Minutes of 30th meeting of the Executive Committee (EC) of National Mission for
Clean Ganga (NMCG) held on 29th October, 2020 at NMCG Office, Delhi
The 30th meeting of the Executive Committee (EC) of National Mission for Clean Ganga
(NMCG) was held on 29th October, 2020, at 11.00 AM through Video Conferencing under
the Chairmanship of Director General (DG), NMCG.
Director General, NMCG welcomed the members of EC to the meeting and briefed them
about action taken during lockdown. Thereafter the agenda items were taken up for
discussion.
Agenda Item No. 30.1- Interception and Diversion and STP works in
Phusro Nagar Parishad, Jharkhand
DPR appraised by IIT-Roorkee
Project Cost: Rs 61.05 Cr. including O & M for 15 years
Land: to be provided by State Government
Project Components:
Development of a 3 STPs including necessary ancillary infrastructures, SCADA and online monitoring system:

DECISION
After detailed discussions with the State govt., TPA (IIT-Roorkee), Executive
Committee (EC) resolved to approve the proposal for according administrative
approval and expenditure sanction (AA&ES) for Interception, Diversion (I&D) and
Sewage Treatment Plant (STP) works for Abatement of Pollution of River Damodar at
Phusro town (Jharkhand) under Namami Gange Program at an estimated amount of
Rs 61.05 Crores (including cost of O & M– Rs 28.41 Crores for 15 years) to be
implemented on DBOT mode. GST as applicable is to be paid extra. It was also resolved
that the observations of NMCG, TPA should be complied by the State Government/

Executing Agency at the time of finalization of bid document/ at the time of execution
and during O & M period. O & M of the project assets, post-commissioning for 15 years
has been included in the project scope. O & M beyond project scope i.e. after 15 years
shall be the responsibility of State Government/ ULB at its own cost. SPMG confirmed
that after implementing this project, no untreated drains will fall in the river
Damodar from the town.
It was also decided that state government will pari-pasu implement the project for
utilization of treated wastewater from the project for irrigation, industrial purpose as
per its policy.
EC decided that installation of trash arresting rack and its regular O&M at the mouth
of all drains and adequate provision for co-treatment of septage in the STP facility
may also be made part of project proposal for implementation.
In addition, it was also directed by EC that the latest effluent standard as per the NGT
order shall be followed.
The project has been considered to be funded under Component B – New Initiatives of
Namami Gange Program. The State Government should ensure the availability of land,
wherever needed, in their possession before awarding the works. State need to submit
a revised DPR, before bidding, based on Third Party Agency’s recommendations
complete with detailed designs and hydraulic analysis.
The project involves implementation of I&D and STP works of significantly small
capacity (15 MLD) and clubbing of this work may be difficult with other towns due to
fact that some big towns with new sewerage infrastructure works to be undertaken
are not located nearby. Accordingly, EC decided that the project will be executed
following DBOT mode instead of Hybrid annuity based PPP mode.EC also directed to
SPMG that the tender works may be awarded within three months from the date of
issue of AA&ES.
Agenda Item No. 30.2- Expansion of Project “Involvement of Youth in
Namami Gange Programme” to 26 new Districts and extension in existing 29 Districts

A presentation was given by Ms. Manisha Saini, Assistant Director, NYKS before the
Executive Committee on the achievements of the ongoing project in 29 districts and on
the proposal for expansion of similar work in 26 more districts across Uttarakhand,
Uttar Pradesh, Bihar, Jharkhand and West Bengal.
The Executive Committee pointed out that out of the total NMCG sanction of Rs. 9.90 Crore
for the first phase of 29 districts; Rs. 4 Cr has been released by NMCG. Furthermore, the EC
highlighted that NYKS has submitted a utilization certificate of only Rs. 65 Lakh and the
remaining funds remain unutilized. The EC asked NYKS to share the execution plan for the
remaining sanctioned amount to facilitate further release of funds. NYKS informed the EC that it
will submit the UC for Rs. 1.1 cr. shortly. Moreover, the delay in the implementation of the
project is due to pandemic outbreak, hence, the funds could not be utilized in sync with
the timelines at regional level for training programs.
DECISION
The EC took note that senior officials are not present during the meeting. It also
observed that the extension to another 26 districts is on lines similar to that of
existing 29 districts and hence agreed to accord administrative approval and
expenditure sanction. However, it was directed that NYKS should submit action
plan for expeditious utilisation of funds already released. A detailed review would
be scheduled after one week.
Agenda Item No. 30.3- Revised Administrative Approval & Expenditure
Sanction cost for Interception & Diversion and STP Scheme for
Bhagalpur, Bihar
The revised project for Interception & Diversion and STP Scheme for Bhagalpur was
approved in 29th Executive Committee Meeting held on 28.08.2020 vide Agenda
No.29.13 at a cost of Rs.340.25 Crore (Capital Cost Rs.192.62 Crore and 15 yrs. O&M cost
Rs.134.58 Crore). The project is 100% funded under EAP scheme from World Bank. It
was also decided to send the TPA report to World Bank for their consideration. In the
event of the bid project cost for Bhagalpur STP project becoming higher than the revised
sanction separate approval will be sought as per guidelines.
In response to the tender invited for the subject project, two bidders namely (i) Triveni
Engineering & Industries Ltd. and (ii) Consortium of Adani Enterprises Ltd. and Organica
Technológiák Zrt. have participated. The Consortium of Adani Enterprises Ltd. and
Organica Technológiák Zrt. has emerged as L1 bidder with quoted price of Rs.385.09 Cr.
(with land Rs.424.95). The details of price bid are as follows.

The difference in the original cost appraised by TPA is primarily arising due to lesser
cost assumed by TPA for the STP that treats mixed sewage (both industrial and
domestic). Otherwise, the quote received from the L1 bidder i.e. Rs.385.09 crore is
reasonable and within the variation limits adopted for approval in other projects.
As approved in 29th EC meeting, the Third Party Appraisal Report along with
Financial Bid Evaluation Report was submitted to World Bank on 10.09.2020. Based
on the review, World Bank provided ‘No objection to the award of contract’ to M/s. JV
of Adani Enterprises Ltd., Ahmedabad, India and Organica Technológiák Zrt. Hungary
at the cost of Rs.385.09 Crores. World Bank has also observed that BUIDCo/NMCG
should take into consideration the latest NGT standards including nutrient removal.
The World Bank has given NOC to award the work Rs.385.09 crore. The total cost of
project including project preparation & supervision charges, ESAMP, power
connection and GAAP will be Rs.413.29 Crores. Final cost breakup is below:

DECISION:
After detailed deliberations on the subject matter EC has decided to approve the
revised AA&ES of Rs.413.29 Crore (100% GOI Share) for “Interception & Diversion
and STP Scheme for Bhagalpur” through HAM under Namami Gange Programme. The
funding is to be met under World Bank funded EAP.
Agenda Item No. 30.4- Rag Rag Mein Ganga-II, a travelogue series by
Doordarshan
The proposal for Rag Rag Mein Ganga –II, a 26-episode travelogue series submitted by
Doordarshan (Prasar Bharti) with celebrity anchor as Rajeev Khandelwal to be telecast
on DD National.
DECISION
After detailed discussions, Executive Committee (EC) resolved to approve the
proposal for according administrative approval and expenditure sanction (AA&ES) for
at an estimated amount of Rs.8,69,42,400/-for implementation by Doordarshan
(Prasar Bharti).
It was also resolved that the observations of NMCG, should be complied by the
Doordarshan during the execution. The project has been considered to be funded under
NGP funds of Namami Gange Programme
EC also directed Doordarshan that 26 series may be properly documented.
Agenda Item No. 30.5 (Table Agenda)- PROPOSAL FOR PILOT PROJECT POND
REJUVENATION AT ALAMNAGAR, DISTRICT HAPUR – UTTAR PRADESH
DPR appraised by Jamia Milia Islamia, Delhi.
Financial Effect- 100% funding by Budget Allocation Fund of Ghat Works
Land to be provided by State Government. (Free from all encumbrances).
DECISION :
The project cost is Rs 24,97,270/- (Rupees Twenty-Four Lakh Ninety-Seven
Thousand Two Hundred Seventy only) proposed to be implemented in 4 months by
SAY-EARTH-NGO.
SAY-EARTH is exempted from applicable taxes.
Provision of Jal Chaupal & Awareness, Water Testing & De-Watering, Cleanliness -
Garbage/Bushes, De-silting & Excavation, Sludge & Soil Carriage, Levelling &

Based upon the discussions on the above, the proposal was recommended by Executive
Committee of NMCG for according of Administrative Approval & Expenditure Sanction
(AA&ES) by the competent authorities at an estimated cost of Rs 24,97,270.00 (Rupees Twenty
four lakhs ninety seven thousand, two Hundred seventy only). The compliance with the
observations of NMCG and TPA that would be ensured by SAY EARTH-NGO selected for this
work. With regard to the selection of the executing agency (NGO), it was explained that the
agency is a reputed agency having expertise of successfully working in this field for the last
15 years and has executed many such projects under CSR, in NOIDA, Greater NOIDA and
other places. It has won several awards for excellent work in this field. The SAY-EARTH will
carry out the following works at Alamnagar on a Pilot project basis with following
conditions:
i. Provision of Jal Chaupal & Awareness,
ii. Water Testing & De-Watering,
iii. Cleanliness - Garbage/Bushes,
iv. De-silting & Excavation,
v. Sludge & Soil Carriage,
vi. Levelling & Dressing,
vii. Filter Chamber,
viii. Constructed Wetland.
ix. SAY EARTH-NGO has to ensure the stability of the proposed structure. Also, they
should use such material that can ensure durability and longevity of the proposed
structure.
x. Any deviation from the approved scope should be brought to the notice of NMCG
and shall be undertaken only after the approval of the competent authority.
xi. Since the period of completion of the project is 4 (Four) months, from the date of
sanction, including bidding process and award of work.
xii. Taxes shall be paid as applicable.
xiii. The cost break-up of the approved work is as mentioned below:
Decision/Resolution: EC after discussions and deliberations, has approved the Pilot project of
Pond Rejuvenation at Alamnagar, Hapur, UP at a project cost of Rs. 24,97,270/- (Rs. Twenty
four lakhs, ninety seven thousand, two hundred and seventy only) by SAY-EARTH to be
implemented in four months from date of issue of sanction.
Agenda Item No. 30.6(Table Agenda)- Development of Pooth Ghat, Hapur
(Uttar Pradesh)
DPR appraised by Jamia Milia Islamia, Delhi.
Project Cost- The cost of the project is Rs. 2,75,95,370.00 (2.76 Cr.) proposed to
be implemented in 22 months (including 6 months O&M) .

DECISION :
Based on the discussions on the above, the proposal was approved by Executive
Committee of NMCG for according the Administrative Approval & Expenditure
Sanction (AA&ES) by the Competent Authority at an estimated cost of Rs
2,75,95,370.00 (Rs. Two crore, seventy five lakhs, ninety thousand, three hundred
and seventy only). Taxes shall be paid as applicable including O&M for 6 months
along with the compliance with the observations of NMCG and TPA that would be
ensured by EIL at the time of finalization of Bid Document with the following
conditions:
vii. Signage and dustbins
viii. O&M for the initial 6 months after commissioning form the part of the project
scope. The organization engaged for O&M must have revenue generation
mechanism in place for sustaining the O&M activities.
ix. Issues pertaining to land, consultations with local authorities and
observations from the State need to be addressed & resolved by EIL before
tendering with necessary evidence of such consultations.
x. EIL has to ensure the stability of the proposed structure. Also, they should use
such material that can ensure durability and longevity of the proposed
structure.
xi. Any deviation from the approved scope of work should be brought to the notice
of competent authority in NMCG and shall be undertaken only after the
approval of the competent authority.
xii. Since the period of completion of the project is 22 (Twenty Two) months, from
the date of sanction, including bidding process and award of work.
Provision of Bank Protection works with geo-bags and retaining walls to
ensure Ghat stability, Drinking water facility (Bore well), Toilet facilities,
change room & Utility Room, Lighting fixtures (including solar lights) for
illumination of Ghat, Ghat Steps (25m) and Promenades to ensure proper
approach to the river, Site grading as per profile and Landscaping, Handrails
for safety of the visitors, Signages and dustbins.

completed within 3 months the date of sanction .

Agenda Item No. 30.7(Table Agenda)- Construction of New bathing Ghat on
Right bank of River Ganga at Religious Place U/S of Devatrya College,
Karnwas, Bulandshahar – U.P
DPR appraised by Jamia Milia Islamia, Delhi.
Completion time- 18 months.
Financial Effect- 100% funding by Budget Allocation Fund of Ghat Works
Land to be provided by State Government.
DECISION :
Based upon the discussions on the above, the proposal was deferred by Executive
Committee of NMCG for according of Administrative Approval & Expenditure Sanction
(AA&ES) by the competent authorities for having a detailed discussion or provisions
between project proponent and Third party Agency, who were present in the meeting.
It was reported that proper details and satisfaction have not been furnished by the
project authorities to TPA. It was directed to re- examine the proposal and submit at
the earliest.
Agenda Item No. 30.8(Table Agenda)- Interception & Diversion (I&D) and STP
works of Kairana Town, Dist., Shamli, Uttar Pradesh under Namami Gange Program
DPR appraised by Jamia Milia Islamia University, New Delhi
Project Cost: Rs 78.42 Crores including O & M for 15 years (Capital Cost - Rs. 39.91
crore; O&M Cost - Rs. 38.51 crore)
Project Components: o Nala Taping – 01 no, which falls into Mamour Lake o Intercepting Sewer line – 300m o Rising Main – 600 mm dia DI K-7, length – 1600 m o MPS and Treated Effluent Pumping Station(TEPS) (15 MLD capacity each) o New STP- 15 MLD including 25 KLD Septage receiving station and online

Financial Effect: Central Share as 100% of project cost i.e. Rs. 78.42 crore
Project Status: Bidding Process- Design Build Operate Transfer (DBOT) basis
The proposal of I&D and STP works of Kairana Town, Dist., Shamli, Uttar Pradesh was
placed before Executive Committee (EC) for according the approval for an estimated cost
of Rs. 78.42 crore. Drain from Kairana town outfalls into Mamour Lake and due to
continuous discharge of sewage from this drain, the lake overflows and submerges the
nearby agriculture fields. Beside submergence of agriculture fields by sewage, the water
quality of lake is also severely deteriorated. The lake is an ox-bow lake of river Yamuna
and one of the largest ox-bow lake in Yamuna river bed and requires pollution abatement
works on priority.
DECISION
After detailed discussion Executive Committee (EC) resolved to approve the proposal
for according Administrative Approval and Expenditure Sanction (AA&ES) for
Interception & Diversion (I&D) and STP works of Kairana Town, Dist., Shamli, Uttar
Pradesh with O&M for 15 years under Namami Gange Program for an estimated
amount of Rs78.42 Crores (including cost of O & M for 15 years –Rs 38.51 Crores).
It was also resolved that the observations of NMCG, TPA should be complied by the
State Government/ Executing Agency at the time of finalization of bid document/ at
the time of execution and during O&M. The cost towards O&M of the project assets,
post commissioning for 15 years has been included in the project scope. O&M beyond
project scope i.e. after 15 years shall be the responsibility of State Government/ ULB
at its own cost. It is also proposed that as the Central Government is giving funding
for O&M of the sewerage assets for 15 years, the tax should be collected regularly as
usual by ULB and kept in a corpus fund, which should be used by ULB for O&M of all
these assets after 15 years exclusively. The project has been considered to be funded
under NGP Component – New Initiatives of Namami Gange Program. The State
Government should ensure the availability of land in their possession before
awarding the works. State has to initiate the land procurement procedure for MPS &
STP and same has to be completed at the earliest. State need to submit a revised DPR,
before bidding, incorporating Third Party Agency’s recommendations. EC also
instructed to SPMG, UP that the tender works may be awarded within six months
from the date of issue of AA&ES. EC also recommended the project duration of 24
months excluding the bidding period.
In addition, EC decided that installation of trash arresting rack and its regular O&M
at the mouth of all drains and adequate provision for handling septage in the SPS /
STP facility may also be made part of project proposal for implementation. EC desired

that State Government should explore the possibility of reuse of treated wastewater.
Additional pumps if required may be included in TEPS to avoid the spread of water
beyond the lakes boundary.
Further, EC decided that works for Rejuvenation of Mamour Lake by carrying works
for proper demarcation of lake, Strengthening / raising of bunds,dredging / desilting
of Lake and plantation on boundary of Mamour Lakemay also be executed pari-passu
as a part of project proposal through District / Local Administration using State’s
own resources / MGNREGA funding etc as discussed with district authorities during
site visit.
Agenda Item No. 30.9 (Table Agenda)- In-Situ Treatment of untapped drains
identified in the 09 stretches of Uttarakhand by Bio- remediation technologies at
an estimated cost of Rs. 3.89 Cr. under Namami Gange Programme.
Kumbh 2021 will be held at Haridwar Uttarakhand and it is proposed that none of
the drain carrying sewage should discharge the sewage in Uttarakhand state in rivers
before treatment. NMCG has made pollution abatement interventions for all the drains on
main river Ganga by creating I&D structures and STPs but tributaries drains are yet to be
tapped. In Uttarakhand, 24 small drains on 09 tributaries rivers (River Kichha, Dhela,
Bhela, Kosi, Pilakhar, Nandhor,Rispana, Bindal and Suswa) are yet to be tapped
permanently for pollution abatement works and thus bioremediation of the same was
proposed. Out 24 drains, 19 drains are in 06 tributaries of Kumaon region (Udham Singh
Nagar) which are discharging about 30 MLD sewage in Ramganga basin and 5 drains are
in 03 tributaries of Garhwal region (Dehradun) in Rispana, Bindal and Suswa river. The
pollution abatement project for creation of I&D in Rispana and Bindal rivers has just
started and will take about a year to complete. Till then, considering upcoming Kumbh
Mela 2021, bioremediation of all these drains have been proposed for a limited period of
06 months. The objective of the project is to reduce the pollution level in these tributaries
rivers by bioremediation. This will ensure that all the drains having sewage pollution in
Uttarakhand state will have pollution abatement interventions. The targets are to reduce
BOD by 70%-80%, bring TSS and BOD to regulatory norms in these identified drains in 09
polluted stretches during Kumbh period. The payment will be linked to performance of
the bioremediation process and to achieve pre-defined removal targets.
DECISION
After detailed discussions, EC suggested that though bioremediation is an interim
mechanism for controlling pollution in the drains and rivers, such works are
required to be taken for the drains/ rivers in Uttarakhand considering upcoming
Kumbh Mela. EC recommended that this project may be made a part of
comprehensive Kumbh project wherein a proposal for providing financial assistance

under Namami Gange Programme to state for Kumbh 2021 is under consideration of
NMCG.
Agenda Item No. 30.10 (Table Agenda)- Treatment of Kosi Drain, Vrindavan using
in-Situ Bioremediation Technology
Drain Name- Kosi Drain, Vrindavan
Project Cost: - Rs. 1.39 Cr (One crore, thirty Nine Lakhs)
Project Duration: - 1 Year (First month will be trial period which can be extended up to
three months if necessary. After successful demonstration, project will continue for
additional 11 months (excluding trial period) and payment will be reimbursement on
monthly basis towards quantity of flow measured and treated in drain against per
MLD cost of Rs.1925 adjusted on pro-rata basis.
Financial Effect: 100% Central Sector
Scope of work-
The project would be monitored as per the monitoring protocols,
BOD reduction
Mitigated foul smell reduced H2S and CH4 emission level.
E Coli reduction.
Net Result: Cleaner drain and lower pollution into Yamuna
Decrease in Fecal Coli-form level
Foul Odour Reduction.
Scavenging and cleaning of drain area by ensuring the garbage, floating matter, debris
and vegetation shall be cleaned manually from the river and transport for dumping at
designated solid waste disposal site. The cleaning of accumulated solid waste shall be
carried out periodically by the project proponent.
Monitoring of flows in the drain at designated monitoring location by installation of
suitable flow measuring device viz. V-notch or scientific flow measurement methods
(excluding float method) etc. in consultation with the designated authorities.
Public awareness programme will also be planned to carry out to educate the local
residents to avoid throwing the garbage in to the drain.
After detailed discussions, EC approved the proposal for according AA & ES for
“Treatment of Kosi Drain, Vrindavan” using bioremediation under the head of
“Research Studies, Pilot and Training, Workshop, Seminar, Publication etc. as a
part of overall Research & Development Component” for an estimated amount
of 1.39 Cr (One crore, thirty Nine Lakhs) at a treatment cost of Rs.1925/MLD.
The project has been considered to be funded under National Ganga Plan (NGP).
Above approval is subjected to following conditions-
1. A Technical Monitoring Committee may be constituted for monitoring of the project.

2. Monitoring of the project shall be carried out as per the monitoring protocols, which
shall be devised on the basis of field measurements after establishing the base line
profile in respect of flows in drain, drain water quality and other issues.
3. The agency will also monitor flow in the drain by installing a flow measuring device
like V notch/ flumes or scientific flow measurement methods (excluding float method)
etc.
Agenda Item No. 30.11(Table Agenda)-: Treatment of Palam Drain, Delhi using in-
Situ Bioremediation Technology.
It was learnt in the meeting that Palam Drain has been partially tapped and the flow is
diverted for treatment at pappankalan STP. Sanctioning the proposal would be a case of
double treatment. Hence, after detailed discussions, EC decided that any other drain
may be selected by the agency in consultation with NMCG for putting up the pilot
proposal.
Agenda Item No. 30.12(Table Agenda)-: Project: Proposal for pilot demonstration by
start-up "NEER Treatment Solutions Pvt. Ltd." for removal of solid waste from ITO
drain, Delhi
The proposal was taken up for discussion in EC meeting as table agenda with consent of DG. It
was discussed that the pilot project proposal is submitted by NEER Treatment Solutions Pvt.
Ltd. for removal of solid waste from ITO drain, Delhi (near WHO headquarters). The start-up
company proposed putting up a solid waste collection mechanical set-up in the drain. It would
have minimum human intervention. The Capital Costs of the project is Rs.17,12,290
(Seventeen Lakh Twelve thousand two hundred and ninety only) and Operation Cost is
Monthly Rs. 82,180/- (Annual Rs. 9,86,160).
ED (F) observed that the solid waste management is mandate of Ministry of Housing and
Urban Affairs. The proponent unit however replied to the observations that the project is
important for NMCG as well since the solid waste from drains ultimately reaches the rivers and
solid waste in rivers out falling into Ganga and its tributaries had been cause of concern for
NMCG also.
After detailed discussion, the EC decided that proper disposal of solid waste collected
from the drain should also be ensured. It is necessary to bring the concerned
Municipality on board for better coordination and efficient solid waste disposal. The EC
in principle approved the proposal subject to the condition that concerned MCD has to
agree to own-up the project during implementation. EC directed that proposal may be
resubmitted before EC after taking actions, as above.
