PRESIDENT’S REPORT – 2014.

In years gone by, this report would be prepared as a reflection on the past season as all enjoyed decent break before focusing on the requirements for the next year. It appears those days are now well behind us, as the season grows inexorably longer – as I write this report, well into November, around 60 – 80 referees are still being appointed on a weekly basis for both 7s and 15s competitions.

This a matter of concern for the QRRA, as it places a heavy additional burden on our administrators, Appointments Officers and particularly on our long suffering referees (some of even the most dedicated of our members have needed to declare unavailability so that they can recover from injuries or preserve their bodies for the year ahead).

We are now aware that the new season will start in January, with Premier and Grade teams commencing their competition games by mid-February due to the World Cup timing and other factors. This information comes to us at the same time as the QRRA trainer advises that pre-season training is to commence on November 5.

At this stage, I can only thank all of our referees, coaches and administrators for their dedication and perseverance (and skills, of course) on behalf of all of our “stakeholders” across the many representative, club, school and 7s programs that our members have been involved with in 2014. I might also take this opportunity to thank our respective partners, parents, and other family members and friends that have supported our members in their on-field and off-field activities in 2014. In statistical terms, there was a new record of 4764 match appointments in the period between the end of the GPS competitions in 2013 and 2014. (Post-season appointments are carried through to the next season for reporting purposes; also an appointment to a 7s carnival only counts as a single appointment, even though multiple games may be refereed by an individual referee at that event).

Following the trend of recent years, the number of appointments at age grade levels increased in 2014, but the number of Senior appointments declined (particular at Grade and Suburban levels).

I understand that 266 referees were appointed to games in 2014, including 58 new members (31 of those new members having been appointed to games at Senior or School levels). Cameron Foley and Scott Chapman top the official list with 60 appointments each, but many other referees have more than 50 appointments credited to them.

At the end of 2013, I reflected that 2014 would be a year of change. We took to the field in the eye-catching new strip this year, which generated very positive comments from our members, as well as spectators around the grounds. The closer alignment to the premier strip was also very successful, particularly as it made all of our referees appear to be on the same “team” as their more experience counterparts.

Pat Rae took over the role of QRRA trainer for 2014, resulting in good attendances throughout the year and a very interesting program for members to participate in. Pat has already been appointed to build on these efforts into the 2015 season.

Dick Byres took up the role of Senior Appointments Officer and Laurie Monaghan the role of Junior Appointments Officer for 2014. There were significant challenges for both, not the least being the late notice of new competitions; as well as constant changes to grounds and starting times (particularly in the Junior ranks due to ongoing regrading of teams throughout the year).

Dick was faced with the unavailability of quite a number of our experienced members, including such Senior Referees as Rodd Brockett, Darren Rees and Andrew Gillies due to their retirement from active refereeing. Dick also “revoked on-field privileges” for a number of perennial contributors to allow them to concentrate on referee coaching activities, and feedback from all stakeholders was very positive (particularly about the obvious presence of referee coaches assisting our more junior referees around the club and school grounds).

This also permitted many of our members to be appointed to Senior and School games they may not otherwise have had an opportunity to referee in 2014, which can only assist with the development of a broader base of higher quality referees for the future.

Representative and Premier Appointments

As you will note from the report on Representative Appointments contained in the Annual Report, a significant number of our members achieved appointments as referees and referee coaches to various State and National championships, as well as at the Super Rugby level.

Leading the way was Rohan Hoffman who was the appointed referee for 11 Super Rugby matches and the National Rugby Championship final. In addition, Rohan made his test debut this year in the Pacific Island test series, and accordingly will be awarded the Kerry Fitzgerald Medal in 2014.

Matt O’Brien made his Super Rugby debut this year, as well as being a highly performed referee on the World 7s Circuit. Matt also had the honour of being appointed to referee the 7s final at the Commonwealth games in Edinburgh.

Damien Mitchelmore, the remaining QRRA referee on the Australian National Panel, also refereed with distinction in 2014 and was undoubted very unlucky to miss selection in the Super Rugby panel for this year.

Steve Leszczynski was again appointed as a TMO throughout the Super Rugby season.

At Premier level, the recent ARU interchange program with Sydney was not used this year, at appointments at Premier levels were made by the QRU as the convenor of those competitions. Congratulations to all of our members appointed to Premier Grade this year, and particularly Shaun Rigby and Rachel Horton, who made their debuts at this level.

Queensland Rugby Union

Following recommendations made at a seminar convened in March by Scott Young of the ARU, the QRU State Referee Committee was dispended (on the basis that there was no longer any separate requirement for that body to operate). A number of functions were then controlled by various QRU representatives, including appointments to the Premier Competitions in Brisbane, as well as the management of the Queensland Junior Rugby Union State Finals and other competitions such as the Country Championships.

Thanks to QRU representatives Rob Donoghue, Geoff Pegg, Lachlan Parkinson and Michael Backstrom for the assistance they provided to the QRRA in the performance of their respective roles in 2014.

Members will also be aware that Rohan Hoffman has now been appointed as Match Officials Development Manager for the State of Queensland and we look forward to working with Rohan in his new role.

Member and Stakeholder Acknowledgements

I wish to formally acknowledge our appreciation for the support that we received from the QRU, Queensland Suburban Rugby Union, Brisbane Junior Rugby Union, Queensland Rugby Union, as well as GPS Schools, AIC Schools and the TAS Schools in 2014.

We also acknowledge the ongoing support of Laudistons Auctions as a sponsor of the QRRA during 2014.

A range of acknowledgements would generally be made at the Annual Dinner, including the major prize winners of QRRA awards for the year. I have refrained from mentioning those prize winners in

this report, as they will actually be announced at a function to be held after the AGM at which this report will be presented.

Unfortunately, the Annual Dinner was not held this year, due mainly as a result of approximately 40 members being unavailable due to commitments at the Noosa International 7s, National Rugby Championship and a range of other events in Brisbane. We will need to consider timing for this event in the future, particularly in view of the ongoing extension of the season as mentioned earlier in this report.

However, on a more general basis, in addition to those members mentioned above, I take this opportunity to congratulate all of the QRRA award winners for 2014 as well as each of those referees who achieved appointments to grand finals in the Premier, Grade, Suburban and Junior competitions.

Thanks must also go to those referees who were always willing to fill appointment vacancies on short notice – you certainly helped to make the job of the Appointments Officers somewhat less of a nightmare. Having said that, the number of “pull-outs” in 2014 was a real issue which the Management Committee will try to address for next year, including by means of the use of the Referee Appointment System so that members are able to provide more up to date information concerning their availability to the Appointments Officers.

Thanks as well to members of the Management Committee for all of their efforts during the last 12 months. In particular, I acknowledge a fantastic effort from Vice-president Mike Willis, both in his continuing role as education co-ordinator, but also for his very extensive and professional work on the QRRA’s forthcoming restructure, more details of which will be released to members in the near future.

As members are aware, Paul Heath will complete his service as the Executive Officer for the QRRA in December after more than 7 years in that role. In fact, many of our members will be unaware that the QRRA has ever operated without Paul being the “first point of contact” for the association. As previously commented, it will be very difficult to replace the range of skills that he bought to the position, and I take this opportunity on behalf of all members to thank him for his extensive efforts and well-considered advice throughout this period.

In closing, I would like to note that the appointment of Rohan Hoffman in his role heralds a greater focus on development of referees in Queensland to create a pathway for members to achieve participation at the highest level that this sport can offer. The Management Committee looks forward to working with the ARU and the QRU in supporting and furthering these objections. We will also continue with our principal focus of increasing the levels of fitness, education and skills for our members so that they are able to enjoy participating in their on-field activities as members of the association.

QRRA APPOINTMENTS REPORT 2014 Senior Appointments There were in 2014 a number of challenges that confronted the Association in appointing referees to matches. In summary these may be categorized in the following.

The withdrawal of Sunshine Coast from the Brisbane Premier Competition reduced the number of Premier and Premier Colts matches at that level from five to matches to four.

With the realignment in Suburban Rugby a combined 4th Grade/Scotney Cup competition was

created.

The introduction by the Australian Rugby Union of the Junior Gold Cup at the start of the season in the fifteen and seventeen year old age groups.

The timing of the Rugby Super 15 Competition.

The structure of the season in general with Associated Independent Colleges and The Associated Schools Competitions being played in Term 2 and the Greater Public Schools Competition being played in Term 3 all of which overlaps the Brisbane Senior Competition.

The increasing numbers of organized midweek competitions.

The increasing numbers of carnival competitions.

The revised Referee and Referee Coach profiles

The changing relevance of Sevens Rugby Adding to this is the need when appointing to take into account the development of referees included in Queensland Rugby Union’s Senior Development (12 referees) and Pathway Squads (12 referees). The Association introduced the Referee Management Appointments System, which provided individual appointment advices for each referee. Some technical amendments had to be made to the operation of the system as a result of some local concerns. The Association welcomed 58 (25 were of school age) new referees to its ranks in 2014 and 31 were tried in Senior/schools appointments during the year. The changing emphasis on Sevens Rugby and the large prize moneys involved also required considered appointments. Sevens at the senior level have ceased to be social. In all 1692 appointments were made to Senior and School appointments to the end of September 2014 (GPS season). There were significant other appointments to matches such as trials and carnivals which are listed under other in our statistical summary. This year 17 referee coaches were appointed regularly to Senior and Schools matches. In all, 564 referee coaching reports (based on RRIMS) for non-Premier referees were submitted. The ARU Referee Coach Profile was provided and referee coaches were educated to move from a purely telling to a more questioning approach, leaving the referee to think through issues for personal problem solving. Additionally, from early season some referees were introduced to the Game Performance Review system. Essentially the referee preparing for the game in his/her own way, then doing his/her own analysis of performance, with only confirmation or alternative suggestions/advice coming from the referee coach. GPR’s have ‘taken off’ in other Associations but the use of GPR’s in Brisbane was not used to any great degree over the season. In 2015 the use of this form of report should be encouraged as it has worked very successfully elsewhere. I must thank that small group of stalwart referees who willingly fill in at the last moment to cover the (far too) many drop-outs after the appointments have been announced. Logistically the plethora of games, mainly Sevens, that occurred post grand final needs to be addressed. We have a responsibility to ensure that we support players being able to enjoy Rugby at P7

all levels. We also have a responsibility to our members that they cannot just keep refereeing ad infinitum. The 2014 season started in February and will continue through until the end of November. Like everyone else in all sports Rugby Referees must have a fair break to be at their best. The length and demands of the 2014 season has meant that quite a number of the referees have exceeded what is considered to be the optimum level of games refereed to remain sharp. I would like to thank Neill McCann, who provided historical data to set up the appointments system, plus did the appointments during my absence in New Zealand in June, Geoff Pegg for his experienced advice, and Paul Heath for his constant availability and background advice. Dick Byres Senior/School Appointments Officer November 2014 Brisbane Junior Rugby Appointments It is a given that within age grade Rugby that there is a need by competition organizers to provide the best options for the promotion and growth of participants. This season has been one where to achieve that participation and growth has seen significant change to draws resulting in late changes to teams playing, times of matches and venues and this has caused considerable time having to be spent in modifying appointments. On an average week the Association has available for Sunday matches 150 referees for the average 135 matches. Of those 135 matches some 60% (actual 75) are in the under 10 to under 12 age group. Additionally the age grades under 16 and above form into two separate competitions to allow for the timings of school competitions. This together with those referees whom are restricted through club/player participation has the effect of complicating the junior appointments and results in the process of it being a matter of logistics with more than 50% of those available having to be appointed to specific fixtures. However the value of having these match officials cannot be understated as they make a significant contribution to the Association in being able to appoint a referee to every match. In recent years the Association has encouraged those interested juniors in the 13 to 17 ages to attend courses so that they can officiate in the under 10 to under 15 age groups. This year has seen 48 such referees appointed regularly which provides for succession. In support of the positive outcome some 13 referees from the 2013 group moved forward into the senior appointments pool. When it is considered that overall in 2014 the Association appointed to more than 2000 junior matches (2013 in competition) with in the main positive feedback the true value of the contribution to junior Rugby in Brisbane by all concerned can be only be applauded. I would like to thank all of the referees whom have given so willingly of their time and particularly to their patience and dedication. QRRA FITNESS TRAINING REVIEW 2014

In November 2013, the QRRA engaged Pat Rae Personal Training to provide the fitness training services for the QRRA for the 2014 calendar year. Training started officially for the QRRA on Wednesday 8 January 2014, although 4 sessions were funded by the QRRA to train those QRRA members of the ARU Squad, whilst the ARU finalised their trainer for the 2014 season. Training officially wrapped up for the QRRA on Wednesday 17 September 2014 with a total of 38 weekly training sessions conducted predominantly on a Wednesday night at Ballymore. Thanks to Pat Rae also being involved with training the Brisbane Rugby League Referees Association at Fairfield in 2014, the QRRA held three combined training sessions with our League Referee comrades during the year, all of which coincided with the State of Origin series. On top of this, 3 training sessions were held at Fitness First Elizabeth Street Platinum, where members were invited to participate in a cycle class in their state of the art studio. However, given the attendances at these sessions were poor (5, 8 & 7) this trial was not as successful as was envisaged. Review: Over the 38 weeks of training, we’ve had a total of 762 members attend those 38 sessions at an average of 20.05 members per session.

Of the total 275 eligible active referees, we had 84 members attend at least one training session this year (30.54%). Congratulations to Paul Henwood with the most sessions attended (33) and in second place was Rod O’Callaghan with 29 attendances and Shaun Rigby with 28 attendances.

YoYo testing was introduced for the very first time. Similar to the old beep test, participants run a 20 metre out and back sprint timed to an electronic timing pace setting beep. At the end of each shuttle run, the participant gets a small rest before repeating the run. At regular intervals the shuttle beeps get faster and faster. Eventually the speed of the beeps is too fast for the participant and they drop out of the test.

Participation in the testing regime was voluntary and the QRRA has no set fitness testing standards for the community rugby it appoints to.

In saying this though and based on the IRB (soon to be rebranded as World Rugby) standard of level 18.1 to referee a test match, we had 18 members (21.42%) achieve this bench mark. 13 members achieved a standard of between 16-17.8, 14 members achieved a standard of 14-15.9 and 31 members that attended at least 1 training session chose not to participate in the testing. Interestingly enough, only 55% (6 of 11) of those that were appointed to a Premier Grade game met18.1 or greater. Of the 41 members who chose to attend at least two testing nights on offer this year (we tested a total of 4

times during the season) 35 members (85.35%) showed an improvement from their first test score to their last, ranging from .2 – 2.9. 2 members (4.87%) scored the exact same score for all of their tests and 6 members (14.63%) showed a decrease ranging from -0.1 - -2.6. Whilst these scores are good reading, it should be pointed out that of the bulk of those that posted improved scores (13 members) didn’t hit their peak fitness until July 2014. With finals only 4 weeks later, this was probably 2 months too late. What Now? Now that the season is over for another year, it’s time to re-charge. I recommend taking at least a 4-6 week break completely from any form of structured rugby referee training. This is the time to get any niggling injuries tended to, refresh your rugby brain, maybe shout your coach a coffee and discuss your season and how your goals panned out for the year. What did you do well what do you need to work on for next season? This does NOT mean you stop exercising ALL TOGETHER. On the contrary, it’s a time to engage in some of those other activities that you like to do like play golf, touch rugby with mates, surfing, rowing or whatever. It’s crucial that if you are free from injury you remain physically active and watch your alcohol consumption. Many of you are over 35 and you don’t want to undo all the good work you’ve done during the season. What’s Next? Given peek testing scores weren’t achieved until July 2014 and the optimal time for peeking is May, the QRRA have authorised the commencement of Pre-Season Training 2 months earlier than this year, with kick off for pre-season training being Wednesday 5 November 2014. That will give us a 7 week block of good solid pre-season training before the 2 week Christmas window. Then in 2015, we start back on Wednesday 7

th January 2015 with 7 weeks of a solid base training we’ll be

in a much better place. By Easter 2015, members of the QRRA would’ve had a total of 15 weeks of pre-season training under their belts. If we can maintain the 18 members that achieved 18.1 or greater in the YOYO test plus improve at least 50% of those that scored 16-17.8 We should head into round 1 of the 2015 community rugby season with at least 25 members achieving 18.1 or better in the YOYO test and ensure that at a minimum, 100% of the Premier panel achieve this mark, BY SEASON’S KICK OFF. Summary: In conclusion, 2014 was an exciting year from a fitness perspective for the QRRA and the members should be proud of its achievements. With some solid data, we now have a platform to launch into the next season with a renewed sense of vigour and positivity. I’d like to take this opportunity to thank all of the QRRA Executive committee for taking a risk and engaging in my services. My training and nutritional methodology is not considered mainstream strength and conditioning. In fact, most of my S & C peers in the fitness industry consider my approach to be unorthodox and bordering on left field.
