IT’S THE MOST WONDERFUL TIME OF THE YEAR!

I think I’m in good company when I say Christmastime is my favorite time of year. For more than five years, the SpecPro and STS Groups have come together to remember part of what makes the holiday season so special.

On Dec. 18, the SpecPro Group corporate office marked the occasion of the holidays once again with a toy drive benefitting the Blue Santa Program. Run by the San Antonio Police Officers’ Association, Blue Santa collects donated toys throughout the city for needy families during the holidays. This year, we donated dozens of toys as well as a $500 monetary gift. It is an honor and a privilege for our Group to be able to make charitable donations such as these, and I am reminded each year that your hard work and dedication to our customers is what makes these generous gestures possible. For that, I thank you from the bottom of my heart.

I also like to take this opportunity each year to remind you that we genuinely value each and every person in the SpecPro Group and we will need your expertise and professionalism in 2015 more than ever before. Let us celebrate together – wherever we may be – and do so in a responsible manner to protect ourselves, our friends, and our families. Because remembering to stay safe, along with a generous and charitable spirit, is what makes the holiday season the most wonderful time of the year.

A s we approach the end of the year, we wish you all a happy and safe holiday season. When doing your holiday shopping, remember to be alert in the parking lot; park in well-lit areas and keep valuables

in the trunk or covered storage. Todd Goodwin, our Facility Security Officer (FSO), has provided some helpful links from the Federal Bureau of Investigation (FBI) and State Department to help you avoid scams, stay safe online, and practice travel safely. There is also a link from the Director of National Intelligence (DNI) regarding the government’s long-standing zero-tolerance drug policy for all military, civilian, and contractors that work on military installations. The tips provided in the links below are not just reserved for the holidays, but good to practice all year long.n

On October 16, 2014, TekPro expressed its great pride in and appreciation for Megan Rhodes by presenting her with the SpecPro

Group Gold Standard Award. Since day one, Megan has been one of the most hard-working and diligent employees under TekPro’s contract with the Department of Labor’s Office of Foreign Labor Certification. She consistently rates at the top in total production and accuracy, recommending more cases than any other Case Processing Analyst (CPA) while maintaining a 99.84% accuracy rating. Megan recommends an average of 750 Prevailing Wage Determinations every month while also managing all incoming H-2B applications, which is a high-profile product line of special interest to our customer. She always does a superb job of meeting deadlines and delivering an exemplary final product. Megan has developed amazing production processing skills as well as the respect and admiration of her coworkers. All of her success is a direct representation of her work ethic and the positive attitude she brings to the office on a daily basis. These attributes have also seen Megan promoted repeatedly in the past two and a half years: she started as a Data Entry Clerk, then served as an all-star Case Processing Analyst. She was recently promoted to Team Lead at the National Prevailing Wage Center in Washington, D.C. We are very fortunate to have Megan on the TekPro team.n

Promotions Department of Labor

On October 22nd, Laura Elibri was promoted from

Senior Program Manager at the Office of Foreign Labor Certification (OFLC) to Program Director.

Laura came to the SpecPro Group in 2010 as a Deputy Program Manager of the $75M Mission Support Services Contract for the OFLC at the National Prevailing Wage Center (NPWC). She coordinated multiple in-house teams of 24 employees under a group of three national operation centers consistently receiving exceptional customer reviews. In her new position, Laura will oversee the coordination and administration of all aspects of mission support to centers in Atlanta, Chicago, and Washington, D.C. She will be working with a great team of Program Managers and facilitating communication that continues to foster a closer relationship with the Department of Labor.n

On October 22nd, Mike Urbanski was promoted from

Team Lead at the National Prevailing Wage Center in Washington, D.C. to Program Manager. Mike

has supported the mission in D.C. from the very beginning and diligently worked through the ranks leading this team in ongoing success and earning the faith and confidence of his staff as well as the customer.n

Our employee who provides this technical support is Mr. Marcellus Gilmer, who was recently recognized by our customer in a letter of appreciation [below], for outstanding past performance. His accomplishments resulted in significant contributions to the range control operations, efficiencies, and safety. He did this by diving into the internal SOP, facility manuals, and recommending revisions to accurately reflect the latest and greatest information was up to date. He created a comprehensive checklist for all safety technicians to use for signing out and clearing out ranges. His positive attitude created a culture of lateral thinking and thought-provoking debates that led to creations and corrections of orders to better implement uses of current ranges and training areas.

TekPro’s Field Firing Range Control contract provides technical support for the Assistant Chief of Staff (AC/S) for Operations, G-3 Division Marine Corps Base Kaneohe Bay, Hawaii. Under this effort, TekPro employee Marcus Gilmer has exemplified himself and TekPro to the Marine Corps customer.

1. For recognition of Marcellus Gilmer's outstanding contributions to the internal operations of range control from February 1, 2014 until October 1, 2014. This letter serves to outline the contributions Marcellus made that increased efficiency and effectiveness of range control, standardized procedures, and created a culture of desired learning amongst his peers and leaders.

2. Marcellus Gilmer consistently worked to provide solid feedback and well thought-out ideas that made range control function safer and more efficient daily. He did this by heading up the creation of checklists for safety technicians to use when signing out and clearing off ranges. Attacking the project from every angle, ensuring the creation of internal Standard Operating Procedures (SOP) confirmed the best information for all employees to refresh themselves on their daily duties. This also aided in the standardization of procedures across the board. Marcellus always had his head in the books to understand and commit to memory the guiding directives that govern the use of ranges and training areas. This alone was contagious

to all other employees and created a culture of lateral thinking and thought-provoking debates that led to the creation and correction of orders to better implement current use of ranges and training areas.

3. His professionalism is continuously re-cognized by name from a number of units and personnel on and off the range. Marcellus routinely goes above and beyond his scope without complaint and happily provides this feedback in an effort to ensure the future of range control has a path paved in stone. We are happy to commend Marcellus’ devotion to the mission of range control.n

Air Force Uniform OfficeComplete fit-tests for new prototypes

The BTS team at the Air Force Uniform Office (AFUO) has just completed a women’s and men’s

dress blue shirt fit-test and plans to implement improvements to the current style. BTS designers are working on lengthening the torso of the shirts for men and women, adding pockets and “pre-tailoring” them so Airmen will not have to spend money on alterations. The team is also looking for a new fabric for the shirts, something that is a little thicker, more stain resistant, and cost-effective. If everything goes as planned, the newly designed shirts will be available to Airmen in 18-24 months.

The BD team is also undertaking the opportunity to design the maternity

Airmen Battle Uniform (ABU). Currently, there is a “one pattern fits all” design and a lot of Airmen have been dissatisfied with the fit and feel. Designers are engineering ways to gather up the fabric for the first and second trimester and being able to adjust the fabric in the third trimester when more room is needed. They are looking at the design of maternity pants and the possibility of using a stretch fabric in the abdomen area and adding pockets. Fit-test subjects brought in their favorite pair of civilian pants so the stretch material can be considered for comparison. Our BTS fabricator is making the new designs at the office to cut costs of outsourcing prototypes.

Lastly, the government has had discussions with Matt Warner, the BTS Program

Manager, concerning the purchasing of materials for the shop in the next year for these tests and others. Plans are in work to add another $62K+ in funding. We hope to have that wrapped up by early February.n

The Department of the Army Office of Small Business Programs recently extended a contract with SpecPro,

Inc. (SpecPro) to continue to support Environmental Decisions, Inc. (EnDec) under the Mentor-Protégé Program. The purpose of the Mentor-Protégé program is to engage industries to shape and expand the industrial base in support of the warfighter. SpecPro has been working to prepare EnDec to support environmental missions for the Army and the Army Corps of Engineers in the areas of disaster response, range management, and environmental sampling. EnDec is a dynamic Service Disabled

STS Systems Inte-gration (SSI), was

provided a direct award from the Department of Labor Office of Foreign Labor Certification in order to add staff in the Atlanta office to augment TekPro’s current DOL / OFLC contract. Eight Operational Support Assistants were added in Atlanta valued at $180,000. SSI and TekPro will support the addition of these eight employees that will perform administrative support services from mailroom support to data entry to case processing services. This comes after a huge reduction in manning and will greatly benefit the customer, allowing them the flexibility to maneuver resources and manage all competing priorities in that center.n

New EmployeesOctober – December 2014

Redstone Arsenal (RSA) in Huntsville, AL, was a chemical weapons manufacturing facility for

World War II and became the focal point of the Army’s rocket and space projects. In the 1950s, the Arsenal began producing missiles and became known as “the Army’s Workhorse.” Today, it remains the center of testing, development, and doctrine for the Army’s missile programs. Besides the U.S. Army Materiel Command and the U.S. Army Aviation and Missile Life Cycle Management Command, Redstone houses the Tactical UAV Project Office, Redstone Test Center (RTC), the Missile Defense Agency, the Missile and Space Intelligence Center, and other operations.

From 2001 - 2006, the SpecPro Group performed various Life Cycle Environmental Assessments (LCEA) for reconnaissance helicopters, utility helicopters, non-line of sight (NLOS), and Unmanned Aerial Vehicles (UAVs). SpecPro also provided engineering/technical assistance to the Missile Defense Targets Office (MDTO).n

TekPro InventorIssued patent

On September 4, 2014, Darrell Rawlins was

issued a patent for designing a Critical Assured Service (CAS) that includes a network management system that provides dual-

switch-connectivity telephony service to certain users by a network management system. In some communication environments, such as in war or military operations, an interruption in communication can prevent commanding officers from relaying strategies without having

all the information available to them. Darrell realized the critical nature of these situations and engineered an intricate dual-switch connectivity network management system to guarantee critical subscribers that would be able to communicate even when a central office is unable to process calls. We are happy to have Darrell as part of our team and commend him on his invention.n

Monitoring ActivitiesBadger Army Ammunition Plant, Baraboo, WI

The Department of the Army is required to perform monthly monitoring at two licensed landfills at the Badger Army Ammunition Plant. BTS completes these monitoring activi-ties for groundwater, leachate, lysimeter, and gas media and reports the recorded data to

the Wisconsin Department of Natural Resources semi-annually. Monitoring activities provide valuable information on the performance of the landfill and allows for early detection of potential problems. Based on monitoring results, BTS has been able to identify system improvements such as pump and valve replacement and installation, reconfiguration of leachate transfer line and surface water drainage ditch routing, and increase of leachate transfer line capacity. In all cases, these system improvements have led to follow-on work for BTS.n
