Highlights Quarterly Newsletter November 2012 THE SpecPro Group SPOTLIGHT Felicia Eckert, Editor-In-Chief The SpecPro Group – Emergency Responders C ommu nication networks and news outlets have carried stories, pictures and videos of the devastation caused by hurricane Sandy. On November 3, the SpecPro Group was contacted by FEMA to assist with emergency joint field operations in New York and New Jersey. Within days the SpecPro Group had eight people on their way to assist in FEMA’s clean up operations in the aftermath of Sandy. The team consisted of Gerald Hernandez, Gene Sweatt, Richard Houde, Mike Reeder, Alex Jackson, Brian Onacki, Scott Fontenarosa and Jim Fontenarosa. In addition to this initial cadre of specialists, several other SpecPro Group employees have been selected to be on standby – ready to mobilize immediately when the call comes. The SpecPro Group employees have been integrated into FEMA teams tasked with identifying locations for Disaster Recovery Centers (DRC). Our environmental specialists assess potential DRC locations for safety prior to the center being established. The team will assess 115 sites in New Jersey and 35 – 40 sites in New York for environmental threats and overall safety. Over the past few weeks, the teams has been working 12 hours a day, 7 days a week to help move this disaster recovery along. Each of the DRCs that our staff helps set up provide the first step in assisting storm victims in getting back on their feet. Two of the shareholder new hires, Megan Heyano and Nena Smith received promotions in Washington, D.C.

Nena joined the SpecPro Group April 1st as a Data Entry Clerk. After one month of employment, Nena was promoted to the

Mail Room. In her new role as a Help Desk Analyst, Nena will respond to incoming calls, provide technical guidance, prepare, coordinate and draft correspondence and provide timely follow-up where required. We congratulate Nena on her success and know she will be a superstar in her new role!

Megan Heyano started with the OFLC Mission Support contract in April 2012 and has managed to rise through the ranks in record time. She started as a Data Entry Clerk where she was responsible for entering Prevailing Wage Determination applications and submitting applications with a 99% accuracy rate. Megan’s attention to detail and exceptional analysis led to improving existing process steps and streamlining procedures. Megan also took the lead

in a new product line involving the analysis of documents attached to cases to confirm their validity and completion, which has improved the timeliness in production for the Federal customer. To date, she’s reviewed an estimated 1,500 cases over the past three months, which resulted in saving almost an entire eight-hour day each week. During this period, in parallel, she was trained on how to be a Case Processing Analyst; and has demonstrated a very keen ability in performing Prevailing Wage Recommendations which are ultimately determined by federal Certifying Officers. When the opportunity arose for the team to promote someone, she was the obvious choice. In her new role as Case Processing Analyst, Megan has climbed to the tip of the spear of what we provide our client, and after a year will have processed prevailing wage recommendations covering close to $700 million in wages.

Shannon Brown, Rebekkah Gurkin, Laurie Grams and Regina Monroe were each awarded certificates for completing Shipley Associates courses in “Writing Federal Proposals” and “Winning Executive Summaries.” They

were among several BBNC employees completing the courses successfully. These Shipley courses provide the foundation for proposal writers. Completion of the course is viewed as initiation into the group of Proposal Professionals. Ben Gamble, another member of the SpecPro Group proposal team, was also presented a certificate for successfully completing the Association of Proposal Management Professionals (APMP) “Foundation Level Examination.” Successfully passing this exam is key to entry into the APMP.

• A series of five task orders on our Pacific Rim Blanket Purchase Agreement (BPA) totals more than $313,000. These task orders primarily involve engineering and IT installation support services at the Non-Commissioned Officer Academy (NCOA) and other buildings at Fort Shafter, Hawaii.

• Also TekPro won a $310,405 contract at Marine Corps Base Hawaii (MCBH)Kaneohe Bay, to manage daily range control operations support to the Pu’uloa and Kaneohe Bay Range over the next two years for the U.S. Navy’s Naval Supply Command (NAVSUP). This will include supervision of safe conduct in the livefire ranges, certifying the ranges, ensuring environmental compliance, establishing a range and training area enhancement program and designing a range for a given training requirement. Work will begin December 1, 2012.

• TekPro also gained two new general clerk positions on our current Bureau of Labor Statistics (BLS) contract through the Department of Labor (DOL) valued at $133,000.

Congratulations are in order for everyone who played a role in this tremendous collection of wins. These opportunities were pursued relentlessly for months, and our dedication and professionalism has paid off. Most encouraging, though, is our expectation to grow these initial wins far beyond their current value and turn them into solid, long-lasting success stories for our company and our brand. Excellence is Being Commended Throughout the SpecPro Group

Eight BTS employees were commended for an “excellent year’s work” by Dr. Anthony J. Bednar,

Analytical Geochemistry Team Leader, of the Environmental Laboratory, U.S. Army Engineer Research and Development Center Vicksburg, MS. This is the first year they hit a milestone – successfully providing $1million of reimbursable specialty analytical services to various Corps and external customers. The BTS team worked together seamlessly to execute this level of work. This amazing effort could not have been accomplished without the dedication and hard work of eight BTS employees: Penny Allen, Andrew Bray, Richard Karn, Charolett Hayes, Elizabeth Mobley, Debra Ragan, Amber Russell, and Jared Smith.

These employees are commended for their exceptional support of the Environmental Chemistry Branch’s (ECB) mission to provide extraordinary chemistry services to all customers. The employees’ never ending diligence has established a substantial, customer base that will continue to utilize the capabilities of the ECB for future environmental studies.

TekPro General Manager, Regina Monroe, commends employees for the many long months of work

that have culminated in a very exciting September for TekPro – a month which marks the beginning of nearly $7 million in new contracts over the next year.

• Dennis Brownley tirelessly led our effort to break into the new Joint Base San Antonio (JBSA) market. He succeeded in securing positions for two engineers, but this is only the beginning of this contract,

SpecPro Asset Management (SAM)Works toward 8(a) certification

SpecPro Asset Management (SAM), the SpecPro Group’s newest Limited Liability Company, recently made

its largest stride yet toward certification as an 8(a) small business. Under a contract to replace two aging aboveground fuel storage tanks at Randolph Air Force Base, TX, SAM moved another $32,300 closer toward the goal which will allow the company to join the U.S.

Small Business Administration’s 8(a) program. Full certification is expected to occur during calendar year 2013.

In addition to the significance of the contract for SAM’s business aspirations, it was also the first management project for BBNC shareholder, Devin Gottschalk.

Gottschalk, together with Dennis Hunter, Asbestos Department Manager, and Senior Environmental Specialists Mike Reeder and Alex Jackson, used a bobcat, shovels, hoes, and pickaxes to dig out the trenches that would house support pads for the new tanks. Two weeks later, concrete reinforced with steel rebar was laid into the trenches to complete the pads. The actual installation of the new tanks took place in mid-October.

According to Gottschalk, doing commercial business in his native Alaska is quite different from government work in Texas. The hard, black and clay-like San Antonio soil is the exact

Ten SpecPro / BTS team members at Cape Canaveral, FL, are going through re-certification as Wildland

Firefighters. The certification is a 40-hour course that includes five nationally recognized courses. The course is being taught by one of the Cape Canaveral staff, Matt Johnson. Matt is a Florida Department of Agriculture and Consumer Services – Florida Forest Service Certified Instructor. He also holds certifications from the State of Florida Division of Emergency Management, the U.S. Department of Homeland Security – FEMA Emergency Management Institute, the Florida Division of State Fire Marshal – Bureau of Fire Standards and Training, and the National Wildfire Coordinating Group. He is a State Certified Burn Boss for Wildland Fires and is also a State of Florida Department of Health Division of Medical Quality Assurance Emergency Medical Technician. Not everyone taking this class will be “frontline firefighters.” However, they will offer ancillary services during and after a Wildland Fire or prescribed burn on the Cape and can be called upon in the event of an emergency to fill in the gaps. This is just another facet of the cross-training program active at the Cape.

opposite from the softer, sand-like earth in Alaska. In addition, Alaska work is often based on a handshake while down in Texas there are specific processes such as proposal writing and a lot more paperwork. But he says the nature of the work and manner in which it is performed remain very similar. In the end, the work is all about customer satisfaction.

Mentor-Protege ProgramTeaming with EnDec

We were happy to have received an award from the U.S. Army Space and Missile Defense Command for a two-year Mentor-Protégé Program (MPP) with Environmental Decisions, Inc (EnDec). The base year of the contract will run from October 2012

through September 2013, and is valued at approximately $250,000.

This is the latest in a continuing series of MPPs in which SpecPro has served as mentor to small disadvantaged firms. Under the current contract, we are mentoring EnDec, a Service Disabled Veteran Owned Small Business (SDVOSB) located in San Antonio, Texas. EnDec specializes in Environmental Services, Public Health, and Homeland Security issues. EnDec’s founder, Dr. Joe Milligan, has worked with the SpecPro Group in the past, and we are currently teamed in other proposal

efforts as well. Our MPP team is complemented by Texas A&M University at Corpus Christi, who will be providing technical training under the leadership of Mr. Tony Woods, a former SpecPro employee. The SpecPro team will be led by Steve Veale, with support from Kevin Schnitzer, Earl McIntosh, Jeremy Ryan, and several other key players.

The MPP was established to provide a mechanism by which established, successful firms can teach smaller firms how to successfully compete in the federal contracting environment. Mentoring topics include technical training, advice on setting up a competent business infrastructure, and providing tips on marketing and developing business with the federal government. The government recognizes outstanding MPP teams through awards of the Nunn-Perry Award each year. SpecPro is proud to have won the MPP Nunn-Perry award three times since 1997.

The AF Uniform Office was asked to support the Aeronautical Systems Center Human Systems Division with the prototyping of an Air Force Aircrew Integrated Recovery Survival, Armor, Vest and Equipment (AIRSAVE) survival vest. The AIRSAVE vest is

able to integrate with soft and hard body armor, chemical protective systems, oxygen systems, flotation systems, and survival equipment. Upon receiving the contract modification which added the development monies to the sustainment contract, the BTS Team set out to review the Navy version of the vest, which does not integrate with AF aircraft, and fabricate the initial design. When the initial design was finalized, it was submitted to the manufacturer for the initial prototype.

Once the original prototype was manufactured, the BTS team reviewed and inspected the vest to ensure it met standards. After review, the BTS team manufactured four additional prototypes. Subsequent field testing resulted in more changes to the patterns and one more prototype was fabricated. In addition to the initial design work, Julie Ratcliffe, CAD/Pattern Maker on the BTS

Team, made numerous updates to the vest patterns. Julie also made adjustments to the 23 end/optional items that are attached to the vests. Tracy Roan worked extensively on the purchase description that is sent to the manufacturer with all instructions on materials and components that must be used, as well as manufacturing operations/instructions, final measurements, verification policies and packaging instructions. Both the prototypes and the draft purchase description were delivered to the government on schedule, in spite of numerous change requests received during the process.

He has 33 years of experience working for the federal government, commercial and international clients with 20 years of those in the Air Force in the fields of safety and bioenvironmental engineering. He has 19 years of specialized experience in the field of radiation safety, decontamination, decommissioning and remediation.

Brian “Buck” Saunders is a Board Certified Safety Professional with 33 years of

experience in the occupational industrial community. Brian served 22 years in the military, speaks three languages and spent over 14 years living overseas. As a pro-active EHS management professional, Brian has extensive experience in developing and implementing Industrial Hygiene, Occupational and Environmental Health, RCRA, EPA and OSHA safety principles and programs.

Arries, Business Development Manager, attended as the representative for SpecPro. All proceeds from the event (SpecPro donated $500) will be used by the Coast Guard Memorial Foundation to plan, design and develop a memorial at Cape May, NJ. The new memorial will represent the 1,500 enlisted men and women of the Coast Guard who lost their lives serving our country.

In 2012, the environmental laboratory has received over 3,500 samples and has analyzed 30,000 samples over the life of the project.

The research paper, entitled “In Silico Structure-Function Analysis of E. cloacae Nitroreductase“, appeared in the latest issue of prestigious journal “Proteins”. Nitroreductase proteins play a central role in the

activation of nitroaromatic compounds and have received a lot of attention due to their environmental and human health importance. Such enzymes are considered as a prospective biotechnological tool for bioremediation of hazardous munitions constituents.

Traditionally, it is believed that the reaction mechanism of E. cloacae Nitroreductase enzyme is well established. However, new study by BTS scientists Dr. Olexandr Isayev, Dr. Leonid Gorb and collaborators from US Army ERDC Environmental Laboratory, Case Western Reserve University and Jackson State University has challenged this view. Using state-of-the-art computer simulations and bioinformatics analysis, they obtain deeper insights into the structural basis of activity and mechanism of its function. In particular, new role of water in stabilization of reaction intermediates and facilitating proton transfer to the reaction products. The project will aid in the development of new nitroreductase mutants and, thereby, increase their efficacy in bioremediation of nitroaromatic compounds.

Badger LandfillCompleted ahead of schedule

In the spring and summer of 2012, BTS, LLC constructed a five-acre landfill cover at Badger Army Ammuniton Plant. The

landfill was constructed to contain active demolition debris and impacted soil disposal. The landfill project, valued at $1.44 million was capped, completed ahead of schedule and is pending regulatory approval. The project consisted of:

• Installing a passive landfill gas management system placing approximately:

- 8,000 cubic yards of sand - 8,000 square feet of geotextile - 310 feet of perforated pipe and - 115 cubic yards of washed stone

• Excavating and testing and approximately 16,000 cubic yards of clay to construct the barrier component of the final cover

• Managing infiltrated surface water by - placing approximately 9,000 cubic yards

of sand on the clay and cover with - 220,000 square feet of geotextile fabric - directing infiltrated surface water to a

perimeter toe drain

• Additional 17,000 cubic yds of general fill /topsoil were placed above geotextile fabric to protect the clay from desiccating due to freeze/thaw and wetting/drying cycles.

The final cover system also reduces dermal contact and respiratory concerns associated with landfill disposal activities. All areas of disburbance were revegetated, by fertilizing, seeding and mulching.

Badger Environmental LaboratoryAccredited and certified

The environmental laboratory at Badger Army Ammunition

Plant in Baraboo WI, is a full service sampling and analytical services laboratory. The laboratory is staffed with eight full-time degreed chemists and provides analytical support for remediation as well as on-going groundwater compliance monitoring. The lab utilizes U.S. EPA standard methods in accordance with federal

and state regulations and is accredited by the Wisconsin Department of Natural Resources (WDNR) and Department of Defense (DoD).

The environmental laboratory is Wisconsin certified under NR 149 and ISO/IEC 17025:2005, which are general requirements for the competence of testing and calibration laboratories and the DoD Quality Systems
