A regular meeting of the Board of School Directors of the Penn-Delco School District convened on Wednesday September 28, 2016, at 7:38p.m. at the District Service Center pursuant to advertisement published in the Delaware County Daily Times.

MINUTES AND MONTHLY REPORTS The Agenda for this meeting is attached hereto as Appendix "1 ".

1. APPROVAL OF MINUTES -Upon considering the draft minutes attached hereto as Appendix "2", it was resolved that the minutes ofthe regular meeting of August 24, 2016 and the special meeting of September 21, 2016 as presented, be and are hereby approved.

Motion to approve the resolution was made by Mrs. Jones and seconded by Ms. Hilferty. The motion was unanimously approved.

2. APPROVAL OF INVOICE LISTING- Upon considering the invoice listing attached hereto as Appendix "3", it was resolved that the invoice listing for August- September 2016 as presented, be and is hereby approved.

Mrs. Powell presented the Treasurer's Report for August, 2016.

Motion to approve the Treasurer's Report was made by Mrs. Jones and seconded by Mr. Armour. The motion was unanimously approved.

4. BUDGET TRANSFER REPORT MOTION: To approve the Budget Transfer Report as presented.

Motion to approve budget transfers was made by Mrs. Jones and seconded by Mrs. Powell. The motion was unanimously approved.

SUPERINTENDENT'S REPORT TO THE BOARD Dr. Steinhoff introduced Ed Murray, ofBoenning & Scattergood who will talked about the District's finance options for the possible phasing site work at Sun Valley.

Dr. Steinhoff is pleased to announce Sun Valley's ACT Composite score is the highest in school history.

Dr. Steinhoff gave testimony to the Pennsylvania House of Representatives Democratic Policy Committee, related to the graduation requirements and high-stakes testing required by the State.

Dr. Steinhoff announced the following:

• Appointment of Mr. Patrick Sasse as the new Principal at Sun Valley High School. • Schools to Watch Committee will be visiting Northley Middle School on October 6th for another

assessment. • New report cards for elementary students, which is on the agenda for approval this evening. • Parkside Elementary School received a $6,000 Stem Grant from 3M. • Creating PE elementary teacher positions; currently students only receive PE once a week during

special cycle. • Homecoming will be held on October i 1

ACCOUNCEMENTS FOR THE PUBLIC President Tinsley announced, pursuant to Act 48, prior to the meeting, the Board met in executive session to discuss legal and personnel issues.

ITEMS FOR BOARD INFORMATION 1. Legislative Report: Mrs. Esler- The House & Senate are in session, but there are no major

education bills on the floor for vote. Charter School Reform has been discussed but it is not clear what the House plans to do. SB 1212 is being considered for the 17- 18 school year, providing for child opioid awareness education.

GUIDELINES FOR PUBLIC PARTICIPATION IN BOARD MEETINGS

The Board recognizes the value added to school governance by public comment on educational issues, and the importance of involving members of the public in Board Meetings.

In order to permit fair and orderly expression of such comments, the Board will provide two periods for public participation during Board Meetings.

The presiding officer at each public board meeting will follow these guidelines: • Public participation shall be permitted only as indicated on the order of business in the

procedures ofthis Board or at the discretion of the presiding officer on a given issue; • Participants must be recognized by the presiding officer and must preface their comments by an

announcement of their name, address, and group affiliation; • If appropriate all statements shall be directed to the presiding officer; • No participant may address or question Board Members individually; • The public participation in the beginning of the agenda will be limited to 15 minutes totally and

to 3 minutes for individuals; • The public participation at the end of the agenda will be limited to 30 minutes totally and to 3

minutes for individuals.

The presiding officer may: • Interrupt or terminate a participant's statement when the statement is too lengthy, personally

directed, abusive, obscene, or irrelevant.

ITEMS FOR BOARD ACTION - Continued 8.11 SVHS Diving Coach MOTION: To create an extra-duty position- Assistant Swimming (Diving)- to assist the Sun Valley head swim coach. Position will earn 10 units, be added to the list of extra-duty positions in the collective bargaining agreement with PDEA, and is subject to a properly executed MOU between PDEA and the Penn-Delco Board of School Directors.

8.17 Elementary Physical Education Teachers MOTION: To approve the creation of two full-time elementary physical education/health teaching positions.

8.18 Part-Time Library Aides (Assistants) MOTION: To approve the creation of one part-time (25 hours) elementary library aide (assistants) position per elementary school.

8.19 Grant Funding MOTION: To accept Project Max Grant funding in the amount of $5,000 through the PDE Office of Special Education Program.

8.20 Elementary Report Card MOTION: To formally approve the use of the new Elementary Report Card effective 2016-2017 school year, as presented.
