Ische moved, Lynch seconded, to approve The Municipal Pool – Minnesota Life Insurance Company to provide employee life insurance in 2010 at the rates listed. Motion carried unanimously. Krogman requested the Board approve 2010 long term disability insurance rates. She noted the moderate reduction in benefits to 60% of wages and stated the benefit becomes available after an employee is out of work 90 days. Workman moved, Maluchnik seconded, to approve the 2010 Assurant Employee Benefits long- term disability insurance. Motion carried unanimously. Krogman reviewed 2010 short term disability insurance rates with the Board. She stated this was a new benefit and provides an employee with some wages should they run out of paid time. She noted employees would be allowed to buy up additional coverage if they are in the cafeteria plan. Maluchnik moved, Ische seconded, to approve the 2010 Assurance Employee Benefits short term disability insurance. Motion carried unanimously. Krogman requested Board approval of the 2010 vision care insurance. She stated this was a new benefit intended to be part of the cafeteria plan. She stated the County was not putting any dollars to this and there was no cost to the County. Lynch moved, Ische seconded, to approve the elective benefit, 2010 Avesis Vision Plan rates at no cost to the County. Motion carried unanimously. Dave Drealan, Land and Water Services, requested the Board adopt a Resolution approving the Product Stewardship grant application and agreement with the Minnesota Pollution Control Agency. He noted the legislative efforts for the Paint Stewardship program. He stated the County spends $80,000 for products residents turn in and the intent is to move that cost to the manufacturer’s side. He pointed out the success of the e-waste program and the savings to the County. He explained the grant would allow them to work with the PCA and other units of government to build support of the Product Stewardship Program. He indicated the grant would offset staff salary and consultants and build on the work that has been done in product stewardship. He clarified this would be a one year grant. The Board recognized they would be reviewing their 2010 legislative priorities during a work session today and discussed if this should be included in that discussion. Leslie Wilson, Environmental Services, stated this was an effort to explain product stewardship and the benefits to the County and the environment. She indicated they would work with local governments so they can make a choice. Workman moved, Lynch seconded, to table the Resolution approving the Product Stewardship grant application and agreement with the MPCA. The Board continued discussion on the intended results of the grant and the language included in the Resolution. They reviewed the option to bring this back at the next meeting or table to allow them additional time to review. On vote taken to table Resolution, Degler, Lynch, Workman voted aye. Written comment may be mailed to: Dept. of Environmental Services 600 East Fourth Street Carver County Government Center Chaska, MN 55318-2102 Carver County Board of Adjustment By: Mike Lein Environmental Services Department Manager (Published in the Chaska Herald on Thursday, December 24, 2009; No. 6395) Grant funds Carver County Jail program The Minnesota Office of Jus- tice recently announced a new program designed to reduce re- cidivism at the Carver County Jail will receive $289,160 in Justice Assistance Grant (JAG) American Recovery and Rein- vestment Act (ARRA) funds. The new program slated to begin this month will be a col- laborative effort between the County’s Behavioral Health Department in the Community Social Services Division and the Carver County Jail operated by the Sheriff. Its focus will be on helping inmates successfully re-enter the community and remain law-abiding. “The point of the program is to create a situation whereby former inmates become more stable and self-reliant,” stated Don Heywood, manager of the Behavioral Health Department, in a press release. “Their per- sonal success then translates into cost savings for the county. It reduces court costs, jail stays, costs of children going into foster care, etc. One of the outcomes that will be tracked during this grant period will be an estimate of the costs saved by putting this program in place.” “I am excited this program will serve Carver County resi- dents who are returning to our local communities,” Sheriff Bud Olson stated. A newly hired program co- ordinator will work with teams of county employees to address the challenges each individual inmate faces that may result in a personal or family crisis once they return to the community a crisis that could land them back in jail. As an example of the dif- culties former inmates face, Heywood explained that Medi- cal Assistance (MA) benefits are suspended after a period of incarceration. If inmates fail to reapply for MA when they are released, they lose access to medical care, prescription medications, mental health ser- vices, and chemical dependency treatment. In addition, they may have lost their housing, can’t nd work, or don’t have reliable transportation. The result can be a failure to make follow-up court appearances and increased chances of reof- fending, the release stated. Heywood said similar re- entry programs have been suc- cessful in reducing recidivism rates. Stearns County tracked 81 participants in its re-entry program from 2003-2006 and found the group had a 70 per- cent decrease in the total num- ber of incarcerations compared to non-participants. Carver County’s program was among 40 local projects around the state selected to re- ceive funding. The Office of Jus- tice Programs (OJP) received 315 local proposals requesting a total of more than $90 million. The $10,705,379 in ARRA funds to the state will support more than 150 new or retained posi- tions and related program costs for a two-year period. According to the OJP, funded projects best met the goals of both the Recovery Act and the JAG program, including job creation and retention and improvement of the criminal justice system. Carver County is using the grant funds to establish the program. After the grant money runs out, the county expects that, either existing county staff will be able to continue the collaborative effort with- out the coordinator, or the cost savings from the program will justify hiring a coordinator on a permanent basis. Grant funds Carver County Jail program

The Minnesota Offi ce of Jus-tice recently announced a new program designed to reduce re-cidivism at the Carver County Jail will receive $289,160 in Justice Assistance Grant (JAG) American Recovery and Rein-vestment Act (ARRA) funds.

The new program slated to begin this month will be a col-laborative effort between the County’s Behavioral Health Department in the Community Social Services Division and the

Carver County Jail operated by the Sheriff. Its focus will be on helping inmates successfully re-enter the community and remain law-abiding.

“The point of the program is to create a situation whereby former inmates become more stable and self-reliant,” stated Don Heywood, manager of the Behavioral Health Department, in a press release. “Their per-sonal success then translates into cost savings for the county. It reduces court costs, jail stays, costs of children going into foster care, etc. One of the outcomes that will be tracked during this grant period will be an estimate of the costs

saved by putting this program in place.”

“I am excited this program will serve Carver County resi-dents who are returning to our local communities,” Sheriff Bud Olson stated.

A newly hired program co-ordinator will work with teams of county employees to address the challenges each individual inmate faces that may result in a personal or family crisis once they return to the community – a crisis that could land them back in jail.

As an example of the dif-fi culties former inmates face, Heywood explained that Medi-cal Assistance (MA) benefits

are suspended after a period of incarceration. If inmates fail to reapply for MA when they are released, they lose access to medical care, prescription medications, mental health ser-vices, and chemical dependency treatment. In addition, they may have lost their housing, can’t fi nd work, or don’t have reliable transportation. The result can be a failure to make follow-up court appearances and increased chances of reof-fending, the release stated.

Heywood said similar re-entry programs have been suc-cessful in reducing recidivism rates. Stearns County tracked 81 participants in its re-entry

program from 2003-2006 and found the group had a 70 per-cent decrease in the total num-ber of incarcerations compared to non-participants.

Carver County’s program was among 40 local projects around the state selected to re-ceive funding. The Offi ce of Jus-tice Programs (OJP) received 315 local proposals requesting a total of more than $90 million. The $10,705,379 in ARRA funds to the state will support more than 150 new or retained posi-tions and related program costs for a two-year period.

According to the OJP, funded projects best met the goals of both the Recovery Act and the

JAG program, including job creation and retention and improvement of the criminal justice system.

Carver County is using the grant funds to establish the program. After the grant money runs out, the county expects that, either existing county staff will be able to continue the collaborative effort with-out the coordinator, or the cost savings from the program will justify hiring a coordinator on a permanent basis.
