OBJECTIVES
This region is beginning to see lhe anfllx of companies that are taking advanlage of lower labor, paopertt and other tax expenses - not to mention the speciflc geographical impon of Cincinnatibnio. For tnis reason. the markeis (in this pa.t of the lvlidwest and upper southeasi) ihat
represent the best groMh potenital for THE FIFTH and RACE CENTER for the foreseeablefuiure aae the service and manufacturing rodustnes
The eafly focus of our plan is to provide for a prcsence thal will begin-to generale prospects' so
that quaiifications for prospecttve business can begin very rapidly after slart up We feel the

establishmenl of the alliances lhat will be aequired to gain access to workable opportun'tiesThough they will be difficult lo ascedain et first il the paoper resources a'e in place, suc'€ss in
determining them can be realized.
STRATEGY
Although communications systems here (in Cincinnati) are evealwherc present in the businessenviroiment, no single business is utilizing all the -enhancements" available to them at present
The reason for thii. . . is no one has attemptecl to establish a staong working 'elationshipbetween lhem and lhe companies providing the know how devoled to practical applicationsdemonstraling lhe effectiveness of broadcast technology Accordingly' our stategy l0r galnlngpotenlial rcve-nue shoulct be expecled to .esult from associatino flE FIF-IH anC RACe CENTER

One of the primary charte6 of THE FIFTH and RACE CENTER will be to establish a "rapport-
that will allow rts clientele involvement wiih the established broadcast technology comm!nity at
lhe clevelopmental or specific paoject level. Our goal will be to encourage interdependentcoope€tion in slrategic planning processes and to "formalize'that participation with "balanced"
bus;ness relationshiis. This piocess will allow for the etfective association of everyone'sbusiness 'mission statement.- with support for the facility (which will have enhanc€d overallbusiness opportunity lor everyone conceme0).
TACflCS
The existing and emerging growth potential of revenue based on communications technology 'nDowntown bincinneti ;oub not by itself substantiate our involvement' However. oiven the

Slalistically - each day there a.e over 25 mrl|on conferences held in the Uniled States atone.Added lo this is the facl that one person. lravetting only two days a week, accumulates anestimated $34,000 a year in travel exp€nses . just getting lo meetingsl with thas in mind, webegan to comprehend the possible savings (marketing potential) of a facilily, with a specialty suchas ours, which could be made avaalable to lhe general business community. The relationships(bus, ness potential) developed. as a direct aesult, would exceed the revenue generated by theconferencing center in the tirsl place. Addilionally, by constanl exposure to The Fifih and RaceCenter, END USERS (wilh needs for these services) wolld be more apt to encourageINTEGRATORS (who supply these services) to associate with us or consider some specialaflangements.
We also need to remember thal today's business environmenl is one of constant change.Consequently, we musl posltton this facility fof the foreseeable futuae. We musl recognize thatduainq this decade we are gotng to have to get in front of another impending technologic€lTEVOIUTION - IhC CONVERGENCE Of DIGITAL VIDEO/AUDIO. COMPUTERS ANdTELECOiTMUNICATIONS These separately operating ienvironments" are (soon) scheduled toestablish seamless lransfer standads. As these 'new standards" develop inlo 'commonstandards," lhey must become an integral parl of our confercnce cenlels'mission statemenl."
"Convergence" is not anothea catch woad for a proprietary operating system - but discriptive oflhe need for common cdterion thal should be advantageous to 'ALL D|G|TAL SYSTEMS" as itwill establish common language for mutual communication. Still and all. this is anothea aeasondigital technology is becoming so complic€ted thal businesses are flnding jn-house sotutionsmuch too inef{lcient. lt now seems more evident than ever - that whenevea the 'complexelectronics pfoblem' presenls itsetf, companies are invariably oplang lo establish relationshipswith a partner capable of llnding (or still better, delivering) a solulion. What this means for us isthal businessmen hard press€d to find anyone (in-house) to manage increasingly complexsystems are akeadv lookino for the know how such as ourfacility will provide!
OUTSOURCING (or PARTNERING), as il is come to be referred, is another,,prefe.red. melhodamong companies (with electronac systems), who want io control lheir financial oullay. This"kend", which is driven by corporate cost rationalization, is the morc appropriate melhod ofletting someone else take lhe'problem" and "tun with it", even taking into consideration that bydoing so, this'inherently implies" loss of control. lt will more than doubte frcm $5.9 bi ion tastyearto $12.4 bi l l ion in 1994.
Logically then. by viatue of our digital 'gateway', il would only seem reasonable lhat the systemsavailable in our faciliiy would diclate to the generat business communily the indispensable-primary pannea for any oulsourcing need would be us. What this means for the future is theabsolute certainty that collateral business would develop lo augment Our ibasic'revenue base.
Accordingly, as this outgroMh in 'new' business continues, we should look for mutualrelationshios with Value Added Resellers (VARS) oossessino enoineerino skills in dioitalvideo/audio. comouters and telecommunicalions. Moreover, inasmuch as outsourcing is going tobe the newest trend confronting the electronic communi*tlions service industries (and at is goingto be a huge market), and since our conferencing centea will provide lhe technology needed, then these VARS should certainly want to consider exchanging favo€ble anangements with usfor proximity to our systems. For this puapose we are setting aside some shared oftice space
In addition, by providing work space for qualifled individuals or o|ganizations (with the ingenuityto contribule to our clients the expert guidance lhrough the maze of new syslems), we (thus)sagnal our intention to become integral to "theii community. In relum, our relationship with lhemwill be predic€ted upon the facl thal our conference business is developed and the variousbusanesses they need ac@ss to are already coming to the Center.
Aftea all, both inlegralors and end users rnll need a resource c€ntea such as oufs io reach intomarkets thal deliver revenue. Helprng them slcceed will be critical to our succ€ss. With ouaworld-class facility, we willgive lhem global access to sell inlo lomorow's business enviaonment.Best of all, The Fifth and Race Center will leave them in charge. We only complement theiroperations, not conkol them! We give to everyone a 'benign' expanse for ofllce, semina6,technical and malketino supporl - even di€ct acc€ss lo a conferencing center if need be.
Finally, The Fifth and Race Center rvill be able to mold a stretegic alliance with other buildingsworking closely within what will become a'\Mde Area Nelwork' (WAN). All this is a part of futureseNices to paovide the best in digital solutions for Greater Downtown Cincinnatj businesses.
What is the future for The Finh and Rac€ Center as a focrl point for 'electrcnic lechnology"?Perhaps lhe ttuth that everybody knows but nobody speaks is that, while a p.olltable inveslmentmaght be reason, it is never 't!gl9?!9!'. A louder ttuth is that competitive reality will become theree t reason . . .
there is going lo continue to be lots of exciting new capabilities to assimilate - unless wechoose lo ignore them. For the lechnologic.l haves', there is going to be some 'partnering". hthe future, it will be difiicult lo compete with a competitor (another business) who's usingsomething we're not. Our message to a perspec{ive user or investoa should be: "The future ofequippino and doing it yourself has shified lo associating vrith someone else who is bellerequipped than you . . . and The Fiflh and Race Center will be the besl equipped to help do it!'
The Fitth and Race center.

Io
& It. tcf,
GENTLEMEN:
I have been busy for some time regading the feasibility of transmining a HIGH RESOLUTIONimage, moving or still, from point to point anydrere around the globe. Furthermore, if perfeaied, this applic€tion could create a climate of new possibilities reqaadinO real time business broadcast- equivalent to an ELECTRONIC V (VIDEO) MAIL similar to E-Mail. To facilitate the projed Iam foMading to you my undeastanding of what will probably be needed - but from an ENDUSERS point of view. I will have lo rcly on your background as I professional in thetelecommunications industry to help u5 flnd the necessary equipment.
S0, v.ith this in mind, | 8m more speciflcilly requesting you to assess lhis inquiry with a viewtoward identitying in whal way I may integrate your companys technology into a system solutionranging aqoss multiple applic€tions and capable of reco.dino and transmitting in high delinitiontelevision/high resolution imaging (HOTV/HRU.
SACKGROUND. Technologies do not collide - they ovedap within emerging marketplacedynamics. Vrdeo commercials o. slill pictures (8s a c€se in point), p.es€ntly shot in 35mmnegative film, are not apropos for immediate vierving because the 'rouoh shot' mud bedeveloped fir$ Coailies- or'First Rushes). Thereupon, lhe common transport method is todeliver the master an a box lhat is canied or shipped trom place to place. In a perfect woddlrdnsport would not be a problem. But in the 'real world,' frantic last minute cianges are morethe 'rule than the erc€ption.' Coflsequently, that inte.val of time which elapses before theresults can be seen (for edit) may be viewed as cfitical.
In addition to the time losl waiting to vie..r, film cannot be readily broadcasled. The requiredprocedure for doing so must fi.st converl the media to NTSC (which media), not only inc.ea*sthe time, but unfortunately (if broadcast) wguld provide an uns€tisfactory resolution for edit. (Onthe other hsnd) a shot in HDTV/HRI instead of 35mm, even when broadcasted. could p.ovidesufficient resolution for editing. Adjoin lo this the objedive of simultaneous multipoint b.oadc€slend we could conc€ivably revolutionize the poduciion process itself by creating bolh real timeand real cost savings.
eBql€g[. Plans c€llfor the selection of an advanced television kansmission standard in 1993.However, the transmission system for the United States will be in place before many progEmproduc€rs c€n afford true High Definition equipment. So, the interim sirategy, as lt relates to therequirements for "enhanc€d viewing,' proposes resources 'pooled' from those available

throughout the country. The e@momic advantage of the 'interim System, is lO provideenhanced viewing without undertaking a cJippling tlnancial burden. lt would also provide acourse well su:led lo business brcadc€s1 needs for the immediate future.
BROADCAST PROOUCTION lN HDTV/HR|. Producer must be able to slay in his office andcoordinate and supeNise recording, ediling, sconng and mixing in distant studios.
To facilitate the p.oduclion, his unediled master version, when filmed (and recorded. must beencoded and shipped (digital satellite or telephony) to rernote sites immedialety (ie, New York,Cincinnati, L.A., Europe and Japan. etc). Upon receipt of the signal each of these remote sitesmust be capable of decoding a complele copy lo NTSC tor editing plrposes. ln addition, thecopy of the original (maste.) in HOTV/tlRl must be recorded at each site and be avaitabte for off-Iine viewing.
Within minutes (not hours), the prcducer and his edit coterie must be able to assemble in itsrespective (remote) Iocations and be prepared with such additional equipment as .equired toview the shol (off-line on HDTV/flRl monitors) and discuss the shot (on-line in NTSC) smongthemselves. All produclion equipment must be govemed by the same criteria as that of presentmethods using 35mm (1125/60 SMPTE 240M HOTV). But, more importantly, in addition to th€high resolution quality. this method must demonstrate real tine produclion savings looffset lhe cost ot filming in HOW/HRI and b.oadcasling those images to rcmotelocations.
TRANSMISSION SYSTEM. Establish a protocol that is truly open in its architeclure. lt mustsupport'newly developing' standa.ds in HDTV and HRI - but at the sarne time must fullyaccommodate "existing' digital standads for television and computea geneEted imagery.Specifically it must sccommodate CCIR Rec 601 Oigital Standad for 525/625 television as wellas fhe slready established dispa.ate HDry slandards - and those shortly expected to beestablished.
An important step toward achieving this goal (and s special chsllenge to the design) is that acommon protocol will be needed to facilitate image/data exchange trom each location (vJhlchcould be created from different standads). Theretore all equipment must adhere to thepresence of a "Headef which would have the c€pability lo unambiguously identify the digitalinfo.mation of relevance. Secondly, full interpretation of the digital bil strearn (facllitatlnoseledion of various levels of info.mation) .equires a "Descriptor," which adually detalls lieimplementation ofthe data image/video standad first identitied by the header.
Thus, the task at hand becomes one of slruduring intelligent, versatile, digital transportmechanisms (and associated protocot) that can encompass all of the digita! needs of televlsion,HOTV and HRl. The largesl challenoe will lie in mentally overcoming the perc€ived roadblock ofdealing with so much that ls akeady defined today - rather than having total freedom to desionan all-encompassing system from scratch.
The thing to remember as this projed comes looether, however, is the great potential that thlssyslem will have - wilh its possibilities for ihe covegrence of the business intereds of television, computers and telecommunications where they all share something vital: The need totransport and exchange images, sound and dat..
