riThe proposed project is located in Metro Manila (seeFigure 1). The conceptual arterial system in Metro Manila

XL consists of six circumferential roads and 10 radialroads. Circumferential Road 4 (C-4) better known asEpifanio delos Santos Avenue (EDSA) is the most importantcomponent of the major thoroughfares system of Metro

Li Manila and is heavily congested. To reduce the trafficload at EDSA, the Department of Public Works and Highwaysis prioritizing the completion of Circumferential Road 5I L (C-S) and its related roads. However, it is anticipatedthat the completion of C-5 and consequently the diversionof traffic from EDSA to (C-5) will result to new trafficrI problems in other roads. One of these will be the

- worsening of traffic congestion at the intersection ofAurora Boulevard and Katipunan Avenue. The proposedproject is meant to-minimize this problem. In addition,'the project will provide another bridge crossing MarikinaRiver which will provide easier accesibility to the fasturbanizing areas east of the river.

The Marikina Bridge and Access Road Project will be aninterchange complex connecting Boni Serrano Avenue toF" Marcos Highway. From Boni Serrano Avenue, it will passalong the west bank of the Marikina River beforebranching into two directions. One link will connect to

. the east approach of Marcos Bridge while the other willconnect with Marcos Highway at the west approach of the

-- bridge. All connections will be grade separated to allowF a fully uninterrupted traffic flow.

The positive impacts of the project includes thereduction of traffic congestion at the intersection ofAurora Boulevard and Katipunan Avenue; faster travel fromand to Marikina, San Mateo, Montalban, Antipolo, andother towns of Rizal Province; and the easing of trafficat EDSA through traffic diversion to C-5. An indirectimpact will be the reduction of air pollution at EDSA asa result of the diversion of traffic to C-5 and becauisethe vehicles will be moving faster and staying shorter

| time on the road. Air pollution at the intersection ofAurora Boulevard and Katipunan Avenue will also decreasemainly because of the easing of traffic congestion.

The negative impacts of the project includes the increaseof air pollutants at the project site; the dislocation ofsome squatter families; and the destruction of thepresent crops planted at the project site. These however,

L1 are not very serious to warrant the scrapping of theproject.

Mitigating measures that will be adopted to address theabove negative impacts includes the provision of arelocation site for those that will be dislocated; theplanting of trees along the road to reduce air and noisepollution; and the compensation of people who will losetheir properties as a result of the project.

The project as a whole will be beneficial to people inMetro Manila and the positive impacts far outweighs thenegative impacts.

4.1 Declaration and Objectives

The Urban Road Projects Office under the"Departmentof Public Works and Highways is tasked with the[, ^planning, construction, and maintenance of roads in

i urban centers such as Metr'o Manila. This projectwhich is being proposed by the above office isintended to ease the traffic congestion in MetroManila.

T,The problem of traffic congestion in MetroI Manila is increasing at an alarming pace. This isthe result of the very rapid development in thearea and the failure to provide the necessaryinfrastructure to match such development.

During the 1950's, the geographical extent of the'' urban development was contained within the

boundaries of C-4 which is now popularly known asEpifanio de los Santos Avenue (EDSA). The regionconsisted of the four cities of Manila, Kalookan,Pasay, and parts of Quezon City and the town of San

-'i Juan in Rizal Province. During the 1960's and1970's, as urban sprawl ensued, the MetropolitanManila region grew from an original area ofK'! approximately 80 square kilometers in 1953 to 260square kilometers in 1972, and then to 410 squarekilometers in 1976. In 1972, satellite photos ofthe Metro Manila region showed that urban sprawlencompassed the additional towns of Valenzuela inBulacan Province, and Malabon, Navotas , Pasig,

|1~ Mandaluyong, parts of Las Pinas and Paranaque inRizal Province. In 1976, after the edict creatingthe Metro Manila Commission governing the special

ii National Capital Region, the towns of Taguig,Muntinlupa, Pateros, and Marikina; all of theProvince of Rizal were likewise incorporated into

14 what is now called Metropolitan Manila.

In 1986, Metropolitan Manila covered an area'ofapproximately 710 sq. kms. By this time the urbanI sprawl of Metro Manila had extended over theboundaries of the National Capital Region and haseven encroached on the neighboring towns of Cainta,

and Binan of Laguna; Bacoor of Cavite; andMeycauyan of Bulacan. The geographical extent ofthe metropolis has increased from a radius ofdevelopment of 7 kms. in 1953 to 20 kms. in 1986.At this time, the radius could be around 25 kms.

Despite efforts by the government to infuse largercapital investments in the region, governmentinfrastructure programs have not kept pace with thepopulation growth and physical development. Thefast paced population growth has overshot allocatedcapital investments of the government. In a span of37 years, the urban population grew from 1.7million to 7.8 million in 1990. Infrastructureprojects such as water supply, drainage andsewerage systems, and specially roads have not keptabreast with Metro Manila's uncontrolled expansion.The Metro Manila transportation system

__ .consists mainly of a network of radial andcircumferential roads. The rail system carry only aminor portion of the total traffic. The roads whichcarry the heaviest burden in providing efficientcirculation in the metropolis are in most stretchesheavily congested. The main radial roads numberingten, spring outward from downtown Manila. On theother hand the major circumferential roads,currently six, are concentric half ring roads withdowntown Manila as the core. These circumferntialroadways are in various states of developments orin areas where rights-of-way acquisition are stillin process, have not been completely developed.

Vehicular accesses used by the residents of MetroManila to travel from their homes to their placesof work and vice versa has been. largely inadequate.[fi L Geographical expansion have gone beyond the

- --alignment of C-6, while the construction of theradial and circumferential roads meant to service

il tthe areas enclosed within C-6 have not beencompleted. Of the six major circumferentials, onlyC-1, C-2, and C-4 are complete. C-3, C-5, and *C-6are still partially existent or in the planning anddesign stages. Of the ten radials which includeOrtigas Avenue, eight are existent but in variousft states of disrepair. Two of the ten radial roadsare still in the planning or design stages.Construction of new major roads were given --'lowpriority by the Metro Manila Commission in 1985,the reason being the weakness of sustained nationaleconomic growth. It did not improve very much inthe next administration except in the later part of

it |the term when the flyovers along EDSA, Nagtahan and

Roxas Boulevard were constructed. The flyovers atEDSA was meant to relieve the traffic congestion atseveral intersection such as that at Kamias andKamuning Road, Santolan Avenue, Ortigas Avenue, andI.. Gil Puyat Avenue. However, inspite of theconstruction of these flyovers, EDSA is stillcongested. There is a strong need to complete the

; | other circumferential roads namely C-3, C-5, and C-ii ^6 to relieve EDSA of the traffic congestion. This

'! . project is part of the C-5 road system which isFj *. meant to decongest EDSA.

4.2 The Need

,The daily traffic congestion at EDSA hasI o contributed to the worsening air pollution in MetroManila. Thousands of cars, jeepneys, and buses arekept running for hours with minimal movement. Thus,each vehicle may consume twice as much fuel as itshould had there been no traffic congestion. Thistranslate to greater amount of air pollutants asthe fuel burnt is transformed to carbon dioxide,carbon monoxide, and sulfur dioxide. Also in theprocess, nitrogen oxides are formed. All of thesecontribute to-the air pollution in the metropolis.

I Not only does the traffic congestion result tohigher levels of air pollutants, it also translateinto higher fuel cost. Higher fuel cost in turnstranslate to higher fares and higher farestranslate to higher cost of goods and services.Likewise, because of the longer travel time, peoplespend more time on the road and thus lessen theirproductivity. Also, people get tired travelling and

l -- therefore their time and quality of relaxation isreduced. Oftentimes, drivers become impatient inwait-ing for the greenlight to come so that someignore the traffic lights or many try to anticipate

[1 the greenlight and try to beat others to theintersection. This has resulted to frequent trafficaccidents and altercations between drivers. Drivers

|1 also become irritable that they tend to blow theirhorns very often resulting to unnecessary noisepollution.

I. With all the above consequences of trafficcongestion, there is clearly a need to find ways:!to

- - decongest the roads in Metro Manila particularlyEDSA. One of the solutions is the completion of C-5. At present several sections of C-S has not yetbeen completed. One of these sections is the direct

iAvenue. After studying several possible options,the project proponent chose to have a road thatwill connect E Rodriguez to Marcos Highway andthen another road to connect Marcos Highway withKatipunan Avenue. With this option, the projectproponent evaluated several proposed alignments.

_ Whatever alignment will be chosen, the constructionwill affect several people. It will. cut through a

l~ military camp and the few squatter houses along the[ banks of Marikina River will have to be demolished

or relocated. It will also interfere with theproposed Sito Olandes Phase II Sites and ServicesProject of the National Housing Authority. SitioOlandes is one of the sitios of Barangay IndustrialValley. Also, the construction of the road willresult to changes in the drainage pattern in the

I I areas opposite the Marikina River and mayincrease the likeLihood of flooding unless this isaddressed in the design of the road. However,considering the total positive impacts of theproject and noting that mitigating measures will beadopted, the project is definitely viable.

4.3 Alternatives

To achieve the decongestion of EDSA, severalalternatives are possible. One is to constructunderpasses and flyovers in most or in all theintersections of EDSA. Some flyovers and

-1 - underpasses have been constructed in the last twoyears and this has resulted to better traffic flowalong EDSA. However, this is quite not enough asthere are still long traffic queues specially fromOrtigas Avenue up to Gil Puyat Avenue. Widening ofEDSA is considered not feasible as it will be very

X~ Ldifficult to acquire the necessary right of way.Another alternative would be to develop alternateroutes. As envisaged by the highway planners of the

X- government, the other circumferential roads are thebetter alternate routes. Of these C-S and C-3 willhave the greatest impact in reducing the trafficload at EDSA. However, it is anticipated that thecompletion of C-5 and the diversion of traffic fromEDSA to C-5 will result to new traffic problems'onother roads. One of these will be the worsening of

X- the present traffic congestion at the intersectionof Aurora Boulevard and Katipunan Avenue. Inanticipation of this problem, this project, theMarikina Bridge and Access Road Project was

conceived as a complementary project to C-5. Theplan is to construct a road linking E RodriguezAvenue and Katipunan Avenue in the north which willpass along the banks of the Marikina River andcrossing Marcos Highway and Bonifacio Avenue. Thislink is aimed to:

1) Serve as complementary road to C-5, QuezonCity segment.

2) Decongest Aurora Boulevard particularly theF Aurora Boulevard - Katipunan Avenueintersection.

3) Provide another link to Marikina and othertowns of Rizal Province to Quezon City and therest of Metro Manila.

To provide the link, several roadI alignments/schemes were evaluated. The evaluation

of the different alternatives are presented inAnnex 1 and Annex 2. The initial evaluation was

l. conducted on three suggested alignment refered toas Line A, Line B, and Line C. Based on the initialevaluation, Line C was considered the best

r-. considering the following criteria:

1) Decongestion of Aurora Boulevard and itsintersection with C-5.

2) As a complementary road to C-5.

3) Access road of motorists coming from' the east.

4) Investment cost.

5) eEconomic indicator (internal rate of return).

1 ' 6) Right of way problems.

However, during the public hearings conducted oni October 12, 1992 and December 8, 1992, objectionswere raised against the proposed alignment.Subsequently, other alignments were suggested andthese were similarly evaluated (see Annex 2). Basedon the evaluat'ions and the consensus during thesecond public hearings, Scheme E as shown in Figure2 was considered the most appropriate and wasI adopted. The Minutes of Public Hearing arepresented in Annex 3.

4.4 As discussed earlier, and as the project titleimplies, the project is related to CircumferentialRoad 5. This project will stimulate growth in

and other towns of Rizal Province as it willshorten travelling time from and to this areas.More people will be encouraged to take up residencein Marikina, San Mateo, and Montalban instead ofgoing south in Sta. Rosa and Binan, Laguna whichare much further from the center of the metropolis.At present many people shun Marikina because of thetraffic problems and lack of accessibility. Theproject encourage development of more subdivisionsin the eastern towns and the establishment of morecommercial establishments will follow. Likewise,more industries are likely to be put-up.

5.1 General Layout

r The proposed project calls for a link between Col.B. Serrano Avenue and E. Rodriguez Avenue to MarcosHighway. The scheme chosen is Scheme E as shown in[ Figure 2 and Annex 2. This calls for the extension

* - of Col. B. Serrano Avenue which at present is onlyup to the gate of Camp Atienza. The road willskirts Camp Atienza and cuts through Camp Melchor

i Aquino and will run straight and parallel to theMarikina River until the section where Marikina

[L River changes direction, a new bridge -will beconstructed over the Marikina River. A two laneroad that will allow Cubao bound traffic to turnleft at Marcos Highway will be built poLssingunderneath the.new bridge. Another road that willC allow traffic from Cubao to turn right at MarcosHighway and connect to the proposed new road willalso be constructed. The road after the proposednew bridge will bapproach Marcos Highway with asplit ramp. The loop ramp will pass underneath theMarcos bridge and will allow south bound trafficfrom Marcos Highway to proceed to E. RodriguezAvenue or to make a U-turn under the bridge withouthaving to interrupt the flow of traffic alongMarcos Highway. The other ramp will also allowr traffic from E Rodriguez or from Col. B SerranoAvenue to turn right at Marcos Highway.

The scheme is an interchange complex providinguninterrupted traffic flow from and to MarcosHighway. This will allow the diversion of trafficflow from E Rodriguez Avenue and Col. B SerranoAvenue going to Aurora Boulevard to Marcos Highwaywithout necessarily transferring the trafficproblem from Aurora Boulevard to Marcos Highway.With a smooth flow of traffic from E. RodriguezAvenue and Col. B Serrano Avenue to Marcos Highitayand onto Katipunan Avenue, many motorists whootherwise would take -EDSA when they travel fromMakati, Pasay, and other southern towns going tothe north will now take the C-5 route. Also peoplef coming from Manila, Pasig, San Juan, Mandaluyong,

Makati, Pasay, and other towns in the south goingto Marikina, San Mateo, Montalban, and Antipolowill avoid passing through Aurora Boulevard thusrelieving the heavy tra-ffic congestion at theintersection of Katipunan Avenue and AuroraBoulevard.

5.2 Pre-construction Details

5.2.1 Project Construction Schedule

At this stage, the construction schedulehas not yet been prepared. The designphase of the project started in September1992 and is expected or scheduled to becompleted in August 1993. Formulation ofthe construction schedule is difficult asthe final'detailed engineering design is

I not yet completed. However, projects ofthis nature will probably take from oneyear to two years to complete.

The project is divided into two contractpackages to allow stage construction andto open the implementation to two smallerqualified contractors.

As part of the pre-constructionactivities, road right of way has to beacquired. The structures that will beaffected such as some buildings in CampMelchor Aquino and a few squatter housesalong the Marikina River Bank will bedemolished (See Photograph I in Annex 3).The squatters that will be affected will

I have to be relocated to other areas. The-- problem on relocation will be coordinated

with other concerned government agenciesI such as the National Housing Authority.

Access to the project site on the westbank of the river is not a problem asthere are already existing roads thatconnect to it. On the eastside, the rotaryroad which passes under the Marcos Bridgemay have to be constructed before theproposed bridge so that it could serve asaccess road during the bridgeconstruction. This will eliminate thenecessity of building temporary accessroads at the eastern end of Marcos Bridge.

5. 2.2 Safety Measures

During the design phase, the geologic andsoil conditions in the area will bestudied by a geologist/soil engineer.Soil drilling and sampling will be carriedout to determine soil bearing capacities

x, !so that the required bearing foundationsfor the road and bridge could bedetermined and designed properly. DuringI] tconstruction traffic personnel will beassigned to direct traffic to avoidaccidents. The contractor will berequired all the safety measures requiredin construction of this nature such as theposting of the necessary danger signs, the

p wearing of helmets, etc.

5.2.3 Operation and Maintenance

A well designed and constructed roadrequires minimal maintenace. Breakdown ofroad pavements is usually traced to

X problems on drainage. Flooding of the roadusually erode the sub-base whicheventually cause the failure of thepavement. To ensure longer life of theroad pavements, flooding should beavoided. This could be ensured ifwaterways are kept clean. Garbage shouldU not be allowed to enter canals andculverts.

The district engineer's office maintains aI- pool of skilled labor and equipment for~ -~; - the repair and maintenance of the pavement

and the road drainage on a regular basis.

X. Annual appropriations for operation andmaintenance is provided for in the DPWHbudget.

5.3 Abandonment

The structures are designed for a life of 25 yearsI. and the roadway for 20 years. Road pavements areexpected to be repaired or replaced regularly. ftis not expected that the road and bridge will beabandoned in the future. Rather, it will perhaps beimproved or widened or simply maintained.

6.1 Climate

The country has four distinct types of climate.Metro Manila, where the project is located, isclassified under Type 1. This type is characterizedby two pronounced seasons. It is dry from November

4' to April and wet during the rest of the year.

There are three meteorological stations in MetroManila located at the Port of Manila, at theScience Garden in Quezon City, and at the NinoyAquino International Airport (NAIA) in Pasay City.The Science Garden is nearest the site so that datafrom this station may be assumed to approximatethat in the project site. The prevailing wind fromOctober to February is from the Northeast whilefrom March to April is from the southeast. Thischanges to southwest from June to September. Theaverage wind speed is 2 meters per second and theaverage cloud cover is 5 octas.

6.2 Terrain

F1' The road alignment crosses the Marikina Fault Line.At this point, there is a sudden change ofI..- elevation. After the fault line, the terrain isrelatively flat up to Marcos Highway.

6.3 Hydrology

The project area drains to the nearby. MarikinaRiver. The drainage area of Marikina River consistsof a network of stream channels with the majorchannels having perennial flows. Estimates based onrainfall data gathered from all monitoring stationswithin the watershed area showed the averageI rainfall to be around 3100 mm.

6.4 Atmosphere

Most areas of Metro Manila have very high levels ofpollutants. For - example, the DENR monitoringstation at Asian Development Bank Compound recorded

an average of 478 microgram/scm particulates onMarch 17, 1993. It is estimated that Metro Manilahas around 790,000 motor vehicles which emitsthousands of tons of sulfur dioxide, particulates,carbon monoxide, and nitrogen oxides. However theconditions at the project site are expected to bebetter in terms of lesser levels of pollutants inas much as this is at present not accessible totraffic although there are nearby parallel roads.

6.5 Vegetation

The project area which is mainly at the banks ofMarikina River is partly cultivated. Crops planted'u |includes vegetables, turnips, and corn. The volumeof produce however is marginal as these are notirrigated during the dry season while it is subjectto flooding during the rainy season. (SeePhotograph 2 in Annex 4)

Jk- 6.6 Fish and Wildlife

In as much as the area is generally inhabited,where are no wildlife present. The Marikina Riverwhich is just beside the proposed road, althoughheavily polluted still has some fish populationmainly the hardy ones such as tilapia, catfish,rl1 mudfish, and gourami. However, people li.ving nearbysay the fish catch during the dry season have somesmell and taste like kerosene indicating that theriver is heavily polluted with chemicals.

6.7 Land and Resource Use

; i - On one side of the proposed road is the MarikinaRiver while at the other side are residentialare&s. There are some factories nearby like HimmelIndustries, Inc. which is at the .eastern bank of

|' |the river and near the eastern end of MarcosBridge. The banks of the river are cultivated andplanted with crops like turnips, tomatoes, andsweet potatoes. (See Photographs 3 and 4 in Annex4)

| J 6.8 Socio-economic Aspects

The areas surrounding the project site are highlyurbanized. To the west are Barangays Blue Ridge A,[l ]Blue Ridge B, and Industrial Valley. To the east isthe Marikina River and Barangay Santolan. To thenorth is the Marcos Highway Barangay Barangka and

The area where the road passes is mainly on theMarikina River banks which is publ.ic landsand are mainly cultivated. Housing near.the roadalignment is rather congested at the Quezon Cityportion of the project. Houses are mainly made ofwood and concrete and with galvanized iron sheets

i as roofing. Libis where the proposed road starts isone of the depressed areas of Quezon City. Aroundi! I Camp Atienza where the road cuts through, there arearound 146 squatter families living in 38structures. Blue Ridge A, and Blue Ridge B may be

!I |considered as middle to upper middle classsubdivision although there are also around 80squatter families in Blue Ridge B as per survey(fi a conducted by the city government. Sitio Olandes inBarangay Industrial Valley where the proposed roadwill cut through is one of the depressed areas ofMarikina and .several squatter families are livingthere.

There are no big commercial establishments in theimmediate vicinity of the road alignment. The roadalignment though will pass at the back of anindustrial plant, Himmel Industries, Inc. locatedalong Evangelista and J. P. Rizal Sts. The roadwill also pass at the back of the Industrial ValleyElementary School.

At present, Industrial Valley is inaccessible bymotor vehicles through Col. B Serrano A venue sincethis road stops at the gate of Camp Atienza. It isaccessible though from Marcos Highway through Maj.Santos Dizon Street. There are no public jeeps andbuses that ply this route so that residents withoutcars take the tricycles.

7.1 Climate

There will be no activities or events in the areawhich will cause any significant changes in theclimate in the area.

7.2 Terrain

Even without the road project, land development inthe area will be quite extensive if the proposedManggahan Riverwall project of the Department ofPublic Works and Highways and. the proposed Sitio

4 Olandes Phase II Sites and Services Project of theNational Housing Authority (NHA) are pushedthrough. The M'anggahan Riverwall project calls forthe construction of dikes along the Marikina River.The NHA project is a subdivision project in SitioOlandes in Barangay Industrial Valley. 'Part of theproposed subdivision intersect with that of thealignment of the proposed road.

7.3 Hydrology/drainage

--The area along the road alignment is likely to besettled with more and more squatters. This couldcause some changes in the drainage characteristicsin as much as dwellings constructed could block thenatural flow of runoff waters. The frequency of

flooding in the area may increase.... ':

7.4 Atmosphere

-Although the foreseen changes in the project areawithout the project are mostly and likely limitedto the influx of more people and that nocommercial or industrial establishments areforeseen to be built, the air quality is expectedto deteriorate. Nearby roads such as E. RodriguezAvenue, Marcos Highway,- and Aurora Boulevard willhave increasingly higher vehicular traffic and withno expected improvements in the air pollutionemissions from vehicles, there will be higher

7.5 Vegetation

The present trend is for squatters to come to theproject site and build their houses. This impliesthat most of the cultivated vegetation present in

E i. the area will soon be gone. Because of higherpollutant concentrations, trees will grow slower.Their growth will be stunted.

~~~ ~~7. 6 Fish and Wildlife

7.6n At present there are no more wildlife in the areaand this will remain to be so. Fish in the MarikinaRiver will continue to be affected by pollution andthere is a great chance that the existing fish

d population will vanish because of anaerobicconditions setting in at the river. At present, theriver during summer approaches anaerobicconditions. With the continued development inMarikina, the population will increase, and therewill be more commercial and industrialestablishments-. These will contribute additionalpollution loads to the Marikina River and this willplteventually kill all fish life in the river.Furthermore, because of increasing squatting alongthe Marikina River, garbage that get into the riverwill increase thus polluting the river further andt increasing the likelihood of fish kills.

7.7 -Land and Resource Use

I- The existing land uses in areas surrounding theproposed project site will remain as is althoughthere is a possibility that Camp Atienza or Campr Melchor Aquino will be transfered. If these will betransfered, the areas they occupy now may betransformed into a housing area or the governmentmay put up other government buildings. The banks ofI.. the Marikina River where a great portion of theroad project will pass through will slowly betransformed from agricultural use to residentialuse. Squatters will continue to build theirshanties along the river banks.

7.8 Socio-economic Aspects

Population growth at the adjoining areas of BlueRidge A and Blue Ridge B will be very low as thesesubdivisions are already fully developed and

Afurther subdivisions of lots is very unlikely, thusno new houses will be built. Population increasewill be limited to the natural increase due to thedifference of birth and death rates. Increase dueto migration will be minimal.

- Libis which is one of the adjoining areas willremain a depressed area and where homelessurbanites will continue to squat. Likewise theiiwI banks of the Marikina River where the road issupposed to pass will attract more and moremigrants/squatters mainly because these are publiclands and the vicinity is industrial areas as wellas commercial areas. These areas will furtherdeteriorate as squatters will become dominant.Sanitary facilities will be very inadequate and[hi wastes are likely to be thrown into the Marikina

Yt Before the start of construction, the contractor togetherwith the staff of DPWH assigned to the project will holdy a series of meetings to discuss possible environmentalproblems that may arise due to the construction of theproject. They will plan out ways and means to avoid suchproblems or if it could not be avoided, to minimize theimpact.

Monitoring of air pollution in Metro Manila is beingcarried out by the Department of Environment and NaturalResources. They have installed monitoring stations suchas the one at the Asian Development Bank 'compound. TheyYs are expected to install in the future other monitoringstations in busy streets. The project which is expectedto carry large volunme of traffic may be selected as one'(I of the sites for a new monitoring station. If in the nearfuture, no stations will be put-up in the project site,the DPWH will regularly request the monitoring group ofthe DENR to take samples at the project site.

The negative impact on flooding will be mitigated byproviding in the design the necessary road drainage andculvert crossings that will allow the run-off at SitioOlandes, Barangay Industrial valley to drain to theriver.

The negative impacts due to air and noise pollution willbe mitigated by planting trees along the road side. Treeswill help absorb some of the pollutants and will alsoblock noise coming from vehicles.

I'. The problem of the squatters that will be displaced willbe mitigated by providing them with a relocation site;and assist them in building new homes and in looking fornew jobs. The DPWH will coordinate with the NationalHousing Authority to help find a suitable site and tohelp the relocated build their new homes.

Even after implementing the above mitigating measures,there will still be an increase in the level of noise andair pollutants relative to the present levels. 'Peopleliving near the road will experience noise as high as 60to 65 dB even during the night as traffic could still beheavy during that time. Noise from motorcycles passingmay be as high as 75 dB which could disturb sleep.

Although the roads are paved, there will still be anincrease in dust generation. Even with a cover of treesplanted along the roadside, much of the dust will stillreach the houses near the road.

has been completed, the results should be validated

further. The extent of the air and noise pollution willbe very dependent on the volume of traf fic. The estimateson t raf f ic vo lumes will be re fined as more inf ormat ion

are gathered.

At present, there is a move to lower the lead content ofgasoline and the sulfur content of diesel fuel. Theextent of the reduction that will be achieved is not yetknown. The reduction will have a great impact on the airpollution generated.

To meet thissituation, an alignment- study was conducted to evaluate theviability of the proposed link. It is assumed -in the studythat C,5 Road is completed.

2.0 Proposed Alignments

The original proposed link is from E Rodriluez Avenue toKatipunan Avenue tLoyola Heights) along the Marikina RiverBank intersecting Marcos Highway. to Marcos Highway crossing.the Marikina River., For a bettercomparati-ve evaluation, a third alignment, Line C, (see

Figure 3.0) was included in'the study.

6.0 Traffic Benefits and Economic Evaluation

Traffic benefits were calculated us.ing a traffic assignmentII |models based on a highway link and node system representing.

the roads and intersections of Metro Manila, and thet '~~projected 1992 Origin-Destination Matrices of car and .truck

trips. The model assigns the volume of traffic on the linkand quantify the network transportation cost. The benefitsI£ 'are talen as the difference in transpart cost of the

t ] : ~do-nothlng and with pnoject condltior. ,.

The 1992 traffic benefits were expanded to a 20 year period.assuming a growth-actor~ of 3.0 percent per annum. Thisyearly benefits and the construction cost shown.in Table 3.0were.-used.in the economic-evaluation of thle 3' alignments.'. The result-indicates an IRR of 53.69, 90.19, and 56.52percent for Lines A, B and C, respectively.

Line B The alignment will follows the same alingment asLine A up to Marcos -Hlghway. The first 1700

meter ~ ~ raere Camp A tenamee,length will traverse Cap tin,Camp Alejandro Melchor and the squatters area.'The next 700 meters along the Marcos Highway willaffect the 3 transmission lines of MERALCO,electric post and the squatters underneath. Theproposed flyover will occupy a portion of privateproperty along Marcos Highway' and. alon.gXavierville Street If only a T-connection will1i be designed. If an interchange similar tolTigure 7.0 will- be planned in the area, theentire triangular lot will have to be acquiredwhich Is about 90 million pesos (15,000 sqm @P6,000.00/sqm)

Line C - This alignment will take off at the, same point asLines A and B. It will also affect a'' ortion ofCamp Atienza for the first 500 meter length.After crossing the Marlklna River, .200 meter ofthe alignment will. pass throu,gh a residentialsquatter-like area. It will also cut -through theMaria Soledad Subdivision, and a factory-builtarea. The-last 200 meters can be located on avacant land except for the connection,, to MarcosHighway where small estab'lishments will be

'affected.

8.0 Results and Evaluation

The results of the study-are summar~ized in Table '4.0 anddiscussed. as follows:

The evaluation of the allgnmerit was conducted adopting aI rankIng and weighted points system. The result is presented

in Table 5.0.

1.0 BACKGROUND INFORMATION

The Departinent of Public Works and Highways intends toconztruct a road linking E Rodriguez Avenue to XatipunanAvenue througl Marcos Highway. In August 1992,following instruction from the DPWH, Japan OverseasConsultant Co., Ltd. in association with TCGI Engineersconduicted an alignment study considering three[ competitive alignments identified as Line A, Line B andLine C. Based on the result of the study, theConsultant recominends the detailed engineering design of

X- Line C which is now called the Marikina Bridge andAccess Road Project, C-5 Related Road.

2.0 RECOMM1ENDED AND SUGGESTE LOCATIONS FOR LINE C

Line C is a.xn extension of B Serrano Avenue from BERodriguez Avenue to Marcos Higlhway with a ,new bridger across Marikiina River. The proposed road will affectmostly residential houses in Barangay Santolan. Tom4nimize riglht-of-way- acquisition, two alternativeblocations were proposed for Line C which were named LineCl and Line C2 as presented in Figure 1. However, inthe first p--ublic hearing conducted on 12 October 1992,I- both alignments were opposed by the residents of tlhearea. Subsequently, rparticipants of the hearingsuggested alternative routes identified as Line 1 toLine 4 in Figure 1.

Suggested Line 2 and Line 4 were eliminated due toexp-ected road right-of-way acquisition problems; and

* Line 3 was also not qualified because it will have adead-end connect-on withl E Rodriguex Avenue. Tlhis, onlyLine 1 was included in the evaluation as shown in TableU. 1 . Its major constraints are:

a) 'The connection with Marcos Highway'will be at thebridge approach;

b) The intersection improvement will limit access ofEvangelista Street' towards Marcos Highway; onlyright turn movements will be allowed, and

c) Marcos Bridge will have to be widen from 4 lanes to6 lancs'

3.0 INTECERANGE CONCEPT AT MARCOS BRIDGE

In addition, the Honorable Mayor of Marikina suggested arotary-type interchange complex under Marcos Bridgeinstead of the different alignment dliscussed xubcve- , Theinterc;hange will have no ROW rcequisition because it willutilize the waater easement of the Marikina.river BEasedon the co-ncept presented to the (>cjnsulta.nt, aDirectional Rotary-type Interchange, Scheme A (Figure2). )was initially prepared, followed byr three moreinterchanige s;chemes as: (Refer to Figures 3 - 5)

Scheme B : Elevated E)irectional Left Turn InterchangeSchetne ;C : Elevated Trrurip)et-Type InterchangeScheme D : Rotary and Left Turn Interchange Complex

The featuares a-ad estimaated construction cost for eachinterchaJage scheme are presented in Table 2.

4.0 APPROVED ALIGNMENT AND S(EEME

After a series of coordination meetings wit h concernedagencies, the Department of Public Works and Highwaysapproved the construction along the Marikina River Banksof a revised version of Interchange Scheme D This isnow identified as Scheme E as shown in Figure 6. Itsfeatures are:

a) Uninterrupted flow

b) Loo: road at east approach will be under the bridge

.) Left turn provision at west approach will be overthe bridge

d) At Y-connection, Cubao bound vehicles will go underthe new bridge.

He mentioned that there is a plan totransfer Camp Melchor Alejandro to Fort Bonifacio..4 c.d) Ms. Joson acknowledged the s'uggestion and agreed tocoordinate with the technical officer of Camp Atienza inthe finalization of the alignment.

e) Mr. Emmanuel de Leon, president of M de Leon HomeownersAssociatio'n stressed the effect on the social life and'4 ~ the attachment of residents to the place which will bedisrupted by the proposed road. He suggested-to locatethe prop-osed bridge at Longos, Bagumbayan which will bealmost equidistant between Marcos Bridge and Rosario

Bridge.

|f) Mr. Macario de Leon, also a resident of M de Leon Streetseconded the suggested alignment in (e) and addedfurther that Line Cl will affect many residents of thearea, and will augment the flooding problem of BarangaySantolan resulting in accessibility problem.

g) Ms. Joson agreed to take into consideration thesuggested alignment and explained that the social andenvironmental effect will be accordingly considered inthe Environmental Impact Study of *the project. Shefurther clarified that the proposed roadway at theIT' vicinity of Barangay Santolan is not an elevated

h) Ms. Joson emphasized to the residents the importance ofallowing the Survey Team to enter their premises for adetailed survey of the. area in order to minimizeU" , disturbance to existing improvements and relocation ofthe residents.

i) Ms. Cordova reminded the attendee that the finalalignment has not been approved yet and that the publichearing was called for to get public opinions andsuggestions which will be one of the factors in thefinal selection and design.

j) Mayror BF Fernando of Marikina Municipality suggested analternativre route which will start at B "errano Avenue,rand Uass along the bank of Marikina River towards the;l east approach of Marcos Bridge. He envisaged acloverleaf-type initerchange on the area utilizing thewater eas,enent under Marcos Bridge. The Honorable Mayorassured the DPWH of his. full support and cooperation tothe project favorable to the majority and within the4 budgetary constraint.

right-of-way is 30.0 meters; and that widening the saidstreet will affect mostly factories on the area-Nevertheless, she agreed to verify and study theLi proposal.

m) The Barangay Captain of Libis suggested to start theproject on Mercury Avenue instead of B Serrano Avenue.

n) Mr. Rodriguez of Blue Ridge Subdivision seconded thesuggestion in (in) and cited the UP study recommending analternate route for C-5 Quezon City segments. The routehe said will start at Mercury Avenue, and follow the1 wwestern bank of Marikina River and will avoid thebuildings of Camp Atienza and other residential houses.

7) Other Matters:

a) Ms. Fernandez of Jollibee Foods Corp-oration explained tothe Consultant that their compound along F.-Pasco AvenueI. is the Central Commissary Plant for Jollibee products;and expressed anxiety over the traff i-c jam that wouldoccur on Line C2 due to queuing of their delivery vansif the proposed road will be. constructed.

b) A resident of Barangay Santolan requested to hold thenext public hearing in their area.

c) On in4uiry regarding budget and implementation schedule,Mr. JC Pendoza answered that the project is a priorityproject and its implemen'tation will depend on thefinalization of the aligniment-

Ms Cordova discussed the result of the first publichearing on the proposed Line Cl1 Line C2, the suggestedaliznment during that public hearing - Line 1 to Line 4 inFiaure 1.0. and ,evolution of the interchange scheme fromthe suggestion of May-or Fernando to the finally approvedinterchange complex, Scheme A to Scheme E in Figures 2.0to 6.0.

a) Mr Bautista. former Barangay Chairman of Barangay| Libis verified the width of the proposed road right-

o f-wav.

b) Ms Cordova explained that the existing road right-of-wav of B Serrano Avenue is 20.0 meters, and theproposed road will be 22.0 meters for 4 lanes but canbe reduced to 21.0 if necessarv. She also explained

i that there will be widening at the approaches ofintersection affecting residents on that area.

c) Mr Bautista inquired on how will the government pav- them if they were affected.

dl Ms Joson explained that the Government has anl appraisal committee who is responsible for the

appraisal of land or building affected. and earlypayment depends on the completeness of the documents.

e.) Mr Bautista asked the possibility of constructing afly-over.

f) o Ms Joson explained that fly-overs are usually notpermitted at military installation for security1 reason.

o Ms Cordova explained that with a fly-over it isnecessary to provide a service road similar to thatof the EDSA./Ortigas Interchange. This will resultin a greater right-of-way acquisition.

o Mayor Fernando explained that with the improvedroad the valuation of land in the area willincrease benefiting the land owner.

I gl Resident of Barangay Libis raised the issue of lotsthat are not yet awarded or titled being part ofmilitary reservation.

h) Ms Joson answered that this will be negotiated withthe Officers of the Camp.

J i) Ms Cordova informed the representative of Meralco. MrJaime Tan that one of their transmission tower at theeast approach of Marcos Bridge will be affected.

The Department of Environment and Natural Resources (DENR). through3the Environmental Management Bureau (EMB) hereby grants this EnvironmentalCompliance Certificate (ECC) to the proposed MARIKINA BRIDGE ANDACCESS ROAD (C-5 RELATED ROAD) PROJECT of the DEPARTMENT OFPUBLIC WORKS AND HIGHWAYS to be located in Barangays Industrial VaIlhyand Santolan (Marikina City) and Barangay Libis (Quezon City), Metro Manilaafter complying with the Environmental impact Assessment (EIA) requirement asprescribed in the promulgated guidelines implementing Section 3 (b) of P.D.1121 and 1586.

This Certificate is being issued subject to the following conditions:

A.' GENERAL CONDITIONS

1. This Certificate is valid only for the construction and operation of a wye-shaped bridge (Marikina Bridge) With a trunk segment of 285 m four (4) -lane divided deck, a left stem segment of 125 m two (2) - lane deck, and aright stem segment of 100 m two (2) lane deck, split ramps (one eachl forthe south-bound and north bound lanes), reinforced concrete box culven Is.reinforced concrete retaining walls, roadworks (access road, E. lRodriguezAvenue, Boni Serrano Avenue, Riverview Drive - Marikina Bridge lanes toMarcos Highway);

~-Z 2. The proponent shall provide a copy of this Certificate to the LGUs ofBarangays Industrial Valley, Santolan and Libis;

3. The health and safety requirements as prescribed by the Department orHealth (DOH) and Department of Labor and Employment (DOLE)-Bureau ofWorking Conditions (BWC)- shall be implemented at all times;

4. The project shall commence only after the proponent has fully anidadequately compensated the affected residents/stakeholders;

5. A workable -Traffic Management Program to include schedule ofconstruction activit'es, specific altemative rerouting plan, traffic schnim's(i.e. posting of road signs/warning lights), value of traveling time saved olost, shall be developed, submitted to EMB and DENR-NCR andimplemented in coordination with relevant govemment agencies;

6. The proponent shall provide spaces for tree-planting on sidewalks, centerdividers (islands), plant boxes, etc. for the greening of areas affected by th1eproject;

7. The proponont shall ensure that all relevant conditions in this Certificate areproperly complied with by its commissioned contractors and subcontractors:

Ii. Any expansion and/or modification of the currently approved operation adprocesses shall be subject to a new environmental impact assessmil(EIA) requirement;

12. The transfer of ownership of this project carries the same conditions in thisECC for which written notfication to the EMB shall be made within fifteen(15) days from such transfer;

B. CONSTRUCTION AND IMPLEMENTATION PHASES

13. Drainage structures such as ditches, culverts and pipe drains shiall boinstalled to divert run-off and surface water away from the construction site,

14. Sufficient slope protection walls shall be installed before excavation woiksand necessary precautionary measures to minimize or prevent soil erosioni,siltation and movement of earth materials to adjacent areas and Ile

/ Marikina River;

*_ 15. Construction spoils, stripped vegetation and discarded constructiotmaterials and debris shall be collected, stockpiled and stored at a pre-designated site before disposing to landfills;

16. All dredged materials generated during construction shall be contained anldproperly disposed of;

17. Proper handling, collection and disposal of oil/lubricants, worn-out tires andother spare parts used/discarded by the heavy equipment/machinery shallbe strictly effected;

18. Measures to mitigate the increase in suspended particulate especiallyduring the construction period shall be effected by regular watering ofexposed road surfaces;

19. Measures shall be undertaken to minimize noise and vibrationl brotwjililabout by earthwork activiiies and heavy equipment during construclion.

20. Safety and proper sanitation shall be implemented and personal protectiolnequipment shall be provided to prevent health and occupational hazardsespecially during the construction period;

21. Appropriate, aesthetically acceptable, and cost effective, reflective oiabsorptive type of roadside noise barrier (i.e., earth berm, reinfoict(cconcrete and wood composite, sheet metal, treated timber, etc.) slaill ble;^>+5nad slona sensitive receptor locations of excessive noise or in strtergic
