Spring is just around the corner and we are anticipating a thaw in our local real estate market. There are many buyers on

the sidelines waiting for some good news for a change and some sign of economic stability or, as our children ask us on long road trips, “are we there yet?”

Real estate markets follow cycles and it is widely believed that this downturn started back in 2006. The declining real estate market led the country into this recession and it will lead the economy out of it according to the experts.

There is much in the news these days regard-ing the new administration’s efforts to resusci-tate the housing market. The $75 billion loan modification and refinancing plan is intended to help millions of homeowners who are at risk of losing their homes due in part to sub-prime lending.

The San Juan County real estate market has

not experienced a high level of foreclosures. During the past several years we have not had anywhere near the level of sub-prime lending activity as compared to the rest of the country. This has helped keep the foreclosure rate at a very low level. The fact that we do not have a foreclosure or bank-owned property on every other corner, as is the case in many areas of the country, illustrates the stability of our real estate market.

There are 18,652 tax parcels in San Juan County. A review of the number of foreclosure notices in recent history shows 14 in 2006, 17 in 2007 and 18 in 2008. However, not all of these foreclosure notices resulted in an actual sale where the owner lost their home, some reinstated. Our market is stable with respect to foreclosures: approximately 1 tenth of 1 per-cent in 2008.

Another important part of the new plan, as it relates to our market, is the First Time Home Buyer Credit which has been increased

from $7,500 to $8,000 for homes purchased from January 1, 2009 through November 30, 2009. A significant change is that there is no repayment required for a home acquired in 2009 after 36 months of buyer occupancy. A first- time home buyer is defined as some-one who has not owned a principle residence within 3 years of the purchase date. An eligible taxpayer can elect to take this credit on their 2008 tax return for a purchase in 2009.

There are many signs of life in real estate markets in several areas of the country. Our region was one of the last to feel the effects of the real estate downturn. We now look forward to being one of the first markets to rebound.
