Guidelines for Research & Developrnent Schemes
r. Method of Submission of Project Proposal:
Eligible agencies would be invited to submit Project Proposals throughpublication of advertisement in leading national dailies, website of MoT and theImplementing Agencies.
The Project Proposal should be prepared and submitted according to theformat prescribed in this document (Annexure - I), to facilitate quick processing.
The formats for application, objective, capital expenditure and manpower are
enclosed. Incomplete application forms would not be considered.
2. Agencies / Institutes / Organizations eligible for support:
Reputed research agencies including TRAS, government approvedresearch centres such llTs/govemment aided institutions/recognizedengineering colleges / institutions approved by DST / DSIR etc. are eligible tosubmit Project Proposals.
3, Method of Selection of Project and Agencies:
The Project Proposals shall be appraised by the PAMC (Project Appraisaland Monitoring Committee) which shall forward the recommendation to theProject Approval Committee (PAC). The composition of the PAC and PAMCincluding their respective TOR is enclosed (Aanexure - II). while makingappraisal of the Project Proposal, the PAMC shall identifu and prioritize thecurent thrust areas for research. It shall also satisff itself that there is noduplication of Projects / Research efforts.
Past performance of the institution, originality of research, commercialpotential, commercialization tie ups are all important criterion for acceptance ofProject Proposal for funding support.
The Project Proposal must state if t}le project would result in thedevelopment of a new standard or the modification of aII existing one. It shouldalso state if t}le product or process developed is patentable.
R & D Project Approval Guidelines
4, Eligible Fund support and Funding Mechanism
In cases of projects involving applieil research, the support will be a
rnaximum of 7o% of the total project cost; the balance 30% would have to be
arranged by tie respective Project Executing Agency/Institution from the
hdustry or its owl resources, which needs to be tied up and clearly indic-ated at
the time of submission of Project Proposal. This would ensure that research is
directed towards areas required by the industry. If a part or whole of the
contdbution of the agency is in kind, that should be monetized and included in
the project cost.
For projects involving basic research, the PAMC can recommend up to
1oo% funiling, on a case to case basis with strong justification'
The project cost shall be booked under the following heads:
capital Expenditure: Expenses should include cost of machineries,
instruments, pilot plant etc. but shall not include cost of land or buildings
or furniture, air-conditioner machirres etc. The expenditure under t]ris
head shall not exceed 30% of total project cost.
Salades and wages: Salary and Wages of personnel engaged on contract
for the project but shall not include the salaries of Principal or Associate
Investigator or any scientist or staff on regular emplolment of tieinstitution. Wages and pay of scientists and staff engaged specifically for
the project may be chargedto the project cost.
Consultancv: Any expenditure on consultancy services including cost of
testing in other labomtories etc. may be charged to the project'
Consumables: Cost of fabdcation of components, cost of reagents,
computer consumables etc. may be charged to this head.
Promotionfxeolgf-.]eqlecg!: Projects would be required to ultimately
commercialize the projects. Expenses for demonstrating the development
including pitot plant etc. may be included under this head Expenses forprepamtion of standards, filing for patents etc. may be charged to this
head.
