The REAAA Governin g Council was briefed on the preparation for the Conference at its 86 th  meeting in Perth on 22 October 2008 and noted the progress. The 13th  REAAA Conference to be held inKorea next year is being planned to have morepositive elements to attract international and

INAUGURAL MINO ROADSHOWHISTORIC ACHIEVEMENT

The Inaugural REAAA Mino Roadshow is a great success. All partiesare very happy with the positive outcome and successful conclusionof the three-day international workshop attended by 50 delegatesfrom 14 countries in the Asia, Australasia and Pacific Region.

The Mino Roadshow is an active technology transfer programme developedby REAAA to update skills and keep abreast of changes and improvementsin technology. The ground-breaking event was conceived some five yearsago.

The participants have benefited from the inaugural roadshow, the organizers

and presenters as well as the sponsors are satisfied with its smooth conduct,making it a very successful event.

The Roadshow themed `Managing Road Assets for Community Outcomes` was held at a leading hotel in KualaLumpur, Malaysia on August 25-27, 2008.

Indonesia:

DR. Hermanto Dardak is now the official

representative for the Indonesian Road

Development Association, IRDA succeeding

Mr. Hendrianto Notosoegondo. DR. Hermanto

Dardak has been elected the Chairman of

Indonesian Road Development Association, IRDA. The meeting

welcomed DR. Hermanto Dardak to the Council and thanked

Mr. Hendrianto Notosoegondo for his services and contributions

to the Association.

New Zealand:

Transit New Zealand has been elected as a Governing Councilmember for the 13th Council term to serve REAAA. Transit New

Zealand and Land Transport NZ, another Institutional member

of REAAA, became the NZ Transport Agency on 1 August 2008.

NZ Transport Agency (NZTA) brings together the functions

of Land Transport New Zealand and Transit New Zealand to

provide an integrated approach to transport planning, funding

and delivery.

Mr. Geoff Dangerfield was appointed the NZ

Transport Agency’s first Chief Executive on 9

April 2008. He has been invited to be the official

representative for NZTA which will continue to

GOVERNING COUNCIL NOMINATES

OFFICERS FOR NEXT COUNCIL TERM

The REAAA Governing Council at its 86th meeting in Perth, Australia has nominated candidates tobe the officers for the next Council term. The nomination was invited in accordance with ArticleXV, Clause 2 of the REAAA Constitution.

The Governing Council considered the recommendation with a report submitted by the Nomination Committee at the Councilmeeting on 22 October 2008. A written consent of the member nominated is necessary to validate the nomination. The namesof the candidates nominated by the retiring Council will be printed on the Nomination Form to be distributed soon to REAAAmembers.

The next (14th) Council term shall be for a period of not less than two years and not more than four years commencingimmediately upon the conclusion of the 13th General Meeting which is scheduled to be held on 25 September 2009 in IncheonCity, Korea.

Other important decisions made at the 86 th  Council meeting included actions to be taken to enhance collaborationwith PIARC and approval for the printing of the first technical report or compendium on `Guide to the Privatisation ofExpressways and Highways` and the status of other technical reports, and the election of two Honorary members andrecommendation of another personality to be elected Honorary member. The meeting also noted the preparation for the13th REAAA Conference, the significant success of the Inaugural REAAA Mino Roadshow held in Kuala Lumpur, the financialstatus of the Association and the dates and venue for the 87 th Council meeting which is to be hosted by Indonesia.

NEXT COUNIL MEETING IN BALIIndonesia is to host the 87th Meeting of REAAA Governing Council.

It is scheduled to be held in Bali from 21st to 23rd April 2009.

The dates and the venue for the next meeting were approved by the Governing Council at its 86 th meeting in Perth.

The dates and the venue were earlier proposed by Mr. Danis Sumadilaga who represented Indonesian Road DevelopmentAssociation, IRDA at the Council meeting. Mr. Danis Sumadilaga is also IRDA Vice Chairman.

50 delegates from 14 countries in the Asia/Pacificregion attended the Inaugural REAAA MinoRoadshow held between 25-27 August 2008 atthe Legend Hotel in Kuala Lumpur, Malaysia witha theme of ‘Managing road assets for communityoutcomes’.

Participating Countries

The 50 invited delegates were all senior officers from highwaysand public works departments from selected countries in the Asia/ Pacific region. Countries represented included Samoa, SolomonIslands, Fiji, Papua New Guinea, Australia, Indonesia, Malaysia,Philippines, Cambodia, Laos, Vietnam, Bangladesh, Pakistan andSri Lanka.

The event is aimed at senior managers and professionals drawnfrom road authorities, private industry and the education sectorwhose main concern is the management of national and provincialroads.

Opening Ceremony

The opening ceremony on 25 August 2008 was graced by DeputyMinister of Works Malaysia, Datuk Yong Khoon Seng. He deliveredthe speech for the Minister of Works Malaysia, Dato’ Ir. Mohd Zinbin Mohamed.

In delivering the speech, the Deputy Minister said the theme forthe three-day international workshop `Managing Road Assets forCommunity Outcomes` comes timely as the Malaysian Governmenthas given emphasis on maintenance and effective management ofassets. He hoped the participants of this workshop can deliberateand come out with best practices in road asset management, roadinvestment planning as well as road safety initiatives.

In today’s world of globalization, he said the provision ofinfrastructures, of which road network plays an important andintegral role, is essential to enhance the nation’s competitivenessand maintain an edge over its competitions. In Malaysia, the roadnetwork forms the bloodline of the country’s economic activitiescarrying about 96% of transported goods and passengers.

For that reason, the Malaysian Government has continually placedemphasis on the development and maintenance of road network,as is evident from the huge allocation given by the government tothis sector. In the Ninth Malaysia Plan alone, The Public WorksDepartment Malaysia has so far been allocated RM9.6 billion forthe construction of new roads as well as upgrading of existingones. In addition, the Federal Government has also allocated anannual allocation about RM530 million for maintenance of about17,000 kilometers of the Federal roads and another RM1.55 billionfor the upkeep of about 70,000 kilometers of State Roads under theMARRIS grant.

Another Successful Event

The REAAA Governing Council at its 86 th  Meeting on October 22, 2008 in Perth Australia, noted the greatsuccess of the event. The idea for organising the Mino Roadshow was conceived some five years ago. The successof the Inaugural Mino Roadshow is historical and a real feather in the cap for REAAA. The event is named in honourof former REAAA President Dr Sadamu Mino of Japan.

Objectives

The Mino Roadshow is an active technology transfer program developed by the REAAA to update skills andkeep abreast of changes and improvements in technology. It is in line with one of the main objectives of REAAA’sStrategic Plan to assist members professional development through technology transfer.

The Theme

The theme lies at the very core of asset management, and adds purpose to the provision and maintenanceof road infrastructure, and the responsibilities which road authorities must live up to in the interests of benefitingthe community and minimising negative impacts.

Achievements

The three-day workshop specifically addressed best practice road asset management, investment planning and roadsafety in Australasia and south east Asia, using examples from throughout the region.

The subject matter combining asset management and road safety issues in a single forum was a unique experiencefor many delegates exposing them to areas which would normally be considered beyond their operationalresponsibility. Participants benefited by exposure to these topics and the ensuing discussion. The informationand tools provided will be readily applicable to future work in managing road assets for community outcomes.

Time was also set aside for workshops and networking between delegates and it was very encouraging to see thedegree of networking and rapport between delegates from a range of countries. This has set the scene for ongoingfuture cooperation through groupings such as those provided by REAAA.

The 13th

 REAAA Conference is set to be another successful event. The event will be heldat Songdo Convensia in Incheon Metropolitan City, Korea on 23-26, September 2009.  Preparations are being intensified following the official launching of the Organising Committee on 30 September2008. The Committee is under the presidency of Mr. Lieu Chullho, President of Korea Expressway Corporation.The Committee is also involved in organizing the 3rd ROTREX, Korea’s International Road and Traffic Expo.

Council Noted Progress 

The REAAA Governing Council was briefed at its 86th meeting in Perth on 22 October 2008 on the progress of thepreparations for the 13th Conference. Mr. Lieu Chullho was invited to attend the Council meeting as a special guest.Mr. Kwang-Ung Hwang, the Korean Chapter Chairman in his briefing, said all preparations are progressing well. Hewas confident the Conference would be a very successful event.

Korea is looking forward to strong support from member countries on the preparation for the REAAA Conference.More than 1,500 international delegates and 2,000 Koreans are expected to participate in the Conference.

The Korean Organising Committee headed byMr. Lieu Chullho visited Perth, Australia in October2008 to promote the REAAA Conference. TheCommittee paid a courtesy call on the Commissionerof Main Roads, Mr. Menno Henneveld and otherdignitaries in the industry to seek participationof Australian delegates. Mr. Lieu was given theopportunity to attend the 86th  Council meetingas a special guest and addressed the Joint REAAA/ 

Austroads Seminar to promote the Conference.

The Organising Committee is planning to visit othercountries including Japan and Malaysia to promotethe Conference and seek their support.

More than 300 technical papers areexpected to be presented under the theme`Future Roads-Safer, Greener & Smarter’.Technical sessions are being planned andkeynote speakers are being invited.

Katahira Awards

Outstanding papers presented at the REAAA Conferences are qualified to be selected to receive the prestigiousKatahira Awards. The Katahira Conference Award Judging Panel will work closely with the organisers in Korea forthe selection of the winners. Winners are to receive cash award and a certificate each.

The awards are to be presented in conjunction with the 13th REAAA Conference in September 2009 in Incheon City,Korea.

The Katahira Award was established in 1991 in memory of the late Dr. Nobutaka Katahira who was the Association’sPresident for the 5th Council term from 1983 to 1986.

The award was established with the main objective of encouraging keen participation among young engineers inthe promotion and advancement of science and technology in road development and road-related engineering. It isalso to help the association to obtain quality technical papers for its journals, conferences and seminars. It provides

an excellent opportunity for road authorities, academicians, researchers, institutions and consultants to share theirresearch, knowledge and new technologies.

FIRST TECHNICAL REPORTANOTHER MILESTONE

REAAA is to publish its first technical report or compendium on `Guide to thePrivatisation of Expressways and Highways`. The report is the first of its kind to be published by

the regional association. It is also the positive outcomes of the Heads of Road Authorities (HORA) meetings.  

The Heads of Road Authorities have met annually since 2002. 

Council Approves Report

The report was prepared by the HORA Advisory Panel on Privatisation of RoadFacilities. The Chairman of the Advisory Panel Dato’ Mohamad Razali bin Othmanpresented the final draft of the report at the 86th Council meeting in Perth. Thereport was approved and it will be printed in Malaysia for distribution to heads ofroad authorities in this region and REAAA Governing Council members. REAAA

members can log in to REAAA website www.reaaa.net to view and download the48-page report.

Planning for A Seminar

Dato’ Mohamad Razali who is also the Director General of Malaysian Highway Authority told the Council meetingthat a seminar based on `Guide to the Privatisation of Expressways and Highways is being planned to be held eitherin Malaysia or Korea next year. It is aimed at exchanging ideas and sharing experience on various aspects on theprivatisation process.

The Guide, in its introduction defined privatisation as a process of transferring ownership of a business from thepublic sector to the private sector. One example of privatisation is the privatisation of tolled expressways andhighways, which has become an important tool in the development of a nation’s road transport infrastructure.

This Guide describes key issues that all projects associated with the privatisation of expressways and highwaysshould address. Stakeholders intending to embark on a project can use this Guide to assist them in the implementationand evaluation of projects, to ensure that key issues are addressed properly.

It should be noted that, in Malaysia, all expressways and highways that incur tolls are privately owned and this is thecase in all countries. However, many of the issues addressed in this Guide are also applicable to government-ownedexpressways and highways, even though users of these facilities do not pay a toll.

A standard format is being used for this first technical report. The format developed by REAAA Technical Committee

Chairman Mr.Kieran Sharp will also be used for future technical reports.REAAA is planning to publish another two technical reports or compendia on: `Disaster Risk Management` and`Efficient Operations of Road Network` in the near future.

REAAA TO FORMALISE TIESWITH PIARC

REAAA has begun to formalise ties with the World Road Association (PIARC). The matter was discussed at the 86 th meeting of the REAAA Governing Council in Perth in October 2008.

In June 2008, Mr. Franck Charmaison, PIARC Deputy Secretary General, and Dr Hiroshi Mitani, Honorary Presidentof PIARC, attended the 85th REAAA Council Meeting in Tokyo to begin work towards establishing a cooperativeagreement between the two organisations.

The following topics were proposed by PIARC for consideration by REAAA:

• Memorandum of Understanding (MoU) between REAAA and PIARC

• Co-sponsoring of PIARC International Seminars

• Special issue of PIARC Routes/Roads devoted to REAAA.

Sub-Committee To Prepare MoU

The REAAA Governing Council, at its 86th  Meeting in Perth in October 2008, has set up a sub-committeecharged with preparing a draft MoU for approval by Council. Mr. Gary Liddle of Australia is to chair the sub-committee with other members comprising Malaysia (Dato Mohamad Husin), Japan (Mr. Asao Yamakawa) andKorea (Dr. Jeong-Gyu Kang).

Both parties agreed that the MoU signed in 2001 needs a full revision as it no longer reflects PIARC’s modeof operation. The MoU is proposed to be revised according to this new framework and aimed at promotingsynergy and formalise relations between REAAA and PIARC, by addressing the following issues:

• Aim

• Representation to board meetings (mutual)

• Strategic plans (coherence)

• Co-ordination of work (priorities >> common groups)

• Websites (links)

• Joint activities (conferences, events, etc.)• Monitoring (yearly)

• Duration (no time limit)

Co-Sponsoring of PIARC International Seminars

PIARC International Seminars are conducted in developing countries and countries with economies in transition.The aim is to facilitate the networking of experts from these countries with experts from the rest of the world and, as a

result, to enhance knowledge transfer. These International Seminars are planned at a regional level in order to reachnot only experts in the host country but also from neighbouring countries.

For the next series of seminars, PIARC wishes to work closer with regional organisations such as REAAA, as it didsuccessfully with similar organisations in Africa and Latin America. REAAA would be given the opportunity to co-sponsor seminars to be conducted in REAAA member countries.

The expectation is that REAAA would:

• encourage the preparation of contributions to seminars in the countries in the region

• assist in the dissemination of information regarding the seminar in their country

• facilitate whenever possible the participation of local experts in the seminars.

Mr. Liddle urged Council members and countries in the region to contact the REAAA International Coordination

Committee for any proposals to host a PIARC International Seminar.

Special Issue of Routes/Roads

PIARC has offered to dedicate the July 2009 edition of Routes/Roads to issues within REAAA member countries inthe Asia and Australasia region. The theme `Managing Road Assets for Community Outcomes`, has been endorsedby the REAAA Governing Council. It is anticipated that this magazine will be made available to participants at the13th REAAA conference in Seoul in September 2009.

The REAAA Secretariat has written to all Council members inviting them to nominate contributions to thisspecial edition of Routes/Roads. A draft version of the text should be submitted by 1 December 2008, with thefinal version required by 16 Jan. 2009.

Contributions must be written in either English or French. The abstracts and full papers are to be sent to KieranSharp, Chair REAAA Technical Committee, via email ([email protected]) and copied to MichelleBaran, the Australasian Technical Adviser at the PIARC General-Secretariat ([email protected]).

10 papers may be needed for this publication. Among the countries which have pledged to contributepapers are Australia, Japan, Korea, Malaysia, New Zealand and Singapore. The pledge was made at the 86 th Council meeting in Perth. Efforts are being made to approach other countries to contribute articles for this

publication.

This report describes the activities of the Australian Chapter for the period from May to September 2008.

Australian Chapter activitiesThe committee of the Australian Chapter met in July. The committee’s main focus was on future activities and cooperation

between the Australian Chapter and other organisations to jointly stage events.

REAAA Australian Chapter Report

Some of the activities undertaken include:

• A special session was held for REAAA members attending

the 23rd ARRB Conference in July with Dr Tony Kane,Director of Engineering and Technical Service withAASHTO in the US, on current transportation issues inthe USA. This was attended by 40 members as well as theREAAA President, Dr Yoo, who was a keynote speaker atthe conference.

• VicRoads has invited REAAA members to attend theirmonthly seminars where appropriate. The August seminarwas on the topic of Indigenous Heritage. VicRoads emailsVictorian members directly about future seminars as theycome up.

• A survey is to be undertaken of members andpotential members in Victoria to establish what theywant from REAAA. The potential members to besurveyed will be selected from young professionals inthe road industry. If the survey produces useful results theintention is to conduct similar surveys in other states ofAustralia.

• A joint REAAA/Institute of Engineers Australia/Austroadsseminar will be conducted for REAAA members inconjunction with the REAAA and Austroads Council

meetings in Perth in October. All REAAA AustralianChapter members will be invited.

• Discussions have been initiated with RTA NSW ofcersto undertake a recruitment campaign for new membersin NSW. It is planned that a survey be conductedfollowing an assessment of the results of the Victoriansurvey.

Committee members will continue to explore opportunitiesfor joint events with other organisations.

Coordination of special REAAA edition of RoutesRoads

Kieran Sharp from ARRB is coordinating content fromREAAA member countries for a special REAAA editionof the World Road Association journal Routes Roads.A report will be tabled at the next Council meeting aspart of the International Committee report.

NewslettersNewsletters are produced by the Austroads national office onbehalf of the Australian Chapter committee. The newslettersare emailed to members or mailed to the small number ofmembers who do not have email addresses. They are alsoavailable on the Australian Chapter website. A newsletterwas prepared and distributed in August 2008.

WA BranchThe WA Branch organised a study tour to the ITS congress in

Singapore in July. The study tour encompassed the IntelligentTransport Systems Asia-Pacific Forum and Exhibitiontogether with a technical tour of some of the complex roadmanagement projects in Singapore. Twelve road industrypeople from WA participated.

Other Branch activities include:

• A joint ‘Safer Roads’ seminar with IPWEA in August.

• Perth-Bunbury Highway site visit is planned for 25September.

• The Joint REAAA/Institute of Engineers Australia/Austroadsseminar on the afternoon of Wednesday 22 Octobercoinciding with the REAAA and Austroads Councilmeetings.

• A breakfast or lunch event in October with the Chairmanof the OECD Heavy Vehicle Working Group, which ismeeting in Australia at that time.

Queensland BranchThe Queensland Branch has been reactivated and an AGMwas held on 27 June.

The Annual General Meeting held on 27 June 2008 hadunanimously approved the amendment to the REAM Constitutionto increase the number of elected Council Members from 10 to15 to absorb above five co-opted Chairmen into the Council.Approval is awaited from the Registrar of Societies, Malaysiaon this amendment.

REAM’s involvement in World Road Association (PIARC)activities

During the Council Meetings in late 2007 and early 2008, theCouncil was unanimous in its view that REAM should play amore pivotal role in the activities of PIARC than just attendingits four-yearly congresses and organising its seminars locally.With this in mind, efforts are currently underway to establish aPIARC National Committee for Malaysia and nominate REAM

members to serve in the PIARC Technical Committees as theseefforts will certainly augur well for REAM in particular andMalaysia in general.

A total of 11 REAM members from the public and corporate

ROAD ENGINEERING ASSOCIATION OF MALAYSIA (REAM)(PREVIOUSLY KNOWN AS REAAA MALAYSIAN CHAPTER)

sectors were nominated by the PIARC First Delegate ofMalaysia to service in various PIARC Technical Committees

one of whom has made Malaysia proud by being ratified as theChairman of TC C.2 Safer Road Operation.

REAM will be hosting the following two technical committeemeetings this year:

•  TC C.1 (Safer Road Infrastructure) and C.2 (Safer RoadOperation) 21-24 October 2008

  A Workshop on Safer Road Infrastructure and Operationwill be held on 22 October to tap the expertise attendingthe meeting as presenters.

• TC D.3 (Road Bridges) 28-30 October 2008

8th Malaysian Road Conference (MRC)

The Council has agreed to the proposal by the Organising

Training, Research and Development Committee

The 5-module Road Safety Audit Training Programme (RSA)which includes a competency test continues to be the mostpopular programme among the road engineering fraternity.This programme was held from 21-25 July 2008.

REAM Library

The expansion of the library by way of additional books,periodicals, conference proceedings etc. is a continuous process.

Monthly Technical Library Talks continue to gain popularity.Thus far, a total of five talks have been held on topics of variousinterest to members.

One of the objectives for hosting the talks was to bring membersto library and this has been successfully achieved based onthe response which has been averaging at 30 participants persession.
