A statement showing issues raised by the participants and responses by the representatives of the

applicant during the public hearing

As per the provision of notification no. S.O.1533 dated 14/09/2006 and subsequent

amendment S.O.3067 (E) dated 1st December 2009, Ministry of Environment, Forests and Climate

Change, Government of India, proposed project by M/s. Emami Paper Mills Limited.119 & 121 to

126, Sayakha Industrial Estate, Village: Bhersam, PCPIR, Taluka: Vagra, Dist: Bharuch–392130,

GujaratFor the Proposed greenfield Multilayer Coated Board (capacity: 2,25,000 MTPA) with 18 MW

Captive Power Plant (CPP) covered under Category 1(d) &5(i) of “B” of above referred notification.

Public hearing was conducted on 18/08/2018 at 11:00 Hours at the project site of M/s. Emami Paper

Mills Limited.at proposed project Location,under the chairmanship of Shri J.P.Asari, Additional

District Collector and Additional District Magistrate, Bharuch.

Shri R.R.Vyas, Regional Officer, Gujarat Pollution Control Board, Bharuch welcomed all

present to the Public Hearing. He outlined the various provisions of the EIA notification and briefed

about the procedural details for conducting this public hearing and the advertisement published in

local daily newspaper. He explained that as per the notification locally affected persons will be

eligible to make their representation in the public hearing while having plausible stake may submit

their representation in writing which would be included in proceedings, he made it assured that all

the representations/ questions raised during public hearing will be included in the proceedings of

the hearing.

The public hearing was declared openwith the due permission of the Chairman and invited

the Project Proponent to start their presentation in Gujarati language.

Representative of M/s. Emami Paper Mills Limited. presented information about company

and the proposed project in detail including technical information, Environmental Management

System, effects of the proposed project on environment and control measures proposed and social

responsibility of the industry in Gujarati through power point presentation.

After completion of the presentation Shri R.R.Vyas, Regional Officer, Gujarat Pollution

Control Board, Bharuchinformed to the audience the following:

• The purpose of the ongoing public hearing and name of villages (22) taking under the study

area.

• The representations of the nearby 32 affected villages specially related to plant and

environment would be discussed.

• The representation to be made by the representative after providing his name and village

name. Representatives other than those who are not from the above discussed 32 villages

can make written representation over here and the reply of the same will be given by the

company.

• All representations will be recorded and the same will be forwarded to the appropriate

authority.

After the presentation, with due permission of the chair, the representative of GPCB

declared the forum open for representations; objections; or questions from the locally affected

people.

We most humbly & respectfully submit our Questions /Suggestions. Kindly register

the same in the minutes of the meeting and oblige.

1. The Project proponent M/s. Emami Paper Mills Ltd. Asking for the 2,25,000 TPA

multi layer coated board alongwith 18 M.W. Coal base captive power plant looking

to the potential of the hazard as well as negative impact on ecology the

environment consultant M/s. Eco Sales & Services drafted the EIA as per Statutory

requirement but there are many factual missing.

2. As on To-day the water for the project is a big problem for Saykha / Vilayat / Dahej

based on Narmada river because there is less discharge from Sardar Sarover Dam

to Zhanor stream avaibility of the basic raw material water is a very big question ?

3. ln the above condition ground water consumption is also not proper solution as

well as R.O. water from the sea is very very costly in this situation water balance

diagram should be redrafted.

4. The generation of polluted water should be recharge at the source and mainly theprocess water should be treated at source.

5. M/s. Emami Paper Mills Ltd. May think on solar energy and may get more them 5

MW electricity by such eco-friendly approach.

6. The project proponent shoud start the development of greenbelt prior to start the

factory so that 33% of surrounding greenbelt will devlop within 7 year.
