2015 Roll of Honour

County Press Awards• Batting: James Lucy (Shanklin CC)

For the batting award, points are awarded for every half century scored with the bat, withtwo points for a century, three points for a 150-plus score, and so-on. Winning this year’sbatting award is Shanklin’s James Lucy, who finished the season on 11 points. Jameshad an exceptional start to the season, with scores of 189 and 141 in May.

• Bowling: Lee Brown (St Helen’s CC)Bowlers start accruing points as soon as they register a three-wicket haul, with twopoints for four wickets, three for five, and so on. And it was St Helens’s Lee Brown whoscored the most, with 22 points through the season.

• Wicket Keeping: James Cheek (Ventnor CC)Wicketkeepers pick up a point for every catch and stumping they make through theseason. Consistently picking up points through the campaign, and finishing on 29 points,was Ventnor’s James Cheek.

ISLE OF WIGHT CRICKET BOARD LIMITEDSTANDARD COMPETITION RULES AND PLAYING REGULATIONSAll matches will be played under the ECB Code of Conductand Spirit of Cricket.

The following will apply to League and Cup Competitions. Further Rules and PlayingConditions that specifically apply to League OR Cup are detailed immediately after theseStandard Rules. Rules AND Regulations amended December 2014

1. Eligibility to EnterCompetitions shall be open to all clubs affiliated to the Isle of Wight Cricket Board Limited (IWCB).The control and administration of all competitions shall be by the Isle of Wight Cricket Board ClubsExecutive Committee (IWCBCC) and all decisions of that Committee shall be final.

2. Matches will be played under the laws of cricket code 2009 disregarding any special regulationsfor Test and First Class matches, with the following exceptions:

EXCEPTIONS: DIVISION 2Penalty Runs:Law: 2.6.(iii) Player returning to the field without permission.Law 17.1.(d) Practice on the field.Law:18.5.(a)(iii) Deliberate short running.Law:42.4.(i) Deliberate attempt to distract striker.Law 42.9.(b)(i) Time wasting by the fielding side.Law 42.10.(b)(i) Time wasting by the batsman.Law 42.13.(b)(i) Fielder damaging the pitch.Law 42.14.(c)(i) Batsman damaging the pitchLaw 42.16.(iii) Batsman stealing a run.

3. Entering the LeagueClubs participating in any given season will automatically be included in that competition thefollowing season unless the IWCBCC Competition Secretary is notified in writing to the contrarybefore 30th September of the year preceding the Competition. Clubs that are eligible, and wish toparticipate in a competition but have not done so in the previous season, must advise the IWCBCCCompetition Secretary by 30th September of the year preceding the competition.

4. Entry FeeAn entry fee per team per season, as agreed at the Annual General Meeting will be charged andmust be paid to the IWCB before the 30th April of each year of the competition. There will also be agood will bond (£100) that each club entering the league will be required to pay

5. FixturesFixtures will be arranged by the IWCBCC Competition Secretary and Club Fixture Secretaries at ameeting held for that purpose, prior to the season. Once arranged, matches will be played on thedates published in the IWCB fixture list and may only be varied with the consent of both Clubs andprior approval of the IWCBCC Competition Secretary.

6. Under 18 PlayersA player aged 18 years or over on 1st September prior to the start of the season may play for oneClub in each competition only during the season. No player shall be eligible for selection unless he isa bona fide member of the Club for which he is playing.

Players aged 17 years or under on 1st September prior to theseason may play for more than one Club in a competition duringthe season and DO NOT have to be bona fide members of thatClub.

It is the responsibility of that Club to ensure adequate insurancearrangements are in place to cover such players in the event ofaccident or injury to them or any third party arising from theiraction(s).

7. TEAM SHEETSA team sheet, nominating his players, must be submitted by eachCaptain and given to each Umpire prior to the toss. If there areno umpires allocated to the game, cards must be exchanged bythe captains.

These team sheets must list the age of all players under the ageof 18. Team sheets will be retained by the umpires or captainsuntil the end of the season.

8. OVERSEAS / CONTRACTED PLAYERSDefinitionThe definition of “Overseas Player” for the purposes of the IWCB is set out in the flow chart below.

A “Contracted Player” for the purposes of the IWCB is a player who receives remuneration forplaying cricket.

Registration of Overseas/Contracted PlayersAll players who may fall into the category of Overseas Players must be registered with the IWCBCCCompetition Secretary at least seven (7) days prior to the first match played by that player. A playermay be registered by telephone conversation with the IWCBCC Competition Secretary to be followedby written confirmation within six daysIt is the duty of the Club to satisfy itself that any player who may be considered to be an OverseasPlayer is registered in such a way. Failure to do so will result in sanctions (see “Penalty for breach ofRule 8” below).

Limitations of Overseas/Contracted Players(a) In Division One and in the Senior Cup each Club in any match is restricted to a combinedmaximum of not more than TWO Foreign/Contracted Players per match.(b) In all other Divisions, Clubs are restricted to ONE Foreign/Contracted player per match.(c) No foreign/Contracted player is allowed to participate in the Fred Winter Cup Competition.(d) One foreign/Contracted player is allowed to play in any Club’s side in the Outdoor Six a side.

Penalty for breach of Rule 8Any team contravening rule 8 in a league match will receive 0 points (Irrespective of the result of thegame and any bonus points gained) with the opponent receiving maximum points available for thatfixture (currently 20). If the contravention takes place in a Cup match or the six-a-sides then the teamcontravening rule 8 will be disqualified from the competition and the team’s opponents from thematch in question will progress to the next round (or, if the contravention takes place in the Final, willbe declared the winner).

PLAYER ELIGIBILITY(a) No club shall have the right to determine the composition of a visiting team as long as the playeris entitled to play for the team and not under a cricketing sanction, unless there is a legal dispute witha player of the away side meaning the home club can dictate who plays in an opposing team.

(b) See the “Additional Rules” section for each respective Cup Competition.

10. MATCH RESULT REPORTING(a) The Home Club in any match shall be responsible for ensuring the result is correctly recordedonto the IWCB website via the scorecard section within 48 hours of the completion of the game.Should the match be abandoned without play being commenced this must be recorded on thescorecard in the result section via the website. Both team lists and umpires should still be inputtedalong with the result of abandoned. In the event of failure to comply with this rule the HOME Club willbe subject to a £10 fine.

11. Match Officials(a) In all Division One fixtures, Umpires will be appointed from an Umpires Panel. In all otherDivisions, each team will be responsible for providing, in every League match, an Umpire approvedby the relevant committee of the IWCB. In the event that a team fails to provide an approved Umpire,any person officiating in that capacity, in substitution, shall do so only at the striker's end and theteam may, at the discretion of the IWCBCC Competition Secretary, be subject to a deduction of fivepoints. Each team will also be responsible for providing a Scorer.If no approved umpire is available, the game may be played on the agreement of the two clubs. Anyone umpiring in such a match must assume the full role and responsibilities of an umpire.

(b) In all Senior Cup matches, and the Fred Winter Cup Final, Umpires will be appointed wherepossible. Each team will also be responsible for providing a Scorer.

(c) WIDES - Umpires are instructed to apply the following when judging Wide’s in all formats.

Any offside or leg side delivery which in the opinion of the umpire does not give the batsman areasonable opportunity to score shall be called a wide. For guidance purposes a leg side wideshould be called if a ball passes on the leg side outside the pads of the batsman standing in anormal guard position.

12. MATCH BALLS(a) The make and standard of match balls to be used in competitions will be approved by the IWCBannually

(b) Spare Balls, The home team to hand over where Umpires have been appointed 6 appropriatespare balls (1 box) of varying ages. If there are no qualified umpires the home side need to makesure both teams are aware of where the spare balls are kept.

13. TEAS(a) Tea will be taken between innings where practical and will be 20 mins in length. The 20 mins willbegin when the officials sit down for their tea.

(b) If the Captains and Umpires agree that this is not practical, then the second innings can onlybegin provided that a minimum of ten overs is bowled at the team batting second before tea is taken.

14. PROTECTED AREA MARKINGOn a grass pitch, to mark the protected area, a small white mark will be placed on either side of thepitch five feet from the popping crease. Further white marks will be placed on the bowling crease onefoot either side of the centre stump. The marks will be placed at both ends of the pitch.

15. MINIMUM PLAYER NUMBERSThe minimum number of players a team must have for a game to commence is 7 (Seven) and if ateam has the minimum number the game should be played and not conceded.

LEAGUE - ADDITIONAL RULES

1. In Division 1, each Club will play each other twice in a season on a Home and Away basis. In allother Divisions the IWCB Clubs Committee will determine the fixtures annually.

2. In Division 1, the Home Club shall be responsible for providing 2 (TWO) new balls of the approvedmake and standard. A new ball will be used from the start of each innings. In ALL OTHERDIVISIONS, the Home Club shall be responsible for the provision of 1 (ONE) new ball of theapproved make and standard. The new ball will be used from the start of the first innings.

3. Teams in all Divisions will be awarded 1 extra point for having a separate scorer who completesan appropriate & complete score sheet. Appointed Umpire(s) will award the point.

4. Teams in Division 2 will be awarded an extra point for supplying a qualified umpire. If the panelhas spare umpires they will allocate to Division 2 sides but no extra point will be awarded if umpiresare supplied by the panel.

5. At the end of each season, promotion and relegation will take place. If a second XI team winsDivision 2 then the highest place non- second XI team shall be promoted

LEAGUE – PLAYING REGULATIONS

1. In both Divisions games will start at 1.30pm.The toss shall be undertaken no later than 15 minutes prior to the scheduled start and where a teamis not present at this time they shall forfeit the toss. All drinks intervals shall be over and above theactual playing time.

2. Should play be delayed or interrupted for any reason, up to 30 minutes can be lost in total withoutaffecting the 90 or 80 over match rule.

3. Where the start of a match is delayed for any reason over 30 minutes, each innings shall bereduced by one over for each subsequent six minutes lost.

4. Where play is interrupted after a match has commenced, any time lost in the first innings inaddition to the 30 minutes specified will initiate a reduction in overs for both sides at a rate of oneover for ever six minutes lost.

5. Where an interruption occurs during the second innings, and/or time has been lost during the teainterval, anytime lost in addition to the 30 minutes specified will bring a reduction of one over forevery three minutes lost.

6. A match will be considered cancelled if it hasn’t commenced within 2 hours 30 minutes (4pm) ofthe scheduled start. A match that has commenced but where 20 overs are unable to be completed inthe second innings because of the weather or any other unavoidable reason will be consideredabandoned.

7. Where pitch covers are available they may be used prior to the commencement of a game. Thehome team Captain must advise Umpires and the visiting Captain prior to the toss of the coin ifcovers are available. Thereafter, it will be the Umpires who decide as to whether they are to be usedduring the game.

8. A side batting with less than eleven players, including a side that has nominated eleven playersbut where one or more has not arrived at the ground at the time, shall not be permitted to declare itsinnings closed at the fall of a wicket if no further batsman is available. In such circumstances thebatting side will be deemed to be all out.

9. Substitute fielders will only be allowed to take the place of fielders who have been taken ill or beeninjured during the match. Captains must offer a substitute in the case of one of their opponents beinginjured or taken ill during a match. Unless with the consent of the opposing captain, no substituteshall be allowed for a player coming late or leaving early.

Match Rules

1. Each Division 1 match will consist of a maximum of 90 overs, with a maximum of 47 for theinnings of the side batting first. The number of overs available for the side batting second will be thebalance of the 90 overs remaining after the first innings, including any unused of the 47. Part oversbowled will count as one over.

2. Each Division 2 match will consist of a maximum of 80 overs, with a maximum of 42 for theinnings of the side batting first. The number of overs available for the side batting second will be thebalance of the 80 overs remaining after the first innings, including any unused of the 42. Part oversbowled will count as one over

3. The side batting first shall be deemed the winner if the side battling second is all out beforereaching the total runs scored by the side battling first.

4. The side batting second shall be deemed the winner if passing the total runs scored by the sidebatting first.

5. Division 1: A maximum of 12 overs per bowler will be allowed. Division 2 a maximum of 10 oversper bowler will be allowed. All are subject to the ECB directives.

6. In the event of an overs reduction at the start of the match, the allocation to each bowler shall bereduced proportionately.

7. The required over rate shall be 16 overs per hour. Achievement of the required over rate and anynecessary monitoring are the sole responsibility of team captains. Nevertheless, it is within the Spiritof the Game for umpires to provide captains with relevant information at suitable intervals regardingachievement of the required rate and to advise them at close of play about the actual rate achieved.

8. During play umpires shall have the power to make all necessary allowances for time lost during aninnings (e.g. drinks breaks, injury, lost ball). At the close of play umpires shall be responsible for thecalculation of over rate achieved in each innings and shall record any failure in both scorebooks andin the Panel Umpires Match report which is sent to the league secretary.

9. A side that fails to meet the required rate over the course of each innings will have pointsdeducted as follows: -

• Less than 16 overs per hour 1 point• Less than 15 overs per hour 2 points• Less than 14 overs per hour 3 points• Part overs count as one bowled over.

No penalties shall apply if:(i) an innings ends within 40 overs or(ii) is interrupted, resulting in a deduction of the overs allowed or(iii) if either innings has to be closed during a prolonged stoppage for weather, etc.

In no case shall over rate penalties be imposed so as to reduce below zero the total points gained bya side in a match.

Fielding Regulations1. In all division discs shall be placed in a circle 30 yards from each wicket. Four players plus thewicket keeper and bowler must be within that circle at the moment of delivery.

2. In all divisions there must be no more than two (2) fielders outside the 30 yards circles for the first12 over of each innings.

Awarding of Points1. Points in league matches will be awarded as follows:-

• Outright Win = 15 Points + Bonus Points• Winning Draw = 10 Points + Bonus Points• Losing Draw = 3 points + Bonus Points• Outright Loss = 0 Points + Bonus Points

An extra 5 points will be awarded for winning outright after batting first or being forced to bat secondie. losing the toss"

If a side batting second reaches 75% of the required runs for an outright win they will gain 2 extrabonus points.

Batting and Bowling Bonus Points

3. In Division 1, One batting point will be awarded at 125, 150, 175, 200 and 225 runs (Maximum 5Points) in both innings.

4. In Division 2, One batting points will be awarded at 100, 125, 150, 175 and 200 runs (Maximum 5Points) in both innings.

5. In all Divisions, one bowling point will be gained at the fall of the 2nd, 4th, 6th, 8th and 10th wicket(Maximum 5 Points).

6. Addition Batting Points can be gained for teams batting second and winning with wickets in hand,who are not able to achieve maximum batting points because the total set in the first inning. (But onlya maximum of 5 batting points will be able to be gained).

• 9 or 10 Wickets in hand = 5 Points• 7 or 8 Wickets in hand = 4 Points• 5 or 6 Wickets in hand = 3 Points• 3 or 4 Wickets in hand = 2 Points• 1 or 2 Wickets in hand = 1 Point

7. Cancelled match will not be allocated any points

8. Tied Match. For a tied match each side shall receive 10 points + batting or bowling points.

9. Drawn Match where the scores and overs faced finish equal the side batting second shall receive10 points + batting or bowling points.

10. A winning draw is determined as follows:-

In a drawn match where the scores do not finish equal, the team with the higher net run rate (see 11below) shall be awarded a ‘winning draw’ and points awards as stated above, provided the secondinning comprises a minimum of 20 overs.

11. At the close of the first innings, the standing umpires shall determine and verify with bothcaptains the innings run rate and the resulting target for the team batting second to achieve awinning draw (first innings run rate multiplied by available overs).

This shall be recorded in the scorebooks prior to the second innings. In the absence of standingumpires, the captains shall assume this responsibility.

12. Should the second innings be affected by rain, the winning draw target shall be recalculated asabove using the first innings run rate.

13. In the event of a team fielding less than eleven players’ maximum bowling points will be awardedon the fall of the last wicket.

14. League positions will be determined on an average points gained in completed matches.

15. In each Division, should any teams be equal on average points, the team with the most wins willhave priority. If still equal, the final positions will be determined by the most away wins, or if stillequal, the higher run rate per over throughout the season.

ISLE OF WIGHT 20TWENTY COMPETITIONADDITIONAL REGULATIONS

1. UMPIRESa. Preseason fixtures will have umpires allocated from the panelb. Midweek it will be the responsibility of the club to supply umpires

2. START TIMESa. Preseason fixtures – Start times will be communicated by the competition secretaryb. Midweek – All fixtures should start at 6pm

3. LENGTH OF GAMEa. The bowling side needs to bowl its 20 overs in 75mins, the umpire has the discretion to

add time on stoppages with in the game.b. For every over bowled outside the 75 min deadline the batting side will be awarded 6

penalty runs plus whatever they score of the bat.c. A match that has commenced but where 5 overs are unable to be completed in the

second innings because of the weather or any other unavoidable reason will beconsidered abandoned.

4. BALLa. Preseason fixtures will use a Pink or Orange ball of appropriate weight and size.b. Home side will supply the 1 ball for the gamec. Home Side can supply the ball for the midweek comp

5. BOWLER QUOTASa. No bowler can bowl more than 4 overs and bowling quotas should be reduced

accordingly if overs are reduced.

6. TIME OUTa. Incoming batsman must be in a position to take guard or in a position to allow there

partner to receive the next ball within 1min 30sec.

7. WIDESa. 2 runs and no extra ball will be awarded for each wide bowled, except in the final over of

the innings where 1 run and an extra ball will be awarded.

8. NO BALLSa. The batting side will be awarded a 1 run and a free hit for each front foot no ball that is

bowled.b. The fielding side are not allowed to change their fielding positions for a free hit, unless a

different batsman is on strike from the previous delivery.c. Any other no balls will result in 1 run and an extra ball.

9. FIELDING REGULATIONSa. Disc shall be placed in a circle 30 yards from each wicket. 4 players plus the wicket

keeper and bowler must be within that circle at the moment of delivery.b. There must be no more than two (2) fielders outside the 30 yard circles for the first 6

11. RESULTa. The team with the most runs will be declared the winner if there has been no

interruptions and both teams have had the chance to face the same number of overs.b. If tied at the completion of the match, the team that has lost the fewer wickets will be

declared the winner.c. If the above gives no result the team with the higher score at the end of the 6th over will

be the winner if this still does not give a winner. The highest score at the 5th, 4th, 3rd,2nd or 1st over will be declared the winner.

12. ISLAND WEBSERVICES SENIOR CUPREGULATIONS1. In Senior Cup, all matches will commence at 1.30pm with the toss to be completed no later than15 minutes before the scheduled start of play.

2. In Senior Cup, a side is required to bowl its 45 overs to the opposing side (or alternatively, closethe opposition innings) within 2 hours 45 minutes of the commencement of the innings.

3. For every complete over not bowled at the cut-off point of 2 hours 45 minutes from thecommencement of the innings, the fielding side shall be penalized as in the table below. However,the full 45 overs shall still be bowled (barring weather interruptions or any other unavoidablecondition).

4. In calculating the cut-off point of 2 hours 45 minutes for the purposes of this rule, the Umpiresshall have an absolute discretion to allow additional time to the fielding side in the event of, forexample, injuries, lost balls and other incidents that in the view of the Umpires would be inequitableto disregard when considering the amount of actual playing time available to the fielding side.

7. In the event of an overs reduction at the start of the match, the allocation to each bowlershall be reduced proportionately.

8. In the event of a bowler becoming incapacitated and unable to complete an over, or a bowlerinadvertently exceeding his permitted number of deliveries, the remaining balls will be bowled byanother player who has not completed his total allocation of overs. Such part of an over will count asan over only insofar as each bowler's allocation is concerned. This provision shall also apply if abowler is taken off under Law 42 (Unfair Play).

9. All Senior Cup matches shall be of one innings per side and 45 overs per side. In the event of theteam batting first not using all of their overs, the side batting second does not receive any additionalovers.

10. No bowler shall be allowed to bowl more than 9 overs in Senior Cup.

11. In Senior Cup discs shall be placed in a circle 30 yards from each wicket. Four players plus thewicket keeper and bowler must be within that circle at the moment of delivery.

12. In Senior Cup there must be no more than two fielder outside the 30 yards circles for the first 12over of each sides innings

ISLAND WEBSERVICES SENIOR CUP - ADDITIONAL PLAYING REGULATIONS1. The winner of any match shall be the team scoring the greater number of runs in the agreednumber of overs.

2. In the event of a tie the following will apply: -a) The team losing the fewer number of wickets shall be the winner.

b) If both teams are all out, the team with the higher overall scoring rate over the first 20 overs shallbe the winner.

c) If the result cannot be decided by (a) or (b) then the team with the higher overall scoring rate over30 overs shall be the winner.

d) If a winner cannot be decided by (a), (b) or (c) then the result will be decided by the toss of a coin.

e) A result can only be achieved if both teams have batted for at least 20 overs or unless one teamhas been all out in less than 20 overs or the team batting second scores enough runs to win thematch in less than 20 overs. If one or both teams have not had an opportunity of batting for aminimum of 20 overs NO RESULT shall be declared.

f) In the event of a postponement, or a NO RESULT match, it will be played, or replayed on a datemutually agreed by the Clubs concerned BEFORE the date of the next round. In any replayed matcha lesser number of overs than specified in Paragraph 2 may be mutually agreed between the Clubs,but no less than 20 overs per team. In the event of disagreement, 20 overs per team shall be played.

ISLAND WEBSERVICES SENIOR CUP - ADDITIONAL RULES1. The competition shall be open to all IW Division 1 teams and all 1st teams of clubs affiliated to theIWCB (including those playing in Mainland Leagues).

2. The competition will be a knock out competition. Teams losing in the first round will go onto play inthe Fred Winter Memorial Cup

3. For the Final, the IWCB will be responsible for all arrangements including the selection of thevenue and the provision of match balls.

4. For all matches other than the Final, the Home Club AND the Away Club shall each provide ONEnew ball of the approved make and standard. A new ball will be used from the start of each innings.

FRED WINTER CUP - ADDITIONAL RULES1. The competition shall be open to any team losing in the first round of the Island WebservicesSenior Cup. No teams of clubs affiliated to the IWCB but playing in Mainland Leagues will beallowed to enter. See rule 5 for player eligibility.

2. The team drawn first shall be the HOME team and shall be responsible for any necessaryarrangements. For the Final, the IWCB will be responsible for all arrangements including theselection of the venue and the provision of the match ball.

3. For all matches other than the final, The HOME Club shall be responsible for the provision ofONE new ball of the approved make and standard. The new ball will be used from the start of thefirst innings.5. The Cup to be competed for annually shall be known as the 'Fred Winter Memorial Cup'.6. A player may not play in the Fred Winter Memorial Cup if the in the current season they have : -

a) Played in more than 4 Island League Division 1 matchesb) Played in the IW Senior Cup in the current seasonc) Plays any Premier League Cricket in the current seasond) Played in the 1st Xl of a side playing Mainland League Cricket in the current seasone) Played in more than four 2nd XI match of a side playing Mainland League Cricket in the

current season.

It is the responsibility of the Club to ensure compliance with Rule 5. Any breach of this rule will resultin the team being disqualified. A player who has played in the Fred Winter Cup during that particularseason may play subsequently in the Senior Cup.7. Rule 5 above does not apply to players aged under 18 years.

FRED WINTER CUP - ADDITIONAL PLAYING REGULATIONS1.All matches will commence at 1:30pm with the toss to be completed no later than 15 minutesbefore the scheduled start of play. Team Captains and Umpires must agree before play commencesthe latest time at which play can finish to allow subsequent changes in the number of overs shouldplay be interrupted by bad weather or any other unavoidable condition. In the event of an agreementnot being reached, close of play will be 19.30. If the start is delayed or time is lost during the teambatting first, one over per team is deducted for every 7 minutes lost.

a) This provision shall also apply if a bowler is taken off under Law 42 (Unfair Play).

2 Matches will be played on a Saturday on a 40 over basis, unless a different day is agreedby the IWCBCC Competition Secretary

3. In any match, no bowler may bowl more than 8 overs.

4. The winner of any match shall be the team scoring the greater number of runs in the agreednumber of overs.

5. The Fred Winter Memorial Cup will be played on a Knock Out basis.

6. In the event of a tie the following will apply:a) The team losing the fewer number of wickets shall be the winner.

b) If both teams are all out, the team with the higher overall scoring rate over the first 20 overs shallbe the winner.

c) c) If the result cannot be decided by (a) or (b) then the team with the higher overall scoring rateover 30 overs shall be the winner.

d) If a winner cannot be decided by (a), (b) or (c) then the result will be c decided by the toss of acoin.

e) e) A result can only be achieved if both teams have batted for at least 20 overs or unless oneteam has been all out in less than 20 overs or the team batting second scores enough runs to winthe match in less than 20 overs. If one or both teams have not had an opportunity of batting for aminimum of 20 overs NO RESULT shall be declared.

f) In the event of a postponement, or a NO RESULT match, it will be played, orreplayed on a date mutually agreed by the Clubs concerned BEFORE the date of the next round. Inany replayed match a lesser number of overs than specified in Paragraph 2 may be mutually agreedbetween the Clubs, but no less than 20 overs per team. In the event of disagreement, 20 overs perteam shall be played.

7. The agreed match ball of acceptable standard is required for each innings. Captains to agree onthe match ball prior to the toss.

8. Clubs are restricted to ONE Foreign/Contracted player. Definition of these players will be as perelsewhere in this handbook. Clubs contravening this rule in a cup match will forfeit the game.

INDOOR LEAGUE AND CUP RULES AND PLAYING REGULATIONS

1. The competition shall be open to all member Clubs or affiliated Associations of the Isle of WightCricket Board. The control and administration of the competition shall be by the Indoor CricketLeague Secretary.

2. The League will consist of Divisions as determined by the Indoor Cricket Competition Secretary.Any new entrants will compete, in the first instance, in the bottom division.

3. Clubs must register for the new season by 31st August each year.

4. At the end of the season the bottom club will be relegated to the Division below and the top clubwill be promoted to the Division above.

5. An entry fee per team per season, as agreed at the Annual General Meeting, will be charged andmust be paid to the Isle of Wight Cricket Board before 30th April of each year of the competition.

6. Matches must be played on the dates and times specified in the Fixture List.

7. Normal white cricket clothing must be worn, but spiked footwear is not permitted. Wicket-keepersmust wear the normal protective gear at all times.

8. Match balls will be provided by the Isle of Wight Cricket Board.

9. A player aged 18 years or over on the 1st September prior to the season may only play for oneclub during the league season. No player shall be eligible for selection unless he is a bona fidemember of the club for which he is playing. Players aged 17 years or under on the 1st Septemberprior to the season may play for more than one club during the season and DO NOT have to be bonafide members of the club. It is the responsibility of the club to ensure adequate insurancearrangements are in place to cover such players in the event of accident or injury to them or any thirdparty arising from their action(s). Any player can play for one club in the cup and a separate club inthe league providing they are bona fide members of those clubs.

10. Each club in any match is restricted to a combined maximum of not more than twoForeign/Contracted players. Definition of these players will be as per the current ECB regulations.Clubs contravening this Rule will forfeit any points gained in the match concerned.

11. Any disputes will be referred to the Indoor Cricket Competition Secretary and his decision will befinal.

12. Any club failing to fulfil a fixture will be charged with their opponents match fee as well as theirown for the match and 4 points will be awarded to their opponents. In the event of a match not beingplayed through the absence of both teams, both teams will be charged their match fees. If a club failsto fulfil more than one game, 2 points will be deducted per game after the one game allowed.

13. All matches shall be played under the ECB Code of Conduct.

League Playing Regulations1. Matches will be played under the Playing Regulations laid down by the England and Wales CricketBoard for the National Indoor Six-a-Side Club Cricket Championship, except as specified inParagraph 2 below.

The penalty for a no ball is 3 runsplus any runs scored from that ball.(c) In the final (twelfth) over of EACH INNINGS, if wides and no balls are called, the penalty is 1 runplus any runs scored from that ball. An extra ball is bowled for each wide or no ball in this over only.

STANDARD COMPETITION RULES AND PLAYING REGULATIONSFOR UNDER-11, UNDER-13 AND UNDER-15 CRICKETThe following will apply to both League and Cup Competitions. Further Rules and PlayingConditions that specifically apply to League OR Cup are detailed immediately after these StandardRules.

1. Competitions shall be open to all Affliated Clubs of the Isle of Wight Cricket Board.

2. The control and administration of all competitions shall be by the Isle of Wight Cricket Board ClubsCommittee in liaison with the IWCBCC Competition Secretary and the Cricket DevelopmentManager.

3. Fixtures to be arranged by IWCBCC Competition Secretary, the Cricket Development Managerand Team Managers.

4. The Winners of the U11 Cup will receive the Isle of Wight County Press Cup.

5. The Winners of the Under-13 League will receive the Mal Sketchley Memorial Trophy and theWinners of the Mal Sketchley Memorial Under-13 Cup will represent the Isle of Wight in the NationalUnder-13 Club Cup.

6. The Winners of the Under-15 League will receive the The Vic Hailes Memorial Shield and theWinners of the Under-15 Cup will represent the Isle of Wight in the National Under-15 Club Cup.

7. The Home Club shall be responsible for the provision of the orange match ball, which will be of theapproved standard.

8. Each team shall be responsible for providing an Umpire and Scorer.

9. Each member of a competing team ideally needs to be a bona fide member of the club. Playerscan play for any club during the season. However players must be encouraged to join a club wherethey live. In Under 11 Competitions the player must be aged 10 years or under on the 31st August ofthe year proceeding the season of play. In Under 13 Competitions the player must be aged 12 yearsor under on the 31st August of the year proceeding the season of play. In Under-15 Competitions theplayer must be aged 14 years or under on 31st August of the year proceeding the season of play.

10. The Home Club in any match shall be responsible for ensuring that the result is recorded on theIsle of Wight Cricket Board’s Website within 48hr of the game, including the names of all players whodid not bat. Failure to input the scorecard within the time frame or if a scorecard is submittedincomplete the club will fined £10 each time.

11. Under 11 League matches will be played on a Sunday morning starting no earlier than 10am andfinishing by 12.30pm.All Under 13 matches will be played on a Monday evening starting at 6pm.All Under 15 matches will be played on a day agreed by clubs and will start at 6pm.In the event of a U13 or 15 league game being cancelled due to weather it can be rearranged andplayed again as long as it is played by the deadline (31st August 2015) for league games, if notpoints will be shared between teams.

12. Each season will have a start and finish date sufficient to ensure as far as possible all scheduledmatches are played.

13. Friendly games can be arranged and played at any time.

14. Clubs unable to for fill their fixture because of the state of their pitch can play at another venue ifboth teams are in agreement.

15. Clubs may mutually bring forward games with the agreement of the fixtures secretary, as long asthis is decided before the start of the season.

PLAYING REGULATIONSMatches will be played under the Laws of Cricket 2003, disregarding any Special Regulations forTest and First Class Matches, with the exception of:

Under-11 Cup Competitions Regulations

1. The U11 Cup Fixtures will be 8 a side games that will follow the standard rules of cricket.

2. A match shall consist of 2 innings, each of 16 overs with each team starting with 0 (Zero) runs

3. Bowling: No bowler can bowl more than 3 overs and 7 bowlers must bowl at least 1 over perinnings

4. Batting: Batters will retire when they reach a personal total of 25 but can return to the crease if 6wickets have fallen, but in the order they retired.

5. An innings will be over when 16 overs have been bowled or when 7 wickets have fallen.

6. No extra balls are given for wides or no balls and they will count as 2 runs except for the last overwhen extra balls plus runs will be used.

8. If 16 overs cannot be played, the managers need to decide before the game starts how manyovers per side are to be bowled. If bad weather delays the start of the first innings or suspendsthe length of either innings, the number of overs will be arranged so that each side bats for the samenumber of overs as follows: 8 overs minimum per side = 2 overs a pair, pro rata.

(a) In the event of a suspension, or suspensions of play, during the innings of the team batting first,the quota of overs per team will be reduced by such a number that will result when the total numberof overs in a match is reduced by dividing the minutes lost by three.

(b) In the event of a suspension of play during an over in the innings of the team batting first, and theinnings is not resumed, the over shall be considered to have been completed for calculationpurposes.

(c) In the event of a suspension, or suspensions of play, during the innings of the team battingsecond, the quota of overs for their innings will be reduced by the same calculation as in paragraph(a) above.

7. The maximum boundary is 35 metres.

Under-11 Friendly Regulations1. A team can only use 8 players when fielding, however a team can consist of more than 8 playersbut only 8 can bat, unless agreed by each club in advance. The extra players may bowl and fieldencouraging more players at clubs to be involved in the match.

2. A match shall consist of 2 innings, each of 16 overs with each team starting with a score of 200.

3. Batting: The batting side is divided into 4 pairs of batters with each pair batting for 4 overs.

4. Each time a batsmen is given out, the loss of the wicket is recorded on the score sheet and thatteam loses 5 runs off their score. The batsmen change ends and continue batting as a pair for therest of the 4 overs. All runs scored during the 4 overs are credited to the pair. Sundries are scored inthe bowlers boxes.

5. No extra balls are given for wides or no balls and they will count as 2 runs except for the last overwhen extra balls plus runs will be added to the batting teams score.

6. Bowling: 7 members of the fielding side must bowl at least 1 over. No player may bowl more than3 overs. There will be a nominated wicket keeper who does not have to bowl but can if required.

7. The maximum boundary is 35 metres.

8. A hard orange or softball can be used with in a game.

Under-13 & 15 Competitions Regulation1. Matches will consist of one innings being limited to 20 overs. If 20 overs cannot be played, theManagers need to decide before the game starts how many overs per side are to be bowled. If badweather delays the start of the first or suspends the length of either innings, the number of overs willbe arranged so that each team bats for the same number of overs as follows:

(a) In the event of a suspension, or suspensions of play, during the innings of the team batting first,the quota of overs per team will be reduced by such a number that will result when the total numberof overs in a match is reduced by dividing the minutes lost by three.

2. Bowling: In U13 games 7 bowlers must bowl at least 1 over and no bowler may bowl more than 4overs in any innings. U15 games no bowler must bowl more than 4 overs.Where a match starts with reduced overs, no bowler may bowl more than 20% of the total number ofovers, except that where the total is not divisible by 4. An additional over shall be allowed to each ofthe minimum number of bowlers necessary to make up the balance.

3. Batting: In Under 13 matches, when a batter reaches, or passes, the personal total of 30 runs theymust retire, but may return to the crease only when all the other players have batted. Retiredbatsmen must return in their order of retirement and take the place of the retiring or dismissed batter.The batter shall retire again when they score an additional 50 runs on their return to the crease ifthere is another batsmen available to bat. In the Under 15 matches the rule applies, however the runcriteria is increased to 40.

ADDITIONAL RULES AND PLAYING REGULATIONSFOR UNDER-11 AND UNDER-13 CRICKET1. The ball shall weigh 4.75 ounces and be orange in colour for league and cup games

2. No Fielder, except the wicket keeper, shall be allowed to field nearer than 11 yards, measuredfrom the middle stumps, except behind the wicket on the off side.

3. The pitch shall be 18 yards in length for Under 11's and 20 yards for Under 13’s.

4. The stumps shall be 27 inches above the ground and 8 inches wide.

5. IWCB County/District U11 team selection will take preference over club fixtures

ADDITIONAL RULES AND PLAYING REGULATIONSFOR UNDER-15 CRICKET1. The ball used will be full size (5.5 - 5.75 Ounces) and orange in colour.

2. No Fielder, except the wicket keeper, shall be allowed to field nearer than 8 yards, measured fromthe middle stumps, except behind the wicket on the off side. (11 yards if the fielder is under13 years of age). The manager shall be responsible for informing the Umpires which players areunder 13 years of age in a particular match.

3. The pitch shall be 22 yards in length.

RESULTS1. The team scoring the most runs in its innings shall be the winner. If the scores are equal, theresult shall be a tie. No account shall be taken of the number of wickets that have fallen.

2. A result can only be achieved if both teams have batted for at least 10 overs, unless one team hasbeen all out in less than 10 overs, or unless the team batting second scores enough runs to win inless than 10 overs. (Under 11 League & Cup 8 overs)

3. In a rain-curtailed cup matches, there will be a 'bowl out', where five nominated players from eachteam shall bowl two deliveries at one stump in an area agreed by the Umpires and Captains. Theteam hitting the stump the most times shall be the winner. Where this is not possible, the result willbe decided by the toss of a coin.

4. Points will be awarded to the opposition should any team refuse to honour a fixture.

SCORING OF POINTS FOR LEAGUE MATCHES

1. 2 points will be awarded for a win.

2. 1 point will be awarded to each team for a tie.

3. In the event of a game being cancelled because of the weather or a rain affected match not beingcompleted each team will be awarded 1 point.

4. The winners of the league will be the team with the most points. If any teams are equal on points,the title will be shared.

DISCIPLINARY RULES 20161. BASIC PROCEDURES & GUIDELINESThe Isle of Wight Cricket Board and participating teams shall operate a Disciplinary Policy inaccordance with the current Disciplinary Rules operating within the jurisdiction of the England &Wales Cricket Board. (The E.C.B “Code of Conduct and Spirit of Cricket” statement).

These rules shall apply to all League, Cup, Representative, Intermediate, Junior and indoor matchesplayed under the auspices of the Isle of Wight Cricket Board and any functions organised by theBoard (Any reference to clubs shall include representative matches)

Any Under 18 involved in the process will be accompanied by an adult and the issue passed onto theCounty Welfare Officer.

2. MAINTENANCE OF DISCIPLINEThe IW Cricket Board is the authoritative body in respect of discipline and shall take whatevermeasures are required to maintain an acceptably high standard of behaviour and inflict appropriatepenalties.The Board shall appoint a Disciplinary Procedure panel, which, together with the Board DisciplinaryChairman, will be responsible for the overall management of disciplinary matters and deal promptlywith any complaint or incident.

In the event of Disciplinary Hearing being required, the Disciplinary Chairman shall appoint animpartial Disciplinary Panel, which will consider the details of the alleged misconduct and theresponse of the alleged offender.

Upon conclusion of the Hearing, the Panel shall reach a verdict, via a simple majority, and imposesuch penalties as are appropriate within the Guidelines set out in the Schedule of DisciplinaryPenalties.

3. CODE OF CONDUCTAll member clubs and their players, officials and supporters are bound by the Disciplinary Rules and shall conductthemselves accordingly.

Unsatisfactory conduct shall include, but not be limited to• Dissent at an umpire’s decision or reaction in a provocative or disapproving manner, whetherverbal or written.

• Physical abuse, intimidation, assault or attempt to intimidate or assault an umpire, official, playeror spectator.

• The use of crude, foul or abusive language or the making of offensive gestures or hand signalswhether directed at an individual or otherwise.

• Sledging or deliberate distraction of an opponent and persisting appealing in order to pressurisean umpire or opponent.

• Any form of abuse or discrimination, relating to race, religion, creed, or of any other nature.• Willful damage to property, equipment or playing surface.• The use or distribution of illegal drugs or substances.• Un-gentlemanly conduct or any other action that is likely to bring the League, Club or Game ofCricket into disrepute or prejudice its good name or interests.

• Repeated infringements of the Spirit of the Game either by an individual or a team, where eachInfringement, in itself, does not warrant any disciplinary action. (Such instances will result in aDisciplinary Hearing and the captain will be held responsible for the conduct of his team).

• The falsification of documents.• Providing false or misleading information or otherwise perverting the course of any investigationby the League.

• Unacceptable behavior, by word or action, at any function organised by the League.• The publication, public display or inclusion in a website, facebook, twitter or blog of unsuitable orderogatory literature either by a club or by an individual.

4. RESPONSIBILITY FOR MAINTAINING DISCIPLINE

a. Member Clubsi. The Club has overall responsibility for the behaviour of its members and maintaining discipline and,if it fails to properly control or discipline any person associated with the club with regard tomisconduct: it shall be answerable to a charge of ‘Unsatisfactory Conduct’

ii. Clubs are required to establish and operate their own Disciplinary Rules and Procedure, in a pro-active manner, in accordance with E.C.B. Disciplinary Guidelines and to ensure that they have thepower and machinery to deal with any misconduct by their players or members. Clubs should ensurethat they are adequately protected in situations where disciplinary action is required.

b. CaptainsThe Captain is also responsible at all times for the behaviour of his players and must ensure thatplay is conducted within the spirit of the game as well as within the Laws of Cricket. Failure to takesuitable action against an offender will render the captain liable to a charge of ‘UnsatisfactoryConduct’

c. Playersi. Players are required to conduct themselves in a proper manner at all times and should be fullyaware of, and comply with the requirements of, the ECB’s ‘Code of Conduct’ and ‘Spirit of Cricket’statements which are available via the IWCB website.

5. REPORTING AN INCIDENTIn order to maintain a high standard of behaviour it is important that any incident of misconduct orimproper behaviour is reported to the League Disciplinary Chairman with the utmost urgency.

a. Any complaint relating to incidents of misconduct or improper behaviour should be notified to theDisciplinary Panel Chairman within three days, following the incident, by telephone and be confirmedin writing. Any incident coming to the attention of the Disciplinary Committee outside this time, will inany event, be investigated by the Disciplinary Chairman and appropriate action taken.

b. Complaints or protests of a non-disciplinarynature, such as a breach of the LeagueRules, shall be submitted to the league orcounty secretary, to be dealt with by othermeans.

c. Upon becoming aware of an incident as perparagraph (a) hereof, the DisciplinaryChairman and Committee shall determinewhether:

i. Adequate action has been taken by the Clubii. The incident be recorded on fileiii. A written warning be issuediv. A Summary Penalty be imposedv. A Disciplinary Inquiry / Hearing beconvened

6. COURSES OF ACTION TO BE TAKEN FOLLOWING AN INCIDENTIn order that disciplinary incidents can be dealt with speedily it is essential that both Clubs and theBoard Disciplinary Panel work closely to ensure that any penalties imposed against an offender areboth appropriate and effective.

a. Club Disciplinary HearingIn the event of an incident involving one of their players, members or supporters occurring, clubs arerequired to instigate their own investigation and take appropriate action against offenders,irrespective of whether the incident has been reported to the BoardFull details of such action, together with full minutes of the club’s disciplinary hearing, must beforwarded to the Board’s Disciplinary Chairman, within fourteen days of the date of the incident.Upon receipt of this information, the Disciplinary Chairman, in consultation with the DisciplinaryCommittee, will determine the adequacy of the action taken by the club and will either:i. Confirm that the action taken is appropriate orii. Instigate a formal enquiry and Disciplinary Hearing

7. PENALTIESa. GeneralThe Disciplinary Hearing, whether at club or league level, shall impose such penalties, as theyconsider appropriate and in accordance with the schedule of penalties laid down by the Board fromtime to time, which shall be published. Such penalties shall include and are not limited to:

a) Caution or Reprimandb) Finec) Suspensiond) Deduction of League Pointse) Expulsion

b Club HearingClubs may well, within their own Disciplinary Rules, have their own levels of penalties. However anysuch penalties must be strongly linked with those utilised by the Board and any penalties imposedmust be of a degree of severity that is regarded as satisfactory by the Board Disciplinary Panel

8. Disciplinary Panel Actioni. Recorded on FileItems of a relatively trivial nature, which do not, in their own right, warrant disciplinary action, will berecorded on file. The Board Disciplinary Chairman will monitor such incidents and instigate actionagainst any individual who accrues a series of reports, which indicate an unacceptable behaviouraltrend.

ii. Written WarningWhere considered to be adequate action, the League Disciplinary Secretary shall issue a writtenwarning after consultation with the League’s executive officers.

iii Summary PenaltyUpon receipt of a report in accordance with 5-a above, the Disciplinary Chairman shall determinewhether the alleged offence can be adequately dealt with by way of a summary penalty.

The Disciplinary Chairman shall have the power to impose a Summary Penalty on an individualfollowing inappropriate action.

Summary penalty is defined as unacceptable conduct or behaviour warranting a penalty rangingbetween a caution, reprimand, or suspension (not exceeding two weeks).

A Summary Penalty will become effective from, and inclusive of, the Saturday following the date ofthe incident subject to a minimum of 48 hours notice.

Where 48 hours notice cannot be given, the date of implementation will be deferred for seven days.A summary penalty may be imposed in conjunction with, addition to, or independently of, any actiontaken by the club.

iv Disciplinary Inquiry / HearingWhere the action taken by the club is considered to be inappropriate or inadequate and the level ofthe alleged offence is considered to be too serious to merit a ‘Recording’ or ‘Summary Penalty’, theDisciplinary Chairman shall instigate an inquiry and/or Disciplinary Hearing.Such a Hearing will take place within 14 days of the receipt of a written report or the findings of aclub hearing.A minimum of seven days notice of a Hearing will be given to all parties

9. DISCIPLINARY ENQUIRYThe decision and penalty, if any, shall be on the basis of a simple majority vote. No person who isconnected, in any way, with any Club or persons involved in potential or actual disciplinary actionshall be involved in either the investigation or hearing.

a. The decision of the Disciplinary Panel shall be given at the meeting, to be confirmed in writing assoon as possible thereafter and will be put into effect at the date thereof subject to any possibleappeal. In the event of an appeal being lodged, the penalty shall be suspended until determination.No further discussion or submissions will be taken at the meeting.

b. The Chairman, whose decision shall be final, shall determine the conduct of the hearing; this shallbe in accordance with the procedures laid down hereafter.Clubs must submit details of all internal hearings to the League Disciplinary Chairman, setting outthe nature of the charge, the verdict and the penaltyc. Summary Penalty

A Summary Penalty may be imposed by a club or the League Committee within the followinglimitationsii. Caution or reprimandiii. Suspension - maximum of two weeks – commencing on, and inclusive of the following Saturday

The Board Disciplinary Panel shall have the right to impose one or more of the penalties set out inparagraph ( 9-a) above

The Schedule of Disciplinary Penalties, as published prior to the start of the season shall beregarded as Guidelines but may be varied by the Disciplinary Panel, either in a lenient or moresevere manner, where it is felt circumstances require such action

10. DISCIPLINARY HEARING PROCEDURE1. INTRODUCTIONa. There is no restriction on the evidence that can be presented, provided that it is relevant to thematterb. The standard of proof applied by the Disciplinary Committee will be on the basis of balance ofprobabilities rather than any complaint having to be proved beyond any reasonable doubt.

2. PRELIMINARY PROCEDURESa. The Chairman will conduct the meeting and introduce the members of the Disciplinary Panel,together with any witnesses that may be called. The Respondent will then introduce any witnesseswho have been called in response to the complaint.b. The Disciplinary Secretary will outline the procedure to be adopted at the meeting. but an enquiryinto the incident.c. The Respondent will be asked whether the allegations made are admitted or denied before thehearing proceeds in the manner set out.d. The Disciplinary Secretary or such other person as shall be appointed on his behalf will outlinedetails of the complaint and the evidence that will be produced.

3. THE HEARINGa. The evidence supporting the complaint shall be presented with any witnesses giving verbalevidence. The witnesses may be asked questions by members of the disciplinary panel andthereafter, the Respondent will be able to do likewise. The witness will then be asked to leave themeeting. The next witness, if any, will do the same. No witness will be allowed to ask questions ofthe Respondent.b. After evidence in support of the complaint has been given, the Respondent will have theopportunity to produce such other evidence that he has in support of his case. This will be presentedin the same way as the evidence of the earlier witnesses with members of the Panel being able toask questions in order to assist then in reaching a decision about the matter.c. At the conclusion of the evidence in response to the complaint, the Respondent may make aclosing statement, before he is asked to leave the meeting to enable the Panel to deliberate andconsider their decision.

4. THE DECISIONa. The Disciplinary Committee will first of all reach a decision on the complaint based on a majority. Ifthe complaint is found proved then the committee will consider the penalty to be imposed, expensesand costs on the same basis and take into account any previous Disciplinary record involving theRespondent and/or Club.b. The Respondent will be brought back into the meeting and the decision of the Committee will begiven.c. If the complaint is proved, the Disciplinary Secretary will inform the Respondent of the right ofappeal and the steps that need to be taken.d. The Chairman will close the meeting and will not allow any further submissions or commentseither about the decision, penalties imposed or any other matter.

11. APPEAL PROCEDUREIn the interest of justice any club, player, official, spectator or individual who has been handed apenalty in respect of a disciplinary issue shall have a Right of Appeal. Such appeals will be heard byan entirely new panel whose decision shall be final and binding on all parties.In order to be valid, an appeal against the findings of a Disciplinary Hearing must be received, inwriting, by the Board Chairman within two days of the original hearing or imposition of a penalty.The appeal must specify the grounds for the appeal and in relation to findings and penalties.Any appeal must be accompanied by a deposit of £50 which will be retained, either wholly or partiallyif the appeal is not totally successful.Any appeal following the imposition of a Summary Penalty must be lodged within two days. Theoffender shall be entitled to request a Disciplinary Hearing in connection with the decision and/orpenalty imposed. Should such a request be made, a Disciplinary Hearing will be arranged to takeplace no later than 7 days from that date, Such hearing to be conducted by the Disciplinary AppealPanel, whose decision shall be final.

No notice of appeal will be accepted in the event of failure to give such notice in accordance with thisrule, save that the Disciplinary Appeal Panel shall have the power to accept an appeal out of timeonly in exceptional circumstances.

Methods of appeal are as follows:a. Re. Club HearingAn appeal against a decision made, and penalty imposed, at a club disciplinary hearing will, usually,be considered within the appeal arrangements specified within the club’s Disciplinary Rules.However the appeal may be conducted by the Board Disciplinary Appeal Panel if:

i. Either the club or the individual request this course of actionAn individual, having been issued with a Summary Penalty may lodge an appeal which will beconsidered by the Board’s Disciplinary Appeal Panel

Any appeal against the findings of the Board Disciplinary Panel will be heard 14 days after theoriginal hearing. Upon receipt of the Appeal, which must be lodged within 2 days of the originaldecision, the Secretary shall convene a meeting of the Disciplinary Appeal Committee and give noless than 5 days notice.

The Appeals Committee shall comprise a Chairman, Secretary and three appointed persons whohave no affiliation to either Club or individual involved in the complaints situation. Panel membersshall each have one vote. Additionally, the Chairman shall have an extra casting vote in the event ofa deadlock situation.

d. DecisionThe Disciplinary Appeals Panel shall have the power to vary the penalties imposed by theDisciplinary Committee, either by upholding, reducing or increasing the same, in accordance with thetariff of penalties.

The decision shall be given to the offending individual(s) and Club at the conclusion of the AppealHearing, to be confirmed in writing within 14 days.The decision of the Appeals panel shall be final and binding on all parties.

12. NOTIFICATION AND RECORDING OF OFFENCESAs indicated above, any disciplinary action taken by a club against one of its members must be fullyreported to the Board Disciplinary Chairman. All information relating to Disciplinary matters will beretained by the Board and be available to all Officers of all Clubs and Leagues affiliated to the ECB.Details of penalties imposed on clubs and individuals will be displayed on the league’s website

The Disciplinary Chairman shall advise all parties concerned of the outcome of all disciplinary issueswhether undertaken by Board or Club, giving details of any penalties imposed within seven days ofthe conclusion of the Hearing or Appeal.

Injury prevention for fast bowlers

These Directives apply to girls and boys, and any reference to he/his should be interpreted to includeshe/her.

For the purpose of these Directives a fast bowler should be defined as a bowler to whom a wicketkeeper in the same age group would, in normal circumstances, stand back to take the ball.

All coaches are urged to identify those players with the potential to bowl fast and to ensure theyfollow the Directives in all cricket throughout the season.There are four main areas to be aware ofwhen assessing injury risk to fast bowlers:

1. Overbowling2. Technique3. Physical Preparation4. Equipment

1. Overbowling: This is an important consideration especially for young bowlers whose bodies arenot fully developed. Recent studies have revealed that overbowling is a common cause of backinjuries. Evidence suggests that much of the damage occurs early in the playing career, especiallyduring growth spurts, though the effects do not often show themselves until the late teens. The moretalented and more physically mature youngsters are generally most at risk, as they tend to play atmore than one age group level.To ensure that young fast bowlers do not place undue stress on their bodies, every attempt must bemade to keep the amount of bowling within reasonable limits. The following Directives providesensible playing and training levels.

Directives for matches:AGE: MAX OVERS PER SPELL MAX OVERS PER DAYUp to 13 5 overs per spell 10 overs per dayU14, U15 6 overs per spell 12 overs per dayU16, U17 7 overs per spell 18 overs per dayU18, U19 7 overs per spell 18 overs per day

Directives for practice sessions:AGE: MAX BALLS PER SESSION MAX SESSIONS PER WEEKUp to 13 30 balls per session 2 sessions per weekU14, U15 36 balls per session 2 sessions per weekU16, U17 36 balls per session 3 sessions per weekU18, U19 42 balls per session 3 sessions per week

For guidance it is recommended that in any seven day period a fast bowler should not bowl morethan four days in that period and for a maximum of two days in a row.Having completed a spell the bowler cannot bowl again, from either end, until the equivalent numberof overs to the length of his spell have been bowled from the same end. A bowler can change endswithout ending his current spell provided he bowls the next over he legally can from the other end. Ifthis does not happen his spell is deemed to be concluded. If play is interrupted, for any reason, forless than 40 minutes any spell in progress, at the time of the interruption, can be continued after theinterruption up to the maximum number of overs per spell for the appropriate age group. is not continued after the interruption the bowler cannot bowl again, from either end, until theequivalent number of overs to the length of his spell before the interruption have been bowled fromthe same end. If the interruption is of 40 minutes or more, whether scheduled or not, the bowler cancommence a new spell immediately.Once a bowler covered by these Directives has bowled in a match he cannot exceed the maximumnumber of overs per day for his age group even if he subsequently bowls spin. He can exceed themaximum overs per spell if bowling spin, but cannot then revert to bowling fast until an equivalentnumber of overs to the length of his spell have been bowled from the same end. If he bowls spinwithout exceeding the maximum number of overs in a spell the maximum will apply as soon as hereverts to bowling fast.

Nets:Outdoor:The emphasis on all nets should be quality rather than quantity. These Directives will encourageyoung fast bowlers to focus their efforts on shorter, more intensive spells. Consequently young fastbowlers should be made aware of the importance of warming up and warming down as part of theirpreparation.Indoor:In the period between the end of the cricket season and Christmas, indoor practise for fast bowlersshould be kept to an ABSOLUTE MINIMUM. The following highlights the risk of playing/practising onhard surfaces such as solid concrete and shows how these forces can be reduced by usingappropriate mats or indeed by practising on grass. Concrete offers 0% force absorption whereasgrass can offer up to 75%. The 34% offered by natural turf was measured at Trent Bridge on a rockhard Test Match pitch. These figures have major implications for limiting indoor work in the winter,particularly for seamers, and for ensuring that length and intensity of sessions are considered whenworking on the harder surfaces.

Force absorption and surfaces:Concrete 0% force reductionUniturf on concrete: 7% force reductionUniturf + mat: 15% force reductionUniturf + 2 mats: 31% force reductionNatural turf: 34% force reductionSynthetic + underlay: 49% force reduction

2. Technique: It is crucial that bowlers are encouraged to adopt a safe action early in theirdevelopment. Bowlers should either have a SIDE-ON, a FRONT-ON or a ‘MIDWAY/NEUTRAL’action, but SHOULD NEVER MIX THE ACTIONS. The mixed actions (of which there are two maintypes) are a major cause of back injuries, because they cause an unnecessary spinal twist.Excessive hyperextension of the back during the delivery stride is also a contributing factor.

For further clarification of mixed actions consult the ‘ECB Coaches Manual’ or an appropriatelyqualified cricket coach.

3. Physical Preparation: A well structured, cricket specific training programme is essential todevelop, and maintain, the strength, endurance and flexibility required for fast bowling. It is one ofthe most injury-liable non-contact activities in sport and the need for the fast bowlers to be amongstthe fittest and best prepared players in the team cannot be over emphasised. Bowlers should WARMUP and STRETCH thoroughly before bowling and training, and should WARM DOWN andSTRETCH afterwards. A good warm up helps to encourage a more professional approach, helpsteam spirit and can actually improve performance. It also helps to reduce the chance of an injuryoccurring

4. Equipment: Impact forces of up to eight times body weight can be experienced during thedelivery stride. Without the appropriate footwear, these forces must be absorbed by the feet, ankles,knees and lower back of the bowler. It is therefore essential that bowlers minimise these effects byabsorbing them with the use of efficient, well-fitting, cushioned boots or shoes and if required,absorbent insoles. The use of running shoes, basketball-type boots or good cross trainers is alsoessential as they are designed to cope with the types of forces experienced when bowling on hardsurfaces.The year starting date of midnight on the previous 31st August is assumed throughout theseDirectives.

Safety Guidance on the Wearing of Cricket Helmets by Young PlayersIn February 2000 the England and Wales Cricket Board (ECB) issued safety guidance on thewearing of helmets by young players up to the age of 18. In brief, the guidance recommends that:

• helmets with a faceguard or grille should be worn when batting against a hardcricket ball in matches and in practice sessions

• young players should regard a helmet with a faceguard as a normal item ofprotective equipment when batting, together with pads, gloves andforboys, an abdominal protector (box)

• young wicket keepers should wear a helmet with a faceguard, or a wicketkeeperface protector when standing up to the stumps.

With the assistance of schools, cricket clubs and leagues, the wearing of helmets by young playersis now standard practice in cricket throughout England and Wales. Helmets are widely available andare covered by a British Standard (BS7928:1998). A face protector represents an alternative headprotection system for young wicket keepers. Face protectors are, at the time of publication of thisguidance, a relatively new innovation. Wicketkeeper Face Protectors are covered by a new BritishStandard (BS 7928 – 2 :2009).

The original guidance allowed parents or guardians to give their written consent to allow a youngplayer not to wear a helmet. However now parental consent not to wear a helmet should not beaccepted in any form of cricket.

This guidance applies to all players up to the age of 18, both in adult cricket and in all junior cricketplayed with a hard cricket ball.

The guidance also applies during all practice sessions. Any individual taking responsibility for playersshould take all reasonable steps to ensure that this guidance is followed at all times.The ECB asksthat the guidance is communicated to the parents or guardians of all young players through clubsand schools, and that young players are not allowed to bat or stand up to the stumps when keepingwicket against a hard ball without wearing appropriate protection.

Guidelines for Junior Players in Open Age CricketThe ECB has issued guidance covering the selection and participation of young players in open agegroup cricket. This is to help clubs decide when to select young players in open age group cricketand how best to help their cricketing development when they play within open age groups. Theguidance applies to boys and girls. The ECB keeps these guidelines under review and,followingfeedback from clubs and leagues has revised these guidelines from the 2014 season. The ECB willcontinue to monitor the impact of these guidelines and you are invited to feedback your thoughts andcomments in writing to the ECB Non-First Class Cricket Department.

The guidance is as follows:General

• Making the step up from junior to open age group cricket is a significant event in anyplayer’s cricket experience. Ensure the player’s safety, personal developmentneeds and overall cricket experience are considered.

• Clubs, squad coaches and managers must take into account the requirements onage detailed in this guidance.

• Each case is to be determined on an individual basis, depending on the player’sability and stage of cognitive and emotional maturity to take part at this level.However, the minimum age guidance provided below must be adhered to.

• Juniors should be involved in all aspects of the game wherever possible i.e.socialising, team talks, practice, decision making and so on,so they feel part of the team.

• Children will often feel more comfortable and able to perform if they have a familymember or friend also playing in the side.

• Remember, children’s early experiences will remain with them always and will oftendetermine whether they want to remain playing the game or give up and dosomething else.

• Provide an opportunity for players to show their talents in an appropriate way.Children who are just used as fielders will not fully experience the game.

• Be supportive, at all times, for all forms of effort even when children are notsuccessful. Try and put them in situations where they will experience somesuccess (however small) and ensure plenty of praise and encouragement.

• The captain should inform the Umpires of under 18s in the side.RestrictionsECB Helmets, Fast Bowling Directives and Fielding Regulations should always be adhered to forjunior players in Open age group cricket.

Minimum AgePlayers who are selected in a County U12 squad in spring for a summer squad or in another squaddeemed by ECB Performance Managers to be of a standard above ‘district level’ for that season areeligible to play open age cricket.

This is providing they are at least 11 years old, are in School Year7 on 1st September in the yearpreceding the season, and have written parental consent to play. In allowing these players to play inopen age cricket it is essential clubs and coaches recognise the ‘duty of care’ obligations they havetowards these young players.

This means boys and girls who are county squad and area squad players, are able to play open agegroup cricket if they are in an U12 age group and are a minimum of 11 years old on 1st Septemberof the year preceding the season.

District and club players who are not in a county or area squads must wait until they reach the U13age group, be in Year 8 and be 12 years old on 1st September of the preceding year before beingable to play in any open age group cricket. As before written parental consent is required for theseplayers.The duty of care should be interpreted in two ways:

• Not to place a young player in a position that involves anunreasonable risk to thatyoung player, taking account ofthe circumstances of the match and the relative skillsofthe player

• Not to create a situation that places members of the opposing side in a positionwhereby they cannot play cricket as they would normally do against adult players

In addition, the guidelines note the need for clubs and leagues to recognise the positive experienceyoung players should havein open age cricket. Clubs should provide an opportunity for players toshow their talents in an appropriate way. Children who are just used as fielders will not fullyexperience the game.
