Quick Guide for Data Controllers to Download 7th
CPC Data Templates & Upload its Responses

This quick guide document provides a step-by-step process to download the pre-designed
Annexure Templates and fill those as required and upload for further consumption by the 7th
CPC.
To avail the facilities, first click the Login/Register Link on the top right corner of the OGD
Platform (data.gov.in). Enter Data Controller’s username/email and password to login.
Data Controllers can directly go to 7th
CPC Data tab by clicking on CPC Data
Contribution link showing on status info box or by clicking on Dashboard button on the top
right corner of the page.

Click on 7th

CPC Data Templates.
Click on "Download 7th Central Pay Commission (CPC) Data Templates and User Manual".
A compressed/zipped file 7th_CPC_Data_Templates.zip will be downloaded to your local
hard disk at your selected location. This ZIP file contains the following Annexures and the

Personnel (Annexure A)
Expenditure on Salaries and Allowances (Annexure B)
Contractual Manpower (Annexure C)
Training of Employees (Annexure D1)
Category wise Statement Providing Training Details (Annexure D2)
These are templates for each Annexure, which shall be filled offline and uploaded on to the
OGD Platform through the encircled boxes on the 7th
CPC Data tab on the Dashboard for the
Data Controller. Once uploading done for an Annexure the box would change to brick colour.

After clicking on a Box for an Annexure, user can view the Create Resource page with the
following metadata fields, which are pre-populated as per the 7th
CPC:
Catalog
Resource Category
Resource Access Method
Granularity of Data Element
(Optional)
Access Type
Reference URL (Multiple) (Optional)
Resource Title
Restricted Data File
Frequency of Data
Note (Optional)
NDSAP Compliance
Data controller only needs to upload the Annexure for restricted access by the 7th
CPC and
click on save button to Save the resource. Here’s the screenshot of Create Resource page

Ministry/Department need to fill the yellow highlighted cells offline. No other column/row or
cells are permitted to change/moodily.
After uploading all the 5 Annexures (resources), Data controller can view the created Catalog
and resources, under Drafts tab.
Click on title to view the catalog with all the 5 resources under Resources but not under the
Published tab.

To publish the resources, Data controller needs to FIRST send the Catalog to PMU for
publishing (to enable access by designated users from 7th
CPC) by clicking on “Move to
PMU for Publish” button.
