EMPOWERING THE MARGINALISED THROUGH LEGAL SERVICES CAMPS:
Legal Services Authorities Act, 1987 was passed with an objective to
provide free and competent legal services to weaker sections of the society so
that they do not remain deprived of justice due to economic or other
disabilities. Section 4 enumerates the various functions of the Central
Authority. One of the functions spelt out in Section 4(i) is to take appropriate
measures for spreading legal literacy and legal awareness amongst the people
and, in particular, to educate weaker sections of the society about the rights,
benefits and privileges guaranteed by social welfare legislations and other
enactments as well as administrative programmes and measures. One of the
functions as per Section 4(e) of National Legal Services Authority is to
organize Legal Aid Camps especially in rural areas, slums, labour colonies with
the dual purpose of educating weaker sections of the society as to their rights
as well as encouraging the settlement of disputes through Lok Adalats.
Accordingly NALSA has formulated a module for “Legal Services Camps”
which marks a departure from the traditional approach of spreading legal
awareness and orchestrates a model of true empowerment with the
foundation of need based analysis and focused action.
LEGAL SERVICES CAMP, PATIALA
A State Level Legal Services Camp was conducted under the aegis
of Punjab Legal Service Authority in Village Sidhuwal, District Patiala on
23.02.2019 at Rajiv Gandhi National University of Law. In this event,
total 24 stalls were installed including the stalls pertaining to District
Legal Services Authority, Unorganized Workers Scheme, Aadhaar Card,
Sewa Kendra, Wellness clinic, (Counseling & Rehabilitation), AIDS/ HIV,
TUBERCLOSIS- Awareness, “NO TO DRUGS"- Awareness, Saanjh Kendra,
NRLM (National Rural livelihood mission), MNREGA, Shagun
Scheme/Ashirwad Scheme, Beti Bachao Beti Padhao, Widow pension,
Old age pension, Disability Pension, SBI, Agriculture Department, Food
and Civil Supplies Department, Education Department, PSPCL and two
NGOs. Total number of 3314 persons visited the said camp and
approached different stalls for their queries. During the camp, total
number of 538 applications were submitted by the visitors relating to
their problems/grievances and 1941 persons were given the benefits by
the various government departments at the stalls.
LEGAL AWARENESS PROGRAMMES/SEMINARS
Legal illiteracy is one of the barriers in access to justice to people who
are not aware of their entitlements under the welfare laws and schemes
of the Central and State Governments. To make people aware of their
rights and entitlements as well as their duties under law, legal awareness
programmes were held across the State of Punjab by various District
Legal Services Authorities.
On the occasion of Republic Day, tableau of District Legal Services Authority,
Amritsar was run in an enthusiastic manner by the staff of District Legal
Services Authority, Amritsar under the able guidance of Chairman, District
Legal Services Authority, Amritsar and under the supervision of Secretary,
District Legal Services Authority, Amritsar.
DISTRICT LEVEL AWARENESS-CUM-PUBLIC GRIEVANCE
REDRESSAL CAMP
A District Level Awareness-cum-Public Grievance Redressal Camp was
organized by District Legal Services Authority, Barnala at Village Cheema on
29.05.2019 on the theme of NALSA (Legal Services to the Workers in
Unorganized Sector) Scheme in coordination with Labour Department, BDPO
(Sehna), District Education Department, District Social Security Office and
District Welfare Department. In this camp, stalls were installed by the officials
of the said departments to render services being provided by their
department and to make public aware about various schemes.
AWARENESS-CUM-SENSITIZATION PROGRAM REGARDING
JUVENILE JUSTICE ACT An Awareness-cum-Sensitization
program regarding Juvenile Justice
(Care and Protection of Children)
Act, 2015 was organized at A.D.R
Centre Ferozpur for the school
students. In this programme Sh.

Ferozpur gave a detailed presentation to the students regarding the Juvenile
Justice Act.
SEMINAR ON NALSA (CHILD FRIENDLY LEGAL SERVICES TO
CHILDREN AND THEIR PROTECTION) SCHEME, 2015
On 31-01-2019, a Seminar was organized at Singh Sabha School, Hoshiarpur
to educate the students regarding NALSA (Child Friendly legal Services to
Children and their Protection) Scheme, 2015.
AWARENESS PROGRAMME FOR LABOURERS On 04.04.2019, an awareness programme regarding facilities/services
available under different welfare schemes was organized by District Legal
Services Authority, Kapurthala in co-ordination with Assistant Labour
Commissioner at ITC Company Ltd., Kapurthala.
LEGAL LITERACY SEMINAR A Legal literacy seminar was organized at Govt. Sr. Sec. School, village Maghar
Sahib, Patiala on 23.05.2019. The

Authority, Patiala interacted with
the students and educated them
about the NALSA (Legal Services
to the Victims of Drug Abuse and
Eradication of Drug Menace)
Scheme 2015, Fundamental
rights & Duties, Traffic rules and
made them aware on "Save water and Trees". During the seminar, a drawing
competition on legal activities was conducted and a group of students also
performed a play on Legal Activities.
AWARENESS PROGRAMME REGARDING RIGHTS OF WOMEN On 16.02.2019, an awareness programme was
organized by District Legal Services Authority,
Jalandhar for the students of HMV College, Jalandhar
with the assistance of legal literacy club of the college,
to impart vital knowledge regarding basic laws, rights
and issues pertaining to safety of women.
RALLY/WALKATHON ON RIGHTS OF SAMARITAN, LUDHIANA For making general people aware about the Rights of Samaritans, a
Rally/Walkathon was
organized at Sub-Division,
Jagraon with the help of Law
Students of C.T. University,
Mullanpur, School Students
and Police Department. A
sensitization program was
also organized by DLSA,
Ludhiana in association with Civil Surgeon, Ludhiana to inform the Doctors
regarding the Rights of Samaritan. The Doctors were sensitized to provide
quick treatment in accident cases with utmost priority without wasting time
in legal and other formalities so that human lives could be saved.
Celebration of Special Days:
WORLD ELDER ABUSE AWARENESS DAY District Legal Services Authority, Fazilka
celebrated World Elder Abuse Awareness
Day on 15.06.2019 at Old Age Home,
Fazilka. Sh. Raj Pal Rawl, Secretary,
District Legal Services Authority, Fazilka
addressed the senior citizens and
informed them about their basic rights
and also discussed their problems.
WORLD NO TOBACCO DAY: On 31.05.2019 District Legal Services Authority, Bathinda in association with
Zonal Office, Punjab & Sind Bank
organized a Signature Campaign against
the use of tobacco at Rose Garden,
Bathinda on the eve of "World No
Tobacco Day". With the active
participation of Para Legal Volunteers,
District Legal Services Authority,
Bathinda convinced more than 203
people who took oath against use of tobacco throughout their lives. Quiz was
also held on the spot on the same topic whereby general public was made
aware about the ill effects of tobacco.
WORLD ENVIRONMENT DAY: As per the directions of District &
Sessions Judge-cum-Chairman,
District Legal Services Authority,
Barnala, to protect the
environment, tree plantation was
carried out by District Legal
Services Authority, Barnala at
District Court Complex, Barnala on
the occasion of World
Environment Day.
On 05.06.2019 on the occasion of World Environment Day, District Legal
Services Authority, Bathinda carried out a plantation drive at Central Jail,
Bathinda for a plantation drive. Sh. Kamaljit Lamba, Ld. District & Sessions

INTERNATIONAL LABOUR DAY: A seminar was organized by District Legal
Services Authority, SBS Nagar in Village Rahon
on the eve of International Labour Day.
Approximately 200 labourers attended the
seminar. Labourers were apprised about
Bhagat Pooran Singh Schemes and the various
schemes of NALSA with special reference to Legal Aid Institutions, Free Legal
Aid, Schemes for children etc.
INTERNATIONAL DAY AGAINST DRUG ABUSE AND ILLICIT
TRAFFICKING: On 15.06.2019, District Legal Services
Authority, Bathinda organized a rally
on International Day against Drug
Abuse and Illicit Trafficking with the
coordination of NGOs and Para Legal
Volunteers. The rally started from
ADR Centre, Bathinda to 100 feet
Road, Near Dashmesh School,
Bathinda wherein public was made
aware about the ill effects of drugs.
NEW INITIATIVES
“MAMTA DI UDAARI” On the eve of International Women Day, 2019 a campaign namely “Mamta Di
Udaari”: Reaching out to Women in Remote areas to provide legal aid and
connecting them to welfare schemes” was launched by Punjab State Legal
Services Authority. The said Campaign was implemented in the Districts in
coordination with Department of Social Security and Women and Child
Development by involving various Governments Authorities and Panchayats.
Women at the grass root
level were imparted
literacy on their legal rights
and effective solutions
were provided to them by
resolving their grievances
by way of providing legal
aid/legal advice and by connecting them to various welfare schemes run by
State/Centre Government.
HOLDING HANDS AND REACHING TO THEM
As per section 12 of the Rights of
Persons with Disabilities Act,
2016, the State Legal Services
Authority is required to make
provisions including reasonable
accommodation to ensure that
the person with disabilities have
access to the scheme, program, facility or service equally with others.
Therefore, to alleviate the pain and sufferings of Homeless and Helpless
people, a project namely "Holding Hands and Reaching to Them" for Homeless
and people with special needs was launched by Punjab State Legal Services
Authority on April 2, 2019 under the benign guidance of Hon’ble Mr. Justice
Krishna Murari, Chief Justice of Punjab & Haryana High Court and Patron-in-
Chief State Legal Services Authorities Punjab, Haryana and UT Chandigarh,
Hon'ble Mr. Justice Mahesh Grover, Judge High Court of Punjab and Haryana
and Executive Chairman, Punjab State Legal Services Authority, Hon'ble Mrs.
Justice Daya Chaudhary, Judge High Court of Punjab Haryana and
Administrative Judge, Sessions Division, SAS Nagar. On the same day, "Shelter
for Urban Homeless-Rain Basera", was also adopted by District Legal Services
Authority, SAS Nagar and a Web-Portal was also launched under the said
project.
SUCCESS STORIES UNDER THE PROJECT:
Under this benevolent Project aimed at providing assistance to needy and
helpless people, the "Holding Hand Team" of District Legal Services Authority,
Roopnagar under the supervision of Sh. Harsimranjit Singh, Secretary, District
Legal Services Authority, Roopnagar identified Sh. Racchpal Singh, a destitute
senior citizen of District
Roopnagar belonging to
weaker section and ailing
from cancer came in
contact. Keeping in view
the objectives of State
Level Project to provide
quick and time bound
response and immediate
assistance to the needs of helpless people, the aforesaid cancer patient was
provided with the medical and transportation facility. The patient was taken
to Homi Bhabha Cancer Hospital, Sangrur for Chemotherapy with the help of
District Legal Services Authority, Roopnagar. The said hospital referred the
patient to DMC, Ludhiana for PET CT SCAN. The Legal Services Authority bore
the expenses of transportation and medical facility of the patient under the
aforesaid project.
A mentally disabled Lady, who was lying homeless and in bad condition on the
road at Derabassi was got admitted in Prabh Aasra, Padiala with the help of
Sh. Gulzar Singh, PLV, who found the said lady on the road without clothes. On
an application moved by the abovesaid PLV to the Secretary, District Legal
Services Authority, SAS Nagar immediate action was taken and the lady was
got admitted in shelter home under the project “Holding Hands and Reaching
to them”.
Another mentally disabled Lady, who was lying homeless and in bad
condition at Railway Station, Kharar, was got admitted in Prabh Aasra,
Padiala with the help of PLV, who found that lady at the Railway Station,
Kharar.
One 56 years old mentally ill women who was found near Sirhind railway
station by a PLV empaneled with DLSA, Fateh Garh Sahib, was got admitted in
Prabh Aasra, Padiala . Later, she was united with her family in Amritsar with
the efforts of DLSA, Fatehgarh Sahib.
INSTILLING CONFIDENCE AMONGST ELDERLY- “ਸੱਥ ਦਾ ਸਾਥ" AND
A SPECIAL CAMPAIGN- “ਲੱਸੀ ਦਾ ਛੰਨਾ ਤੇ ਬੱਚਿਆਂ ਦਾ ਸਾਥ" FOR SENIOR
CITIZENS As per NALSA (Legal Services to Senior Citizens), Scheme, 2016, a Project-
Instilling Confidence
amongst elderly- ਸੱਥ ਦਾ
ਸਾਥ" and a Special
Campaign- “ਲੱਸੀ ਦਾ ਛੰਨਾ ਤੇ
ਬੱਚਿਆਂ ਦਾ ਸਾਥ" for senior
citizens" was launched
by the Punjab State Legal
Services Authority for the senior citizens. The main objective of the project is
to utilize the Legal Aid clinics as ONE STOP PLATFORM for senior citizens to
address their grievances and to create a healthy association between the Legal
Aid clinics and Legal Literacy clubs to foster robust linkages between the
younger generation and the elderly.
The said project was launched by
Hon'ble Mr. Justice Mahesh Grover,
Judge High Court of Punjab and Haryana
and Executive Chairman, Punjab State
Legal Services Authority on 7th May,
2019 at Army Institute of Law, Mohali.
Close to 450 senior citizens and 50
students were invited from across the
state to join the event. The program
encompassed Medical camp for senior citizens for their health check up
pertaining to General Medicine, orthopedic, gynecology, ENT, Eye & Dental
Check up. It also incorporated diagnostic tests for the senior citizens. 203
Senior Citizens got benefitted out of the medical camp. Spectacles and wheel
chairs were made available to the senior citizens as per their needs.
“A Guide on Rights and Privileges of
Parents and Senior Citizens under the said
project” was also released by the Punjab
State Legal Services Authority.
First “Sath” for senior citizens was
inaugurated at Army Institute of Law
Mohali where the Senior Citizens can
engage in informal discussions and get
solutions to their grievances through this one stop platform to cater to their
needs.
LEGAL AID CASE CARD INFORMATION SYSTEM FOR UNDER TRIAL PRISONERS To disseminate information to the under trial
prisoners regarding the next date of hearing/case
status and provision of appeal in their cases, a drive
has been initiated by the Punjab State Legal
Services Authority to issue Unique Legal Aid
Information Card System to the under trials
prisoners. Under the pilot stage, the drive has been
started in District Barnala in 2019 and a total of
1500 Unique Legal Aid Case Information Cards have been issued to the under
trial prisoners of District Jail, Barnala. These Cards are just like ready
references for updating the prisoners about their legal aid cases.
LOCAL LEVEL CONSULTATION WITH LEGAL AID FUNCTIONARIES AT AMRITSAR On 20th May, 2019, the Member Secretary, Director and Additional Director of
National Legal Services Authority held local level consultation at Amritsar
with Secretaries, Panel Lawyers
and Para Legal Volunteers to
examine and access the functioning
of District Legal Services
Authorities vis-à-vis
implementation of NALSA's
regulations, Schemes, Programs
and campaigns. The main focus of this consultation meet was uniformity and
proper functioning of front offices, proper functioning of legal aid helpline
numbers in District Legal Services Authorities, monitoring of court based
activities, proper functioning of legal services clinics and approach with
regard to outreach programs.
TRAINING –CUM- SENSITIZATION PROGRAMMES
TRAINING OF LEGAL SERVICES MANAGEMENT SYSTEM TO THE
FRONT OFFICE STAFF AND RELEVANT STAKEHOLDERS
With the objective of strengthening our Front Offices, Punjab State
Legal Services Authority took up the initiative to impart training to
all the front office
executives and the
relevant stakeholders
on Legal Services
Management System
Software. The Training
programme held on
30.04.2019 covered overall working of the LSMS software including
the data input and output methods. The Resource Person Sh. Kamal
Singh, Under-Secretary, National Legal Services Authority made the
participants aware of the working of LSMS software.
TRAINING REGARDING ACCESS TO E-PRISON PORTAL
To make the effective use of access to e-prison portal, Punjab State Legal
Services Authority imparted training to the Secretaries, District Legal
Services Authorities, Staff, Retainer Lawyers and Para Legal Volunteers
on 30.04.2019. The said training was imparted by ADGP (Prisons)
Punjab.
TRAINING PROGRAMME OF
PARA LEGAL VOLUNTEERS On 04.01.2019 Dr. Mandeep Mittal,
Secretary, District Legal Services
Authority, Fazilka organized a training
Programme for PLVs and addressed
them about the latest schemes under
Legal Services Authority Act. He assigned their duties in different villages to
address people about the Legal Literacy and schemes of NALSA.

sensitization program regarding
Protection of Sexual Offences
Act, 2012; Juvenile Justice Act,
2015; Rights of Samaritan,

Courts Complex, Faridkot for the police officials, panel lawyers and PLVs.

DLSA Gurdaspur in which doctors,
police officials, panel lawyers,
PLVs were made aware about the
Rights of a Good Samaritan.
TRAINING PROGRAMME ON JUVENILE JUSTICE BOARD On 29.01.2019 Sanjeev Kundi, Secretary, District Legal Services Authority,
Kapurthala alongwith Ms. Harpreet Kaur, Principal Magistrate, Juvenile Justice
Board, Kapurthala visited Police line, Kapurthala to address the Police officials
on the provisions of Juvenile Justice Act, for their effective implementation,
and about the rights of the Samaritans, who help the victims of road accidents.
TRAINING PROGRAMME –CUM-MEETING FOR PLVS, On 18.04.2019 Secretary, District Legal Services Authority, Kapurthala held a
meeting-cum-training program for Para Legal Volunteers of district
Kapurthala to give maximum publicity to Lok Adalat and its benefits.
SENSITIZING POLICE AUTHORITIES REGARDING VICTIM
COMPENSATION SCHEME The DLSA, Jalandhar conducted sensitization programme with regard to
Victim Compensation Scheme with special emphasis on NALSA’s
Compensation Scheme for Women Victim/ Survivors of Sexual/Other Crimes-
2018 with Police Officers at Maharaja Ranjit Singh Police Academy, Phillaur.
Fruitful discussion on various aspects of compensation matters and regarding
vital role of police authorities in ensuring timely payment of compensation to
victims, was held and the officials were made aware about victimalogy so as to
be able to provide prompt and effective relief to victims in distress.

TAKING CARE OF THE UNDER-PRIVELEGED
Visit to Special Homes
Regular and thorough inspections of Special Homes are an effective way of ensuring
healthy living conditions and ensuring well-being to the inmates there. With this
objective, regular visits were organized by District Legal Services Authorities in
special homes.

Medical/Health/Yoga Camps
On 15.02.2019, a medical camp was organized
at Modern Central Sudhar Ghar, Faridkot Jail
in which approximately 150 inmates were
provided with the medical facilities as per
their requirements
On 20.02.2019, District Legal Services
Authority, Bathinda conducted a ten days
long Yoga Camp in Central Jail, Bathinda
for the jail inmates to help them lead a
healthy and peaceful life. The Yoga
training was given by Para Legal Volunteer
Sh. Radhey Sham Bansal, a trained Yoga
Teacher and President of Yog Sewa Samiti
who taught all the "Asans and Pranayams" to the inmates/undertrials.

SUCCESS STORIES
Recognized right of participation of LGBT community:
A transgender namely Mohani Mahant
was into begging before she came into
contact with District Legal Services
Authority, Ludhiana which provided
her a platform to live her life with
human dignity. In February 2019,
she was empanelled as Para Legal
Volunteer with District Legal Services
Authority, Ludhiana. Soon, she got
associated with Legal Services Schemes and was deputed at Front Office
Ludhiana, Civil Hospital Ludhiana and Juvenile Justice Board, Ludhiana, on
different occasions. She also held seminars in co-operation with Department
of Police to sensitize the Authorities about the needs of Transgender
Community. She inspired other transgenders to join the main stream and also
got prepared Voter Cards of 112 transgenders so as to enable them to caste
their vote in the general elections of 2019 along with their Aadhar Cards, Pan
Cards and Ration Cards.
Undertrial Connected with her family after 6 months
During one of the regular visits made to Women Jail Ludhiana to interact
with the prisoners, the Secretary, District Legal Services Authority,
Shaheed Bhagat Singh Nagar met an undertrial namely ‘X’ who made
request to allow her to meet her 4 years old daughter staying with her
brother-in-law and to make
arrangements to contact her
parents in Uttar Pradesh. The
Secretary DLSA, SBS Nagar under
guidance of Punjab State Legal
Services Authority immediately
contacted the District Child
Welfare Committee, SBS Nagar
and the meeting of undertrial
mother was arranged with her 4
years old daughter in Women Jail,
Ludhiana on 22.5.2019. Punjab
State Legal Services Authority
contacted the Uttar Pradesh State
Legal Services Authority to trace
out the contact details of parents
of X and to make necessary
arrangements for the video conferencing of X with her parents. On
17.6.2019, video conferencing of X in Ludhiana with her parents in Uttar
Pradesh was made possible.
Action Taken on viral video of violence against a minor child
A matter regarding viral video of violence against a minor child came to notice
of District & Sessions Judge-cum-Chairman and directions were given to
District Legal Services Authority, Barnala to look into the matter. Immediate
action was taken and team of District Legal Services Authority, Barnala
alongwith DCPO and SHO, Rureke Kalan reached at the residence of the said
child. During interaction, it was found that the minor child was beaten by an
unknown person and the video of said incident got viral. Specific directions
were given to concerned SHO to take necessary action in the matter. Further,
it was also found that the said child also needed medical aid. In this regard, a
team of PLVs was deputed to provide every possible help to the Child and to
get him examined from Civil Hospital, Barnala.
Protection of Right of Education of Rape Victim
The District Legal Services Authority, Sangrur came into contact with a
minor rape victim (name withheld) when she was awarded
compensation. During interaction with her and her father, it was realized
that the family was under the fear of repetition of offence because of
which the study of minor child was discontinued. To ensure that the fear
does not hamper the growth of minor girl child, she along with her father
were counseled to start living a normal life. The minor child was got
admitted in Islamia Girls Senior Secondary School, Malerkotla in Class XI
and was also provided the benefit of the scholarship scheme available to
the minorities.
Medical Aid rendered to minor
The DLSA , Fatehgarh Sahib provided medical help to a minor 8 years old girl
child who was suffering from disease. Her parents being from a very poor family
were unable to get her operation done. The Secretary, DLSA, Fatehgarh Sahib
took initiative and collected funds with the help of NGO and got the minor child
operated in Civil Hospital, Fatehgarh Sahib. The child is in healthy condition now.
Financial Help rendered to Victims
On 21.05.2019 Sh. Navdeep Singh, advocate, SBS Nagar approached the office of
District Legal Services Authority, SBS Nagar and informed the Secretary, DLSA
that two minor sisters of Slum area aged about 10 and 7 years were burnt to
death after their hut caught fire in the intervening night of 20-21.5.2019. The
matter was reported to the Punjab State Legal Services Authority, Mohali. As per
directions given by the Member Secretary, PULSA, Mohali, team of PLVs was
directed by Secretary, DLSA to visit the spot and to provide necessary help. As
per the instructions of Chairman, DLSA, SBS Nagar, an amount of Rs. 42,100 was
collected with the help of bar association of SBS Nagar and NGOs of SBS Nagar
and the same was handed over to the family of the victim on 28.05.19.
Good Samaritan
On 07.01.2019, the Secretary, District Legal Services Authority, Sri Muktsar Sahib
while going to his office on his official vehicle noticed a women who fell down on
the road from her scooter. Some people gathered there but no one was coming
forward to help her. Then Secretary, District Legal Services Authority, Sri
Muktsar Sahib provided her necessary help.
