Security Sector Reform and Post-Confl ict Peacebuilding

Military and police forces play a crucial role in the long-term success of political, economic and cultural rebuilding efforts in post-confl ict societies. Yet, while charged with the long-term task of providing a security environment conducive to rebuilding war-torn societies, internal security structures tend to lack civilian and democratic control, internal cohesion and effectiveness, and public credibility. They must be placed under democratic control and restructured and retrained to become an asset, not a liability, in the long-term peacebuilding process. External actors from other nations, regional organizations and the United Nations can be of assistance in this process, by creating a basic security environment, preventing remnants of armed groups from spoiling the fragile peacebuilding process, and by facilitat-ing reform of the local security sector.

This book offers analyses of an international group of academics and practicioners with direct experiences with security sector reform programmes in different parts of the world.

Reforming from the TopA Leaders’ 20 Summit

The system of global governance is under serious challenge. The UN, the G7/8, the IMF and the World Bank are but a handful of the organizations suffering from a crisis of legitimacy for an international system that appears ill-suited for timely, innovative and effective solu-tions to contemporary global challenges. Moreover, it is a system that made sense mainly for the post-Second World War era, but sixty years later seems ill-equipped for bridging the growing political and economic divides between North and South and accommodating the needs of the big, emergent markets.

Some scholars and practitioners have suggested that the time has come for the establish-ment of new multilateral forums that refl ect 21st century realities. One option attracting increased attention in policy and academic circles is to create a Summit of the leaders of 20 nations (L20), an institution that draws its inspiration from both the current G7/8 leaders’ meetings and the G20 fi nance ministers’ meetings.

This book explores whether the creation of an L20 is a feasible possibility for the interna-tional community. It offers thematic and geographic arguments in favour of the L20, with a particular emphasis on the larger role that it could play in bringing about reform of the global economic and fi nancial systems.

For many people, biotechnology means genetically modifi ed organisms, alien species, toxic weapons or hormone-treated beef. Yet it is also a tool to control plant and animal pests, pre-serve species, utilize genetic resources for health and nutrition and protect the environment. Society’s ability to manage, share and regulate advanced biotechnology offers many opportu-nities and raises many challenges and risks.

This book explores the issues of advanced biotechnology and examines the progress made in recent years. It looks at the drivers of medical and pharmaceutical biotechnology develop-ment in the United States, the European Union and Japan. It describes the biotechnology tools to fi ght major global health concerns such as Ebola fever, the human immunodefi cien-cy virus, the SARS virus and the Avian fl u virus, as well as regulatory concerns and public perceptions.

Professor Sasson also provides a state of the art analysis of the progress of selected develop-ing countries in fostering their own bio-industries. He examines some of the most contro-versial areas of medical biotechnology, including issues such as stem cell research and gene therapy and some of the ethical issues they raise.

Albert Sasson is a Senior Visiting Professor at the United Nations University Institute of Advanced Studies. He has had a distinguished career as a scientist and scientifi c advisor and he was Assistant Director-General of UNESCO from 1993 to 1996. His work and research have culminated in over 200 publications. Professor Sasson is an Associate Member of the Club of Rome and holds a number of honorary appointments and degrees, including an ap-pointment by the King of Morocco as a Member of the Human Rights Consultative Council.

The most complex and comprehensive disarmament treaty ever to be adopted, the Chemical Weapons Convention (CWC) is intended to provide robust assurance that chemical weapons will not be developed, produced, stockpiled, used or transferred. Floods in BangladeshHistory, Dynamics and Rethinking the Role of the Himalayas

Is it really true that deforestation and land use practices of the Himalayan farmers are to blame for the recurring and devastating monsoon fl oods in the plains of the Ganga and Brahmaputra? The validity of this paradigm has been increasingly questioned. This book presents new evidence resulting from a research project on fl oods in Bangladesh in the context of highland–lowland linkages.

Massive fl oods have occurred regularly before man’s impact on the large river basins began. There is no statistical evidence that the frequency of fl ooding in Bangladesh has increased during the 20th century. There is indication however, that the inter-annual variation of fl oods and the areal extent of big events have increased since 1950. This trend can be related to similar trends in rainfall and discharge patterns.

The hydro-meteorological processes in the Himalayas are not the main causes for fl oods in Bangladesh. The combination of simultaneous discharge peaks of the big rivers, high runoff from the Meghalaya Hills, heavy rainfall in Bangladesh, high groundwater tables and spring tides creates particularly favourable conditions for large-scale fl ooding. Lateral river embank-ments and the disappearance of natural water storage areas in the lowlands seem to have a signifi cant impact on the fl ooding processes. Accordingly, the myth about deforestation creat-ing big fl oods and the habit of blaming mountain dwellers for the fl ood catastrophes must be abandoned. However, this does not relieve the mountain inhabitants of their responsibility to use and manage the environment sustainably.

Whereas politicians and engineers perceive monsoon fl oods as the main problem for Bangladesh, the fl ood affected people are more concerned—besides the devastating tropical cyclones—with lateral river erosion, landlessness and economic survival problems.

Water resources management is the aggregate of policies and activities used to provide clean water to meet human needs across sectors and jurisdictions and to sustain the water-related ecological systems upon which we depend. Knowledge that is crucial for water management is distributed across governments, non-governmental organizations and the water users themselves. In most circumstances, water management aims to address the interests of and integrate usage across hydrologically meaningful units, such as watersheds. Some manage-ment aspects, however, such as transboundary fl ows across multiple basins and inter-basin water transfers via channels or virtual water, may necessitate a broader geographical scope. In this book, the authors identify successful mechanisms, approaches and practices for promoting public involvement in water resources management, including both conventional approaches and those based on information technology.

In the wealth of literature on state failure, surprisingly little attention has been paid to the question of what constitutes state success and what enables a state to succeed. This book is a joint project of the International Peace Academy and the United Nations University and examines the strategies and tactics of international actors, local political elites, and civil society groups to build or rebuild public institutions before they reach the point of failure: to make the state work.

It is frequently assumed that the collapse of state structures, whether through defeat by an exter-nal power or as a result of internal chaos, leads to a vacuum of political power. This is rarely the

case. The mechanisms through which political power are exercised may be less formalized or consistent, but basic questions of how best to ensure the physical and economic security of oneself and one’s dependants do not simply disappear when the institutions of the state break down. Non-state actors in such situations may exercise varying degrees of political power over local populations, at times providing basic social services from education to medical care. Even where non-state actors exist as parasites on local populations, political life goes on.

How to engage in such an environment is a particular problem for policy-makers in inter-governmental organizations and donor governments. But it poses far greater diffi culties for the embattled state institutions and the populations of such territories. Making States Work examines how these various actors have responded to crises in the legitimacy and viability of state institutions, with a particular emphasis on those situations in which the state has been salvaged or at least kept afl oat.

The notion of democracy is a key principle of the United Nations and underpins much of its work. Almost a third of the members of the United Nations have requested its assistance in conduct-ing elections. The UN is supporting a new wave of democracy, although not without diffi culty in places such as East Timor, Afghanistan, Cambodia and Kosovo. The role of the UN in the promotion of democracy is signifi cant but also sometimes problematic.

This book considers and questions the modali-ties, effectiveness and controversies of the UN’s work in promoting and assisting democracy.

It examines if the UN can help to build the foundations of democracy and whether, as an ‘external’ actor, it can have a substantive positive impact upon the development of democratic governance inside societies.

Drawing upon discourse in political science and international relations, The UN Role in Promoting Democracy explores how the normative ideals of democracy interact with the realities of power in the international arena and in the societies in which the UN works. In so doing, this volume provides a timely analysis of the prospects and limitations of the UN’s work in this area, and of the broader fi eld of democracy promotion.

Reforming International Environmental GovernanceFrom Institutional Limits to Innovative Reforms

More than 500 international agreements and institutions now infl uence the governance of environmental problems ranging from climate change to persistent organic pollutants. The establishment of environmental institutions has been largely ad hoc, diffused, and somewhat chaotic because the international community has addressed key environmental challenges as and when they have arisen. The World Summit on Sustainable Development in Johannesburg in 2002 underscored the need to reform the cur-rent institutional framework for environmental

governance, but failed to come up with any substantive recommendations.

This book takes up the question left unanswered at Johannesburg: what international institutional framework would best promote the protection of the global environment? The contributors take a systematic approach to formulating proposals for institutional changes in international environmental governance and examine three potential models: enforcement, centralisation, and co-operation through increased co-ordination and collaboration. They re-view alternative institutional arrangements to address identifi ed weaknesses, they elaborate upon specifi c reform proposals generated through recent policy debates, and they evaluate the potential of each proposal to remedy current weaknesses within the international envi-ronmental governance system.

While mountain areas have long been on the periphery of national and global policy debates, their importance is underlined by the fact that they cover 24% of the Earth’s land surface and 26% of the global population lives in them or very close by. UNU Press publishes mostly in the fields of peace and governance, environmental and sustain-able development, and economic and technological development.

UNU Press books reflect the issues and experiences of a broad number of countries or regions and individual countries. They ideally contain clear learning points or policy recommendations applicable beyond the scope of individual topics or locations. A typical book is 100,000 words.
