Each year, we recognize members of our team who have distinguished themselvesthrough exemplary service and impacted our program in a positive way. It is very important toremember that the RCSU (NW) team includes our full and part-time staff (military & civilian), ourcadets, their parents, our Sponsors, our affiliated units and, of course, our League Partners.Without this strong team we would be very hard pressed to deliver such an extensive and dy-
namic program across our vast geographical area of responsibility. It is with this in mind thatwe must make every effort to ensure that those who go above and beyond the call of duty areidentified to the chain of command and recognized for their distinguished service.
We accomplish this important mission through our tiered and robust Honours and Awards(H&A) system which allows us to select the appropriate level of recognition to suit each circum-stance. Tiers 2 & 3 include our CO Certificates of Achievement, CO Awards of Excellence andCO Commendations. Tier 1 is comprised of CF awards including but not limited to commandcommendations. CF award nomination timeframes vary depending on the award. For exam-ple, nominations for the various command commendations and the Meritorious Service Medal(MSM) can be submitted any time while calls for CF Recognition Day and the Order of Military
Merit (ORMM) occur in the December to January timeframe annually. RCSU (NW) membershave been selected to receive the most prestigious CF awards available including the VCDSCommendation, the CDS Commendation, the MSM and the ORMM. All H&A nominations arereviewed by the H&A Committee and must be approved by the Commanding Officer.
This booklet is aimed at raising the level of awareness of everyone in the chain of com-mand regarding H&A to ensure that distinguished service does not go unrecognized. To thisend, we have compiled a consolidated package including available awards and scholarships,nomination package guidelines and sample nominations. Please remember that a well writtenand complete nomination package is vital to the success of your nomination. Nominations forCF awards must be staffed through our Regional Commander to NDHQ and must include a
cover letter (1 page), a narrative (1 page), a citation (max 80 words) and editable electroniccopies of all files (MS Word). We will generate the members MPRR and a form DND 2448 tocomplete the nomination package prior to H&A Committee review.

1. Subject award is granted annually to recognize the most deserving members of the CF. The order consists ofthree levels (Commander, Officer and Member) linked directly to merit and level of responsibility of the nominee.ORMM is our highest and most prestigious means of recognizing distinguished service. Nominees have typicallydemonstrated excellent performance throughout a solid career. As outlined in para 3 of ref A, the VCDS Group Allo-cation includes one MMM set aside for an officer of the Cadet Instructors Cadre.
2. VCDS has requested that C Res & Cdts submit at least one nomination to be considered annually as part ofthe allocation given to the VCDS group. Through the H&A Committee you are encouraged to submit members you
feel are deserving for review and onward transmission. It must be understood that incomplete packages will not beforwarded.
3. Your submission should include the following:
a. Cover Letter: The nomination will be submitted under cover of a letter addressed to D Cdts & JCR;
b. DND 2448: (PDF to be provided)
c. Narrative: compose the narrative for readers who are unfamiliar with the members occupation andelement. Acronyms and obscure terminology shall not be used. The narrative should not include alist of the members postings, but should highlight accomplishments of conspicuous merit and ex-ceptional military service. Annexes or attachments, such as letters of recognition or appreciation arenot permitted with nominations to the ORMM. Supervisors must ensure significant accomplishmentsare captured in the narrative;
d. Members Personnel Record Resume (MPRR): The MPRR must be verified as complete and correct. Acopy of the MPRR is to be attached to the nominations;
e. Include an electronic copy of the nomination on a disc, CD ROM or email via entrust, which will per-mit minor corrections and electronic record keeping.
4. Your submission will be forwarded to D Cdts & JCR so that they may be submitted to VCDS for inclusion inthe broader VCDS Group submission. This in no way precludes regions from submitting additional nominationsthrough their Regional Commanders to be included as part of other group allocations (i.e. CLS, CMS, CAS lists) if youso desire. Note that while one MMM has been specifically set aside within the VCDS Group for the CIC, in past years,the submissions to VCDS for deserving CIC officers has resulted in more than one CIC officer being appointed to theOrder on the same list and appointments at the OMM level (vice MMM). Therefore, multiple nominations from re-gions and nominations at the OMM level are also welcome. While only one MMM has been set aside, all deservingnominations will be staffed forward for consideration.

AIRWOMEN DURING CEREMONIES THAT ARE HELD THROUGHOUT THEYEAR. IT RECOGNIZES, IN A PUBLIC FORUM, THE DEDICATION, EFFORTS,

Selection process:
As detailed above Members are to submit to the Honours and Awards committee for staff checkand for submission to DCdts 2-2 as detailed in Routine Orders.
In addition to such criteria, it is necessary to ensure that nominees are exemplary CIC officers,nominees must:
a. be active on a regular basis with a corps/sqn; and
b. exhibit a high standard of physical fitness such that they will be able to fully participate inthe NCR Run in Red Fitness Event (which is approx 5 to 8 Km).
Note that while we will ensure nominations are complete, the vetting and final selection of theCIC nominees will be done by the CMP CWO.

Letter for Regional Tier 2 or 3 Submissions
When the time comes to formally recognize military and/or civilian members or organiza-tions through our unit H&A programme; para 2 of the nomination letter must contain the pro-posed award citation. The citation shall clearly communicate to the reader both the contributionbeing recognized as well as the impact that contribution on the organization. Citations are to beno more than 150 words in length. Note that we add canned sentences to the front and backend of each citation during finalization. Therefore, the citation totals approximately 200 words inthe end.
This award is presented to (recipient) in recognition of his/her outstanding leader-
ship and unwavering dedication and commitment to the officers and cadets of the Re- gional Cadet Support Unit (North West) and the Canadian Cadet Organization.

The Cadet Administrative and Training Order (CATO) 13-16 National Cadet Honours and Awards describesthe organization and attribution criteria of national cadet honours and awards.
The CATO supplements Queens Regulations and Orders for the Canadian Cadet Organizations(QR(Cadets)) and takes precedence over elemental cadet dress instructions with respect to the wearing of medals.
This order is promulgated under the authority of the Chief of the Defence Staff. The Director Cadets and Jun-ior Canadian Rangers (D Cdts & JCR), the navy League of Cana, the Army Cadet League and the Air Cadet League
jointly issue this order.
The Canadian Cadet organizations (CCO) National Awards Committee shall review recommendations forCadet National Awards. This committee shall be composed of:
a. Chairman; D Cdts & JCR;
b. Secretary: D Cdts 2-2; and
c. Members:
1. D Cdts 2;
2. D Cdts 3;
3. D Cdts 4;
4. D Cdts 5;
5. D Cdts 6;
6. Executive Director of the Navy League;
7. Executive Director of the Army Cadet League; and
8. Executive Director of the Air Cadet League.
The CCO National Honours and Awards committee is the approving authority for all honours and awardsworn on or with the cadet uniform. Consequently, no medal or ward shall be worn until appropriate authorization isgiven.

The Cadet Award of Bravery may be awarded to a cadet who performs an outstanding deed of valor involv-ing risk of life in the attempting to save the life or property of others.
The Awarding of the Cadet Award of Bravery is governed by the following terms:
a. the Cadet Corps Commanding Officer is the nominating authority for the awarding of thecadet Award of Bravery and he/she shall obtain the concurrence of the local sponsoring committee
and provincial League;
b. the recommendation, together with the League and sponsoring committee concurrence,shall be forwarded through RCSUs for onward transmission to D Cdts & JCR; and
c. the approving authority is the National Cadet Honours and Awards Committee.
Notification that a cadet has been awarded the cadet Award of bravery shall be sent to the applicable RCSU,who shall notify the CO of the cadet Corps.

The Cadet Certificate of Commendation may be awarded to a cadet for outstanding deeds in the attempt-ing to save the life or property of another person.
A cadet who is awarded the Cadet Certificate of Commendation will receive a certificate and a pin. The cer-tificate will show the cadets name, include and appropriate citation and be signed by the D Cdts & JCR. The pin isa silver bar with one maple leaf and shall be worn on the cadet uniform in accordance with the current elementaldress instruction.
Awarding of the cadet Certificate of Commendation is governed by the following:a. the Cadet Corps Commanding Officer is the nominating authority for the awarding of thecadet Award of Bravery and he/she shall obtain the concurrence of the local sponsoring committeeand provincial League;

The Lord Strathcona Trust Fund Medal, most commonly referred to as the Lord Strathcona Medal is the high-est award, which can be bestowed upon a cadet in recognition of exemplary performance in physical and militarytraining.
Lord Strathconas objectives in establishing his endowment were to:
a. encourage the improvement of the physical and intellectual capabilities of cadets; and
b. foster patriotism in cadets through the acquisition of a good knowledge of military matters.
The subject Medal may be awarded annually to one cadet per corps in accordance with the direction at theReference. Corps COs should review the reference and take the required action. The corps will retain all of the docu-mentation created in the selection process.
In order to receive the Medal and certificate, corps will provide the following information, in writing, to theRCSU Chief Clerk no later than 1 Apr:

The Royal Canadian Legion Cadet Medal of Excellence is award in recognition for individual endeavours incitizenship that meet and enhance the aims and objectives of the cadet movement.
The Royal Canadian Legion Cadet Medal of Excellence is awarded annually to one cadet per corps in accor-dance with the reference. Corps COs should review the Reference and take the required action.
Note that RCSU (Prairie) will follow two processes for the Legion Medal: one for corps located in Alberta,Manitoba, Nunavut, North West Territories and Yukon, ; and another for corps located in Saskatchewan. With the
exception of Saskatchewan, corps will retain all of the documentation created during the selection process at theirlocation.
In order to receive the medal and certificate, corps COs located in Alberta, Manitoba Nunavut, North WestTerritories and Yukon are requested to send the following information no later than 1 Apr to:
a. corps name and number;
b. name and initials of recipient;
c. ACR date;
d. COs name and rank and contact phone number; and
e. Legion Branch the medal should be sent to.
Corps COs located in Saskatchewan are requested to send the attached Legion Application Form to theirrespective elemental League Executive Directors no later than 1 Mar 12. Note that the Leagues in Saskatchewan mayrequire additional supporting documentation and will inform corps COs directly of such requirements. The eligibilitycriteria and application are enclosed.

The Colonel-Robert-Perron Award for Excellence in Physical Fitness (hereinafter referred to as the Perron Award) is a national award that is presented annually to the top male and female cadets who demonstrate the bestphysical fitness. The Perron Award is based on the fitness components for the Cadet Fitness Assessment IncentiveProgram described in CATO 14-18 and graded using the Perron Award Scoring Matrix available at Appendix 1 to theReference.
Any cadet aged 15 or older, and having completed Phase Two / Red Star /Proficiency Level Two or more, canvoluntarily undergo the physical fitness test and apply for the Perron Award.
Once scores have been calculated and validated by the fitness test supervisor, the corps CO will endorse theresults of the cadet from that corps with the most points on the Application Form at Appendix 2 to the Reference.
The corps CO shall submit the Perron Award Application Form by the nomination deadline of 15 April to theRCSU either by fax, by mail or by scanning the completed form and attaching it to an e-mail. Each corps may submitone male and one female nomination. The RCSU shall select the best three male and female candidates from theirregion and forward a copy of the application to D Cdts & JCR prior to 30 April.
During the first week of May, applications will be reviewed to identify the male and female cadet who at-tained the highest fitness test score. Any tie will be broken in accordance with paragraph 11 of Reference. The resultswill be presented to D Cdts & JCR for final approval.
Once the winners home RCSU and corps have been notified, details of the award presentation will be dis-cussed and finalized. Presentation options could include D Cdts & JCR (or a representative) attending the corps ACRor a CSTC ceremony, or attending some other suitable occasion as determined by D Cdts & JCR, in consultation withthe RCSU and the corps.
The presentation should be photographed and a corresponding article prepared to promote the event asmuch as possible in local newspapers and websites.

The Army Cadet League of Canada (ACLC) has created an award to recognize continuous meritorious cadetservice of at least four years by deserving Army Cadets. The effective date of this award shall be 01 Jan 04 in celebra-tion of the 125th year of the Royal Canadian Army Cadets (RCAC). The award (ACSM) was authorized for issue andwear by the National Cadet Council (NCC) 05 May 04.
The authority for the ACSM shall be The Army Cadet League of Canada. The medal will be recommended forissue by the Cadet Corps Commanding Officer and approved by the Chairperson of the Corps Sponsoring Committeeor the Corps Sponsor where a Sponsoring Committee does not exist.
The onus shall be on the individual cadet to apply for this award. To qualify for this award, a serving cadet must havesuccessfully completed four calendar years (from enrolment date) of honourable service with no serious infractions,and be recommended by the Cadet Corps Commanding Officer. All Army Cadets past or future shall be eligible forthis award.
Cadets on strength at a cadet corps on or after 01 Jan 04 shall be eligible to receive the medal and subsequent addi-tional service bars, free of charge as a one-time issue.
A break in service in the aggregate of one month or less will not disqualify a recipient from receiving theaward. An Army Cadet who has previously served with the Air Cadets or the Sea Cadets may count such service tothe eligibility period for the ACSM. Eligible service is also portable between army cadet corps. A cadet shall be eligiblefor only 1 (one) award. At no time may a cadet apply for an additional cadet service medal from the Navy League ofCanada or The Air Cadet League of Canada. Cadets shall wear, and follow the regulations of, the first service medalthey received. Medals may not be converted from one element to another.
The award of the Army Cadet Service Medal to a cadet will be initiated by the cadet or former cadet by completing ofthe form Application for the Army Cadet Service Medal (attached).

Upon receiving an application, the Cadet Corps Commanding Officer shall substantiate the cadet's servicemake the appropriate recommendation and forward it to the Local Sponsoring Committee or Sponsor for approvaland administration. The approved application shall be retained in the cadets personal file. A copy of the applicationshall then be forwarded to the Provincial/Territorial Branch for issue and presentation of the award. A list of thenames of recipients and their corps shall be maintained by the ACLC Branches.
Presentation of the award shall be made at a suitable ceremony by a representative of The Army CadetLeague of Canada as may be arranged by the Provincial/Territorial Branch with the Cadet Corps. A Presentation Cer-
tificate (suitable for framing) is available on the ACLC web site.

Lieutenant-General J. W. Quinn, CD, Colonel Commandant Royal Canadian Army Cadets from 1979 to 1989,as a legacy to his desire to promote music in the Army Cadet movement has established annual awards or out-standing Army Cadet musicians, known as "The Lieutenant-General J.W. Quinn Annual Music Awards for Excellence".The awards are administered by the National Office of the Army Cadet League of Canada..
Two awards will be presented annually in each of the following categories to first and second place cadets inthe categories of:
a. Army Cadet Pipe Band Musician (ACPBM); and
b. Army Cadet Military Band Musician (ACMBM).
Each first place winner in each category shall receive in addition to a commemorative plaque, a cash awardof $250 and an additional $500 for their cadet corps to be used for the purchase of an instrument and/or to be usedin support of music training.
Each second place winner in each category shall receive in addition to a commemorative plaque, a cashaward of $125 and an additional $250 for their cadet corps to be used for the purchase of an instrument and/or tobe used in support of music training.
Approving authority for all music award nominations is the Army Cadet League of Canada.The following criteria shall be used as a basis for selecting the outstanding cadets:
a. to have completed a minimum of two years continuous service as an ACPBM or ACMBM by the dateof nomination;
b. to be an outstanding level V instrumentalist. This is to be the minimum requirement for nomination;
c. to have contributed outstanding participation in Army Cadet (or Cadet) parades, engagements, per-formances for his/her Corps, Community, Province, etc as an ACPBM or ACMBM (provide list if possible);
d. to have demonstrated outstanding loyalty to his/her corps and army cadets;
e. to have shown obvious dedication to the Army Cadet Pipe Band or Army Cadet Military Band Musi-cian training programme; and
f. outstanding dress, deportment, drill, conduct, manner and dependability. A selection board consisting of an Army Cadet League of Canada representative and the Director of Cadets
and Junior Canadian Rangers (D Cdts 4-4) will be convened by the end of February each year. The list of the nomi-nees for the awards shall be published annually by the Army Cadet League of Canada.

The period of consideration for nomination shall be from 01 Jan to 15 Dec of the nomination year. The closing datefor nominations is 31 January.
COs may nominate as many cadets as desired providing they meet the selection criteria. The nomination form (to bereproduced locally) to be submitted on each cadet nominated for the award is attached as Annex A to this policy.The form provides verification/recommendations concerning the selection criteria by:
a. CO - 3a, 3b, 3c, 3d and 3e;
b. Instructor - 4a, 4b, 4c, 4d and 4e;
c. Regional Cadet Music Advisor (RCMA) - Verify instructor; and
d. Region HQ - Verify CO (and recommend).

Cadets will mail their completed application package directly to The Hubbell Awards Inc. at the address con-tained in the application form. Additional information is available on the Hubbell Awards Inc website.
Note that the following documentation must accompany the application:
a. A photocopy or scan of the applicants acceptance to the post secondary institution they will attendthis fall. If not available at time of application, may be submitted separately by 15 Jun.
b. A photocopy or scan of the applicants most recent official transcript of marks from the school theyare currently attending.
The closing date for applications is 1 May. There is a limit of one applicant per corps. COs are to canvass theircorps to ensure that all eligible cadets are aware of this opportunity.

1. Three $1,000.00 awards will be presented (one per element) throughout the region.
2. Written essays are to be submitted to corps COs who are to forward them to their applicable elemental OIC not later than in accordance withannual instructions published in Regional Routine Orders.
3. The committee will review submissions and make selections in the Apr and the awards will be presented at the selected cadets during theircorps ACR.
