3rd Pillar: Public Internet Access Programme•Common Services Centres (CSCs)

•CSCs would be strengthened and its number would be increased to 250,000 i.e. one CSC in each Gram Panchayat. CSCs would be made viable and multi-functional end-points for delivery of government and business services. DeitY would be the nodal department to implement the scheme.

•Post Offices (Multi-service centres)•A total of 150,000 Post Offices are proposed to be converted into multi service centres. Department of Posts would be the nodal department to implement this scheme.

Common Services Centres (CSCs)• Common Services Centres (CSCs) are a strategic cornerstone of the Digital India

programme. They are the access points for delivery of various electronic services to villages in India, thereby contributing to a digitally and financially inclusive society.

• CSCs enable the three vision areas of the Digital India programme:

…CSC• It aims for establishing self sustaining network of 2.5 lakh CSC centres at Gram Panchayat

(GP) level under Digital India- Pillar 3-Public Internet Access Programme – National Rural Internet Mission and deliver various citizen centric services

• Implementing Agency : CSC e-Governance Services India Ltd (CSC SPV), 6, C.G.O. Complex, New Delhi

• CSC 2.0 model is envisaged as transaction based and service delivery based model, delivering a large bouquet of e-services through a single delivery platform

• It is proposed to strengthen the CSC network by ensuring standardization of service availability and ensuring capacity building

• CSC e-Governance Services India Ltd. – Largest Govt. approved online services.

…CSC• Participating in CSC Scheme:

– Applicant should be a local person– Age of Applicant should be minimum 18 years– Applicant should preferably have passed the

10th level examination from a recognized board

– Applicant should be fluent in reading and writing the local dialect and should also have basic knowledge of English language

– Prior Knowledge in basic computer skills would be advantage

– Applicant should be motivated enough to be the prime driver of social change and disperse his or her duties with utmost dedication

• Infrastructure Required for CSC:

– PC with a licensed operating system of Windows XP-SP2 or above

– At least 120 GB hard disc Drive– At least 512 MB RAM– CD/DVD Drive– UPS with 5 hours battery back-up/portable

generator set– Printer/ Colour Printer and Scanner– Web cam/digital camera– Broad band/Wireless data card / V-SAT

connection– Biometric/ IRIS Authentication Scanner for

banking services

Some initiatives under CSC

The Digital Saksharta Abhiyan (DISHA) or National Digital Literacy Mission (NDLM) Scheme has been formulated to impart IT training to 52.5 lakh persons, including Anganwadi and ASHA workers.

"Make banking facility available to all citizens".

CSC RozgarDuniya.com is a joint initiative of CSC e-Gov services India Ltd and MonsterIndia.com. It aims at providing a job portal for job seekers of rural India.

It aims to offer the much required health services via the power, reach and utility of technology, assess and highlight the need for health based interventions.

Conclusion• With the launch of Digital India Program, the Indian Govt. aims to transform

India into digitally empowered economy.

• The govt. seeks to integrate technology with everyday life of the citizen. This

program intends to provide customized content through affordable internet

access in local language across the country.

#PolicyRecommendationsTo accomplish the vision of GOI, it is important:

• To ensure proper infrastructure reaches the interiors.

• To have broadband connections so that rural population can have internet access.

• To have extended collaboration with the private players to have needful

penetration in specified areas.

• With more of Internet access and usages, privacy and security risks needs to be

taken into consideration; a herculean tasks for the govt.
