G. The bidder agrees that this bid shall be good and may not be withdrawn for a period of 45 days (Saturdays, Sundays and legal holidays excluded after the scheduled closing time for receiving bids.

ADVERTISEMENT FOR BID

#17-042 AUTOMATIC PUMPING SYSTEM AT THE BEVERLY GOLF & TENNIS CLUB

Sealed bids will be received at the Procurement Office, Room 24, Beverly City Hall, 191 Cabot St. Beverly, MA 01915 until Thursday, October 12,2017 at 11:00 A.M. at which time they will be publicly opened and read. Specifications may be obtained at the Procurement Office after 10:00 A.M. on Wednesday, September 27, 2017 or at http://www.beverlyma.gov/departments/procurement/forms/ Bids received after the due date and time will not be accepted.

The Instructions To Bidders, Price Proposal Form, Form of Contract, plans, specifications and other contract documents are attached. Bidder is to submit bid on the attached forms and in the manner requested.

The right is reserved to reject any or all, or any part of any or all bids when such action is deemed in the best interest of the City of Beverly (Owner).

All bids must be submitted in a sealed envelope, addressed to Procurement Office, Room 24, Beverly City Hall, 191 Cabot St. Beverly, MA 01915 Each envelope is to be marked on the out-side as Bid for Automatic Pumping System, Beverly Golf & Tennis Club, Project No. 17- 042, and the name and address of the Bidder.

No bidder may withdraw his bid within forty-five (45) days Saturdays, Sundays and Holidays excluded after the actual date of the opening thereof.

Bidders must complete all portions of the bid proposal and submit prices for all items requested. Incomplete bids will not be accepted.

Each bid must be accompanied by bid security in the form of certified check, cashier’s check; treasurer’s check or bid bond in an amount not less than 5 percent of the value of the bid.

A non-mandatory pre-bid conference will be held on October 3, 2017 at 10 AM in the foyer of the Beverly Golf & Tennis Club, 134 McKay St. Beverly, MA 01915 to discuss the requirements of the Contract Documents.

The successful bidder will be required to furnish a Payment Bond, in an amount equal to an amount of at least 50 percent of the contract price, for the faithful performance of the Contract.

INSTRUCTIONS TO BIDDERS

1. Use Of Separate Bid Forms

These contract documents include a complete set of Bidding and Agreement forms that are for the convenience of the bidders. They are to be filled out, executed and detached from the Contract Documents for bidding purposes.

2. Interpretations Or Addenda

No oral interpretation will be made to any bidder as to the meaning of the Contract Documents or any part thereof. Every request for such an interpretation shall be made in writing to David Gelineau, Purchasing Agent, City of Beverly, 191 Cabot St. Beverly, MA 01915. Any inquiry received seven or more days prior to the date fixed for receipt of the bids will be given consideration. Every interpretation made to a bidder will be in the form of an addendum to the Contract Documents. All addenda will be mailed to each person to whom Contract Documents have been issued, but it shall be the Bidder's responsibility to make inquiry as to, and to obtain, the addenda issued, if any. Any such addenda shall become a part of the contract and each bidder shall be bound by such addenda, whether or not received by the Bidder.

3. Inspection Of Site

Each bidder shall visit the site of the proposed work and fully acquaint himself with the existing conditions there relating to construction and labor, and shall fully inform himself as to the facilities involved, the difficulties and restrictions attending the performance of the Contract. The Bidder shall thoroughly examine and familiarize himself with the drawings, Specifications and all other Contract Documents. The Contractor, by the execution of the Contract, shall in no way be relieved of any obligation under it due to his failure to receive or examine any form or legal instrument or to visit the site and acquaint himself with the conditions there existing.

4. Bids

All bids must be submitted on the form of bid supplied in the specifications and shall be subject to all requirements of the Contract Documents, including the drawings, and these Instructions To Bidders. All bids must be regular in every respect and no interlineations, excisions or special conditions shall be made or included on the Form Of Bid by the Bidder.

Bid forms must be filled in using ink. Pencil entries on bids will not be accepted.

Bid documents shall be enclosed in an envelope which shall be sealed and clearly labeled as described in the Advertisement For Bids.

The Owner may consider as irregular any bid on which there is an alteration of or departure from the Form Of Bid hereto attached, and at its option, may reject the same. Each bidder must submit prices for all items asked for in the bid form. Bids not including all prices will not be considered.

If the contract is awarded, it will be awarded by the City of Beverly to the lowest responsible and eligible bidder possessing the skill, ability, and integrity necessary to faithfully perform the work and has met all other statutory requirements contained in M.G.L. c.30,§ 39M. The Contract will require the completion of the work in accordance with the Contract Documents.

5. Corrections

Erasures or other changes in the bids must be explained or noted over the signature of the bidder.

6. Withdrawal Of Bids

Bids may be withdrawn by written request delivered by the Bidder and received by the City of Beverly prior to the bid opening time and date. No Bidder may withdraw a bid within 45 calendar days after the actual date of the opening thereof.

7. Award Of Contract: Rejection of Bids

The Contract will be awarded by the City of Beverly to the lowest responsible and eligible bidder possessing the skill, ability, and integrity necessary to faithfully perform the work and has met all other statutory requirements contained in M.G.L. c.30,§ 39M as well as complying with the conditions of the Contract Documents. The bidder to whom the award is made will be notified at the earliest possible date. The Owner however, reserves the right in its sole and absolute discretion, with or without cause, to reject any and all bids and to waive any formality in bids received whenever it deems such rejection of waiver to be in its best interest.

8. Execution Of Agreement:

Subsequent to the notice of award and within ten days after the prescribed forms are presented for signature, the successful bidder shall execute and deliver to the Owner the agreement in the form included in the Contract Documents, in such number of copies as the Owner may require.

The failure of the successful bidder to execute such agreement or submit the insurance policies required on the Section "insurance" of the General Specifications within ten (10) days after prescribed forms are presented for signature, or within such extended period as Owner may grant, based upon reasons determined sufficient by Owner, shall constitute a default. The Owner may either award the contract to the next responsible bidder of its choice or readvertise for bids. If a more favorable bid is re-ceived by rebid, the defaulting bidder shall have no claim against the Owner.

9. Taxes

Purchases made by the City are exempt from Massachusetts Sales Tax and Federal Excise Taxes. Bid prices must exclude any such taxes. Exemption certificates will be furnished upon request.

GENERAL SPECIFICATIONS

Article 1: Definitions

Section 1.1: Contract Documents

The contract documents shall consist of the Signed Agreement, the General Specifications, the Pump Specifications, including any and all modifications thereof, and the Plans. The Owner and the Contractor are those mentioned as such in the Agreement. They are treated throughout the Contract Documents as if each were the singular member and of the masculine gender. The Contract shall clearly define the person or persons of each party responsible as final authority in completing the terms of the Contract.

Section 1.2: Work

The term "Work" as used herein refers to work at the site of the project and is that normally done at the location of the project and includes the performance of all labor if contracted, and the furnishing of all plant, materials, supplies, equipment and other facilities and things necessary or proper for, or incidental to, the carrying out and completion of this contract. The term "Work Performed" shall be construed to include the delivery of material to, and suitable storing of it, at the site of the project.

Section 1.3: Extra Work

The term "Extra Work" as used herein refers to and includes work required by the Owner, which involves changes in or additions to that required by the plans, specifications and addenda, if any, in their agreed upon form.

Section 1.4: Owner

The term "Owner" refers to the City of Beverly, the entity contracting with the irrigation contractor for said project. The Owner may designate a representative, known as an Owner's Authorized Representative, to represent him in his dealings with the contractor. The Owner's authorized representative is also referred to in these specifications as the Owner.

Section 1.5: Contractor

The Contractor shall be the firm or individual assigned the overall responsibility of providing the finished working pumping system by virtue of his success of bidding this project, to be referred to hereinafter as the "Contractor".

Section 1.6: Engineer

The term "Engineer" refers to the firm or individual contracted to the Owner as project designer, with or without project observation, as a scope of his work. The Owner, in contract, may designate the Engineer

as his authorized representative to represent him in his dealings with the Contractor. This person or firm to be referred to hereinafter as the "Engineer".

Section 1.7: Sub-Contractor

A person, firm or corporation supplying labor and materials, or only labor, for work required by the Contractor to whom the contract has been awarded.

Article 2: Scope Of Work

Section 2.1

The Contractor is to supply and install a main pumping system in accordance with the accompanying plans and specifications. The work shall include all labor, equipment and materials necessary to complete installation of the pumping system. If at any time it is found that the Contractor has failed to satisfy the plans and specifications, he shall be required to correct same at his own cost.

Section 2.2

The building is an existing concrete structure. All electrical work required shall be by this contractor.

Section 2.3

This contractor is to install the suction pipe and the new irrigation piping and appurtenances as shown on the drawings.

Section 2.4

The omission of any material from this specification is not to be interpreted to the effect that omitted material will not be furnished by the Contractor. All material and labor, unless specifically indicated as being furnished by others, must be furnished by the Contractor under this contract.

Section 2.5

Upon completion of the work and prior to acceptance by the Owner, the Contractor shall be responsible for the training of the Owner in the operation, maintenance and repair of the system. The Contractor shall furnish, in addition to the operational manuals, copies of all available parts lists, trouble-shooting lists, specification sheets and catalog sheets to the Owner's personnel responsible for the operation and maintenance of the irrigation system.

Article 3: Contract Documents

Section 3.1

The Owner and the Contractor shall sign the Contract Documents in triplicate with one copy being retained by Contractor and two by owner.

Section 3.2

The contract documents are complimentary and what is called for by any one shall be as binding on both parties as if called for by all. The intention of the documents is to include all labor, material, equipment and transportation necessary for the proper execution of the work as well as payment schedules and payment requirements for work performed thereof. Materials or work described in documents that so applied have a well-known technical or trade meaning shall be held to refer to such recognized standards.

Article 4: Examination Of Site And Drawings

Section 4.1

The bidder acknowledges that he has examined the site and all contract documents and that the submission of a bid or proposal shall be considered evidence that examination has been made.

Article 5: Contractor's Understanding

Section 5.1

The Owner shall make known to the Contractor all information that he may have as to subsoil conditions in the vicinity of the work, or other information that may assist the Contractor. The Owner also agrees to supply Contractor with all information in their possession as to underground hazards such as telephone, electrical, gas, sewer and irrigation systems. Contractor is ultimately responsible for all underground hazards such as telephone, electrical, gas, sewer, fiber optics and irrigation systems.

Section 5.2

The Contractor is to investigate site to ascertain pertinent local conditions as to location, accessibility, general character of the site, labor conditions, the character and extent of existing work, within and adjacent thereto, and any other factors that will pertain to the performance of this agreement.

Section 5.3

It is understood that the construction working drawings, specifications and other contract documents do not purport to control the method of performing the work, but only the requirements as to the nature of the completed work. The Contractor(s) assume(s) the entire responsibility for the method of performing and installing the work.

Suggestions as to the methods included in the construction drawings or specifications shall be deemed advisory only; the feasibility of such methods, or the lack thereof, shall not affect the Contractor's liability, or status as an independent Contractor under this Contract.

Article 6: Conduct Of The Work

Section 6.1

The Contractor shall maintain continuously on his work, a foreman satisfactory to the Owner, during the progress of the installation with said foreman having the authority to act for him in all matters pertaining to the work. The foreman shall represent the Contractor, and all directions given to him in writing shall be as binding as if given to the Contractor. The Owner shall also designate a representative with authority to act for him in all matters pertaining to the work.

Section 6.2

The Contractor shall give efficient supervision to the work using his best skills and attention. He shall carefully review and compare all drawings, specifications and other instructions and shall at once report to the Owner/Engineer any error, discrepancy or omission that he may discover.

Section 6.3

The Contractor shall confine his operations to the area of work and to the areas allotted him by the Owner for material and equipment storage.

Section 6.4

During the work, the Contractor shall erect proper protective devices to warn and/or prevent the general public and maintenance personnel of and from the danger of construction activities.

Article 7: Insurance

Section 7.1

The Contractor shall not commence work under this contract until he has obtained all insurance required hereunder and that such insurance has been approved by the Owner, nor shall the Contractor allow any subcontractor to commence work on his subcontract until all similar insurance required of the subcontractor has been so obtained and approved. Insurance approval by the Owner/Engineer shall not relieve or decrease the liability of the Contractor.

Section 7.2

A. Contractor shall purchase and maintain such insurance as will protect him from claims under worker’s compensation acts and from claims for damages because of bodily injury,

including death, and property damage which might arise from and during operations under this contract, whether such operations be by himself or by a Subcontractor or anyone directly or indirectly employed by either of them.

B. Contractor shall not commence work under this Contract until he has obtained all insurance required herein nor until such insurance has been approved by the Owner. Contractor shall not allow any Subcontractor to commence work until the insurance required of the Subcontractor has been obtained and approved.

C. Subcontracts: Contractor shall either (1) require each Subcontractor to procure and to maintain during the life ofhis Subcontract, Subcontractor has General Liability and Property Damage Insurance of same type and in such manner as specified herein, or (2) Insure activities of his Subcontractors on his own policy.

D. All insurance required by this Document shall be provided by a Best “A+ VIII” rated company, or companies, authorized to do business in the Commonwealth of Massachusetts and satisfactory to the owner and shall be written for not less than any limits of liability specified herein, or required by law, whichever is greater.

E. Certificates: Certificates of Insurance acceptable to the Owner shall be submitted in triplicate to the Owner simultaneously with the execution of the Lease Agreement. Certificates shall indicate that broad form Contractual Liability coverage is in force, as well as deletions of the XCU exclusions. Certificates shall contain a provision that the insurance company will notify the Owner by registered mail at least (60) calendar days in advance of any cancellation, non-renewal, change or expiration of the policies. Certificates shall include description of coverage, effective dates and expiration dates of policies and shall clearly indicate all exclusions (other than standard policy form exclusions contained in the basic policy) which will be added to the policies provided.

F. Deductibles: In the event of paid claims, Contractor shall bear costs of any amounts deductible.

G. The Owner shall be named as additional insured under all policies.

COVERAGE AND LIMITS

A. Workers’ Compensation Insurance: The Contractor shall maintain and cause all subcontractors and lower tier contractors to maintain Workers Compensation and Employers Liability Insurance in accordance with the law

and regulations of the Commonwealth of Massachusetts. The limits of liability provided shall be as follows:

B. (Corporate Name) Liability Insurance

(Corporate Name) shall purchase and maintain Commercial General Liability Insurance and cause all subcontractors and lower tier contractors to maintain the same throughout the term of the Lease. Commercial General Liability Insurance must be included with all applicable broad form endorsements. Such insurance shall be on the 1986 standard insurance Service Office occurrence coverage form (or any later amendments or revisions thereto). Limits of liability to be provided shall be as follows: Bodily Injury and Property Damages $1,000,000 Personal Injury and Advertising Injury $1,000,000

General Aggregate $2,000,000 Products/Completed Operations Aggregate $2,000,000

Medical Payments $ 10,000

Coverage shall specifically include blanket contractual liability covering Contractor’s indemnity obligations as contained in this Document. The City of Beverly must be added as an additional Insured as their interest may appear.

C. Business Automobile Liability:

The Contractor shall maintain and cause all subcontractors and lower tier contractors to maintain business automobile liability insurance covering all owned non-owned, leased, rented and hired automobiles (symbol 1). The limits of liability shall be as follows:

Bodily Injury and Property Damage: $1,000,000 per occurrence. Automobile physical damage coverage shall be at the option of Contractor, all subcontractors and lower tier contractors. The Owner shall not be liable for physical loss or damage to any owned, non-owned, leased, rented or hired automobile.

The City of Beverly must be added as an additional insured as their interest may appear.

D. Umbrella or Excess Liability

Umbrella or Excess Liability shall be provided in excess of the primary limits of liability required above. Coverage shall be at least as broad as provided in the primary coverage required. The limits of liability to be provided shall be as follows:

INDEMNIFICATION

The Contractor shall take responsibility for the work and take all precautions for preventing injuries to persons and property in or about the work and shall bear all losses resulting to it on account of amount or character of the work. The Contractor shall pay or cause payment to be made for all labor performed or furnished and for all materials used or employed in carrying out the Contract. The Contractor shall assume the defense of, and indemnify and save harmless, the Designer, the Owner, and their officers and agents from all claims relating to labor performed or furnished and materials used or employed for the work: to inventions, patents and patent rights used in and in doing the work unless injuries to any person or corporation received or sustained by or from the Contractor and its employees, and subcontractors and employees, in doing the work, or in consequence of any improper materials, implements or labor used or employed therein; and to any act, omission or neglect of the Contractor and its employees therein.

PAYMENT BOND

The Contractor shall provide the Owner with a payment bond executed by a surety company licensed by the Commonwealth of Massachusetts.

Section 7.3

The Contractor shall be responsible for all underground service (wire, water, gas, etc.).

Section 7.4

The Contractor shall continuously maintain adequate protection of all his work from damage and shall protect the Owner's property from injury or loss arising in connection with this contract. He shall make good any such damage, injury or loss by use of his insurance coverage except such as may be directly due to errors in the contract document or caused by agents or employees of the Owner, or due to causes beyond the Contractor's control and not his fault or negligence.

Article 8: Ordinances And Regulations

Section 8.1

All local, municipal and state laws, rules and regulations covering or relating to any portion of this work are hereby incorporated into and made a part of these contract documents, and their provisions shall be carried out by the Contractor. Anything contained in these specifications shall not be construed to conflict with any of the above rules and regulations or requirements of same. However, when these specifications and/or drawings call for or describe materials, workmanship or construction of a better quality, higher standard or larger sizes, specifications and/or drawings shall take precedence over the requirement of said rules and regulations.

Section 8.2

Any permits required for the work which are required by any of the legally constituted authorities having jurisdiction, shall be obtained and paid for by the Contractor, each at the proper time. Such costs, including the costs connected with any inspections and examinations required by these authorities, shall be borne by the Contractor as part of the lump sum and unit prices proposed for this work. Evidence of signed and approved permits is a requirement of this contract to meet the conditions of final approval and payment. The cost of all permits issued by the City of Beverly shall be waived.

Section 8.3

The Contractor shall comply with all federal, state and local laws regarding condition of employment.

Section 8.4

The Contractor shall hold the required State licenses for that particular trade or service which shall be performed. Copies of these licenses shall be made available to the Owner upon request.

Article 9: Subletting And Assignment

Section 9.1

The Contractor shall not assign or sublet any portion of this work without written approval of the Owner/Engineer of the specific subcontractor before the commencement of the work to be subcontracted. Acceptance by the Owner/Engineer of the subcontractor does not decrease or relieve the responsibility of the Contractor.

Article 10: Errors Or Conflict In Drawing And Specification

Section 10.1

The Contractor shall immediately notify the Owner/Engineer should he find any errors or conflicts in the contract documents. The Owner/Engineer shall render his interpretation or instruction in writing on the items as soon as possible.

Section 10.2

Any work undertaken by the Contractor containing possible errors or conflicts will be done at his own risk unless he has received prior written approval from the Owner.

Section 10.3

The Contractor shall be responsible for estimating and supplying all quantities; and where clarification or additional information is required, a request in writing to the Owner/Engineer shall be made. No extra charge or compensation will be allowed the Contractor unless there is a change in scope or dimension of the project resulting in need for extra material, equipment and/or labor. Said differences are to be handled under Article 11.

Article 11: Extra Work And Extra Cost

Section 11.1

The Owner, without invalidating the contract documents, may order extra work or make changes by altering, adding to or deducting from the work, the contract price being adjusted accordingly. All such work shall be executed under the conditions of the original contract except that any claim of extension of time caused thereby shall be adjusted at the time of ordering the change.

Section 11.2

No extra work or change shall be performed unless in pursuance of a written order signed by the Chief Procurement Officer of the City of Beverly, with the agreed price prior to the commencement of the work, and no claim for an addition to the contract price shall be valid unless so ordered.

Section 11.3

The value of any such work or change shall be determined, in one or more of the following ways:

A) By estimate and acceptance on a lump sum.

B) By unit prices named in the contract or subsequently agreedupon.

C) By cost and percentage or by cost and a final fee.

Section 11.4

If the Contractor claims that any instructions by drawings, specifications, modifications or misrepresentation issued or made apparent after the date of the contract involve extra work, he shall give the Owner/Engineer written notice thereof within ten (10) days after the receipt of such instructions or the discovery of such conditions, and in any event, before proceeding to execute the work.

Section 11.5

The term "Cost" shall cover all payroll charges for the men employed and supervision required under the specific order, together with all workman's compensation, social security, pension and retirement allowances and social insurance or other regular payroll charges on same; the cost of all material and supplies required of either temporary or permanent character; rental of all power-drive equipment at agreed upon rates, together with cost of fuel and supply charges on same, and any other cost incurred by the Contractor as a direct result of executing the order, modification, or condition as approved and/or reported in writing to the Owner/Engineer.

Article 12: Payments

Section 12.1

The awarded contract for this system shall contain a complete material and labor price breakdown.

Section 12.2

The final 15% of the contract amount shall be paid upon acceptance of the completed installation. Acceptance includes accomplishing the following:

a. Contractor shall deliver to the Owner a complete release ofall claims against the Owner arising under and by virtue ofthis contract, including claims of all subcontractors andsuppliers of either material or labor.

b. All equipment has been installed, tested and calibrated asdetailed in the Specifications.

c. Final inspection has decreed that all deficiencies in thesystem have been corrected as determined by the Engineer.

d. Owner's manuals (operation and maintenance manuals) have beenforwarded by the Contractor to the Engineer and are deemed tobe complete by the Engineer.

The payments for materials under Section 12.1, and the progress payments for labor under Section 12.2 shall be made to the Contractor upon receipt by the Owner of a certificate signed by the Engineer or Owner's authorized representative showing receipt of the materials and the amount of work done up to the date of said certificate, and certifying that said materials have been received and work has been done in conformity with the contract documents and that said Contractor is entitled under the terms of this contract to the payment of the amount mentioned in said certificate.

Section 12.4

In the event a lien is filed or claimed against the Work by any Subcontractor, Sub-subcontractor, laborer or supplier of materials for any reason other than Owner's failure to make timely payment to the Contractor as herein provided, the Contractor agrees immediately to bond such lien, or to cause such lien to be discharged. If the Contractor shall fail to do so, the Owner may, at its option and at the expense of the Contractor, bond such lien or cause it to be discharged.

Article 13: Deleted

Article 14: Substitution of materials

Section 14.1

The Contractor shall use materials as specified unless material list is of an open nature. Material other than specified will be permitted only after written application, including four (4) copies of specifications, is made by the Contractor and written approval received from the Engineer or Owner. Specifications must be complete and include pump performance data, wiring diagrams, etc.

Section 14.2

The material installed in the job site shall be new and of the best quality.

Section 14.3

The manufacturer's recommendation shall be followed for the installation of all equipment.

Article 15: Owner's Right To Do Work

Section 15.1

If the Contractor should neglect to perform the work properly or fail to perform any provision of this contract, the Owner, after seven days written notice to the Contractor, may without prejudice to any other remedy he may have, make good such deficiencies and may deduct the cost thereof from the payment then or thereafter due the Contractor provided, however, that the Engineer shall approve both such action and the amount charged to the Contractor.

Article 16: Owner's Right To Stop Work And Terminate Contract

Section 16.1

If the Contractor should be adjudged a bankrupt, or if he should make a general assignment for the benefit of his creditors, or if a receiver should be appointed on account of his insolvency, or if he should persistently or repeatedly refuse or should fail, except in cases for which extension of time is provided, to supply enough properly skilled workmen or proper materials, or if he should fail to make prompt payments to subcontractors for materials or labor, or persistently disregard laws, ordinances or the instructions of the Engineer or otherwise be guilty of a substantial violation of any provision of the contract, then the Owner, upon the advice and written certification of the Engineer that sufficient cause exists to justify such action, may without prejudice to any other right or remedy, and after giving the Contractor seven (7) days notice in writing, terminate the employment of the Contractor and take possession of the premises and all the materials, tools and appliances thereon and finish the work by whatever method he may deem expedient. In such case, the Contractor shall not be entitled to receive any further payment until the work is finished. If the unpaid balance of the contract price shall exceed the expenses of finishing the work, including compensation and additional managerial and administrative service, such excess shall be paid to the Contractor. If such expense shall exceed such unpaid balance, the Contractor shall pay the difference to the Owner. The expense incurred through the Contractor's default shall be certified by the Engineer.

Article 17: Contractor's Right To Stop Work

Section 17.1

If the work should be stopped or delayed under an order of any court or other public authority through no fault or act of the Contractor, or of anyone employed by him, or if the Owner should fail to issue any payment within thirty (30) days after it is due, or if the Owner should fail to pay the Contractor within thirty (30) days of its maturity and presentation of any sum certified by Owner or Engineer or awarded by arbiters, or if the commencement or progress of work of the Contractor is held back by repeated delays of other work being performed by others, said delay causing extra expense and loss of business to the Contractor, then the Contractor may, upon seven (7) days written notice to the Owner and the Engineer, stop work until the Owner makes payment for all expenses incurred.

Article 18: Arbitration

Section 18.1

Any controversy or claim arising out of or relating to this contract or the breach thereof shall be settled in accordance with the construction industry arbitration rules and the American Arbitrators

Association, and judgment upon the award may be entered in any court having jurisdiction thereof.

Article 19: Owner's Acceptance

Section 19.1

Within fourteen (14) days of the Contractor's notification that the total installation is complete, the Owner's authorized representative shall inspect the installation. The Owner, with the Contractor, shall take necessary steps to check out all equipment for operation. Upon completion of the inspection, the Owner or the Owner's authorized representative may either accept the system outright or prepare a "Punch List" that upon completion by the Contractor will signify final acceptance by the Owner.

Article 20: Owner's Responsibility For Maintenance

Section 20.1

It will be the Owner's responsibility to maintain the system in working order during the warranty period performing necessary minor maintenance and preventing vandalism and any damage during grounds maintenance.

Article 21: Service By The Contractor

Section 21.1

The Contractor shall service the system at the Owner's request during the warranty period and shall be paid for work performed that is not covered by the warranty. If requested by the Owner, the Contractor will furnish the Owner with a schedule of service fees.

Section 21.2

The Contractor shall start-up and winterize the pumping system during the warranty period.

Article 22: Warranty

Section 22.1

For a period of one (1) year from the date of acceptance of the pumping system installation, the Contractor will promptly furnish and install, without cost to the Owner, any parts that prove defective due to faulty installation by the contractor.

Section 22.2

The Contractor shall extend to the Owner any and all warranties that apply to equipment found to be defective in either materials or workmanship, as extended by the manufacturer and/or distributor to the Contractor. The limits of this equipment warranty shall be as expressly

stated by the appropriate manufacturer/distributor in writing. No further warranty, expressed or implied in fact or in law, shall be given by the Contractor.

Section 22.3

The Contractor shall be responsible for the repair and/or replacement of all defective work and materials. He shall not rely on the equipment manufacturers and/or suppliers to perform this work, unless agreed to by the Owner and Engineer. All repair work shall be completed in a timely fashion, as specified below.

Section 22.4

Should the Contractor not respond promptly, the Owner may take any action he deems necessary to repair the defect and prevent further damage to his property, including the hiring of another contractor, or the repairing of such a defect with material supplied by the Contractor. In this event, the Contractor shall be liable for expenses incurred and property damages suffered by the Owner. The Owner and the Contractor may jointly prepare a schedule of fees for reimbursement to the Owner if any such repairs are handled by the Owner's maintenance personnel.

Section 22.5

In the event that Section 17 is invoked through the cause of non-payment of funds due the Contractor, the warranty of all equipment and installation is canceled.

Article 23: Indemnification

Section 23.1

The Owner, the Owner's Representative, White Engineering, Inc. or their duly authorized agents shall not be held accountable in any manner for any loss or damage that may happen to materials delivered to the job site, to the work or any part thereof, for injury to any person or persons or for damages to adjacent property resulting from, directly or indirectly, any of Contractor's operations or the operations of any subcontractor, or anyone directly or indirectly employed by any of them, or anyone for whose acts any of them may be liable. The Contrac-tor(s) shall be responsible for and shall defend, indemnify and hold harmless the Owner, Owner's Representative, White Engineering, Inc. or any of their employees or their duly authorized agents, of and from all claims and/or damages received or sustained by any person or persons, by or from the Contractor(s), the subcontractors or their agents, directly or indirectly, in construction of the work, or by any consequence or any negligence in guarding the same, or by or in consequence of improper or defective materials used, or by or on account of any negligent act or omissions of the Contractor(s), by the Subcontractors or their agents, or by failure to pay any taxes or to satisfy other liabilities for which the contractor(s), the subcontractors and their agents are responsible, but this shall not

include any liability arising out of the sole negligence of the Owner, the Owner's representative, White Engineering, Inc., their employees, or their duly authorized agents.

Section 23.2

The Contractor shall be further liable for all costs of defense, including attorney's fees arising out of any claims or other actions which may be brought against the Owner, the Owner's representative, White Engineering, Inc., their employees or duly authorized agents by reason of any of the above.

Article 24: Product Submittals

Section 24.1

Prior to ordering materials, the Contractor shall submit manufacturer's product data and installation instructions for each of the system components including complete wiring diagrams. Three (3) copies of the submittals shall be forwarded to the Engineer for review and approval.

Section 24.2

Submittals shall indicate specification Section for each product. Submittals not containing all the required information shall be returned to the Contractor for resubmittal.

Article 25: Contractors Qualifications

Section 25.1

Any Contractor bidding this project must, in order to be considered, be engaged primarily in the business of pumping system construction with a minimum of five (5) years experience supplying and installing golf course irrigation pumping systems and have successfully completed the installation of ten (10) or more complete automatic golf course irrigation pumping systems in the past five years. The Contractor shall supply with his bid, a list of all irrigation pumping systems completed in the past five years.

PUMP STATION SPECIFICATIONS

Article 26: Scope of Work

Section 26.1

The Contractor shall provide a prefabricated, skid mounted, automatic, variable frequency drive pump station complete built by a single pumping systems manufacturer, with all equipment, controls, valves and related attachments as part of the skidded assembly. The manufacturer shall supply a complete set of installation drawings, in-structions, operating instructions and service manuals. The station shall be capable of delivering 900 gallons per minute (GPM) at a dis-charge pressure 288 ft. TDH on the discharge side of the pump station isolation valve. The pump station shall incorporate three (3) pumps - a pressure maintenance pump capable of delivering 38 gpm at 3600 rpm and three main pumps, each capable of delivering 300 gpm at 3600 rpm. Pump station shall have an automatic vacuum re-prime assembly. The pump station shall be totally automatic, controlled for sequential start-up and shut down of the pumps as required. Power for the pumping system shall be 480 volt, 3-phase, 60 hertz.

Section 26.2

The new pumping system is being installed in the existing pump house building. The contractor shall be responsible for the demolition and disposal of the existing pumping and control equipment. The contractor shall also be responsible for the demolition and removal of the existing concrete pedestal.

Section 26.3

Any police detail required for the work to be performed shall be provided by the City.

Section 26.4

Warranty: Pump manufacturer shall warrant pump station and related controls, components, and piping for a period of twelve (12) months from acceptance of the pumping system. Pump manufacturer shall be responsible for performing or providing for any and all repairs that may be required during the warranty period, including all parts and labor, transportation and any other costs related to making such repairs. The contractor shall also be responsible for the winterization and spring start-up during the warranty period.

Section 26.5

Before shipment, the assembled pumping station shall be thoroughly tested electrically with the proper line voltage including motor operation.

Section 26.6

Contractor shall deliver to the Engineer, three (3) complete sets of submittals of the pumping equipment and controls for approval, prior to assembly of the system. Submittals shall include electrical drawings, specifications on all equipment to be used, certified pump curves, etc.

Article 28: Base And Piping

Section 28.1

The pump station base shall be designed and fabricated to provide proper structural support for all attached equipment. The base shall supply sufficient rigidity to withstand the stresses of reasonable and competent transportation to site, off loading, installation, and operation. Main structural members shall be constructed from heavy weight channel or I-beam steel. Provisions shall be made in the station base for off-loading and handling the station at the site of installation. Critical frequency of complete pump station shall be above operating frequencies.

Section 28.2

All piping shall be constructed from ASTM A105 schedule 40 pipe or heavier as required to maintain 3 to 1 safety factor (including 1/16" corrosion allowance). All piping shall be hydrostatically tested to 150% of maximum shutoff pressure. Low point drains shall be included and shall be equipped with 3/4" valves. A 3/4" hose bib shall be mounted on the discharge manifold. A pressure gage shall be mounted on manifold with isolation valve.

Section 28.3

Provide pipe supports as necessary to prevent movement of pipe or undue stress or strain on the piping and fittings.

Section 28.4

All bolts used in the assembly of the pumping system shall be zinc plated to retard corrosion.

Section 28.5

Structural steel, attached piping, and supports shall be sand-blasted to a near white metal condition. The cleaned steel surface shall immediately thereafter be primed with an industrial grade primer. The finish coat shall be acrylic enamel to a thickness of no less than 3 mils. The control panel shall be dip cleaned, acid etched and neutralized, iron phosphate coated and painted with a finish coat of 1 1/2 to 2 mils of polyurethane.

Article 29: Pumping System Electrical Equipment

Section 29.1

All electrical equipment shall be protected by a U.L. approved Category C and Category B surge arrester to suppress voltage surges on incoming power. The devise under IEEE C62.41 Category C will withstand a impulse of 10Kv/10Ka and Category B to withstand a ringwave of 6Kv/500a and a impulse of 6Kv/3Ka. Pass voltage for a 480v devise to the end equipment shall not exceed 1500V-1800V when subjected to a 8ms * 20ms waveshape resulting in the following performance statistics:3720 joules minimum with a power dissipation of 82,500,000VA at 1800V maximum pass voltage to the protected equipment. Response time shall be less than 5 nanoseconds.

Section 29.2

A non-fusible main disconnect shall be provided to completely isolate all controls and motor starting equipment from incoming power. Main disconnect shall have a through the door operator, and shall be 200 amps. Disconnect shall be as manufactured by ABB or approved equal.

Section 29.3

Skid Conduit. All on skid conduit shall be flexible conduit with water tight connections at enclosure and termination device. All conduits shall be fastened to the skid every 24”.

Section 29.4

All motor starters for the pumping station shall be mounted on a single back panel in a single enclosure as specified in section 3.10. Motor starters shall meet I.E.C. standards and shall be rated for a minimum of 1,250,000 operations. Each main irrigation motor shall have dual contactors which are mechanically interlocked to allow the VFD to operate on any of the motors as called out in the technical data sheet. Motor overload relays shall be I.E.C. rated class 10 ambient compensated. Fuses shall supply short circuit protection to each motor and shall be rated for a minimum 200,000 amp interrupting capacity. Motor starters shall be as manufactured by Allen Bradley or approved equal.

Section 29.4

The variable speed drive shall be a digital, pulse width modulation (PWM) variable frequency drive (VFD) with IGBT transistors. The VFD shall have a minimum wire to wire efficiency of 98.5%, and shall be rated up to 550 volt operation in order to eliminate nuisance tripping at marginally high voltage conditions. Front end shall be protected by fast acting semiconductor fuses. Any VFD error messages shall be displayed on a 40 character LCD readout in English or any one

of 8 other languages. The following fault protection circuits shall be included: Overcurrent (200%), Overvoltage (130%), Under voltage (60%), Over temperature (70 Deg. C), Ground fault, and Motor overload. The VFD shall be capable of starting into a rotating load and accelerate or decelerate to setpoint without safety tripping. The VFD shall have an automatic extended power loss ride through circuit which will utilize the inertia of the pump to keep the drive powered. Minimum power loss ride-through shall be one cycle based on full load and no inertia. The VFD shall be optimized for a 3 kHz carrier frequency to reduce motor noise. The VFD shall employ three current limit circuits to provide "tripless" operation. The following operating information shall be displayed on the VFD LCD: KWH, elapsed time, output frequency (Hz), motor speed (RPM), motor current (amps), and voltage. Line reactor will be installed on input of VFD to protect against voltage transients. The VFD LCD display shall continuously scroll through all operating information and shutdown faults while the drive is running and while stopped. The information shall be viewable through a water tight plexiglass window on the control panel door. VFD shall be as manufactured by ABB or approved equal.

Section 29.5

Pressure transducer shall be utilized for providing all pressure signals for the control logic. Pressure transducer shall be a solid-state bonded strain gage type with an accuracy of plus/minus 0.20% and constructed of 316L stainless steel. Transducer shall be rated for station discharge pressure as shown on technical data sheet, and shall provide gauge pressure output, rather than an absolute. Pressure transducer constructed of plastic is not acceptable.

Section 29.6

Controls shall be housed in a NEMA 4 enclosure with integral latches. The control enclosure should be constructed of 12 gauge steel and the back plate assembly shall be constructed of 12 gauge steel. All indicating lights, reset buttons, selector switches and the operator interface device shall be mounted on enclosure door and also be rated NEMA 4. All internal components shall be mounted and secured to the removable back plate assembly. A closed type cooling system shall be included to cool the enclosure and reject heat from the VFD. Open type cooling systems allowing outside ambient air to enter the panel are not acceptable. No water line connections shall be permitted inside of the control enclosure. Control panel to be mounted off skid in a location selected by the owner.

Section 29.7

Power for the controls shall be provided by a control power transformer which will provide 120 volt, single phase power for the pumping system control operation. Control power transformer shall not be used for any other external load. The control power transformer shall be protected on the primary side by control limiting fuses of

adequate size and voltage rating. All control components will be protected by time delay circuit breakers of adequate size. The control power transformer shall be as manufactured by Acme or approved equal.

Section 29.8

Control cabinet with controls shall be built in accordance to N.E.C., U.L. and E.T.L. standards. The electrical components and enclosure shall be labeled as a complete U.L. listed assembly with manufacturer's U.L. number stamped on label. Main disconnect shall be interlocked with door.

Section 29.9

All equipment and wiring shall be mounted within enclosure and labeled for proper identification. All adjustments and maintenance shall be able to be done from the front of the control enclosure. A complete wiring circuit and legend with all terminals, components, and wiring identification shall be provided.

Section 29.10

Controls. All control logic shall be handled by an industrial grade programmable logic controller (PLC). PLC shall provide demand controlled sequential pump start-up, shutdown and safety features through its pressure sensing, flow sensing and voltage sensing devices. PLC shall have LED indicators for input, output, and diagnostic read-outs showing PC Run, CPU Fault, and two communications, (battery and force). An LED visual status light is provided for each I/O to indicate on/off status. PLC shall be provided with a built in EEPROM, capacitor, and battery for memory backup. All logic for system control, timing, and control of VFD speed shall be handled by the PLC. A separate set point controller is not acceptable. PLC shall have a built in clock calendar. The PLC shall be as manufactured by Allen Bradley or approved equal.

Control software shall be touch key driven, fully documented, and allow user to easily change all operational parameters. All control values shall be via touch screen input, with clearly stated function. Numeric register parameter systems are not acceptable.

All alarms will be indicated by a red general alarm light. Specific alarm conditions along with procedures for correction will be displayed in English on the operator interface display (OID).

Individual motor phase failure and low voltage safety circuitry shall retire any pump that experiences low voltage, phase failure or phase unbalance as monitored at the load-side of each pump motor contactor. Each pump motor shall have its individual protective device and time delay to allow for transient low voltage during motor starting to allow maximum motor protection incorporated into the class 10 overload protection. Separate main phase failure and low voltage safety circuit shall also be provided to retire the pumping system if it experiences low voltage, phase failure or phase reversal as monitored at line-side of control enclosure. Phase monitor shall have a time delay to allow for transient low voltage during motor starting and to allow maximum motor protection. Single incoming phase monitor safety circuit is not acceptable.

Software will be included to automatically and gradually ramp up irrigation system pressure to the desired operating pressures (i.e. 1 PSI every 3 seconds) without overshooting design pressure. This feature operates whenever pressure drops below set point pressure. This ramp up time is fully adjustable by the operator. This control feature is based on an increase in pressure over a pre-defined time period. The acceleration control on VFD is not an acceptable means of adjusting pressure ramp up speed.

Neither flow meter nor VFD output frequency shall be used for shutting down last VFD driven pump. Controls and software shall incorporate a method to eliminate excessive cycling of VFD pump at very low flow conditions, yet not run the pump excessively at no flow conditions.

Automatic alternation of VFD driven pumps shall be accomplished by incorporating dual mechanically and electrically interlocked contactors allowing alternation of the VFD between pumps.

Real time clock calendar allows PLC to internally provide all date and time functions used above.

User shall be able to field select either of two modes of VFD operation. Auto switch VFD option allows VFD to sequentially start each pump. The standard mode of operation starts the first main pump on the VFD and the second pump starts across the line as required.

Shutoff algorithm for fixed speed pumps to minimize pump cycling while also remaining responsive to sudden flow reductions. Minimum run timers alone for minimizing fixed speed pump cycling is not acceptable. Discharging through relief valve during pump

Full manual operation capability with panel face mounted speed potentiometer for manually adjusting VFD speed.

System can be immediately and directly switched from manual to automatic mode of operation. This allows for manual pres-surization and immediate switching capability to automatic.

Rate of pressure change algorithm to rapidly determine if there is an irrigation demand and immediately cycle on the VFD pump, in lieu of waiting for pressure to drop to predetermined start pressure.

All pump station shutdowns shall be of the controlled type which sequentially phase pumps off at user selectable intervals to reduce water hammer within the irrigation system.

The pump station software program shall be user friendly enough to enable the set point pressure from being raised or lowered by the end user at the pump station or through the remote monitoring software package if provided. The pump station software ladder logic shall be written in such a way that no other value would require changing if the set point pressure had to be adjusted. Pressure maintenance pump and main irrigation pump start pressures, the pressure maintenance pump stop pressure, low discharge shutdown and high discharge shutdown shall not be at a specific value but a differential pressure off of set point (i.e. pressure maintenance pump (PMP) to start 5 psi below set point and stop 5 psi above setpoint).

The control panel with controls shall be built in accordance N.E.C., and U.L. standards. All equipment and wiring shall be mounted within the enclosure and labeled for proper identification. All adjustments and maintenance shall be able to be done from the front

of the control enclosure. A complete wiring circuit and legend with all terminals, components, and wiring identification shall be provided. Main disconnect shall be interlocked with door.

Section 29.11

Operator Interface Device (OID). Mounted in the enclosure door shall be an operator interface for logical display of all pump station functions. The operator interface shall be NEMA 4 rated for mounting in the control enclosure door. The operator interface shall be touch sensitive with intuitive on-screen user instruction for ease of operator use. The use of buttons or keys or off-screen user instructions shall not be permitted. The operator interface shall be LCD type with no less than 240 x 320 pixel resolution, with viewing area measuring not less than 10" diagonal. User memory for storing critical pump operation data shall not be less than 1 MB.

The operator interface shall allow the user to view and modify all pertinent operation parameters. The operator interface shall incorporate password protection for modification of critical pump station parameters.

The operator interface capabilities shall include but are not limited to the following:

A. Pump control: Mode Select switch -- allows automatic bypass mode of operation which can be used if VFD should fail VFD selector switch -- in manual mode, allows user to select which pump will be run of the VFD Reset -- Acknowledges pump station alarms Speed control -- in manual mode allows user to adjust VFD pump speed (via touch screen) Low discharge pressure override switch -- disables low discharge pressure alarm (via touch screen)

B. User shall be able to field select either of two modes of VFD operation. Auto switch VFD option allows VFD to sequentially start each pump. The standard mode of operation starts the first main pump on the VFD and the remaining pumps start across the line as required.

C. Display of pressure in PSI, flow in GPM and total gallons pumped in thousands of gallons. Current system set point, system pressure, and GPM, shall be displayed at all times, on all sub-screens, to preclude toggling between screens to see current system status.

D. Separate display for total gallons pumped with operator reset capability.

E. Separate display for total gallons pumped within a 24 hour period. 24 hour period shall be user settable. Screen shall record and display the last 30 days daily total.

F. Pump control and running status.

G. Individual pump total elapsed run time display, with operator reset capability

H. Alarm status with time stamping and display of pump station conditions at shutdown. Display shall retain last 12 faults. Operator shall be able to clear alarm without clearing fault log. Operator shall also be able to clear fault log.

I. Status of optional auxiliary equipment such as strainer flushing or pond fill pumps with manual-on override capability.

J. Override for automatic pump alternation.

Section 29.12

Operation. During non irrigation times, the pressure maintenance pump (PM) will cycle on and off as required to maintain irrigation system pressure. The start and stop pressures shall be a differential off of set point. The cycling pressures can be user selected and can be set substantially below normal set point pressure, if desired. If the PM pump cannot maintain the desired pressure, then the VFD will start the first pump and will gradually ramp the pressure up to desired irrigation pressure. The start pressure of the VFD pump shall be a differential below the set point. The pump speed will be modulated to hold a constant discharge pressure regardless of flow. As the flow rate increases and the VFD pump can no longer maintain pressure while at maximum speed, the next sequential pump will be started and the VFD driven pump will accordingly reduce its speed and modulate. An algorithm shall be included for accurately reducing the VFD pump speed as the next sequential pump is started so that no pressure surges are generated during the transition (even with across the line starting). As the flow continues to increase, pumps will sequentially be started until all pumps are running. As the flow begins to decrease, pumps will be sequentially turned off until only a single VFD driven pump is operating. When a no flow condition occurs, the VFD pump shall be turned off.

Section 29.13

Vacuum Priming System. Manufacturer shall incorporate a vacuum pump assembly to pull prime to pump suction manifold, as well as provide a loss of prime input to pump station PLC. Vacuum pump assembly shall consist of: prime sensing tube with start/stop probes, air release valve, and dual check valves on exhaust line from air release to 1/6hp vacuum pump. Upon sensing low water level, vacuum pump shall start and continue to provide vacuum until water rises to a

high/stop level. If the water level does not reach the high level within 1 minute (field adjustable time delay) the pump station will shut down and indicate a “Loss of prime fault message”. The vacuum pump will continue to run, attempting to regain prime until one of two conditions are met. Condition one: the water level is pulled to the high/stop level at which point the PLC will restart the pump station for automatic line fill and operation. Condition two: the pump is manually shut off to determine why prime cannot be made.

Section 29.14

Flow meter. The pump station shall have a flow sensor installed that will provide the pump station flow rate and total flow. The flow sensor shall be a six bladed design that provides a low impedance signal proportional to the flow. The accuracy shall be plus/minus 2% of actual flow rate between flow velocities of 1-30 ft/sec. The flow sensor shall be installed in accordance with the manufacturer's instructions. A 4" meter run shall be included with a minimum 30" straight run upstream and 12" straight run downstream for proper meter accuracy. Flow and total flow can be read from operator interface device. Flow sensor shall be manufactured by Data Industrial, Model No. 220B or approved equal.

Article 30: Valves

Section 30.1

Pump Check Valve. Pump check valves shall be silent check wafer style, directly mounted on discharge heads. Valve bodies shall be cast from grade 35 cast-iron or better and shall be free from blow holes, sand holes, and other impurities. Internals shall be machined bronze disc and seat and stem guide, and shall be aligned to allow proper seating and full closure before flow reversal. A Buna-n seal shall be included for positive shutoff. Valves shall be sized to permit full pump capacity to discharge through them without exceeding a pressure drop of 2.5 psi. Dual disc style check valves are not acceptable. Valves shall be of the type manufactured by Valmatic or equal.

Section 30.2

Pump Isolation Valves: Discharge. Valve shall be of the lug style butterfly type. Valve shall have one piece body cast from ASTM A126 cast iron. Stem shall be 416 stainless steel. Disc shall be nickel plated ductile iron. Stem bushings shall be Acetyl to prevent stem seizure to body during prolonged periods of non-use. Seat shall be Buna-N elastomer, one piece construction, and shall also form the flange sealing gaskets. Valve shall have a lever operator. Valve shall be rated at 200 PSI bubble shutoff. Station isolation valve shall be as manufactured by Stockham. A grooved coupling will be provided for expansion and vibration dampening between the pump and discharge manifold. Grooved coupling shall be as manufactured by Victaulic, or Gruv-Lok.

Section 30.3

Pump Isolation Valves: Suction. Pump isolation valves shall be installed on the inlet of the pump to completely isolate the individual pumps. Valve shall be of the lug style butterfly type. Valve shall have one piece body cast from ASTM A126 cast iron. Stem shall be 416 stainless steel. Disc shall be nickel plated ductile iron. Stem bushings shall be Acetyl to prevent stem seizure to body during prolonged periods of non-use. Seat shall be Buna-N elastomer, one piece construction, and shall also form the flange sealing gaskets. Valve shall have a gear operator with hand wheel. Valve shall be rated at 200 PSI bubble shutoff. Pump suction isolation valve shall be as manufactured by Stockham.

Section 30.4

Pressure Relief Valve. A pilot operated modulating pressure relief valve shall be included and sized per the technical data sheet. The valve shall be set 7 to 10 PSI above operating pressure and will relieve when inlet pressure exceeds spring setting on pilot. Valve shall be quick opening and slow closing to minimize surging. Valve body shall be cast iron with 125 lb. inlet and outlet flanges, and shall be rated for 200 PSI. A wye strainer shall be installed in the inlet side of the valve body to provide clean water to the CRL pilot. A wafer style butterfly valve shall be installed on the inlet and outlet of the relief valve. Specifications for this isolation valve will be the same as for the station isolation valve found in Section 29.3. Relief valve shall be as manufactured by CLA-VAL or approved equal.

Section 30.5

Gauges. A pressure gauge shall be mounted on the suction and discharge header with an isolation ball valve. All gauges shall be silicon filled to reduce wear due to vibration. Accuracy shall be within 2%. Gauge diameter shall be 4" minimum. Range shall be at least 30% higher than the highest pressure attainable from the pumps at shutoff head conditions. Gauge shall have stainless steel back & bronze internal. Pressure gauge shall be as manufactured by Wika or approved equal.

Section 30.6

Station Isolation Valve. Station isolation valve shall be installed on the discharge of the pump station to completely isolate the pumping system from the irrigation system. Valve shall be of the lug style butterfly type. Valve shall have one piece body cast from ASTM A126 cast iron. Stem shall be 416 stainless steel. Disc shall be nickel plated ductile iron. Stem bushings shall be Acetyl to prevent stem seizure to body during prolonged periods of non-use. Seat shall be Buna-N elastomer, one piece construction, and shall also form the

flange sealing gaskets. Valve shall have a lever operator. Valve shall be rated at 200 PSI bubble shutoff. Station isolation valve shall be as manufactured by Stockham or approved equal.

Article 31: Pumps & Motors

Section 31.1

The main irrigation pumps shall be of the horizontal centrifugal type with flow and head defined below. The horizontal pumps shall be manufactured according to the standards of the Hydraulic Institute and to ANSI specification No. B58.1. The pump casing shall be ASTM 48, class 30, cast-iron capable of hydrostatic test @ 150% of maximum discharge pressure and have both suction and hub replaceable wear ring. All mating parts shall have a register fit to ensure alignment.

The impeller shall be an enclosed, single piece bronze or cast-iron casting completely machined on all outside surfaces and statically balanced at time of pump assembly. The impeller shall be keyed to the shaft and securely fastened with a vibration resistant lock screw and washer.

The packing box shall contain a mechanical seal for the specific application.

The impeller shall not contact the suction or hub wear ring under any operating load condition.

The pump and motor shall be connected by an ASTM 48, class 30, cast-iron bracket incorporating a full isolating shield with dual slinger rings to prevent moisture from entering the front motor bearing. The main irrigation pumps shall be as manufactured by Goulds, Ingersoll-Dresser Pump Company, or Cornell.

Section 31.2

A pressure maintenance pump shall be provided to maintain system pressure during non-irrigation periods. The pump end shall be of the vertical multi-stage design with the motor mounted directly to the top of the pump.

The pump suction/discharge chamber, motor stool and pump shaft coupling shall be constructed of cast iron. The impellers, pump shaft, diffuser chambers, outer discharge sleeve and impeller seal rings or seal ring retainers shall be constructed of stainless steel. The impellers shall be secured directly to the pump shaft by means of a splined shaft arrangement. Intermediate and lower shaft bearings shall be Tungsten Carbide and Ceramic or Tungsten Carbide and Bronze. Pumps shall be equipped with a high temperature mechanical seal assembly with Tungsten Carbide/Carbon or Tungsten Carbide/Tungsten Carbide seal faces. Pump shall be as manufactured by Goulds or approved equal.

Section 31.3

Motor(s) for the main irrigation pumps shall be of United States manufacture, premium efficient close-coupled type with rodent screens on all ventilating passages and be open-drip proof, 1.15 service factor, and class F insulation. Design pump brake horsepower shall not exceed 98% of motor horsepower exclusive of service factor. Maximum pump run out horsepower shall not be greater than 8% higher than motor rating exclusive of service factor. The motor bearings shall be selected to withstand thrust loads and have a minimum life of 5 years continuous operation. The motor shaft shall be high-strength steel protected by a bronze shaft sleeve secured to the shaft to prevent rotation. Motors shall be as manufactured by U.S. Electric, or Baldor or Reliance or approved equal.

Motor for pressure maintenance pump shall be sized to ensure the pump is non-overloading when operating on the specified pump curve. The motor shall be of the horsepower, voltage, phase and cycle as called out below. Motor design shall be of the open drip proof, with a NEMA C face design operating at a nominal 3450 RPM with a minimum service factor of 1.15. Lower motor bearings shall be adequately sized to ensure long motor life. Motor for pressure maintenance motor shall be as manufactured by Baldor.

The pump station manufacturer shall provide on each pump motor a 120-volt, single-phase space heater of ample size to prevent condensation from occurring within the motor during non-operating periods. The space heater shall be de-energized when the motor is running.

Section 31.5

Article 32: Remote Monitoring.

Section 32.1

The remote monitoring software shall be provided which allows user to remotely view the pump station from any web enabled device. The software shall be graphic with full mouse (point and click) control. The user shall be able to view set point pressure, acknowledge and reset fault conditions and stop the pump station in an emergency. All data collected shall be stored in a cloud based server.

Owner’s account shall be password protected. A one-year renewable data plan shall be included. The cloud based storage shall have a home page “dashboard”. Displayed on the dashboard shall be:

� Individual pump switch status (On, Off, Auto) � Indication of pump operation (On, Off) � System Status (Manual, Off, Auto) � Current Time � System Set point, pressure, flow and level � Alarm Status Indicator � Emergency Stop Button

Additionally, the dashboard shall provide access to the other system pages. These pages include:

� Flow Watch � Lockouts � Alarm Log � Accumulation

The Flow Watch page will allow the user to program a maximum and minimum flow rate for a specific period of time. If the station exceeds that flow rate it shall be shut down and an alarm generated. The Lockouts page will allow the user to program specific times that the pump station will not run. This can be done on an individual pump basis. The Alarm Log page will provide a history of alarms triggered by the station. The user can select a start and stop calendar period for the report. Once generated on the screen the user can export the report for printing. Alarms can be reset at this page. The Image Set tab is not for use by the end user. The Accumulation page will provide flow data to the end user. The user can select a specific start and stop calendar period for the report. The user can select either daily, weekly, or monthly reporting. Once generated on the screen the user can export the report for printing. The system shall be capable of delivering alerts via text message or email. The remote monitoring software shall be developed by the pumping system manufacturer.

Article 33: Suction And Discharge Piping

Section 33.1

Pump manufacturer shall supply and install the suction and discharge pipe connecting the pump station discharge to the existing irrigation main line within the pump house building. Steel section of suction and the discharge pipes shall be painted the same as the main pump station and sized as detailed on the plans. Remainder of suction piping shall be high density polyethylene (HDPE) pipe. HDPE pipe shall be SDR 17. HDPE pipe shall have flanged connection to steel pipe and a

plain end connection to the inlet screen. The remainder of the connections shall be fused.

Section 33.2

The pump station manufacturer shall provide a complete suction piping system consisting of a minimum of 30’ of 10” SDR 17 HDPE piping, suction screen and a connected marine style float.

Section 33.3

Suction screen shall have a minimum open screen area of 314 square inches. Suction screen shall have flanged connection and be as manufactured by Sure-Flo or approved equal.

Section 33.4

Float shall be connected to the suction intake using stainless steel cable and hardware. Float shall be marine quality, 24” diameter, white in color with blue stripe. Float shall have seamless, hard-skin, one-piece polyethylene shell and be filled with EPS foam and have 240-lb buoyancy.

Article 34: Pump House Electrical

Section 34.1

All existing electrical equipment, except for the building main disconnect and lighting, shall be removed prior to the installation of the new pumping system. New electrical equipment, wiring and conduit shall be installed by this contractor, in accordance with the pump house building electrical line drawing. All work shall be in accordance with all local, state and federal codes.

Section 34.2

Install new thermostatically controlled exhaust fan in the existing opening in the pump house building wall. Fan to have the minimum capacity of 1520 cfm.

Article 35: Pumping System Installation

Section 35.1

Unloading and setting of the new pump station shall be performed by this Contractor, including providing all equipment and machinery required.

Section 35.2

Start Up. When discharge piping, electrical connections and electrical inspection have been completed, the pump station manu-

facturer shall send a representative to start up the system. During start up, the complete pumping system shall be given a running test of normal start and stop, and fully loaded operating conditions. During this test, each pump shall demonstrate its ability to operate without undue vibration throughout the range of operating conditions, or overheat, and shall demonstrate without question its general fitness for service. All defects shall be corrected and adjustments made at the expense of the manufacturer. Test shall be repeated until satisfactory results are obtained. After the station start up has been completed, the pump station manufacturer, or a duly authorized representative shall conduct training of the operating personnel to familiarize them with system's operation, maintenance, and adjustment.

Section 35.3

Upon completion of the installation of the pump station, Contractor shall touch-up any surfaces that require paint.

Section 35.4

Installation of the suction piping is to be performed by this Contractor.

“OR EQUAL" CLAUSE

Whenever the specifications define the material or article required by using the name of the proprietary product or of a manufacturer or vendor rather than by using descriptive detail of substance and function, the words "or equal" are to be understood to follow immediately the name of the maker, vendor, or proprietary product. The words, "or equal" shall be interpreted as including any material or article which, in the opinion of the Project Engineer, is equal in quality, durability, appearance, strength and design to the article named and which will perform adequately the functions imposed by the general design.

Whenever in the specifications the names of manufacturers are mentioned as indicating that their products will comply with a particular specification, or when specific trade names or plate numbers or letters are mentioned, it is not intended to exclude products of other manufacturers whose names, trade names or symbols have not been mentioned, provided however, that such products otherwise comply, in the opinion of the Project Engineer, with the specification. The Project Engineer’s opinion in all cases mentioned in this section shall be final.

Information about Prevailing Wage Schedules for Awarding Authorities and Contractors

• This wage schedule applies only to the specific project referenced at the top of this page and uniquely identified by the

“Wage Request Number” on all pages of this schedule.

• An Awarding Authority must request an updated wage schedule from the Department of Labor Standards (“DLS”) if it has

not opened bids or selected a contractor within 90 days of the date of issuance of the wage schedule. For CM AT RISK

projects (bid pursuant to G.L. c.149A), the earlier of: (a) the execution date of the GMP Amendment, or (b) the bid for the first

construction scope of work must be within 90-days of the wage schedule issuance date.

• The wage schedule shall be incorporated in any advertisement or call for bids for the project as required by M.G.L. c. 149,

§ 27. The wage schedule shall be made a part of the contract awarded for the project. The wage schedule must be posted in a

conspicuous place at the work site for the life of the project in accordance with M.G.L. c. 149 § 27. The wages listed on the

wage schedule must be paid to employees performing construction work on the project whether they are employed by the prime

contractor, a filed sub-bidder, or any sub-contractor.

• All apprentices working on the project are required to be registered with the Massachusetts Department of Labor

Standards, Division of Apprentice Standards (DLS/DAS). Apprentice must keep his/her apprentice identification card on

his/her person during all work hours on the project. An apprentice registered with DAS may be paid the lower apprentice

wage rate at the applicable step as provided on the prevailing wage schedule. Any apprentice not registered with DLS/DAS

regardless of whether or not they are registered with any other federal, state, local, or private agency must be paid the

journeyworker's rate for the trade.

• The wage rates will remain in effect for the duration of the project, except in the case of multi-year public construction

projects. For construction projects lasting longer than one year, awarding authorities must request an updated wage schedule.

Awarding authorities are required to request these updates no later than two weeks before the anniversary of the date the

contract was executed by the awarding authority and the general contractor. For multi-year CM AT RISK projects, awarding

authority must request an annual update no later than two weeks before the anniversary date, determined as the earlier of: (a)

the execution date of the GMP Amendment, or (b) the execution date of the first amendment to permit procurement of

construction services. Contractors are required to obtain the wage schedules from awarding authorities, and to pay no less than

these rates to covered workers. The annual update requirement is not applicable to 27F “rental of equipment” contracts.

• Every contractor or subcontractor which performs construction work on the project is required to submit weekly payroll

reports and a Statement of Compliance directly to the awarding authority by mail or email and keep them on file for three years.

Each weekly payroll report must contain: the employee’s name, address, occupational classification, hours worked, and wages

paid. Do not submit weekly payroll reports to DLS. A sample of a payroll reporting form may be obtained at

http://www.mass.gov/dols/pw.

• Contractors with questions about the wage rates or classifications included on the wage schedule have an affirmative

obligation to inquire with DLS at (617) 626-6953.

• Employees not receiving the prevailing wage rate set forth on the wage schedule may report the violation to the Fair Labor

Division of the office of the Attorney General at (617) 727-3465.

• Failure of a contractor or subcontractor to pay the prevailing wage rates listed on the wage schedule to all employees who

perform construction work on the project is a violation of the law and subjects the contractor or subcontractor to civil and

Commissioner under the provisions of the M.G.L. c. 149, ss. 26-27D. Apprentice ratios are established by the Division of Apprenticeship Training pursuant to M.G.L.

c. 23, ss. 11E-11L.

All apprentices must be registered with the Division of Apprenticeship Training in accordance with M.G.L. c. 23, ss. 11E-11L.

All steps are six months (1000 hours.)

Ratios are expressed in allowable number of apprentices to journeymen or fraction thereof, unless otherwise specified.
