Magic City2

Magic City Innovation District strives to be a model for the future of modern urban revitalization by providing an access point for an underserved neighborhood to enter the global economy through the creative, innovation and tech sectors.

Plaza Equity Partners, is a Miami-based real estate development and investment firm led by Neil Fairman, Anthony Burns and George Helmstetter. Plaza is a market-leading, full-service development and project management company offering on-staff architects and engineers, real estate sales and marketing, private mortgage lending, and construction management. Previous successes include Marina Palms Yacht Club & Residences, The Palms in Fort Lauderdale, Ocean Palms in Hollywood Beach, Paramount Bay in Miami’s Edgewater District, and Ocean House in Miami Beach’s South of Fifth Neighborhood.

Metro 1 is a forward-thinking real estate brokerage, management and development firm founded by Tony Cho. The company has completed over $1.5 billion in real estate transactions since 2005 and has been recognized every year since 2011 as one of the top 25 commercial real estate firms by South Florida Business Journal. Dragon Global is a Miami-based private investment firm focused on venture capital and real estate investments. Co-founded by Bob Zangrillo, who acts as its Chairman and CEO Dragon Global’s current and predecessor funds have managed investments in excess of $1 billion in companies that now have over $500 billion of market value. Dragon Global’s current and former technology investments include, Didi Chuxing, Facebook, Fair, InterWorld, Jet.com, OnPoint, Twitter and Uber. Mr. Zangrillo is a co-founder of Magic City and is a strategic real estate investor who partners with local developers to help invest in and shape communities. Dragon Global focuses on developing live, work, play and learn innovation districts focused on technology, sustainability, health and wellness and art and entertainment.

Lune Rouge is a Montreal based enterprise founded by Guy Laliberte (Cirque du Soleil). The company focuses on projects mainly related to the technology, arts, entertainment and real estate sectors as well as initiatives with a positive social and environmental impact. Lune Rouge promotes innovation, creativity and entrepreneurship and will have a central role in the curation and creative direction of Magic City’s arts and entertainment venues.

Warehouse Conversion: Magic City Innovation District includes over 200,000 square feet of rentable space within 20 unique buildings, warehouses and mixed-use spaces. Through adaptive reuse techniques Magic City is transforming existing factories, warehouses and historic buildings into unique spaces for offices, galleries, ateliers, cafes, restaurants, retailers.

Magic City Park Activation: In partnership with Lune Rouge, Magic City is applying for a Temporary Use Permit (TUP) with the City of Miami. The TUP will allow Lune Rouge to provide daily innovative programming and entertainment offerings through multi-media installations and interactive audiovisual experiences. The Park will include a souk (market) that showcases the work of international and local artists, as well as food and beverage outlets within unique temporary structures.

Master Plan Implementation:Development of a walkable campus consisting of retail, office, residential, hotel, entertainment, parks and other public spaces with a central linear urban park and walkway. The office component will consist of incubators, shared work spaces and laboratories for content providers, software developers, graphic designers, and much more. Commencement of this phase is currently estimated for 2020 and will take place over many years.

The Magic City innovation district was born out of the idea of creating a space that is dense, connected, walkable so that it foments the open culture of innovation. Its goal is to bring together a large diversity of companies, individuals and organizations that work within related industries and find ways to increase face-to-face encounters and increase opportunities for the collision of ideas.

Magic City will establish a series of mixed use commercial, residential, and entertainment complexes that apply advanced models of social and environmental design, with a spotlight on local business and community networks.

Being nestled in a neighborhood surrounded by impressive foliage will nurture creativity versus being located in the city center.

Magic City aims to create an economic cluster for related industries. Innovators will benefit from the proximity of related industries as they will be able to collaborate in common problem-solving initiatives. The District is also committed to attracting a diversity of support organizations including business incubators, accelerators, coworking spaces and anchor institutions.

Miami’s startup ecosystem is still at its infancy compared to more established tech cities. Currently Miami’s startups are segregated in different areas of the tri-county area. Magic City will serve as a platform for emerging companies to build a concentration of assets within the four missionary pillars of the project.

Ultimately the industry clustering will allow companies and individuals to have a support network that will position them to better tackle problems on a global scale. The adaptability and flexibility of the district will also allow for it to host trade fairs, conferences and increase the possibility of visibility of the common initiatives.

Based on the Kauffman foundation 2017’s Annual Index report, Miami is the metropolitan area with the highest concentration of startup activity.

Magic city is looking to create a space for emerging industries to converge under one same roof, thus creating an innovation ecosystem never seen before in South Florida. The Magic City Innovation District is looking to support a diversity of people and to connect nearby communities to its growth.

ECONOMIC INCENTIVES

Entertainment Industry Sales Tax Exemption Allows for the exemption of the Sales & Use Tax on a production company’s purchase or lease of qualified items used exclusively or as an integral part in the production of films, television series, commercial advertising, music videos or sound recordings in the state.

Film and Entertainment Industry Financial Incentive Provides significant tax credits to encourage film and digital production in the state, performance-based cash incentives are evaluated by project type and project budget, with minimum spend levels and maximum awards. Qualified production expenditures include pre-production, production and post-production.

Architectural Rehabilitation Tax Credit (RTC) Provides federal tax credits for businesses investing a minimum of $5,000 in the renovation of buildings or structures located in locally designated historic districts or properties listed on the National Register of Historic Places.

EB-5 Immigrant Investor Visa Program Provides a path to citizenship for foreign nationals who invest a minimum of $500,000 in a U.S. corporation or entity designated as a regional center by the U.S. Citizen & Immigration Services for the purpose of creating a minimum of 10 jobs, along with the capital investment in designated areas.

Economic Development Infrastructure County Fund (G.O. Bond) Reimburses partial infrastructure costs to non-profit, commercial and industrial businesses creating catalytic job creation projects within a Targeted Urban Area (TUA). Infrastructure includes areas such as water and sewer access, drainage systems, sidewalks, pole lighting, landscaping and surface lot paving and striping. This program requires Miami-Dade County Commission approval.

Enterprise Zone Building Materials Sales Tax Refund Provides businesses located in an enterprise zone targeted for economic revitalization a reduction in State of Florida Sales & Use Tax paid on purchases of construction and renovation materials. A maximum of $10,000 of refunded Sales & Use Tax is available against building materials per project folio.

Expedited County Permitting Provides fast track permitting review for projects related to certified green building projects, LEED construction projects, businesses located in enterprise zones or brownfields or projects creating at least 100 jobs.

Historic Property Tax Abatement Provides upon project completion a 10-year exemption on the new Miami-Dade County taxes due to the additional value of the restoration of a historic property to encourage rehabilitation and maintenance of historic structures.

Voluntary Cleanup Tax Credits Provides marketable tax credit certificates for up to 35 percent of voluntary cleanup activity integral to site rehabilitation to encourage redevelopment of brownfield sites or sites in designated brownfield areas. Credits are valid against Florida corporate income tax.

Historically Underutilized Business Zones (HUBZone) Allows qualified small businesses located in historically underutilized, urban and rural businesses zones to be eligible for set-aside federal contracting opportunities under a procurement program created to encourage business and job creation in HUBZone areas.

Enterprise Zone Corporate Income Tax Credit for Property Tax Provides a credit for new property taxes paid on renovated or newly constructed facilities. A minimum of five jobs must be created by the project, which can apply for a credit of up to $50,000 a year for five years based on the percentage of employees residing in the enterprise zone.

Mom & Pop Small Business Grants Distributes grants and technical assistance to eligible for-profit small businesses through a competitive annual process based on the Miami-Dade County Commission district. Eligible businesses must have applicable municipal and county local business tax licenses and must have been operational for at least one calendar year.

Work Opportunity Tax Credit Allows federal tax credits, ranging from $1,200 to $9,600 per employee, for businesses hiring and retaining individuals with significant barriers to employment.

Enterprise Zone Business Equipment Sales Tax Refund Provides businesses located in the enterprise zone a reduction in State of Florida Sales & Use Tax paid on purchases of items ranging from select furnishings, fixtures, hardware and equipment. A minimum expenditure of $5,000 is required, with no maximum threshold.

ECONOMIC INCENTIVES

Research and Development Equipment Sales Tax Exemption Allows for the exemption of Sales & Use Tax on machinery and equipment used in the research and development process to advance key fields of technology, develop new products, improve existing products, develop new uses for products or to design or develop prototypes.

Solar Energy Systems Sales Tax Exemptions Allows tax exemptions on solar energy systems, including the equipment and requisite hardware to convert sunlight into energy for use as a power source. Systems and components include solar collectors, pumps and controls, photovoltaic power conditioning equipment, energy storage units.

Incumbent Worker Training Grants (IWT) Retains businesses and helps them stay competitive by distributing training funding to for-profit businesses to support skills-upgrade for full-time employees. These flexible grants, available to businesses operating in Florida for at least one year.

Brownfield Redevelopment Bonus Tax Refund Encourages redevelopment and job creation by providing bonus refunds, up to $2,500 per job created, for businesses investing a minimum of $3 million rehabilitating, renovating or constructing new facilities on designated or contaminated brownfield sites

Enterprise Zone Jobs Tax Credit Against Corporate Income Taxes Provides for jobs tax credits, based on a minimum of five new jobs created with the enterprise zone’s geographic boundaries, resulting in a reduction in Sales & Use Taxes remitted to the state.

Florida Power and Light Economic Development Incentive Offers discounted electrical service rates for new or expanding businesses creating at least 25 new jobs per 350 kilowatt hour of added electrical load. Higher incentives are available for businesses expanding or relocating to commercial or industrial space that has been vacant for more than six months.

International Banking Tax Credit Allows a tax credit against international banking activity income to encourage banks with international operations to locate offices and create jobs in Florida. International banking accounts must be segregated from other banking organization accounts to receive the credit.

Qualified Targeted Industry Tax Refund (QTI) Provides inducement, performance-based, cash incentives to new or expanding targeted industry businesses creating a minimum of 10 jobs and considering relocation or expansion to Florida. The incentive includes refunds on taxes including corporate income, sales, ad valorem, intangible property, insurance premium.

Targeted Jobs Incentive Fund (TJIF) Provides inducement, performance-based, cash incentives to encourage local business expansion or to retain local businesses at risk of expanding outside of the area. Projects must meet at least $3 million in capital investment, create a minimum of 10 jobs and adhere to county or state average wage requirements.

Knight Foundation Knight Foundation focuses their investments on civic innovators who help cities attract and keep talented people, expand economic opportunity and create a culture of engagement. Larger awards of greater than $50,000 are awarded on a discretionary basis and do not have a traditional funding cycle.

ArtPlace ArtPlace America (ArtPlace) is a ten-year collaboration among a number of foundations, federal agencies, and financial institutions that works to position arts and culture as a core sector of comprehensive community planning and development in order to help strengthen the social, physical, and economic fabric of communities.

ArtSpace Provides federal tax credits for businesses investing a minimum of $5,000 in the renovation of buildings or structures located in locally designated historic districts or properties listed on the National Register of Historic Places.

Empowerment Zone Allows for federal employment credits of 20 percent of empowerment zone employer’s qualified wages up to $15,000 for hiring qualified empowerment zone residents.
