P roposals to remove park-ing from new apartment developments close to transport have the

support of strata industry peak body Strata Community Australia (NSW), which says there are a number of reasons why this is a good idea.

SCA (NSW) President Greg Haywood said the organisation welcomed the new building initiatives and believed that local councils have for too long been the holder of lifestyle choices for new buildings. Further they are not always in touch with the housing choices that people actually want.

“There are many garages in inner city buildings that simply

parkdon’t get used. A higher infl uence on bicycle, scooter and shared car parking would all help to reduce our congested roads and carbon footprint,” Mr Haywood said.

“The increase in shared car services also means that for most people living close to public trans-port they will rarely need a car and when they do the car share option is likely to be available.

“Some Councils are already providing allocated shared park-ing spaces as part of the develop-ment process.”

From a strata manager perspec-tive, not having to deal with the issues that parking can cause between apartment owners can only be a positive thing for

community harmony.“Ask any strata manager what

the main issues are they have to resolve in many strata schemes and they will name parking as one of the top three. People parking in visitors spaces and not actually visiting, people parking in some-one else’s place, people parking illegally on common property are just some of the issues they encounter,” Mr Haywood said.

“One of the main problems arises from commuters illegally parking in visitor parking spaces. Allowing developers to leave parking out of new developments close to public transport would also resolve this small but not insignifi cant problem.”

W ith negative gear-ing fi rmly in the spotlight amid surging house

prices, Aviate Group Managing Director Neil Smoli believes the best way to address concerns that negative gearing infl ates prices is for it to apply only to off -the-plan or newly renovated properties.

“Negative gearing recognises the important role of investors in providing rental accommodation by alleviating the tax burden they experience. It’s important to remember the vital part investors play in the Australian housing landscape,” Mr Smoli said.

“However, when investors use a negative gearing strategy to fi nance the purchase of existing dwellings, this has very little

impact on new supply in a market where rental vacancies are very low.

“On one hand, investors using negative gearing to support the purchase of new off -the-plan property have a positive impact by contributing to new rental accommodation. On the other hand, investors who use negative gearing to fi nance the purchase of existing properties do not.

“Investors who purchase exist-ing stock compete directly with the owner-occupier market, only they enjoy an advantageous tax position. This adds to the rising house price environment with no trade off in the form of new supply.”

Turning to specifi cs, Mr Smoli said a model based on the proviso

that an investor must be either contributing to demand for – or supply of – new rental accommo-dation to access negative gearing would be necessary.

“Perhaps the fairest way to enable an investor to utilise a negative gearing strategy to contribute to new supply is to make the practice accessible from an agreed timeframe after the initial lease term commences,” Mr Smoli said.

“It typically takes fi ve to six years for an investment property to become neutral, that is, for the rent received to balance the inter-est payable. This is infl uenced by the interest rate of the day, the net rental income received after costs such as management fees, letting fees, body corporate fees and outgoings are taken into account, the investor’s marginal tax rate as well as depreciation allowances.

“Nevertheless a timeline of this duration for the investor to be able to use negative gearing seems logical and fair.”

Mr Smoli said that whatever changes are implemented in the context of property in relation to negative gearing, the same should apply to shares and the equities market.

moving forward,” concluded Charles Tarbey.

The Reserve Bank indicated that it still expects growth to be a little below trend for the next several quarters and made note of recent labour market data volatility.

“As many buyers in the over 55’s age bracket are still maintaining a small to medium loan in some cases and that they are seen currently as a market driver at the moment creating activity in the housing market, this is good news for them. As it will assist making their next move a little more aff ordable,” said Century 21 Novocastrian Wallsend’s Princi-ple Chad Dunn.

“This also assists those in that same age bracket who have investment properties, who have been looking forward to improv-ing or at least maintaining their returns whilst the rental market is tight.

• Overhead wires or stormwater drains that could aff ect the value of the property and prove restrictive or prohibi-tive.

• Zoning and regulations. Homes that are in areas susceptible to ‘forces of nature’ such as fl oods, or fi res, can add costs to a property, especially insurance and may impact on any future plans.

• Geography of the property’s location. Check to see if it is on the high side of the street, better side of the highway or close to transport. Check if it is under a fl ight path or near a ‘rat run’. All of these may aff ect the property’s value.

Troy says there are plenty of resources where homebuyers and investors can gather information.

“The Internet is an excellent source of information from look-ing at past prices for nearby prop-erties to researching future local development and infrastructure potential,” Troy said.

“The local council also provides a wealth of information, espe-cially on planning, zoning and regulation matters. But one of the most underutilised yet valuable sources will be word of mouth. Talking to neighbours is a good place to start, but local real estate agents are the best.”

Painting fun!

P ainting the walls of your home can have a huge impact on the look and feel of a space and with

so many options on the market in terms of colours and textures what better time to get out the roller and start painting.

Make sure that you’ve placed a drop sheet below the wall, taping it down to ensure it won’t move while you’re in the process of painting. Next the wall needs to be been cleaned, smoothed and dried before you even think about applying paint.

Now that the preparation is taken care of you can move on to the fun part, applying your new wall colour.

Whether you’re planning on painting the whole room or just using a pop of colour on a feature wall there are plenty of options.

Tips for good lawn mowing

Cut it right: Cut no more than one third of the height of the grass in a single mow

A big no-no: Never “scalp” the lawn
