were ac-tive in the market, inves-tors purchased thousands of homes nationwide, fixing many of them up and keep-ing them in their portfolios as rental properties. This ac-tivity helped put a floor un-
der sales volumes. But as the recovery progressed, investor demand created competi-tion for many would-be buy-ers and contributed to rapid price spikes in some areas.
“Real estate investors, both large and small, played a crucial role in helping to stabilize markets during the darkest days of the hous-ing recession, but a decline in investor activity now isn’t necessarily a bad thing, and could have real benefits for buyers,” said Humphries.
Humphries explained that the gradual decline of inves-tor activity should be seen as another sign of the market slowly returning to normal. However, he agreed with the survey panelists that there wouldn’t necessarily “be a
rush for the exit by institu-tional investors.”
In regards to home values, panelists said they expected an average home value ap-preciation of 4.5 percent na-tionwide through the end of this year, a pace that exceeds historically normal annual appreciation rates of around 3 percent. This appreciation is expected to slow to rough-ly 3.8 percent in 2015 and 3.3 percent by 2018 — rates much more in line with his-toric norms.
Based on current expec-tations for home value ap-preciation during the next five years, panelists predicted that overall U.S. home values could exceed their April 2007 peak by the first quarter of 2018, and may cross the
$200,000 threshold by the third quarter of 2018.
Panelists were also asked when the Federal Reserve should end its ongoing stimulus efforts, known as “quantitative easing.” Since September 2012, the Fed has been purchasing tens of billions of dollars’ worth of Treasury bonds and mort-gage securities each month, which has helped keep mort-gage interest rates low and stimulate demand. The pro-gram is now being wound down, and more than 70 percent of panelists said they would like to see it end be-fore the end of the year.

same mantra when discuss-ing the first offer that a seller receives on their home:“The first offer is always your best offer.”
Of course, this isn’t true in every situation, but there are reasons why agents believe this, and why they often sug-gest that sellers either accept the first offer or at least give it serious consideration.
Get in the buyer’s headThink long and hard over
that first offer.To understand why the
first offer is usually the one you should accept, consider the buyer and the journey he or she’s on.
Buyers in the real estate market usually start by dip-ping their feet into the wa-ter. This may be before they even engage a real estate agent. They generally go to a few open houses, check out prices online, and start to do their homework. They may even make first contact with an agent to assess what the agent thinks about the state of the local market.
From there, buyers begin to get more serious. They may start going on private,
second or third showings with their agent. They really start to get engaged in the process. They become “the real dealer” — a buyer who is completely in the game, approved for a mortgage, and actively engaged with their mortgage lender or bro-ker. Maybe they’ve even writ-ten an offer or two. They’ve
narrowed down their search parameters, spent months learning the market, pricing and checking the compa-rables. (To learn more about the three types of homebuy-ers, read “Seller’s Guide to Understanding Today’s Buy-er.”)
Real dealers are often the ones who write the first offer
a seller receives on a proper-ty. And that’s why their offers should be taken seriously.
Real dealers will likely get an email notification about your listing within hours of it going online. Or, since they are so engaged with their agent at this point, the agent may spot it first and send them a text or email.
This buyer will want to get in and see the property ASAP. Since they’re so familiar with the market, they’ll be able to tell once they step foot inside if it will work for them, if it’s priced right, if it shows well, and if it’s in line with present or past comparable sales. If See OFFER, page 13

So the past few months you’ve shopped prop-erties, submitted of-
fers on many and gotten your hopes up, only to be let down. But you haven’t given up, and finally you get the call from your real estate agent: Your latest offer has been accepted!
You might think it’s the end of the road to property ownership. But really, it’s just the beginning of the hard work.
Once you go into escrow, many items still need to be reviewed, discussed and in-spected as you move forward in the process. Here are sev-eral that you’ll encounter for the next 40-50 days until you finally close escrow.
Home inspection & rene-gotiations
First you’ll need to sched-ule a home inspection and have an independent, li-censed and insured inspec-tor go through the property to look for problems. Make sure to join the inspector at the inspection and ask a lot of questions, write down everything that needs to be addressed and get with a
contractor to determine how much it will cost to make all those repairs. Then have your real estate professional negotiate with the seller for, hopefully, some additional fixes and/or cash credits at closing.
Mortgage financingHopefully you’ve kept
your lender apprised of where you are in the pro-cess. Now it’s time to get into full-speed motion. Get your appraisal ordered and start resubmitting pay stubs, mutual fund statements and other document the lender requests. And lock in your interest rate, points and loan terms — and get those terms in writing.
Title insurance, plat/sur-vey, schedule of exclu-sions
You’ll also get a thick packet of documents that you’ll need to review. Most people do not review them, and that’s a really bad idea. You need to look through the estimated HUD-1 costs, the title abstract, the title insurance policy schedule of exclusions and all other doc-uments. Also review the plat or have a survey done and then walk the property to see
if there are any encumbranc-es (get the title company to plot the easements). This is the time, before you close escrow, to figure out if there are title or physical property issues that pose a problem.
HOA documents reviewIf the property is in a com-
mon interest development, you’ll need to review all the relevant homeowners asso-ciation documents — board of directors meeting minutes and notes, financial state-ments, state disclosures, re-serve study, bank condomin-ium certification, HOA unit demand statement, etc. This is a really time consuming, confusing and tricky process. Many people fail to do even the most basic HOA analysis, and if you don’t adequately review the documents, you might feel some pain down the road when issues occur — and they will occur.
Property and liability in-surance
You also need to get with an insurance agent and make sure to discuss and procure the proper type and amount of insurance that
you’ll need. This is especially true if you’re paying cash, as you don’t have the bank per-sonnel to double-check that you are properly insuring yourself. Your best bet is to go meet with your insurance agent and get the appropri-ate coverage.
Sign documents, fund down payment, verify GFE
As items move forward, you will eventually be ready to sign documents, fund the down payment and verify the lender costs match the good faith estimate you were giv-en. Make sure to read and review all these documents before you sign off that they are acceptable to you.
Close escrowFinally, you will fund your
down payment, the bank will fund the mortgage loan and escrow and title will prepare all documents, properly ac-count for all the funds, and
then go record your purchase documents at the county courthouse. the property meets their cri-teria, the real dealer, armed with all their knowledge and motivation, will make an of-fer.
The real dealerTheir offer may not come
in within days of a property going on the market. But it will come from an informed buyer who is knowledgeable of the market. If a home is priced too high and a month or two goes by without an offer, it will be the real deal buyer who has been watch-ing the listing and waiting to see how the market re-sponds. If they note that there aren’t any offers on it and there is no activity after some time, the real dealer
will come in with a low of-fer, which actually may be a good offer, on the seller’s home.
While you may see it as an insulting “low ball” offer coming out of left field, you should still look closely at this offer. Who is the buyer? How long have they been looking? Have they written other of-fers nearby? Are they work-ing with a good local agent? Does the offer come with a pre-approval letter? Is this offer actually a number that is close to the number your real estate agent initially sug-gested?
As hard as it may seem to contemplate an offer much lower than your asking price, serious sellers should look at
all the signs leading up to it and consider if this is the offer to accept. Trust your agent. “I have to give all of the credit for the idea to do the neighborhood food drive to our RE/MAX Alliance office staff and our office manag-er Heidi Greer,” said Merry Whyman, RE/MAX Alliance agent and the food drive organizer. “It was decided that as an office we would like to create an initiative
that would help improve our community.”
Merry partnered with Melissa Canaday (troop lead-er) and Danelle Briske (co-leader) of Girl Scout Troop No. 61012. Along with 11 Girl Scouts comprised of 1st graders from Semper El-ementary they focused on distributing empty grocery bags to the Cambridge Farm subdivision in Westminster. Attached to the bags was a note explaining the initiative and how the homeowners could get involved. Home-owners filled the bags and left them on their porches for a designated pick-up time.
