1. Introduction

AutoDCR is the atomization of the approval process, followed for approval of architectural plans. It is an

application customized for efficient management and approval of the drawings. It helps in attaining

standardization and hence transparency in the total process of building permission. The complete building

approval management system will be a web based system where Architects submit the plans and proposal

basic data on line. In built Customized workflow available for approval based on power delegation. The

proposal will be finally approved or rejected after different levels of scrutiny.

2. Registration

2.1. Link from HMDA Website

Architects / Structural Engineer/Citizen can access the HMDA online submission directly also from the URL.

The link will be found on the Hyderabad Metropolitan Development Authorities website,

(http://www.hmda.gov.in),

2.2. Architect/Citizen Registration

Every Architect/Citizen who intends to submit the proposals online at HMDA can do so by one time

registering himself/ herself at the HMDA by clicking on the Online DPMS (Layout & Building permission,

CLU) link Page will navigate towards the Registration Page.

For new Registration, architect has to submit his personal information such as name, firm name, registration

no. validity, contact information etc. Click on the “submit” button located at the bottom of the page. Page will

navigate to Payment page.

Architect can pay Registration fee by clicking on the Pay Registration Fees button after filling the personal

details.

Note: Already registered users can view their details by entering his /her CAO/NCSEA Registration No &

registered Mobile number in the Existing Users panel.

Citizen can register by clicking on the “Citizen Registration” button. The following screen will be displayed.

Citizen has to submit his personal information such as Name, Qualification, Postal Address, state, ID proof

etc. Click on the “Submit” button

On successful registration Architect / Citizen can login to the Development Permission Management System (DPMS)

System using his / her login credentials provided by the system by SMS & E-mail to the personal details provided at the time of registration. Payment has to be done by clicking on Pay Registration Fees link which takes the applicant to the online payment gateways. By paying the registration fee, the architect registration is complete.

Note: Citizen can search the file by clicking on the “Citizen Search” button .User has to enter the Fileno. / Temporary No. or Name of Applicant or Architect/LE/SE to know the status of the file.

3. Login Screen for Architect/ Engineer/Citizen

Each Architect/Citizen gets a console and can enter the DPMS system by providing the username and

password, Architect / Citizen will enter in his console.

In this console architect/Citizen can apply for new permission, view status of ongoing applications and can

make payments for submitted applications .The applicant can know the current status of the application

through Application status in the panel provided on the left side of the page.

Applicant/Architect can make the payment by using payment tab in the panel on the left side of the page.

4 Application

Architect /Citizen Console has three Major Sections on the left side of the panel

1. Applications

2. Application Status

3. Payment

Application section is divided into four categories Draft Application, New Application, Pending for Payments & Submitted Application.

4.1 New Application

In this category user can enter the form details like Proposal Information, Applicant Information and Application

Checklist.

4.1.1 Form

The architect needs to submit the proposal information from their office and submit the hard copy file to the

HMDA for physical submission. After clicking on the New Application, following application form

appears. The form is divided into three sections for easy navigation.

The Architect needs to fill the following details.

Proposal information

Project Type : Select the type of the project for Ex: Building Permission, Layout ……..

Application Type: Select the type of the Application for EX: Residential Less than 4000 Sq. Mts., Residential above 4000 sq Mts. ………

Case Type: Select Case type either New or Revised or Alteration or Extension

Zone, District, Mandal, Village: Select the Zone, District, Mandal, Village based on the land available.

Site Address : Building no, Plot No, Premises No/Door No, Survey No, Pin Code, Road / Street, Locality /Nearest Land Mark, Ward No., Block No. etc. b) Applicant Information

Architects Information will be displayed o Consultant type, Name of Architect, Address, License Number, Validity, Mobile Number &

Email ID etc.

Applicant’s Information o General details of applicant such as Name, Address, Mobile, email, Pincode etc.

Structural Engineer Information - o Consultant type, Name, address & Validity

c) Application Checklist

Applicant has to fill the checklist listed in the application checklist tab.

When you select ‘yes’ radio button the following documents has to be attached during Documents attachment.

Application Checklist Technical Aspects Conditionally Mandatory

Whether proposed site falls within the distance of 1000 M from Military / Airport? No Document Required

Whether the site is falling within the vicinity of Raw water channel/ pipe line of Krishna, Godavari, Osman Sagar & Manjeera Water?

NOC from Competent Authority shall be obtained in case site is falling within the vicinity of Raw water channel/ pipe line of Krishna, Godavari, Osman Sagar & Manjeera Water

Whether the proposed height of the building is more than 10 Mtrs?

Report of Soil Test issued after personal inspection by Institution / Consultant empanelled with / licensed by the local authority.

Structural designs and drawings prepared duly taking the soil bearing capacity into consideration and certified by qualified Structural Engineer / Consultant Firm empanelled with / licensed by the local authority. The Structural Engineer / Consultant Firm is held responsible for defect in the design.

Building Plan and Application shall be invariably signed by the owner of the property, builder if any, the Architect and the Structural Engineer who designed the structure. They shall give their present and permanent addresses and to submit license copy.

If the construction is being taken up by a builder/enterpreneur, an attested copy of the registered agreement entered between the owner of the property and the builder shall be submitted. In case of any changes in the agreement at a later date, a copy of the same shall also be submitted to the local authority.

An undertaking on a Stamp Paper of Rs.100/-duly signed by the owner and builder specifying that no flat or built-up area shall be given possession to the purchaser / tenant unless they obtain the occupancy certificate from the local authority and provide all regular service connections.

Contractor / Builders / Developer / Owner shall submit All Risks Insurance Policy for the construction period.

Report of Geo-technical Investigation issued after personal inspection by Institution / Consultant empanelled with / licensed by the local authority.

Declaration Certificate by the Architect

Report of Soil Test issued after personal inspection by Institution / Consultant empanelled with / licensed by the local authority.

Contractor / Builders / Developer / Owner shall submit All Risks Insurance Policy for the construction period.

Revenue sketch issued by the Tahsildar concerned duly incorporating the site under reference in the survey number (if site is part of survey number)

Revenue sketch issued by the revenue authority ,incase site is part of survey number/unauthorised layout

Contour plan to be submitted in the list of drawing.

Contour Plan in '5Mts' interval in case the site is of uneven surface.

Plans & Sections where required (viz. in case of Group Housing Scheme/Group Development Schemes,etc.) of proposed sewerage disposal system water supply system of proposed building/blocks to suitable scale and as per ISI Code & Standards(Original + 5 Prints),STP in case of proposals having more than 50 residential units Applicant may also, in addition to the above, submit softcopy in DWG/DXF format.

Copy of Previously approved building plan (if any)

If site is the part of approved layout/LRS? No Document Required

Site is part of approved layout Layout copy in case the site is part of approved Layout/LRS Proceedings.

Latest market value issued by sub registrar concerned duly incorporating the site under reference in the part of survey number/piece of land/unapproved layout?

Latest market value certificate per Sq.Yrd issued by the concerned sub-registrar office, in case the site is not part of approved layout.

Whether HT lines passing through the site? No Document Required

Whether Proposed site is located in the vicinity of Oil / Gas pipe line?

NOC from the Competent Authority, in case site is located in the vicinity of Gas pipe line.

Whether Proposed site is located in the vicinity of Defense Establishments (500 Mt)?

NOC from the Defense Institutions in case the site is located within 500m of Defense institution. (Military establishment / Defense Area)

Is the property located within the distance up to 100 Mt from the protected Monuments (Heritage Structure)? NOC from Heritage Conservation Committee

Whether proposed site falls within the Air Funnel Zone / Vicinity of Airport?

NOC from the concerned airport authority if site under reference falling air funnel zone or within vicinity of airport.(Attachment to be added)

Whether proposed site is within the 30 Mts distance from the railway property? NOC from Railways

Whether Proposed site falls within (200 Mt) to Water Bodies?

In case site is located adjoining any water body, NOC to be submitted issued by the Irrigation Department not below the rank of Executive Engineer and also NOC from concerned Revenue Authority not below the rank of Joint Collector showing the respective distance from FTL boundary(Duly certified)

After all details are filled by architect and by clicking on save button the proposal a temporary file number is

created. Proposal Information, Applicant Information and Application checklist have to be filled and saved to

get the temporary file number. Once the temporary number is generated by the system, the application status

becomes “Draft” and can be seen / viewed in the “Draft Applications” item on the left panel. Click on “Draft

Application” and select the file number for which further details like plot, land, building, document, drawings are

to be filled.

4.2 Draft Application

4.2.1 Main Details

Architect has to reopen the file by using temporary file number which is available in the Draft application tab.

Architect needs to provide project/application information regarding Plot Details, Land Details, Building

Details, Documents, Drawing and Geo Location.

a) Plot Details Architect has to enter the below details

Main Details: o Proposed Use, Proposed Activity, Proposed Plot Area(Sq.Mtrs.) ,Total Area as per

Documents(Sq.Mtrs.), Total Area on Grounds(Sq.Mtrs.), Proposed Built Up Area(Sq.Mtrs.), Existing Built up area (Sq.Mtrs.), Parking Area(In Percentage),………..

Note: Proposed Use & Proposed Activity are inter dependent for ex: if user select proposed use as Residential proposed activity displays the options related to Residential…….

Site Details: o Whether Approached Road is marked on Master Plan, Connected with an existing Public road,

Status of the road, width of the road, Nature of the road(Kutchha, Blacktop, WBM, Concrete) ………

Note: Commencement of work on Site means based on the status of work on Site/Plot.

Schedule of boundaries o Based on the boundary select the type of the plot available like North, South, West & East.

Ex: Selected North as Road has to enter Width of the road in Sq. Mts. Or as Plot has to enter Plot no., survey has to enter Survey no., Existing Building &Vacant no required details.

b) Land Details

Plot Ownership Details: Architect has to enter No. of Plots, Plot Name and Click on save button.

Note: Based on the “Is the plot the part of amalgamation /subdivision charges are applicable. Amalgamation means when two plots are combined like plot no. 26 and plot no. 27/Part. Subdivision means dividing the plot into two parts ex: 26 Part A & 26 Part B.

Land details: Architect has to enter the Gift Deed, Lease deed, Sales Deed, Encumbrance Certificate, Physical Area, RCR in Sq. Mtrs. and Click on save button.

Case Type:

c) Building Details

Enter Building details: Name, Use, Sub Use, Type, number of dwelling units, Height, No. of Floors and save

details by clicking on save button. After saving system prompts confirmation message “building detail is

saved”.

Name: Name of the building can be entered as “Proposed Building”/ Name of the Building. Use: Here we can select type how we are going to use the building like Residential / Industrial / Commercial /………. Sub Use & Type: Based on the Use selection Sub use is selected like type of the building is going to be constructed. Number of Dwelling Units: Dwelling units means Flats. Ex: If the construction has 5 floors and two flats per floor then No. of dwelling units are mentioned as 5X2=10 units. Height: Height of the building as per the drawing. Building height in Meters only. No. of Floors: Based on the drawing mention the no. of floors. For ex: No. of floors as 5

d) Documents

Documents are divided into 4 categories-

1. Technical Aspects (Mandatory)

These are technical documents that are mandatory to submit along with the proposal. Applicant has to

submit the documents mentioned in this category as these are mandatory documents.

Ex: Land Use Certificate issued by HMDA, Structural Stability, Self Declaration ……..

2. Technical Aspects (Cond Mandatory)-

These are technical documents that are conditionally mandatory based on the Application checklist

these documents to be submitted.

Ex: NOC from Heritage Conservation Committee, NOC from Railways ………….

3. Ownership Aspects (Mandatory)

These are Ownership documents that are mandatory to submit along with the proposal. Applicant

has to submit the documents mentioned in this category as these are mandatory documents .

Ex:Sale deed, Power of Attorney, Pattadar Pass Book,Pahanie………..

4. Ownership Aspects (Cond Mandatory)

These are Ownership documents that are conditionally mandatory that means those documents

that are mandatory

Ex: Location Sketch attested by tehsildar, No objection certificate from SO & CAULC if

necessary…….

Step1:- Click on checkbox/ for which architect wants to attach the document and click on Attach

Files link which is on the right side of page.

Step 2:- Click on Submit Technical aspects (Mandatory) button once all the documents are

attached.

Note: When documents are not available .Only in the technical Aspects (cond.Mandatory) documents can be uncheck by deselecting (Cond when it is in Draft Application) Steps to be followed: 1. Go to Form---- > Application checklist ---- > deselect the checkpoint to “No” radio button and Click on the save button. 2. Go to Technical Aspects (cond.Mandatory) then you check that is selected or not. e) Drawings

Attach preformatted (Pre DCR formatted) Auto CAD drawing file (.dwg file) by clicking “Attach Now” button

and select the drawing file (.dwg file) from the desired location as follows.

Step-1) Click on select files button.

Step-2) following page will be displayed, select drawing file and save the file. Step-3) selected drawing file gets attached with the proposal

Note: Once the file is attached it is not editable. f) GEO Location

Architect has to enter the Geo Coordinates of the plot.

Step to be followed:

1. Go to Google maps find the location where the plot exists.

2. Select the co-ordinates (Latitude & Longitude) of the all the directions of the plot like North,

South, East & West.

3. In the application click on the “Add GEO” button and place latitude and longitude data

4. click on the “Save” button to display the map.

After saving all the documents and details, applicant has to click on submit button it will display the below

message.

g) Payment

Applicant receives email / SMS from HMDA for payments.

In Payment console you can view the different payment types like Pay Processing charges, Pay DC charges, Pay FSID charges, Pay Environmental Impact Fee & View Payments.

1. Pay Processing charges: Applicant can pay the initial processing fee. 2. Pay DC Charges: Applicant can pay Development charges. 3. Pay FSID Charges: Applicant can pay Fire Structure Infrastructure Development (FSID) Charges. 4. Pay Environmental Impact Fee: Applicant can pay Environmental Fee.

Architect: Pay the initial processing charges through Payment tab on the left side pane. By Clicking on

Pay now page redirect to Online payment.

Applicant: By Using Temp. File no., applicant can pay the amount through, Debit card/ Credit card/ Internet

Banking

Step1: Payment can be made by clicking on “Pay Now” tab or from the Online Payment link provided on the

Home Page

After paying the initial processing fee Applicant receives permanent number through email/SMS from HMDA

h) Send to HMDA

Architect can now submit the electronic file to the HMDA for processing on the proposal by clicking on the submit button.

Note: Once the document is submitted to HMDA, in any case the file is rejected with valuable reasons then applicant has to open a new application

4.3 Pending for Payments

In this tab Architect can view the Payment pending files of Initial Processing fees.

4.4 Submitted Applications

In this tab Architect can view all files send to HMDA.

He /She can view the Process flow to know the status of the application.

Steps: 1. Click on the file no. 2. Click on the Proposal Flow and click on the Show button.

5. Application Status

In this Console Architect can view the status of all the applications like Shortfall files, Initial approved files, DC completed files, Released approved plans & Rejected files.

5.1 View & submit Application Shortfall

In case any objection during verification JPO/PO can raise a shortfall and status will be communicated through email/ sms.

Types of Shortfalls:

1. Drawing Objection 2. Document objection 3. Site visit objection 4. All of the above or any combination.

For resubmitting the shortfall steps to be followed:

1. Click on the ‘View & submit Application Shortfall’ on the left panel.

2. Click on the file which is in the shortfall list

3. Click on the Resubmit Button.

4. Following screen will be displayed.

5. Add the required documents/Drawing by clicking on the attachment logo and add the remarks. 6. Click on the Submit Button. 7. File can be viewed in the “Submitted” tab in the Application Console.

5.2 Initial Approved Files

After file processing Applicant receives the email/sms from HMDA to pay DC charges. Steps to pay DC charges: 1. Log on to Architect Console and goto Application Status Console ----- > Click on the Initial Approved files and click on the file

2. Enter the Mortgage Details by clicking on the Mortgage Details tab on the top of the page.

After filling the details click on the save button.

3.For payments details Click on the “Payments” tab on the page and to view the Payment in detail click on the “Print memo”. We can download the receipt by clicking on the print receipt.

It will generate the report as below. 4. For payment go to “Payment” console on side left panel. Click on the DC charges and click on the “Paynow” option . Page will be redirected to online payment screen. After Payment click on the Apply for Proceedings on the top of the page. A dialogue box will be displayed and click on Ok button. File can be viewed in the DC Complied Application Tab.

Note : User has to check remaining payments if applicable like FSID Charges and Environment Impact Fee. By clicking on the file. Procedure same as above.

5.3 Release Approved Plans

In this console Applicant can download the DC letter and Proceeding letter.

5.4 Rejected files

Rejected files can be viewed in Application status console by clicking on the Rejected files tab.
