under the mandate of the International Labour Organisation,

be* they .ire g lng to take the matter up In the person

of Devinât. Devlnat left for Paris by the same train

as yo u did last night, and has been Invited to discuss the

matter with you, I told Butler that I personally had not

seen Devlnat on the train, and I therefore suggest that If

you did not see him you should get hold of him at the Paris

offloe of the International Labour O f floe.

to Dr.Greig and the League High Commissioners in Austria and

Hungary. I have also dictated letters to Mademoiselle Maearyk

and Major General Sohwindt, our honorary delegates in Oeeoho-

Slovakia and Finland respectively. These letters will he

forwarded for your consideration in the early part of the week.

I have also written, as arranged, to Monsieur Gallati

regarding the proposed reduction of his budget for next year,

and to M0nsieur Sohlesinger with reference to the South

Unfortunately, tho roduoed budget at the dis­posal of the International Labour Organisation for Russian rofogoe work during 1925 prooludos the pocsl- bility of oontin'ilng the above mentioned delegation.

I understand, ho. ever, that the Austrian Go­vernment is most anxious to b o o ore the continuation of auoh a deloi.'-'tlon, ocrtloularly for the purpose of securing tho iusue of Identity certificates to Russian refugees. It hns even been suggested that. In the ovont of tho withdrawal of the existing delegation, the Austri n Govommont mtiy find it neoossary to discontinue the reoognltion of the Identity Certificate system for Russian refugees. Were auoh a decision taken It would inevitably Involve soriouu hardship to the refu­gees in Austria, a it would prevent them from moving freely in searuh of employment in other countries.

It has ooourred to me that you might find it possible to recommend to the Austrian Government to make available a portion of the cum required for the maintenance of the delegation in Vienna for the year £925. If tho Austrian Govornmont could see its way to contribute 10,000 ^wlse franos, I think it would be possible to i.eoure the continuation of this delegation during the coming year and I would ask you to consider whether, In there oiroumatances, you could not reoommend the exponilture of such a sum in view of the useful character of the work whloh It would enable to be accom­plished.

I had an Lntnrviow to-day with 11. Guanl, the representative of Uruguay to the Counoil* He waspacelnp through Qenova on lilt; way to ;omo. I ualredhi whether any reply had yet boen rooolved from the Uruguay Government on the proposed mission to South Amerlon.

Monoleur Guanl told mo that ho hud decided to do nothing In the matter for the moment, not even to mention it to hlu Government as there wee a very grave financial oriels In hie oountiy.

However, If we will send him a copy of our letter and a farther request to the Uruguay Government to pay the expenses of the email delegation while in Uruguay, ho will forward It to his Government in the carl dayn of January.

He told me that he will Bend this with an "avis favorable" and ho thinks that thoro is not the slightest doubt that he Government would pay the ex­penses of the delegation of not mure than 4 or 5 nooplo.

You are probably aware that the Russian and Armenian refugee work will be transferred to the Interna­tional Labour Organisation ue from January let, next.

The High Commission for refugees hne in the past been able to maintain a delegation in Vienna whose duty it was to oooperate with the Austrian and Hlngarlan Governments in the work in those territories for the Russian refugees.

Unfortunately, the reduced budget at the disposal of the International Labour Organisation for Russian refugee work during 1925 preoLudcs the possibility of con­tinuing the above mentioned delegation.

I understand, however, that the Hungarian Go­vernment is most anxious to secure the continuation of such a delegation, partlculjrly for the purpose of securing the Issue of identity certificates to Russian refugees. It has even boon suggested that. In the event of the withdra­wal of the existing delegation, the Hungarian Government may find it necessary to discontinue the recognition of the Identity Certificate syuter for : .uselan refugees.

^ Were such a decision taken it would inevitably Involve se­rious hardship to the refugees In l.ungary, au It would pre­vent them from moving freely in search of employment In other countries.

In agreeing to the prolongation of your delegation until the end of April next, M. Thomas desires me to say that he hae arrived at this deci­sion as an exceptional measure in order to afford sufficient time to enable representations to be made to the Austrian and Hungarian Governments In the sen­se of the arrangement arrived at during the oonferenoo at Geneva on November Both and 2Iste

?he Director, however, wishes It to be dis­tinctly understood that In the absence of the pro­posed contributions being reoatved from the Govern­ment a In question. It will be necessary for you to close your delegation automatically at the end of April, as the contribution for this purpose from the refugee budget for 1985 is strictly limited to the total sum of 6000 Swiss francs.

In accordance with this arrangement, a sum of 1500 Swiss francs will be paid into your account at Lloyd's Bank In respect of the allowance for January, in the course of the next few days.

In order that any démarche you may make in this connection may coincide with the policy adop­ted at headquarters, I am enclosing herewith copies of the letters whloh have been addressed to the League High Commiesioners In Austria and Hungary by the Director.

this work.

You have already seen, I believe, a mei.orandun on the r.ing.0 s i tu a t io n In China, p r e p a r e d by pap tain Arnould a t the 5n« of llovembor, but I attnoh a further oopy for the sate of convenience.

It may perhaps be useful for me to emphasize what to my mind are the outstanding factors In this situation-

1 , rhere are 60,u00 refugees In China, of whom 50,000 are practically unemployed (Including 10,000 agricultural families) and who are llvln* undor the most miserable conditions, on the exceedingly small money they are able to make by casual labour, l'hese refugees can only obtain coolie omnloyment which does not allow them to maintain the lowest white standard of living#

2) Although the Chinese Government adopted more than a year ago the Identity certificate for Russian refugees, this system has never been put Into operation, so that even those who, by their own Initiative, can secure employment In other countries, are prevented from leaving China In the ataenoe of any paneport

on which they c an travel.

3) The Chinese Government Is reported to have spent no less than 2 million Mexican dollars In feeding and housing Russian refugees during the year 1923, whilst the foreign community contributed vary large sums for the same purpase.

4) £n view of the proximity of the Russian frontier, repatria­tion would obviously afford the most rapid and effective solu­tion of this prob em, but as the majority of these refugees have only recently fought against the Soviet Government, they will not entertain repatriation in the absence of guarantees endorsed by some International organisation.

5 ) hether a solution Is sought by repatriation or emigration, substantial funds will be required for transport find settlement expenses and I submit for serious consideration that. If the Chinese Government could be Induced to loan, against subsequent repayment from the wages of r e u g e e s , only a sum equivalentto what hoy spent In 1923, substantial progress could be made towards the solution of this p r o b e m . Moreover, in view of the interest shown In this question by the Diplomatic Corps In Vekln, it is worth considering Whether the Governments represented would not be prepared either to make n loan for the same psrpose or alternatively to guarantee bonds whloh tne Chinese Government might be prepared to issue.

that you would artive in Geneva during the oourse of the

next few daya when it would have been possible to olear up

many points rnlseu in them#

Soherbatskoy has probably acquainted you with the

contents of a letter addressed some few daya ago,by the

International labour Offloe, to Sohlesinger intimating that

the Berlin budget of eppro*imetely 10,000 Swiss frnnoe for

1925 hnd been approved, o the unde standing that the whole

sum would be oovered by o contribution from the German Gov­

ernment. In that letter Mr.Butler emphasised that no

payment oould be made in this oonneotlon prior to the rec­

eipt of the German Government’s oontributlon.

Ho reply h;is apparently been received to Butler’s

ommunlcation apart from a fcrmnl aoknowledR ent and I

wonder whether anything oould be done during aohleslugers

absence to expedite matters as time la getting very short

and the Financial department of the International Labour

Offloe has no authority to send money for the January ex­

penses.

I thought It only right to acquaint you with the

facte In case the Berlin offloe asked you to ".ake an ad­

for the Berlin Delegation of tho n.i.T. for Refugees

nt Lloyds Sank. In reply I must refer you to Mr

Sutler'a letter of the 26th November addressed to

Mr. Schleslnger which I understand you acknowledged.

If you will refer to this letter, you will note that

in the second j<aragraph Mr Butler informs you thst

’before finally approving your budget, v/e should like

to have an official letter from tho German Government

in regard to their subsidy. You will reoolleot

that at the recent conference it was agreed that

— your bungeft should be approved for u sum of 27,600

Gold Marks, which would be oovered by the German

contribution which you stated to ba 70,000 marks.

I am afrnid, therefore, it will be impossible

for us to make any arrangements to pay money into your

account for 1925 until such tl ne as you are in a position

to inform us that the German Government are paying their

contrlbution.

for the year 1925.

I did not fall to dlBouss the various points you

raise-] In your letter with M. Thomas, who appreciates

very highly the spirit In whloh you submitted them.

M. Thomas, however» desired me to point out that. In

view of the extremely restricted Budget placed at our

disposal for next year, he had decided not to continue

a Delegation for the Baltic States. On the other hand,

he found It very difficult to refrain from praotloel

support,In vlev? of the weighty arguments you advanced,

but cannot possibly see his way to make available more

In reply to your letter Mo. 39/35250/35258X, of the 20th inst., we are glad to be able to inform you that our Moscow delegate has duly received our instructions and was sending Mr. Tohernlkoff on Docomber 1st part of the money ($283 ) held at his disposal. Our delegate had just received at the time a letter from Mr. Tohernikoff who was waiting impatiently for the money, being in a most difficult situation.

As to clothing, we regret to say we have no possibility of forwarding such sendings to Russia. Besides, the duty (even on used clothes) is so high, that It seems more profitable to send money and let the people In Russia buy what they need.

Dr. Iansen the High Commie8loner for Refugees has under careful consideration the letter Ho.17616/40/601 of the

3Iat October, from His Majesty's Sovernment, regarding the

olaimaof His Majesty's Government for the refund of expenditure

on Russian Refugees after the 1st May, 1922.

2. Whilst still unable to concur entirely In the views

expressed in that letter for the reasons aavanoed in his

amorandum of the I2th May last. Dr.Hansen shares the earnest

desire of His Majesty's Government to arrive without further

delay at a final and satisfactory settlement of this question.

3 . To this end. Dr.Mansen accepts the compromise suggested

In paragraph 4 of the letter under consideration, and has in­

structed his ilnanoial adviser to remit to His Majesty's

Government the sum of £3049.6.3d.

4. With reference to the reserve fund of £6,000 to meet

future claims from aged and inf1m refugees mentioned in

paragraph 6 of that letter, Dr. Hansen hopes to be in a position

to liquidate this fund as soon as arrangements have been made

for the final settlement of Madame Shevandlna in accordance

with the request made by His Majesty's Government in their

letter to the uecretary-General of the league No.u.8149/17/38

of the 4th November, and in previous correspondence. A

telegram was i.eceived from Lord Allenby on the 28th instant to

the effect that madame Shevandlna would arrive on the 30th

December at Zagreb, where accou&dation has been arranged for

her In a Russian Hospital.

5. As Boon as this reserve fund has been liquidated,

Dr.Han en will remit one half of any surplus to His Majesty's

Government, together with a certified statement In support of

the final account ox expenditure from the grant of £150,000.
