3.3.10 * Fire Area. For the purpose of this standard, an area that is physically separated from other areas by space, barriers, walls, or other means in order tocontain fire within that area .

Statement of Problem and Substantiation for Public Input

Fire Areas in NFPA 15 are not necessarily meant to contain a fire, but are merely the maximum constraints of a single water spray system. Section 7.1.10.2, specifically (2) and (5), shows that it is not the intent of this standard to limit a fire to a single fire area.

7.1.10.2* The number of systems expected to operate simultaneously shall be determined by evaluating the following factors:(1)Possible flow of burning liquids between areas before or during operation of the water spray systems(2)Possible flow of hot gases between fire areas that could actuate adjoining systems, thereby increasing demand(3)Flammable gas detection set to automatically actuate systems(4)Manual operation of multiple systems(5)Other factors that would result in operation of systems outside of the primary fire area

Public Input No. 22-NFPA 15-2014 [ New Section after 3.3.16 ]

3.3.17 Qualified.A competent and capable person or company that has met the requirements and training for a given field acceptable to the AHJ.

Statement of Problem and Substantiation for Public Input

This suggested revision adds the definition of "qualified" to the standard, and is related to Public Input #21 that adds the term "qualified person" to section 4.3. These two Public Inputs suggest revision to the standard to follow the format of other NFPA standards. This definition was extracted from NFPA 96, section 3.3.41. This definition was chosen over the definition of "qualified person" in NFPA 80 because it is simplified, requires acceptance of the AHJ and does not utilize a laundry list more suited for an annex provision. We also suggest petitioning the NFPA Standards Council to consider using one definition for all standards using the term "qualified" or "qualified person" as an Official Definition.

4.4.4 * Where the protected hazard involves the possible release of flammable or combustible liquids, the drainage system shall be designed to safelyhandle burning liquids, be dedicated to this one purpose and not interconnected to the facility normal drainage system . .

Statement of Problem and Substantiation for Public Input

Combustible and flammable liquids are not to be allowed into common drain systems without proper water fuel separation or containment sump for environmental and fire protection safety. The way the section is currently written the drainage system only needs to withstand burning liquids.

Public Input No. 17-NFPA 15-2014 [ Section No. 4.4.6 ]

A. 4.4 .6 Open trenches and ditches shall should be routed so as not to expose fire fighters, critical equipment and piping, other important structures, orproperty of others.

Statement of Problem and Substantiation for Public Input

How is an AHJ to measure avoidance of exposure of fire fighters? This provision in the standard is not measurable. And the term “exposure” is not clearly defined. This is appropriate as guidance in the annex, rather than a requirement in the body of the standard. An alternative to this suggestion is to revise the provision to direct flow away from specific areas, which would be measureable.

Note: For SI units, 1 in. = 25.4 mm.

Statement of Problem and Substantiation for Public Input

The minimum requirments for drain sizes are given in tabel 6.3.3.7. Due to the fact that these systems normally will not be operated or tested under freezing conditions, there is no need to drain the piping within a couple of minutes. Therefore it is my opinion that a drain of 3/4" will be sufficient at all times. Even when there is an incident and the system will be activated at temperatures far below freezing point, a 3/4" drain will be sufficient to drain the piping in a relativly short time.

7.4.3.4.1 Nozzles shall be directed toward the wetted surface of the column (see Figure 7.4.3.1)

7.4.3.4.2* Nozzles shall be spaced not less than 10 ft. on center with each alternate nozzle located on the opposite side of the column.

A.7.4.3.4.2 Nozzles need to be located on opposites sides of the column with every other nozzle on the opposite side. This will result in anarrangement such that the nozzles on one side alone will be 20 ft. apart, but all nozzles will be 10 ft. apart.

7.4.3.4.3 Nozzles shall extend the full length of the column, or until a fire rated barrier is reached.

Statement of Problem and Substantiation for Public Input

NFPA 15, as currently written, provides little or no guidance on how the nozzles should be positioned or located when used to protect a steel column. This addition will provide that guidance.
