1981-1991 - Master Sergeant/E-7 (Aircraft Maintenance Manager/Facilities Maintenance Manager) UNITED STATES AIR FORCE, Texas, United Kingdom and New Mexico As a Senior Non-commissioned Officer, Master Aircraft Maintenance Technician and Manager, I was responsible for the safe operations of all maintenance activities for 78 assigned personnel from a wide range of specialties; airframe, powerplant, electrical, avionics/electronics, hydraulics, environmental, egress, sheetmetal, machinist, weapons/armaments, and supply specialists. Developed safety plans, performed hazard assessments prior to any operation, ensured mitigations were put in place and acquired necessary personal protective equipment using Air Force Occupational Safety and Health (AFOSH) standard as the guiding directive (which incorporates the safety principles and concepts of the Occupational Safety and Health Administration (OSHA) and other national consensus safety agencies).

As the Facilities Maintenance Manager, I oversaw the planning, design, and construction phase of several buildings and hanger structures during our $25-million-dollar base expansion project to make ready for the addition of 96 aircraft being reassigned. Part of my responsibilities were to ensure the integration of required safety features required for personnel and aircraft storage. During the construction phases, it was my responsibility to conduct construction site safety audits/inspections ensuring that proper safety measures were taken; proper lift operations, fall protection, proper use pf personal protective equipment, hot work operation permits, scaffold assembly and use, and pre-task safety meetings were conducted per AFOSH guidelines.

As the Squadron Safety/Security Officer, performed random safety inspections using task-specific checklist, recommended changes to meet compliance requirements per AFOSH and command directives. Performed accident investigations and recommended effective corrective actions. I created and instituted measures to safeguard sensitive information within the squadron computer network. Informed users about security measures, explain potential threats, oversaw hardware installations, implemented security measures and monitored networks.

HEALTH/SAFETY/ENVIRONMENTAL RELATED EXPERIENCE HIGHLIGHTS

Safety Officer, DYNCORP INTERNATIONAL, Kabul, Afghanistan ● 2008-2011

Lacking an established formal safety program, based on OSHA requirements and guidelines, and living/working within hostile and austere environments, I conducted several job-related and living condition hazard analysis’ country wide to determine what the immediate safety areas of concern were, what training deficiencies existed, and what requirements were needed to satisfy those short-comings. The result was a program that had a far reaching positive impact on accomplishing mission goals.

Provided safety oversight of the complete electrical system upgrade of 2 Afghan Police RTC’s (Recruit Training Camps); Central Training Center and Kandahar. One site was required to allow for the construction of additional facilities, and the other was destroyed after a hostile attack on the camp.

Safety oversight of the preparation, removal, installation, and connection of 8 diesel powered generators using 80 ton mobile cranes at 4 different RTC’s; Bamian, Herat, Kandahar, and Camp Gibson.

Safety supervision over the switching of electrical power sourcing from diesel powered generators to city power at 3 RTC’s; Herat, Central Training Center, and Camp Gibson.

Investigated 2 separate electrical fire incidents at 2 RTC’s; Herat and Kandahar. One was the result of sub-standard fluorescent lighting ballast, and the other was improper wiring methods and materials. A follow-up inspection of the fluorescent lighting ballast at a third camp in Konduz showed evidence of the potential for a fire. A source vendor for replacement ballasts was identified and ballasts were ordered for all 12 camps for immediate replacement.

Developed an Emergency Action Plan for diesel powered generator operators and maintenance technicians, and instructed all respective personnel on procedure details by traveling from site to site.

Investigated a rise in health issues at 2 separate RTC’s; Gardez and Kandahar, and discovered evidence of black mold in several of the living quarters. Further investigation by me revealed that the subflooring plumbing was not properly connected, nor was it draining properly and the greywater was migrating into the walls. I developed, planned, and supervised a successful mold remediation program.

Organized and directed the evacuation and relocation of Kandahar RTC personnel during a flood of the site. Orchestrated the delivery of food, medical supplies, and essential equipment. Participated in developing a plan to remove the flooding from the camp, and the design of a trench and berm system to prevent a repeat occurrence in the future. Conducted a pre-occupancy safety inspection of all facilities and utility systems.

Worked closely with a team of electrical inspectors to develop and shape an electrical system inspection and management program that produced previously non-existent system schematics, identify noncompliance’s, life-threatening conditions, and under-rated system components. This information was then used to plan and perform crucial system repairs and upgrades throughout the country providing safer electrical systems to meet present and future demands.

Composed company policy and Chaired the Traffic Accident Review Board to determine cause, assess damages, assigned responsibility, and recommend disciplinary actions, when applicable, to upper management.
