    Letter No TEM-2015/C.N.32/T.E.-4 dated 24th February 2015 issued by the Higher and Technical EducationDepartment, Mantralaya Annexe, Mumbai-4000321 IntroductionThis brochure gives the rules and information regarding the eligibility for admission to first yearof various courses in Engineering/Technology including Autonomous Institutes in the State ofMaharashtra and also gives definition of various types of candidatures. These rules govern theaspects of the Centralised Admission Process (CAP) and it also gives the rules and informationregarding the Distribution of seats under various heads i.e. Home University, Outside HomeUniversity, Institute level seats, Minority seats, ALL INDIA seats etc.; details of the Reservation ofseats, Fees concession offered to eligible candidates, details of the Centralized Admission Process,details of the Admission rounds, , etc.These admission rules shall be applicable to Institute of Chemical Technology (ICT), Mumbai

Application Formmeans prescribed form filled up by the candidate online for admission2. Candidate means an applicant who is an Indian National and desires to seek admission tofirst year of four year Degree Courses in Engineering/Technology in Maharashtra State bysubmitting the prescribed application form online for the year 2015-2016.4. CAP Seats These are the seats for which allotment/admission is carried out by theCompetent Authority through CAP5. Competent Authority means the Authority headed by the Director of Technical Education,Maharashtra State, shall be the authority for Centralised Admission Process and direct thestudents as per their allotment through CAP to all colleges. Director, Technical Education isappointed competent authority in present case.6. Composite Score means score obtained after adding 50% of JEE (Main)2015(Paper 1)marks percentile and 50% of Standard XII (Board or Equivalent Examination) Physics,Chemistry and Mathematics marks percentile .7. College or Institution means Engineering College or Technological Institution dulyapproved by the Government of Maharashtra to impart Education in Engineering/Technology at the degree level.8. Defence means services established under the Army Act 1950/Airforce Act 1950/Navy Act1957.9. Directormeans the Director of Technical Education, Maharashtra State.10. Foreign Nationals means Citizens of all countries other than India, who are not of Indianorigin as defined under PIO.11. Government Engineering College means the Engineering College run by the Governmentof Maharashtra.12. Government Aided Engineering College means Engineering College run by privatemanagement but which receives financial assistance from the Government of Maharashtra.

    13. Inter se merit means the order of merit as defined by Maharashtra State Merit list/HomeUniversity area merit list/All India Merit list/J & K Migrant Merit list as the case may be.14. Non Autonomous Institutemeans those institutes which are not Autonomous Institutes.15. NRI: Non Resident Indian as per the definition given in the section 6 of the Income Tax Act1961.16. NRI Candidate means a candidate who is a child/ward of the person who has the NRIstatus as defined under section 6 of the Income Tax Act.17. OMS candidatemeans Outside Maharashtra State candidate who is an Indian National.18. Persons of Indian Origin (PIO): A Person having foreign citizenship (except Pakistan andBangladesh) without NRI status, who holds a Foreign Passport at the time of sendingapplication, consideration for admission and during the period of his/her study, and he/sheor anyone/both of his/her parents or anyone/both of his/her grandparents is (or was)/are(or were) citizen(s) of India by virtue of the provisions of the Constitution of India or Sec.2(b) of Citizenship Act, 1955 (Act No. 57 of 1955).19. Representative of the Competent Authority means an officer appointed to assistCompetent Authority for smooth conduct of Admission Process as per the directives of theCompetent Authority.20. Qualifying examination means examination on the result of which a candidate becomeseligible for admission i.e. HSC(12th standard) or equivalent examination21. Sanctioned Intake (SI) means the course wise number of seats sanctioned by theGovernment Resolution with reference to the State Government approval.22. Second Shift means shift in which educational activities conducted in 2nd spell of timewherever two shift working exist.23. State Governmentmeans the Government of Maharashtra.24. University Managed Engineering College means Engineering College run by a particularUniversity.25. University Department means a department of University which offers four year degreecourses in Engineering/Technology.26. Un-Aided Engineering Collegemeans Engineering College runs by private management onself financing basis.27. Websitemeans www.dtemaharashtra.gov.in1.3 Role of Competent Authority in the process of Admission to First Year of Engineering.a) The Competent Authority, the Director of Technical Education, Maharashtra State, shall bethe authority for Centralised Admission Process and direct the students as per their allotmentthrough CAP to all colleges.b) The Competent Authority shall be the sole authority to effect admission through CAP forGovernment, Government Aided, Autonomous Institutes, University Department, UniversityManaged Colleges, BATU & ICT.c) The Competent Authority shall also effect admissions to a certain number of seats in Unaidedengineering colleges, for which such institutions have given consent.d) The Competent Authority shall also deal with the representations received from thecandidates pertaining to allotment and admissions in Government, Government Aided,

However candidates aspiring to seek admission on these seats are required to appearfor the JEE (Main) 2015 (Paper 1). Candidates admitted to these seats are required to fulfill eligibility criteria asgiven in Rule no 2.0.1.4.1 Types of Seats1.4.2 Maharashtra State Seats: These seats are further divided as follows

    a) State Level Seats (SL Seats)These seats shall be available for allotment to all Maharashtra State candidates irrespective ofcandidates Home University Area.b) Home University Seats (HU Seats):Certain percentage of seats is reserved for Home University i.e. for the University under thejurisdiction of which that institute is situated. Home University seats are available forallotment through CAP for the Maharashtra candidates having their Home University statusas that University. For example, candidates having their home university as MumbaiUniversity will be eligible for admission to the Home University seats of those instituteswhich are located in the jurisdiction of Mumbai University.c) Seats for candidates belonging to Universities other than Home University (OHU

    seats):Certain percentage of seats is reserved for Other Universities i.e. for the Universities otherthan the Home University under the jurisdiction of which that institute is located. Such seatsare called as OHU seats. Candidates can opt for seats of any other University (excludinghis/her home university) under this provision of OHU seats. For example, candidates havingtheir home university as Sant Gadge Baba Amravati University will not be eligible for the OHUseats of those institutes which are located in Sant Gadge Baba Amravati University.Candidates having their home University other than Sant Gadge Baba Amravati University areeligible for these OHU seats of the Sant Gadge Baba Amravati University.1.4.3 All India Seats:These seats are available for allotment through CAP, on the basis of All India Rank given byCBSE for JEE (Main) 2015 (Paper 1) to the eligible candidates. All these seats are treated asGeneral Category seats and No reservation is provided in these seats for candidates ofbackward class categories, Ladies, PH, and Defense etc.1.4.4 TFWS Seats:Maximum 5% seats of sanctioned intake per course are available for admissionsThese seats shall be supernumerary in nature and to be filled through centralized admissionprocess conducted by Competent Authority only.     countries Seats: 15% seats are reserved for Foreign Nationals / Persons of Indian Origin/Children of Indian workers in the Gulf countries.1/3rd of the 15 % seats shall be reservedfor children of Indian workers in the Gulf countries and 2/3rd of the 15 % seats shall bereserved for the PIOs/Foreign Nationals. If it is converted out of 300, it works out to be 134.The % ofmarks comes out 44.6666 %.However if the marks in individual subjects are converted out of 100, then the marks are as42.5 in Physics, 50.6666 in Chemistry and 40 in Mathematics. It means the sum of convertedmarks of individual subject is 133.1666, which is 133.16 up to two fractions. The % of markscomes out 44.38 % after rounding off it is 44%. Hence the candidate is not eligible foradmission.2.13.2 If letter grades are assigned instead of marks at SSC, HSC or its equivalent examination thecandidate must obtain the certificate of conversion of letter of grades into marks from thecompetent authority where from the candidate has passed the examination. The candidateshould produce such certificate at the time of submission of application form. The percentages of reservation arethe percentages of the seats available for Maharashtra candidates, which are coming under thepurview of the Competent Authority (Refer notes 1-5 given below for details). These are theminimum percentages of reservation exclusive of the backward class candidates securingallotment through General Merit by virtue of merit. Backward class candidates shall claim thecategory to which they belong to at the time of submission of application form for CentralizedAdmission.

Children of active service personnel (DEF-3) Who are transferred to Maharashtra State but are not domiciled in Maharashtra State, Who are not domiciled in Maharashtra State but their families are stationed inMaharashtra State under the provision of retention of family accommodation at the lastduty station on grounds of childrens education provided further that, such candidateshould have appeared and passed the HSC (Std.XII) examination of Maharashtra StateBoard of Secondary and Higher Secondary Education or its equivalent examination from aschool/college situate in the State of Maharashtra.These seats are within the sanctioned intake capacity and are available as State Level seats.A combined single merit list of all eligible DEF1, DEF2 & DEF3 candidates shall be prepared.Admission against the Defence category seats will be made strictly on the basis of inter-se-merit combined single merit list of all eligible DEF1, DEF2 & DEF3 candidates.     available in HU / SL seats for Maharashtra Type - A, B and D onlyNote:-It should be noted that the Persons with Disability candidates on admission to Engineering /Technology degree course will not be given any exemptions or additional facilities in theacademic activities other than those which may be provided by the respective Universities.Further it is specifically brought to the notice of Persons with Disability candidates that, theyshould submit the certificates strictly as per the Proforma F/F-1.4.4 Reservation for Female candidates:As per the provisions in Govt. Resolution No. GEC-1000/ (123/2000)/ Tech. Edu.-1, dated 17thApril, 2000, 30% seats available for Maharashtra State CAP shall be reserved for femalecandidates in all the courses of the institutions coming under CAP. This reservation shall beapplicable for General, SC, ST, DT/VJ (NT-A), NT-B, NT-C, NT-D and OBC categories. Seatsreserved for Female candidates are available under 70% Home University seats ,30% Other thanHome University seats and State Level seats coming under the CAP. There shall be noreservation for Female candidates under Defence, Persons with Disability and SBC categories.

    IMPORTANT: All such candidates who fail to substantiate claims made (such as reservationcategory, PH, Defence etc.) with necessary supporting documents shall be converted toGENERAL category and/or such applications will be rejected as the case may be. Once suchcandidates are converted to GENERAL category and they will have to fulfill the minimumeligibility criteria as set out for a GENERAL category candidate.4.5 Reservation of seats for the candidates belonging to the Maharashtra- Karnataka

    Border (disputed area) MS Type-E candidates:These candidates will only be eligible for OHU/SL seats of Maharashtra State of CAP. Thesecandidates will also be eligible for the seats remaining vacant in Un-aided Institutes after theCAP round and for additional round of Government, Government Aided, Autonomous Institutes,University Departments and University Managed Institutes.General Note:

    1. The reservation for backward class candidates shall be available in Government, GovernmentAided, Autonomous Institutes, University Dept. and University Managed Institutes andUnaided Non-Minority colleges and it will be 50% of Maharashtra State CAP seats. Theprovision of this reservation is not available in Unaided Minority Institutes2. Candidates belonging to Special Backward Class (SBC) will be offered reservation up to 2%seats of the seats available for Maharashtra candidates which are coming under the purviewof the Competent Authority subject to condition that any seats remain vacant in the reserved

    category at the end of stageII of allotment. These seats are carved out during the allotmentstage-II and no separate seats are earmarked before the start of the allotment process. SBCCandidates having original category OBC will be considered at par with OBC Candidates.3. The candidates belonging to SC, ST, VJ/DT (NT(A)), NT(B), NT(C), NT(D), OBC and SBCcategories should produce Caste/Tribe Validity Certificate issued by Scrutiny Committeeof Social Welfare Department/Tribal Department at the time of submission of CAPapplication form for the Admission. The policy of Social Justice & Welfare and TribalDevelopment Department shall be implemented in this regards.4. Even if the candidate belonging to Backward Class Category secures admission against a seatbelonging to the General category by virtue of merit, such candidate has to produce all thenecessary documents in support of the category claimed both at the time of admission andwhile filling up of the CAP admission form.5.     5 Assignment of Merit Number:5.1 Merit Number for Maharashtra Candidates:1. Each eligible Maharashtra State Candidate (Rule 2.1) who has appeared for JEE (Main)2015(Paper1) and obtained a positive composite score and submitted application form onor before the last date prescribed for the submission of Application Form for Admission toEngineering through CAP will be assigned a provisional merit number.2. Merit of all eligible Maharashtra State candidates will be based on positive composite score;the positive composite score shall be calculated upto 8 decimal places. Relative merit incase of a tie (i.e. equal positive composite score) shall be resolved as per rule no. 5.1.1.Note:a) Merit list of Maharashtra State Candidates so prepared shall indicate a State level General MeritNo., State level Category Merit no. (as applicable), Home University General Merit No., HomeUniversity Category Merit no. (as applicable) etc.b) Assignment of a Merit number does not indicate or ensure admission to any seat.

    5.1.1 Relative Merit in Case of a Tie:In the case of candidates securing equal positive composite score, their relative merit will befixed on the basis of the following order of preference:a.     Note:1. These admissions will be made strictly as per merit, as mentioned in Rule No. 6.1, on orbefore the commencement of academic session for the first semester/year for the currentacademic year.2. The admission against these supernumerary seats is permitted to the institutes only after theinstitute gets an approval from AICTE.3. If any seats available for Foreign Nationals / Foreign Students / Persons of Indian Origin /Children of Indian workers in the Gulf countries remain vacant due to non-availability ofeligible candidates for these seats, such vacant seats shall be kept vacant.     6.3 Admissions of Children of NRI Candidates in Unaided Private Institutes:1. The eligible NRI candidates are eligible to apply for admission against the Institutelevel seats, only in Unaided Private Engineering Colleges/Institutes who have got anapproval from State Government to admit NRI candidates within the sanctioned intake.2. For admissions to Unaided Private Institutes, candidates are required to contact thePrincipals / Directors of the respective Institutes.3. The extent to which such NRI candidates shall be admitted is limited to 5% of thesanctioned intake.4. NRI candidates will be required to pay fees as decided by the Shikshan Shulka Samiti,(M.S.) Mumbai.5. These admissions will be made strictly as per merit on or before the commencement ofacademic session for the first semester/year for the current academic year.

    7 Rules of Admission through Centralized Admission Process (CAP)-This section briefly explains the various stages and procedure adopted for the CAP.Candidates seeking admission to Engineering/Technology courses are required to appear forJEE (Main) 2015 (Paper 1) conducted by Central Board of Secondary Education (CBSE).For the academic year 2015-2016, the Competent Authority for Admissions in the state ofMaharashtra shall conduct total Three(3) rounds of Centralized Admission Process (CAP). TheCAP shall consist of first two (2) rounds of Centralized Allotment wherein eligible candidates ofrespective rounds (both Maharashtra and All India) will fill & confirm fresh Online Option formsthrough their login for respective rounds. The Maharashtra Candidate eligible for All India Seatsis required to submit only single option form for both Maharashtra and All India Seats. Thirdround of CAP shall be conducted by counseling, only for the eligible Maharashtra Statecandidates.Major Steps in the Admission through CAP are summarized below:1.     7.1 CAP Rounds I/II by Allotment and Round- III by Centralized Counseling forMaharashtra State candidates (Type A,B,C,D,E)Eligible candidates: - All the eligible Maharashtra State candidates (Type A to E) who havebeen assigned Maharashtra State Merit number and whose name appear in the eligiblecandidates list for respective CAP rounds prepared by the Competent Authority shall beconsidered for allotment in these Rounds.

    Seats available: Refer Rule 1.4, and 1.4.1.7.1.1 CAP Rounds I/II Direct Allotment:-Allotment of seats for HU/OHU/SL seats coming under CAP is carried out as per the logicexplained in the rule 7.1.3.For the CAP Round-I, Stage-I to Stage-III of rule 7.1.3 shall be executed. Seats remaining vacantdue to non-allotment and non-reporting will be available for allotment in CAP Round-II.For the CAP Round-II, Stage-I to Stage-VIII of rule 7.1.3 shall be executed. Seats remainingvacant due to non-allotment and non-reporting will be available for admission throughcounseling in CAP Round-III.7.1.2 CAP Round III - Admission by Centralized Counseling:CAP Round-III of admission will be conducted only for eligible Maharashtra State Candidateswhose names have appeared in Maharashtra State Merit list (subject to eligibility ofparticipation as set out in the Annexure-I). During this round of admission by Counseling, noseat tag will be applied i.e. seats available shall be treated as GENERAL seats and shall beallotted solely on the basis of inter-se merit of eligible MS candidates without any referencewhatsoever to the category of the candidate(s) (open /reserved) or the category to which thevacant seat belongs (such as Home University, other than Home University, State Level seats,Backward Class, Persons with Disability etc) and also all the vacant All India Seats shall betreated as GENERAL seats and will be offered to MS candidates from Maharashtra State Meritlist as stated above.

    The number of the seats, type of seat tag etc. will be made available on website to theeligible candidates before filling up of the option forms for CAP rounds I and II

    General Notes:1. Allotment in CAP Round-I & II of Home University seats /Other than Home University seats/State Level seats will be carried out as per inter se merit of Maharashtra State merit list. Seatswill be allotted to candidates as per their inter se merit, as per the options filled and the seatsavailable at that point of time in the stage of CAP Round-I &II2. All candidates eligible for a particular stage of allotment will be considered for allotment for aseat in that stage, even if they have been allotted/not allotted a seat in the previous stage.3. During the allotment of any stage, the candidate may get upward shift in the allotment withreference to the options filled by the candidate according to availability of seats at that point oftime.4. All reserved category candidates (including SBC in their original category) shall be consideredfor allotment (whether they are allotted any seat in earlier stage or not) in all stages.5. Due to upward shifts, the seats falling vacant shall be considered for allotment in furtheriterations of the same stage as per the provisions of that stage of allotment and as per inter semerit.6. Allotment against the first available option in the order of preference filled in shall be retainedas final allotment.7. During Round I, II stage I & II will be repeated after stage III for upward shifts to all thecandidates due to allotment to SBC candidates in stage - III.8. The allotment will be displayed on DTE website http://www.dtemaharashtra.gov.in/fe2015.The allotment list displayed will show only the provisional allotment offered to the candidates.9. No personal communication/Allotment letters in this regard will be issued to the concernedcandidates.

    10. The logic for allotment mentioned at rule no. 7.1.3 will be implemented using computersoftware for the direct allotment.11. The candidates securing allotment will confirm the admission by reporting at the institutementioned in allotment along with the original certificates needed for admission, by payingnecessary fees on or before the last date specified for the same. No personal communication inthis regard will be made.12. The admission will be confirmed at the Respective Institute only after scrutiny of documentsand payment of fees as prescribed by the Government / Concerned University / ShikshanShulka Samiti,(M.S.) Mumbai.7.1.3 Logic for Allotment:The seats available for the implementation of this logic include all seats under the purview ofCompetent Authority.Stage I: For all the candidates

    All the candidates (open/reserved/male/female/TFWS) of all the categories shall beconsidered for allotment as per their inter semerit. Backward class category candidates shall be considered for allotment in open category seatby virtue of their merit or in their respective category of reservation if open category seatsare not available at their merit. SBC category candidates shall be considered for allotment in Open category by virtue of theirmerit or in their original category of reservation, if open seats are not available as per theirmerit. Persons with Disability category candidates shall be considered for allotment for the seatsreserved for them by virtue of their merit or in open category as per their inter-se merit if theseats reserved for Persons with Disability are not available at their merit. Defence category candidates shall be considered for allotment for the seats reserved for themby virtue of their merit or in open category as per their inter-se merit if the seats reserved fordefence category candidates are not available at their merit. For the female candidates, the availability of seat shall be checked in the following order:1. in the seats reserved for females in open category,2. in the general seats in open category,3. in the seats reserved for females in respective caste category as applicable,4. in the general seats in their respective caste category as applicable.

    Stage II: For respective Backward Class Candidates1. On completion of Stage I, if any of the backward class categories mentioned above do notget the required number of female candidates for the percentages laid down, the seats soremaining vacant shall be considered for allotment to male candidates belonging torespective Backward Class category.Stage III: For Special Backward Class category candidates2. On completion of Stage-II, if any of the backward class categories mentioned above, does notget the required number of candidates for the percentages laid down, the seats so remainingvacant shall be considered for allotment to all the candidates (male and female takentogether) of Special Backward Class (SBC) category, as per their inter se merit, limited to theextent of two percent seats of Mahrashtra State seats which are coming under the purview ofCompetent Authority for the course.

    These rounds will be carried out for All India seats which are coming under the purviewof the Competent Authority for candidates who have applied for admission to degreecourses in Engineering/Technology.Eligible candidates: All the eligible candidates who have been assigned All India Meritnumber and whose name appear in the eligible candidates list for respective CAP roundsprepared by the Competent Authority shall be considered for allotment in these Rounds.Seats available: Refer Rule 1.4 and 1.4.1.

These Admissions will be made strictly in the order of merit from amongst the candidateswho present in person for admission at Sardar Patel College of Engineering, Andheri(West), Mumbai, as per schedule, against the seats available in the various institutes atthe point of time when the candidate actually reports for admission.7. Candidate will have to confirm the admission by paying the requisite amount of fee torespective institute and producing ALL documents in original, to which admission isgranted as per schedule.8. Admissions once confirmed shall be final and candidate shall not be allowed to seektransfer of their admission to some other institute and/or some other course duringentire duration of the course.

    9. A candidate, who reports later than the time when his / her rank in the merit list requiredhim / her to do so, will be considered for admission against the seats that are vacant andare available at that point of time in various institutions. He / She will not be eligible andwill not be considered for admission against a seat that would have been offered to him /her at his / her rank in the merit list had he/she reported on time.7.4 Reporting of Candidates of CAP Rounds, J & K Migrant Candidates:1. After the display of allotment of CAP Rounds, candidate should report to the respectiveInstitutes where they have been allotted a seat as per the notified schedule of theadmission process.

    2. Candidates shall report to the concerned institute with ALL original certificates needed tosubstantiate the claims made in the application regarding eligibility and reservation.3. If the candidate fails to report to the allotted institute within specified schedule i.e. on orbefore the last date of reporting after each allotment round, then such a candidate forfeitsthe claim on the allotted seat.4. If a candidate fails to substantiate the claims made at the time of submitting necessaryoriginal documents within the reporting time for CAP Round, the candidate forfeits theclaim on the allotted seat.5. If a candidate is unable to produce original certificates at the time of his/her admissionon account of admission already secured to some other institution, he or she shallproduce a certificate from the Head of the institution where he/she has already takenadmission indicating that he/she has been admitted to a particular course in thatinstitution on a particular date and hence original certificates have been retained in thatinstitution. The candidate shall produce the attested copies of the certificates dulyattested by the Head of the concerned institution. Such candidates shall be required topay the fees immediately at the time of admission and such candidates shall be permittedto submit the required original certificates within 04 working days after the date ofpayment of fees.6. After scrutiny of original documents, the candidate will have to pay prescribed full feesimmediately in the form as prescribed by the concerned institute and confirm theadmission offered. In the case of Government, Government aided, Autonomous, UniversityManaged institutes and University Departments, candidates are required to pay thetuition fees in the form of Demand draft in favour of the Principal /Registrar/Director asthe case may be.7. If candidate fails to pay the prescribed full fees within the reporting time for CAP Round,the candidate forfeits the claim on the allotted seat immediately.8.
