Following the dinner and business meeting there will be a two-part program. Ms. Esther Tomljanovich, Revisor of Statutes for the State of Minnesota, will speak to u s about "The Function, Organization and Modus Operandi of the Office of Revisor of Statutes." And Mr. Steve Plumb, Director, Minnesota Legislative Reference Library, will discuss "The Minnesota Legislative Reference Library - What it i s , Whom it Serves, and How. "

Ms. Tomljanovich was appointed Revisor in July 1974. A graduate of the St. Paul College of Law, she was admitted to the Bar i n 1955. From 1957-66 she served a s a Special Assistant Revisor. After being in private pract ice for five years , she returned to government service in 1973 a s Counsel to the House Metropolitan & Urban Affairs Committee, where she served until he r appointment a s Revisor. She l ives with her husband and eight year old son in Lake Elmo.

Mr . Plumb became Director of the Legislative Reference Library on August 5, 1974 af te r serving a s Assistant Director s ince 1971. A native of Minneapolis, he attended the University of Minnesota, where h e earned a Bachelor's Degree i n History in 1965 and a Master ' s Degree i n Library Science in 1967. F r o m 1966-69 he was Reference Librar ian at the James J. EIill Reference Library i n St. Paul. F r o m 1969-71 he was Library Coordi- nator fo r Cooperating Librar ies in Consortium (CLIC). CLIC is a cooperativ l ibrary organization made up of the seven private l iberal a r t s colleges in the - Twin Cities a rea .

The yea r 1974 has been one of reorganizat ion and rapid change f o r our chapter . S t a t e membership has grown from 30 t o 52 and has expanded t o include 8 new members from Iowa, Nebraska, Wisconsin and North Dakota. The Bylaws have been amended t o add 7 new com- mi t t ees f i l l e d by 32 members. This means t h a t over h a l f of our t o t a l membership wishes t o be a t l e a s t moderately a c t i v e i n the organizat ion. The yea r has seen the e s t ab l i sh - ment of a L%NSLETTER, r egu la r program meetings, and t h e emergence of t h e "Downtowners".

The year 1975 should be marked by continued membership growth and a c t i v i t y . Programs a r e t h e b e s t means t o a t t r a c t and keep members. Tuesday's meeting is intended to g i v e t h e membership a chance t o express t h e i r needs and views on t h e trend of our assoc ia t ion . A t our business meeting i n January we had a very l i v e l y discussion on holding an in- s t i t u t e i n the F a l l of 3975. This w i l l be a f i r s t f o r us. Hopefully we can draw people from surrounding areas. We did s e t some p r i o r i t i e s f o r the i n s t i t u t e . An i n s t i t u t e on adminis t ra t ive problems (including budget, communication, personnel, s t a t i s t i c s and funding) received the most support. AaLL is holding a n i n s t i t u t e on administrat ion t h i s summer. Hopefully some members of MALL who a t t end the AALL In- s t i t u t e can br ing back sane u s e f u l l information. Next came communications, Minne- s o t a adminis t ra t ive law, space planning and u t i l i z a t i o n , information organizat ion (cataloging and c l a s s i f i c a t i o n ) , l i b r a r y secu r i ty , acqu i s i t i on t o o l s and moving a cof- l ec t ion .

The MLA appears t o have gone beyond deciding "somebody ought t o do something," and have developed a lobbying program and formally designated March 5 a s Legis la t ive Day. Three r e so lu t ions a re serving a s the focus of t h e MLA9s e f f o r t s on behalf of document users .

Resolution 1 provides t h a t copies of a l l government documents (with t h e exception of i n t r a o f f i c e o r i n t e r o f f i c e memos and forms) should be f i l e d with t h e secre tary of t h e senate , chief c l e rk of the house and t h e l e g i s l a t i v e reference l i b ra ry . The reference l i b r a r y would be d i rec ted t o publish and d i s t r i b u t e a checkl i s t of the documents and an annual author, t i t l e , and subjec t index. Public, u n i v e r s i t y and col lege l i b r a r i e s would receive copies of t h e checkl i s t and index. The reference l i b r a r y would a l s o send two copies of each s t a t e document, t h e check l i s t and index t o t h e Universi ty of Minnesota Library fo r d i s t r i b u t i o n by MINITEX.

Resolution 2 c a l l s f o r a commission t o " inves t iga te and study" the Minnesota S ta t e Documents Depository System and make recommendations f o r the system's improvement.

Resolution 3 asks f o r enabling l e g i s l a t i o n which would provide funds f o r "an admin- i s t r a t i v e ru l ing which would make manadatory provisions fo r t h e microcopying of the cu r ren t zovemment publ ica t ions output of t h e S t a t e of Minnesota and des i r ab ly of the complete h i s t o r i c a l f i le . ' '

The monthly meet ing i n A p r i l w i l l g i v e members an o p p o r t u n i t y t o express t h e i r views i n t h e hope t h a t we can a r r i v e a t some s o r t of consensus o n l i b r a r y coopera t ion . The need f o r a union list is obvious b u t it is d i f f i c u l t t o f i n d a s t r a t e g y f o r producing a l i s t which w i l l b e u s e f u l and c u r r e n t .

We shou ld r e l y h e a v i l y on t h e r e s o u r c e s and s e r v i c e s o f f e r e d t o us by MINITEX. The most t h a t can be s a i d f o r a s o l o e f f o r t is t h a t we would c o n t r o l i t . By keeping t h e l i s t from t h e g e n e r a l p u b l i c , we cou ld l i m i t t h e ex t ramura l u s e of our l i b r a r i e s t o whatever r e p r e s e n t s t h e lowest common denominator. While such c o n t r o l would make it e a s i e r t o s e l l L ib ra ry c o o p e r a t i o n t o p a r t n e r s and o t h e r r e l u c t a n t s , it would be c o n t r o l over a c o o p e r a t i v e scheme w i t h very l i m i t e d b e n e f i t s .

With a l l t h e t o o l s they have a t t h e i r d i s p o s a l , it appears obvious t h a t the MINITEX p r o f e s s i o n a l s c a n do a b e t t e r job than we.

MINITEX o f f e r s a number of s e r v i c e s which we cannot p r o v i d e on our own i n c l u d i n g : a c o u r i e r system, a r e f e r e n c e s e r v i c e , and a c c e s s i b i l i t y t o a wide range of n o n - l e g a l m a t e r i a l s . S i n c e they a l s o s e r v e as a c l e a r i n g house f o r d u p l i c a t e s , we w i l l b e a b l e t o r educe t h e amount we c u r r e n t l y pay f o r replacement i s s u e s by merely c o n t r i b u t i n g our d u p l i c a t e i s s u e s .

The Minnesota Union L i s t of S e r i a l s (MULS) which MINITEX p u b l i s h e s is a n e x c e l l e n t b i b l i o g r a p h i c t o o l . C u r r e n t l y , i t is t h e b e s t b ib l iography a v a i l a b l e which p e r t a i n s t o l e g a l p e r i o d i c a l s . By coopera t ing wi th MINITEX, w e can o b t a i n t h i s list i n f i c h e form f o r each of our l i b r a r i e s a t no c o s t .

The l i k e l i h o o d of inc reased demands on our r e s o u r c e s is no g r e a t e r w i t h MINITEX than i t would b e i f we were t o compile o u r own union l i s t . The f i r s t c o l l e c t i o n t h a t MINITEX u s e s is t h e U n i v e r s i t y ' s . The chances o f t h e U n i v e r s i t y cou ld n o t s a t i s f y a r e q u e s t which one of o u r s m a l l e r l i b r a r i e s could , would probably b e v e r y l i m i t e d . So t h e number of l aw l i b r a r y r e q u e s t s should b e comparable w i t h e i t h e r a MINXTEX o r MALL union list. Any member l i b r a r y is n o t expected t o l o a n t h e i r s e r i a l s , b u t only a l l o w them t o b e cop ied by a MINITEX s t a f f member. Nor is a member l i b r a r y re- q u i r e d t o p u t i ts e n t i r e ho ld ings in--only t h o s e i tems which i t is w i l l i n g t o have copied.

In so doing, it allows us t o cont r ibute t o and bene f i t from a system of considerable p o t e n t i a l bene f i t t o our c l i e n t e l e .
