SUPPLEMENTAL NOTICE OF RATE CHANGE REQUEST
On December 30, 2009, Entergy Texas, Inc. filed its STATEMENT OF INTENT AND APPLICATIONFOR AUTHORITY TO CF-ANGE RATES AND TO RECONCILE FUEL COSTS ("Application"). Entergy Texasftled its Application with the Public Utility Commission of Texas ('Commission") and with those municipal authoritiesin its service territory that have original jurisdiction over Entergy Texas' electric rates.
Statement of Intent to Change Rates and to Reconcile Fuel CostsEntergy Texas' filin€ requests an increase in rates: addresses capital additions to rate base for the Period
April 2007 through June 2009, requests that the Commission reconcile fuel and purchased Power expenses incurredduring the period April 2007 through June 2009 (reconciliation period), and requests approval of a number of costrecovery Schedules and Riders.
In its Application, Entergy Texas is, among other things:• Proposing a total increase in non-fuel revenues of 5211:5 million per year, or 33.74%, compared to adjust-
ed ron-fuei retail revenues resulting from the Commission's Order in Docket No. 34800, based on the test year periodof July 2008 t::roagh Jvne 20t79: Entergy Texas proposes to collect a portion of the non-fuel revenue increase throughrate riders discussed below_ This proposal represents an increase in overall revenues, including fuel, to be collectedfrom retail customers of $198.7 million per year, or 12.74%.

Rider (5942,810 annually ) , which will be charged to the LIPS rate class; and CGS Unrecovered Services Cost Rider,rvliich will recover costs unrecotiered as a result of the CGS Tariff and which apply to customers not participating inthe CGS pro-ram (the rates for this latter rider are not vet proposed in the Application because the rates will be
! dependent on customer participation in the CGS program).o Experimental Market 'Valued Energy Reduction ("Ml^'ER") Service Rider, which provides a market-based
altemative to Interruptible Service for those eligible customers willing to have their service curtailedo Purchased Power Recovery ("PPR") Rider, which is designed to recover all purchased capacity and, as set
in this case.. will recover approaiinately 5251,8 million of purchased capacity costs on an annual basis. TheCompany's request includes (1) a mechanism to update the rider annually to reflect increases or decreases in purchaseti:capacity costs as incurred by the Company, and (2) the reconciliation of costs recovered under the rider concurrentu=izh the Company's fuel reconciliation cases.
o Transmission Cost Recovery Factor ("TCRF") Rider. The Company's proposal in this case is to seekCommission approval of the form of tariff associated with the TCRF rider, the treatment of certain costs under therider, and the baseline values to be used in updating the rider in future TCRF filings.
o Renewable Energy Credits ("REC") Rider, which will recover the cost of renewable energy credits andaccomplish the opt-out allowed for certain customers.
o Cost of Service Adiustment ("COSA") Rider. -The Company is proposing the adoption of formula-basedrates to become effective prospectively following establishment of ETT's cost of service and authorized returns as aresult of this application. A formula-based rate would allow the Company's revenue requirements and rates to beannually adjusted up or down on a piospective basis.
Io Remote Communications Link ("RCl.;") Rider, which provides for a wireless communication link to the
Company`s meter located at the customer's premises to provide access of customer usage data for billing purposes.To the extent any of the riders addressed herein are not approved, but the costs remain in ETI's revenue
requirement, ETI proposes to recover the associated costs through its base rates. and the proposed base rates in thiscase will increase accordingly. The total increase over adjusted test year non-fuel revenues associated with the coststhat ETlrequests to recover through the combination of base rates and the above-listed riders is $211.5 million, or33.74^%, per year. Statement of intent to C"a^ge tates and to Reconcile Fuel Costs
Entero, Texas' filing requests all increase in rates, addresses capital ad-
ditions to rate base for the period April 2007 through June 2009, requests
that the Commission reconcile fuel and purchased power expenses incurred
during the period April 2007 through June 2009 (reconciliation period), and
requests approval of a number of cost recovery Schedules and Riders.
In its Application, Enterg,u Texas is, among other things:
-Proposing an increase in overall revenues to be collected from its retail
customers of S198.7 million per or 12.74°%, compared to adjusted re-
tail revenues resulting from the Commission's Order in Docket No. 34800.
based on the test year period of July 2008 through June 2009.-Asking to reconcile fuel and purchased power costs (including Rider
IPCR) of approximately 51.8 billion incurred during the reconciliation pe-
riod. The reconciliation includes interest on any over- or (under)-recovered
amounts. Entergy Texas does not seek to implement afnel-related refund or
surcharge of its eligible fuel costs in this case, but does seek to surcharge its
under-recovered Rider IPCR costs.
TariffRevisions
•Enterev Texas is proposing to add a number of new° rate schedules or rid-
ers as follows:o Competitive Generation Services {"CGS") Tariff; which will he avail-
able to the LIPS rate class: CGS Cost Rider (5942.810.annually), which
will be charged to the LIPS rate class: and CGS Unrecotiered Services Cost
Rider_ which will recoter costs unrecovered as a result of the CGS Tariff and
whicl, apply to customers not participating in the CGS program (the rates for
tl:is latter rider are not yet proposed in the Applicaiion because the rates will
he dependent on customer participation in the CGS program).
o Experimental Market Valued Energy Reduction ("MVER")Serxice
Rider, Ahich provides a market-based alternative to Interruptible Service for
these eligible customers willing to have their service curtailed.o Purchased Power Recovery (<°PPR°') Rider, which is designed to re-
cover all purchased capacity and, as set in this case, will recover appn?si-
ntatelv 5251.8 million of purchased capacity costs on an ar-Inual basis. The
Company's request includes (1) a mechanism to update the rider annuallv
