ITC and the United Nations UniversityOn 4 April 2005, the United Nations University (UNU)and ITC entered into an agreement appointing ITC anassociated institution of UNU. The UNU mission,which is "to contribute, through research andcapacity building, to efforts to resolve the pressingglobal problems that are the concern of the UnitedNations, its Peoples and Member States"(http://www.unu.edu/unu.html), is very much in linewith ITC’s mission. Through this agreement, ITC islinked to a network of academic institutes andscholars that form a think-tank for the UN system andpursue capacity building, particularly in developingcountries.

The aim of the UNU-ITC agreement is to develop andcarry out joint programmes on capacity building indisaster management and in land administration, andto disseminate knowledge of these and directlyrelated issues. ITC will substantially increase itsproject services in disaster geo-informationmanagement and in land administration in thecoming years.

ITC’s clients and partnersThrough its project activities, ITC actively contributesto implementing the goals and objectives formulatedby all major multilateral and bilateral donor agencies(e.g. the UN Millennium Development Goals).

Over the years, ITC has built up a large clientele inAsia, Latin America, Africa, Europe and the MiddleEast, which includes:- local, regional and national governments - national survey organisations- universities and research organisations- national and international NGOs- UN organisations and other multilateral

organisations (e.g. European Space Agency)- bilateral donor agencies (e.g. Dutch Ministry of

Foreign Affairs and GTZ, Germany)- international financing organisations (e.g. World

Bank and European Union)- private sector organisations (e.g. engineering

companies and mineral exploration companies).

When it comes to executing large-scale projects, ITC isoften part of a consortium of project partners. ITCmaintains a network of partners with whom itregularly teams up to acquire and implementprojects. ITC’s project partners include:- Asian Disaster Preparedness Centre (ADPC),

Keeping up with rapid changesAny organisation providing and/or using geo-information – for example, survey and mappingagencies, land registries (cadastre), governmentagencies (e.g. municipalities), and planning andresource management organisations (e.g. waterboards) – needs highly educated professionalsthat are able to deal with the drastic changes intheir operating environment, such as the rapiddevelopments in geo-IC technology andarchitecture, increased competition, andgovernment policies on cost-recovery,decentralisation, and the empowerment of usersand clients.

To accommodate the rapidly changing demandfor capacity building and institutionalstrengthening, ITC offers a flexible package oftraining and project services tailored to the needsof its clientele in terms of content, duration andlocation.

Supporting institutional developmentThe aim of institutional development – by far themost important type of project service carried outby ITC – is to establish and/or improve theinstitutional set-up and capability of educationaland professional organisations specialising ingeo-information handling and earth observation.

Contract trainingIn addition to the many standard courses offered,ITC provides training courses designed specificallyto meet client requirements. The client and ITCagree on the required topics and timing, and thecourses are run at ITC’s headquarters in Enschedeor at the client’s premises. It is also possible tocombine tailor-made training with modules fromacademic degree courses. These modules are heldat fixed times on the academic course calendarand can offer a cost-effective training solution.

Contract research As the discovery of new knowledge leads tohigher-quality education and support for capacitybuilding, ITC believes it is very important to beactive in research projects. ITC carries out contractresearch for a wide variety of agenciesworldwide, often as part of a larger internationalresearch network.

Advisory servicesAdvisory services provide ITC staff with theopportunity to keep in touch with the real-lifeworking environment of students and clients.They also enable ITC to remain at the forefront ofmarket developments and to adjust training andresearch services accordingly. Examples ofadvisory services provided by ITC include:- support for the development of management

information systems, with particular regard tothe design and implementation of informationsystems based on remote sensing and GIS

- advice on surveys related to aerospace,topography, geosciences and natural resources

- market studies, needs assessments, zoningstudies, environmental assessments andregional development plans

- project identification, formulation and design(including feasibility studies and costassessments), and project monitoring andevaluation.

What’s ITC all about?With more than 50 years of experience, theInternational Institute for Geo-Information Science andEarth Observation (ITC) is the world's most widelyrecognised international institute of higher educationin its field. Through education, research and projectservices, ITC contributes to capacity building indeveloping countries and countries in transition.Specialising in the development and application ofremote sensing tools and geographical informationsystems (GIS), ITC experts play an active role in suchinitiatives as determining landslide risks, mappingforest fires, implementing land administration systems,designing wildlife management systems and detectingenvironmental pollution.

International educationMore than 17,000 students from over 165 countries havefollowed ITC courses since 1950. ITC offers educationalprogrammes with different specialisations centred on theapplication of remote sensing tools and geo-informationsystems. These programmes lead to Postgraduatediplomas and Master, Master of Science (MSc) and PhDdegrees. The Institute also offers shorter diploma andcertificate courses, as well as tailor-made courses.

ITC’s educational programmes primarily address youngand mid-career professionals that can potentiallyinfluence decision-making processes within theirorganisations. A substantial part of ITC’s educationalportfolio is offered in the form of joint programmeswith partners in Africa, Asia, Latin America and Europe.Furthermore, a number of courses are given in distancemode.

Fields of expertiseITC’s multidisciplinary and problem-oriented approachfocuses on the use and provision of geo-informationand earth observation in such application fields as:- urban planning - land administration- disaster management- strengthening civil society- water management- earth sciences- environmental management and biodiversity- food security and land degradation.

EAGLE research

The EAGLE project is a specific targeted researchproject financed by the EU-FP6 programme. Nowadays, a new generation of global imagingspectroradiometers capable of acquiring simultaneousmulti-angle observations are found onboard severalsatellites (e.g. AATSR-ENVISAT and ATSR2-ERS).Remote sensing approaches using wide field-of-viewscanners such as the AVHRR-NOAA have oftenobviated the angular dependence of reflected andemitted radiation. New approaches and improvedaccuracy are achievable thanks to the new generationof sensors. ITC is one of five partners in the researchgroup led by the University of Valencia, Spain.

BRIDGE project

Recognising the growing demand for English-speakingexperts in interdisciplinary civil and sustainable geo-system engineering and exploration in the Mekongregion, this three-year project aims to develop humanresources at Vietnam National University (VNU) and theNational University of Laos (NUOL) to enable theseinstitutions to initiate their own internationalprogrammes in this field. The project focuses on bothstrengthening the technical and academic skills andimproving the managerial skills of VNU and NUOL staff.Project partners are VNU, NUOL, the Asian Institute ofTechnology (Thailand) and Stockholm University, withITC as the lead partner.

Land registrationin Uzbekistan

ITC has been subcontracted by DHV Consultants,the Netherlands, to jointly implement a landregistration project in Uzbekistan. The project,funded by the EU-Tacis programme, supports thetransition to a market economy by addressing theestablishment of real property rights. ITC deliversexpertise for training and capacity buildingactivities geared to strengthening local bodiesresponsible for land registration and cadastralservices.

Refresher courses

These two-week courses are organised jointlywith ITC partner organisations for alumni in theirhome country or region. The aim is to increasethe impact and prolong the effect of earliertraining. These refresher courses are fundedmainly by the Netherlands Fellowship Programme(NFP) and target alumni that received NFPfunding to complete their training in theNetherlands. Colleagues and supervisors ofalumni are also allowed to participate. Course topics range from GIS as a tool for disastermitigation, to participatory mapping, to updatingparticipants’ knowledge of hyperspectral remotesensing.
