Scouting in Korea counts down 1,000 days until the Jamboree

The dream of the 25th World Scout Jamboree has begun! On 4 November, Korea Scout Association and Organising Committee for the Jamboree convened a safe celebra-tion from the Jamboree site in SaeManGeum to highlight preparations for the event and start the countdown of 1,000 days until the 25th World Scout Jamboree.

The online event, which was live streamed and can be watched on the Jamboree’s official YouTube channel, fea-tured dance performances from local K-pop bands, video messages from Scouts around the world, and speeches from local and international dignitaries.

Welcome tothe 25th World Scout Jamboreee

A warm welcome from Korea to all Scouts around the world.

The preparations for the 25th World Scout Jamboree be-gan in 2011 with the intent of holding a global event that would help to contribute to the revitalization of the Scout Movement in Korea, while at the same time commem-orating the 100th anniversary of Korea Scout Association and preparing for the next 100 years of Scouting in Korea.

The 25th World Scout Jamboree will be a remarkable ex-perience taking place 100 years after the Scout Movement began in Korea, and 32 years after hosting the 17th World Scout Jamboree in Mt. Seorak, Goseong, Gangwon-do in 1991.

The 25th World Scout Jamboree is prepared to offer var-ious educational programmes based on the concept of “4S+ACT” to support young people from all over the world to develop Scout friendships and realise their dreams of global peace, unity and sustainability.

The theme of the Jamboree is “Draw your Dream!”, rep-resenting our willingness to accept young people’s ide-as and opinions, and create an opportunity for them to make their Jamboree dreams come true.

Jamboree Logo

The logo for the 25th World Scout Jamboree symbolises the gathering of Scouts from around the world who will come together under one tent in Korea to enjoy the Jam-boree experience. The logo is designed in the shape of traditional Korean tiled roof (Giwa-jibung) and tents, and embodies the spirit of joyful festivals that take place in Korea. As the Jamboree is an official event of the World Organization of the Scout Movement the World Scout Em-blem is also featured.

As members of WOSM, NSOs (and by extension NSAs) will be entitled to use the World Scout event logo for non-commercial purposes, in accordance with WOSM’s general licensing conditions, as published in the World Scout Brand Identity Guide.

Design guidelines will shortly be available for NSOs, spec-ifying the approved use of the logo, including different permissible versions, minimum usage size, and approved applications. Any commercial or non-commercial licens-ing arrangements will also be detailed in this document.

The World Scout Emblem is a protected symbol and is therefore subject to licensing restrictions.

Key Jamboree dates

Tuesday, 1 August to Saturday, 12 August 2023

For participants and contingents, the 25th World Scout Jamboree begins with arrivals on Tuesday, 1 August 2023 and ends with departures on Saturday, 12 August 2023.

The first meal for participants will be served on the evening of 1 August, and the last meal will be served on the morn-ing of 12 August.

Jamboree theme : Draw your Dream!

“Draw your Dream!” expresses the desire for members of the Scout Movement to transform the 25th World Scout Jamboree into their own festival and to grow their dreams through the event. SaeManGeum will be shaped into a spacious recreational ground, giving young Scouts from around the world an opportunity to pursue their hopes and dreams throughout the Jamboree.

Airport Information

Incheon International Airport is 300 km away from the site and it takes around three hours to travel by shuttle bus. Further information about transportation, official gateways and travel arrangements will be provided in the next bul-letins.

Jamboree Site Overview and Climate

The 25th World Scout Jamboree will take place on a brand new site in SaeManGeum. The campsite is flat and overlooks the sea on one side and features a view of the mountains. It is situated in close proximity to the beautiful Byeonsanbando National Park (Byeonsan Peninsula) lo-cated on the West Coast of Jeollabuk-do. The site is about 8.8km2 and spreads out on a wide piece of land measur-ing 6.2km by 1.7km (based on the longest points). (35’42”N 126’35”E)

Temperature The month of August normally features hot weather. Dur-ing the last five years, the average temperature was ap-proximately 28.4˚C, the average highest temperature was 33˚C, and the average lowest temperature was 24.6˚C.

Cloud coverThe median cloud cover is 8.7, with no significant differ-ences over the course of the month.Cloud cover -> Sunny (0-5), Cloudy (6-8), Cloudy (9-10) PrecipitationOver the past five years, we have examined the same amount of rainfall during August, and we have been able to check the record of 25 mm of rain during the rainy sea-son. Throughout early August, the most common types of precipitation are thunderstorms, light rain, and moderate rain.

Relative humidity Relative humidity usually ranges from 64% to 86% during the month of August. It is helpful to note that the location of the Jamboree site is near the beach.

Contingent Management Team

Organising and running a successful Jamboree contin-gent is a big job. It is recommended that each NSO or-ganises a Contingent Management Team (CMT), which is a team of adult leaders to support their participants led by a Head of Contingent. Each CMT will have a headquar-ter on the Jamboree site and will camp in the adult camp area. The CMT is a group of leaders with knowledge and experience in financial management, international trav-el, taking care of young people, and international Scout-ing. The CMT is also an ideal environment for developing skills in the next generation of leaders. The number of CMT members is limited based on the number of participants in the contingent, as shown in the following chart.

International Service Team

In order to successfully host the 25th World Scout Jambo-ree, about 10,000 volunteers are needed to serve on the International Service Team (IST). Scouts who were born on or before 31 July 2005, are welcome to join the IST.

- IST members should be able to communicate in English and/or French.

- Ready to perform any tasks necessary for the Jamboree.

- Must attend the Jamboree as part of a national Scout contingent.

Eligibility

• Participant and leader eligibility To be an eligible youth participant at the 25th World Scout Jamboree, you must have been born between 22 July 2005 and 31 July 2009. If you are older on the given date, you may be able to apply to become a member of the International Service Team, Contin-gent Management Team or a unit leader. The exact age eligibility has been approved by the World Scout Committee.

Members of the World Association of Girl Guides and Girl Scouts (WAGGGS) may take part in the 25th World Scout Jamboree under the conditions agreed to between WOSM and WAGGGS as follows:

• For Scout and Guide national organisations (i.e., mem-bers of both WOSM and WAGGGS—known as “SA-GNOs”), invitations to World Scout Jamborees are ad-dressed not only to WOSM registered youth and adults, but also to those members registered with WAGGGS

• Youth and adults of national Girl Guide and Girl Scout Associations (i.e., those who are members of WAGGGS only) may attend the event with the agreement of the WOSM organisation in their country. Girl Guides and Girl Scouts attending such events will be part of the respective national Scout contingent. There will, there-fore, be no WAGGGS contingent.

Each National Scout Organization (NSO) (with the exception of the host NSO) must not exceed 10 percent of the total expected number of 50,000 participants (youth, unit leaders, and IST or staff) agreed to by the World Scout Committee. Therefore, the expected maxi-mum size of any one contingent is 5,000 people.

SustainabilityTogether with global, regional and national partners, the Jamboree programme will be comprised of activities that engage young people in learning about the Sustainable Development Goals and taking action for peace and sus-tainable development in their communities. Through the Better World Tent and Global Development Village, Scouts will learn how to connect with nature, create a culture of peace and dialogue, promote diversity and inclusion, and more.

ACT : Adventure, Culture, TraditionThe Jamboree programme will offer various adventure activities that use the environment around SaeManGe-um, including the mountains, rivers and seas to enable Scouts to connect with and discover nature. The event will also engage participants in cross-cultural exchange to experience the best of Korean culture and tradition from K-pop music to Bibimbap food to the Hangul alphabet, and much more.

Communication with National Scout Organizations

During the next three years, we will be publishing official Jamboree Bulletins (like this Bulletin 1) and Jamboree Cir-culars in order to provide NSOs and their CMTs with in-formation to prepare for the 25th World Scout Jambo-ree. These bulletins and circulars will be communicated through ScoutPak, which is distributed regularly by the World Scout Bureau as the official communication to all NSOs. In addition, your contingent can also access infor-mation through the official Jamboree social media ac-counts and website at www.2023wsjkorea.org.

Jamboree Fee

The Jamboree fees will be considered and approved by the World Scout Committee at their meeting in March and communicated with NSOs in April.

Jamboree programme highlights

The 25th World Scout Jamboree is working to create an exciting experience that will enable young people to re-alise their dreams, make friendships with people from different cultures, and take part in a safe, inclusive and sustainable programme during the event. The Jamboree is designed around several core programme elements.

Scouting for LifeMany of the programme features will engage young peo-ple in developing leadership and life skills through Scout-ing activities, and will challenge participants to learn about global issues and becoming active citizens. These programme elements will incorporate Scouting’s values and methods, as well as ideas around global citizenship education and education for sustainable development.

Smart & ScientificThe Jamboree programme will use the latest technology to enable participants and contingents to connect, stay up-to-date with information, and take part in variety of activities through the official Jamboree app. Participants will be able to experience the future through everything from robot technology to virtual reality. A specific stream of the programme will focus on STEAM skills, offering young people the chance to join in activities and learn about the fields of science, technology, engineering, the arts and mathematics.

Safe & SecureThe Jamboree programme will be designed to prevent and respond to communicable diseases, natural dis-asters, and other emergencies, while providing safety education programmes developed by Korea Scout As-sociation. The “Disaster Safety Programme” will not only improve the safety response ability of participants, but will also help them grow into citizens who can act as re-sponders in the case of emergencies.

Did you know?

Korea Scout Association hosted one other World Scout Jamboree, the 17th World Scout Jamboree in 1991. The 17th World Scout Jamboree was the first World Scout Jam-boree to include the Global Development Village (GDV), now a hallmark of World Scout events. The GDV engages Scouts in learning about global issues and how to work towards creating a better world.

In October 2021, we plan to hold the first Head of Contingents visit, which is a formal briefing event with the Jamboree Organising Committee. This is your chance to visit the Jamboree site and ask questions regarding the programme, logistics, and much more. More details will be provided in later bulletins and circu-lars. Operation K

Scouts from every country should have the opportunity to attend the 25th World Scout Jamboree. To ensure as many Scouts as possible have opportunity to attend the 25th World Scout Jamboree, regardless of their social or economic circumstances, a solidarity fund has been es-tablished called Operation K. As promised by the Korea Scout Association during the bid presentation at the 41st World Scout Conference in Baku, Azerbaijan, 10 people will be invited by Korea Scout Association (9 Scouts and 1 Adult Leader) from each participating NSO. Therefore, based on the number of NSOs in 2021 (171 NSOs), a total number of 1,710 scouts will be invited through Operation K.* Details will be announced before the first Head of Contingents visit

COVID-19 Response of Korea

The Organizing Committee of the 25th World Scout Jam-boree is working closely with local and national govern-ments, as well as healthcare professionals, to ensure that all possible health and safety prevention measures are in place to limit the potential spread of COVID-19 and other communicable diseases during the event. Korea is a role model for good health practices and has succeeded in preventing the spread of COVID-19 where proper quarantines are currently enforced and social dis-tancing is well maintained through the country’s “3T ap-proach”.The 3T refers to Test (diagnosis/confirmation), Trace (ep-idemiological survey/trace) and Treat (isolation/treat-ment). The 3T approach is also called “K-quarantine,” or the Korean quarantine model.Among the 18 measures to be proposed to the Gene-va-based ISO are Korea’s temporary drive-through and walk-through COVID-19 testing centers; a smart phone app that asks users about their possible symptoms of the virus and reports the results to government officials; an-other app that monitors users’ self-quarantine and alerts government officials when the users leave their homes; several social distancing guidelines; government-led iso-lated treatment centers; and diagnostic test kits.Intensive COVID-19 prevention measures will be imple-mented at the 25th World Scout Jamboree reflecting not only global standards (including World Health Organiza-tion standards), but also Korea’s control and prevention policies by KCDC (The Korea Centers for Disease Preven-tion and Control). We hope that the global vaccine rollout will help ensure that ahead of the 25th World Scout Jamboree we consider the health and safety of all participants and contingents from their point of departure to the point of arrival and during the event. Being outdoors and enjoying Scouting activities in nature is safe when taking the necessary pre-cautions.We are hopeful that these measures, if required at the time of the event, will provide the safest environment for our Scouts from all around the globe.
