including educational programs, feeding,
and medical ministries.
It was at Samal, Bataan that Dr Bong andvolunteer Korean doctors attended toaround 100 medical-dental patients, in-
cluding 20 people who came for acupunc-ture service.
The Korean volunteers also provided free
hair-cuts to Samal residents, and rendered

Something old, something new
Most Rotarians know that for several decades,Rotary has operated with four Avenues of Service:namely Club Service, Vocational Service, Com-munity Service, and International Service. But anunusual thing happened at the 2010 Council on
Legislation! The proposed enactment to add a fifth Avenue ofService was approved by the Council after being rejected at pre-vious Councils.
The new avenue is called New Generations Service, and there issome confusion and concern about the impact of the change. The proposer of the enactment did not file a statement of sup-port, and therefore, we do not have a written statement of theproposers rationale. However, it seems to me that the purposeand effect is to focus more attention on the Rotary programs foryouth and young adults.
Rotarys programs of Interact, RYLA, Rotaract, and Rotary YouthExchange are some of the best in the world for young people.
However, they have been divided between Community Serviceand International Service at the club level and district level, which has made it more difficult for them to be coordinated. Thechange to five Avenues of Service will provide a single directoror coordinator for each club and each district to supervise andpromote the Rotary programs for young people.
Our work with youth and young adults has two salutary benefits.First, the favorable influence on the participants by their expo-sure to the core values of Rotary, which are fellowship, service, integrity, diversity, and leadership. Second, the positive memoryof Rotary that often causes the participants to join Rotary clubslater in their lives. We need to do a better job of recruiting theparticipants into Rotary membership, and we are working onplans to record the names and e-mail addresses of the partici-pants to stay in touch with them as they leave the youth and
young adult programs.
So in reality, the 2010 Council on Legislation did not create anynew programs. But adding the fifth Avenue of Service will facili-tate our quest to make the youth and young adult programs evenBigger, Better, and Bolder in the future and to recruit evenmore of the participants into Rotary membership. The perfectexample of a win-win situation!

The importance of our maga-zinesNot too long ago, the telegram was the way tocommunicate internationally. The telegramwas replaced by the telex machine, which was
followed by the facsimile. Now the Internet isthe way of daily communication. Yet newspapers, books, and magazines are difficult to replace.
The Rotarian is our official magazine and a good source ofinformation. We can read about Board decisions, upcomingevents, possible changes within the administration, and pro-jects from all over the world. According to ourManual ofProcedure, the purpose of the official magazine shall be toserve as a medium to assist the Board in furthering the pur-pose of RI and the Object of Rotary.
Our official magazine is surrounded by 30 regional maga-zines, from Rotary Down Underto Rotary Nordenandfrom El Rotario de Chile to The Rotary-No-Tomo. In additionto printing some of the same contents as our official maga-zine, these magazines bring a local touch to the reader. Thisis essential in light of the internationality of our organization.
The printed press is today threatened by a world gettingmore and more digital a development we cannot halt. To-day we have more and more conference calls, but these cannever totally take over face-to-face meetings. In the sameway, it is my hope that the printed press will still remain andthe digital world will be complementary to it.
There is something very special in holding a book or a
magazine in the hands. May therefore the Rotary magazinesnever disappear into cyberspace for good the printed wordis needed today and in the future just as it has been in thepast.

RI Vocational Service Update March 2011
The British newspaper the Guardian, in associa-tion with World Health Organizations Global HealthWorkforce Alliance, created a useful graphic tool tocompare the 57 countries identified by WHO ashaving the worst health care worker shortages. A
shortage, which is defined as fewer than 23 healthworkers per 10,000 people, negatively affects allaspects of a community, but especially maternaland infant mortality. Rotary clubs and districts canhelp improve access to and quality of health care inthe most affected countries by supporting healthworkers and clinics.
As compared to USA which has 125 health workers(doctors + nursing personnel) per 10,000 people, some African countries have less than 3, with So-malia having only 1.5. In Asia, Bangladesh has 6,Indonesia 9, Cambodia 10, and Myanmar 14.
Follow the link above to find out if the Philippines, which has been sending thousands of health work-ers overseas, is among those 57 countries facedwith critical shortage of healthcare workers..
