This year’s theme of Sustainable Communities, Green Infrastructure and Transit Oriented Development puts our country’s top public infrastructure priorities on stage during a time of unprecedented change. Our high impact speakers and sessions will give you an edge in navigating through 2010 and beyond and we encourage you to engage fully in the general session and luncheon presentations. With its eALP initiative, FAA Airports is working on a system where all airport data will be available on a web resident GIS platform and accessible by anyone who needs the information or is working on airport projects. This data includes runway dimensions, approach clearances, airside facility descriptions, airport property map, land acquisition plans and other critical information. The web infrastructure is in place and airports nationwide will be transitioning to the GIS system over the next few years. This session will present results from those airports who first participated in the implementation pilot program and discuss how airports and their consultants will benefit from the eALP and airport GIS in their ongoing airport project work.

Airport Land Management: FAA Appraisal, Leasing and Disposal Requirements

Challenges and Strategies of Affordable Multi-Family Housing in Transit Oriented Development Projects

Experts in the public and private sectors will outline the practical realities of mixed-use transit oriented development, including challenges posed by time requirements in obtaining agency approvals, conflicting regulatory requirements, competing funding and revenue needs, environmental considerations and current conditions in capital markets. Examples will cover successful mixed-use and mixed-income TOD projects that incorporate multi-family rental units serving the needs of low and moderate income, workforce and special needs populations, as well as market rate units and LEED certified projects. Rebecca Bennett

Becky is currently a Right of Way Program Manager and Program Development Team Leader for the Federal Highway Administration (FHWA). Her duties include right of way engineering, acquisition, relocation, property management

and utilities. This past year she has worked closely with the Nevada Department of Transportation and local public agencies to prepare “shovel ready” transportation projects in order to advance federal funding under the American Reinvestment and Recovery Act. She has been with FHWA since 2004, serving first in the Office of Real Estate Services in Washington, DC where she was the liaison for development of National Highway Institute (NHI) real estate courses and assisted with the development of a FHWA/IRWA corporate partnership for right of way education. Becky is an IRWA member and has taken numerous IRWA courses. She holds a Bachelor of Science in Education Degree from the University of Oregon.

David Blakeney, SR/WA, R/W-NAC

David is the Realty Officer/Transportation Planner in the Arkansas Division of the Federal Highway Administration. Prior to his position in Arkansas, David was a Division Realty Specialist in Florida for four years and in Maryland for two years. In

addition to his responsibilities of administering the Federal-aid Right of Way Acquisition Program, David administers the Federal-aid Statewide Planning, Freight Planning, Scenic Byways and Metropolitan Transportation Planning Programs for three of the eight MPOs in the State of Arkansas. David is an active senior member of IRWA and serves as Chapter 51’s Treasurer. He is also a member of the International Transportation Committee. David is a 1984 graduate of Mississippi State University with a Bachelor of Business Administration degree and in 2005 he completed the USDA Graduate School’s Executive Leadership Program.

Steven Bottemiller, MAI

Steven is Chief Appraiser at the Bonneville Power Administration. A graduate of Seattle Pacific University, he has extensive experience in appraising and reviewing elderly care housing properties throughout the United States, and electrical transmission line/substations in Bonneville’s region.

Ed Chu

Ed is currently leading the development of a long-term strategic work plan on land revitalization for the U.S. Environmental Protection Agency. Prior to joining the Land Revitalization Office, Ed led the Regulatory, Economics and Analysis Group at the U.S. EPA’s Office of Children’s

Health Protection. His primary responsibility was to help people (both inside and outside the government) find and use regulatory, economic and statistical information to better understand and protect children’s health from environmental contaminants. He previously worked in EPA’s Indoor Environments Division where he worked on privatizing the Radon Proficiency Program. Prior to joining EPA, he was a consultant specializing in environmental and energy issues. Ed received degrees from the University of Michigan and Michigan State University.

Kimberly Cochran

Kimberly is an Environmental Engineer in the U.S. Environmental Protection Agency’s Office of Resource Conservation and Recovery where she works on issues facing construction and demolition (C&D) materials and industrial

materials recovery. Kimberly has worked on C&D materials and industrial materials issues for the last nine years, including investigating measurement, analyzing lifecycle impacts, and facilitating dialogue on barriers. She attended the University of Florida, where she received her bachelor’s, master’s, and doctorate degrees in environmental engineering.

Rick Etter

Rick is the Airport Acquisition Specialist assigned to the FAA headquarters Office of Airport Planning and Programming, Planning and Environment Division. He has been with the FAA since September 1993. Rick is responsible

for providing FAA field offices guidance on real property acquisition and relocation assistance procedures and policies for the FAA Airport Improvement Program (AIP) assisted airport projects. Primarily this guidance concerns conformance of these airport acquisition and relocation programs with the Federal Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (Uniform Act). Rick was previously employed by the Federal Highway Administration (FHWA) as Division Realty Officer in the states of Maryland and West Virginia and various assignments as a realty specialist since 1979. Rick has a BA degree in Finance from the University of Illinois -Urbana, and a BBA degree in Real Estate from the University of Wisconsin-Madison. He is member of the IRWA and holds a Certified-General Real Property Appraiser designation issued by the State of Maryland.

Jon (Ted) Freeman, RPRA

Ted is a Chief Appraiser for the United States Forest Service, a position he has held since early 2007. After obtaining his BS from the University of Massachusetts in 1977, Ted began his Forest Service career as a laborer on the

William B. Bankhead National Forest in northwest Alabama. He became involved in the appraisal of real estate in 1980, where he acquired numerous road rights of way on the Bankhead. He obtained the Real Property Review Appraiser designation from the American Society of Farm Managers and Rural Appraisers in 1994. Leaving Alabama in 1995, he accepted a job as a Senior Review Appraiser based on the Green Mountain National Forest in Vermont. In 2005 he accepted the Regional Appraiser position for the Eastern Region, based in Milwaukee.

William (Bill) E. Garber, Jr. Bill is the Director of Government and External Relations for the Appraisal Institute, where he serves as head of the AI Washington office. He has expertise in a range of real estate issues, including residential and commercial

valuation and finance, economic development and land use, and conservation and historic preservation issues. He serves as the liaison to the Appraisal Institute’s Government Relations Committee, Client Advisory Board, and Residential Appraiser Council, and serves as Treasurer of the Appraisal Institute Political Action Committee. Bill has more than 15 years of Association lobbying and management experience in the real estate and economic development professions. He earned his B.S. degree from Oregon State University, and is currently seeking a Master’s Degree in Public Administration from Walden University.

Kathryn Gearheard, MAI

Kathryn is the Deputy Chief Appraiser for the Appraisal Services Directorate, National Business Center, of the United States Department of the Interior.

Lee Hamre, SR/WA, R/W-RAC

Lee is President and owner of H. C. Peck & Associates, Inc. She has worked in the right of way acquisition and relocation field for 17 years. A dedicated IRWA member, she currently serves as Region 9 Chair, Region 9 Representative

to the International Relocation Assistance Committee and is a certified IRWA Facilitator for relocation courses. Throughout her career, she has provided management, research, federal oversight, acquisition and comprehensive relocation assistance services in compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 for highway, transit and urban renewal projects nationwide. In June of 2007, she was selected as the 2006 recipient of the Frank C. Balfour Professional of the Year Award at IRWA’s 53rd Annual International Education Conference held in Sacramento, CA.

Hugh Hadsock

Hugh was recently selected as the Right of Way Program Manager in Utah for Federal Highway Administration (FHWA). His right of way duties include right of way engineering, acquisition, relocation, property management, utilities

and outdoor advertising. This past year he has worked closely with Arkansas Highway and Transportation Department and the local public agencies to prepare “shovel ready” transportation projects in order to advance federal funding under the American Reinvestment and Recovery Act. Hugh has been with FHWA since July 2008, serving as a Realty Specialist in the Arkansas Division. He has held real estate licenses in five state including SC, NC GA, TN and TX. Hugh has also completed the core curriculum courses required to become an appraiser. Hugh joined IRWA in 1997 with the Carolina’s chapter and has taken numerous IRWA right of way courses. Hugh is a 1987 graduate of Winthrop University with a Bachelor of Arts Degree in Political Science and Communications. In 2001, Hugh was elected by the South Carolina General Assembly as a member of Winthrop’s Board of Trustees.

Lisa R. Harrison, SR/WA, R/W-RAC, R/W-NAC

Lisa is the President of Pinnacle Consulting Management Group, Inc., a firm that provides right of way/land acquisition services and

program management for public and private entities. She has held numerous positions at the international, regional and chapter level of IRWA, including Chair of the Uniform Relocation Act Certification Task Force. She is currently a member of the International Executive Committee. Previously, Lisa was the Chair of the Right of Way Consultants Council. In 2005, she was honored as the Frank C. Balfour Professional of the Year, as well as Region 2 Professional of the Year. She is an experienced instructor and authored the revised version of Course 504 - Computing Replacement Housing Payments. In 2005, she was selected as one of four relocation professionals to teach the changes to the Uniform Relocation Act. Lisa graduated with bachelor’s and master’s degrees in Psychology from the University of Oklahoma.

Mike Jones, SR/WA

Mike is a Senior Review Appraiser with 21 years of service at the Maryland State Highway Administration (SHA). He is a Certified General Appraiser in the State of Maryland. Mike has been a right of way professional since 1986 and

an active member of IRWA’s Potomac Chapter 14 since 1987. He is a past Chapter 14 and Region 4 Professional of the Year, and a past Finalist for IRWA’s Balfour Award. Mike’s career includes three years with the Federal Highway Administration (FHWA), as a Realty Specialist, in the FHWA Washington Headquarters. While with FHWA, he completed National Highway Institute (NHI) Instructor Training and instructed several sessions of the NHI/FHWA Technical Workshop on “Appraisal for Federal-aid Projects.” He also developed and presented the NHI/FHWA training session titled “Appraisal Review Workshop for Federal-aid Projects.” Mike is a Certified IRWA Facilitator and has served in numerous IRWA leadership roles at the chapter, regional and international levels.

Tammy Keeley

Tammy is a Realty Specialist with Federal Highway Administration (FHWA) California Division of Local Agency Program. For the past two years, she has worked with California Department of Transportation and the California local agencies to assess the health of Local Agency Right of

Way Program. Tammy’s right of way duties range from acquisition, appraisal, relocation, and property management. Prior to coming to FHWA, Tammy spent almost five years as a Realty Specialist with the Georgia Department of Transportation and 13 years with Cook County Georgia’s Tax Assessors as a Mass Appraiser. She holds a Bachelor of General Studies and Master of Business Administration from the University of Phoenix.

Kenneth J. LoBene

Kenneth is the Director for the Las Vegas Field Office of the U.S. Department of Housing and Urban Development, a position he has held since 1998. He began his career with the Department in Buffalo, New York in 1980. He

served in several managerial positions including the Director for Multi-Family Housing Division and Area Coordinator for the HUD Buffalo Office. Prior to public service, he held positions with private sector real estate firms, including Prudential Mortgage Company and other real estate developers. He has received two Hammer Awards from the White House for “Innovation in Government” and is a recipient of the HUD Secretary’s “Excellence in Management Award.”

Richard Maloy

Richard serves at the national level of the Appraisal Institute where he is Chairman of its Washington, DC, based Government Relations Committee and member of the Strategic Planning Committee. He has held

Jennifer A. Marler

Jennifer is the Practice Group Leader for Sonnenschein’s Global Real Estate Practice, having previously served as the Co-Chair of the Practice’s Real Estate Finance Group. She has represented lenders on loan transactions

involving significant projects across the country, with particular expertise on construction lending and projects that involve public incentives. Her broad experience in finance and development transactions allows her to offer a comprehensive perspective on the ownership, development, and financing of real estate to lenders, developers, owners, and other users of real estate. She is a frequent speaker at national real estate industry events and was recently honored by the national Commercial Real Estate Women (CREW) Network as the first recipient of its Achievement of Excellence Award for her efforts to advance the success of women in real estate. Michael C. McCall, MAI

Michael has been an appraiser for 23 years, and has been employed as the Chief Appraiser at the Virginia Department of Transportation since 2001. His main areas of focus include solving regulatory issues, streamlining formats

and developing technological solutions. He has participated in the presentation of state and DOT perspectives on Corridor Valuation Issues at a national conference and has assembled industry leaders in the appraisal field to discuss Competence and Ethics at the AASHTO Right of Way conference in Seattle. He is a graduate of the University of Virginia and was awarded the MAI designation in 1986. Appraisal Institute involvement has included serving as local chapter President, Regional Chairman of Ethics and Counseling, Regional Director, Regional Chair, member of the Master’s Degree Committee and a three year term on the National Board of Directors.

Dwain McMullen, ASA

Dwain currently serves as the CREST Program Manager for the U.S. Army Corps of Engineers (USACE). CREST is the Contingency Real Estate Support Team for USACE. Dwain currently works under the rehired annuitant program, having

retired in 2008 after over 37 year’s employment with the Federal Government, and more than 30 years with the U.S. Army Corps of Engineers. Dwain had served as the Chief Appraiser for USACE in Washington, DC, since September 1994. He joined the Corps in 1978, working at several project offices, as well as the Louisville District office and the Huntington District office before transferring to USACE Headquarters in 1988, as Assistant Chief Appraiser. Primary responsibilities included appraisal and appraisal review for civil works projects and military programs. Dwain graduated from Purdue University with a BS in Agricultural Economics in 1970. He graduated from Army Management Staff College in 1991.

Joey Mendoza

Joey is a Senior Project Manager at Overland, Pacific & Cutler, Inc. and specializes in transportation and public infrastructure projects. He has experience in highway, transit and airport projects and has implemented

Advanced and Early Acquisition processes. He holds a Business Management Degree from the University of Phoenix.

Robert N. Merryman, R/W-RAC

Robert is the Senior Vice President of O.R. Colan Associates, a national firm specializing in land acquisition and relocation implementation for public agencies. Bob has been directly involved with land acquisition projects for a wide range

of clients, including highway agencies, transit agencies, EPA-funded projects, park development projects, and HUD-funded projects. He began his right of way career in 1972, when he was hired by the Missouri Highway Department. He currently serves as an Oversight Contractor for FTA on various transit projects, and is the original developer of the three relocation courses of the National Highway Institute of the Federal Highway Administration. Bob is an IRWA, NHI, FAA, and FTA instructor for various real estate courses and author of the NHI texts Advanced Relocation Workshop and Business Relocation under the Uniform Act. He also provides internal course support for O.R. Colan’s in-house development programs. Bob is a graduate of the University of Missouri.

David Mincberg

David is the Chairman of the Houston Housing Authority Board of Commissioners. As Chairman of HHA, he is focusing on several things, including examining all of HHA’s operations, with a particular eye toward customer service,

acceleration of efforts to create opportunities for first-time home buyers, and asset management practices of the Authority. He is also Chairman and CEO of Flagship Properties Corp., a Houston based real estate investment company, including mezzanine and equity investments. He served from 2006 to 2007 in the position of Special Assistant to the Mayor for Multi-family Housing Policy. In that position he coordinated the housing agencies in the City of Houston, including HHA, the Houston Housing Finance Corporation and the City’s Department of Housing and Community Development. Since 1977, David has been directly involved in the development and construction of over 30,000 multi-family housing units throughout Texas and the southern United States. David received his B.A. and J.D. from the University of Texas at Austin.

Joan Morgan

Joan is the Director of the Relocation and Real Estate Division, U.S. Department of Housing and Urban Development (HUD), Office of Community Planning and Development, located in Washington DC. She has been with the HUD

since 1969, has worked in every program area of HUD, 2 Field Offices, the Chicago Regional Office, and Headquarters. She has been working full time on relocation issues for HUD since 2001. In June 2000, Joan completed the 6-week Leadership for a Democratic Society curriculum at the Federal Executive Institute in Charlottesville, VA. She earned a BA in Sociology from St. Xavier College in Chicago.

Steve Murphy, MAI

Steve is an appraiser with the Department of the Interior’s Appraisal Services Directorate’s Southwest Region, currently assigned to the Reno office. He is primarily responsible for appraisal and appraisal review assignments

located in northern Nevada and he is also frequently tapped to participate in a number of the Directorate’s special projects. Most recently, he served over four months in Washington DC as the Directorate’s Deputy Chief Appraiser in 2004. Steve managed the quality assurance and regulatory functions for Bank of America’s commercial appraisal operation for 12 years and prior to that he served as a Regional Appraisal Manager for the bank’s Northern California and Nevada regions. He has served on The Appraisal Foundation’s Industry Advisory Council and he holds the MAI designation from the Appraisal Institute as well as a Nevada Certified General Appraiser license. Steve started his appraisal career in Washington, D.C. in 1980 shortly after graduating from Fort Lewis College with a B.A. in Business Administration.

Joel is the Airport Property Manager for the Salt Lake City Department of Airports. This Department operates and manages the Salt Lake City International Airport along with two general aviation airports. Joel has been

a member of IRWA since 1995 and a member of the American Association of Professional Landmen since 1989. His career has included real estate purchases, sales, mortgage originations, property management, and eminent domain acquisitions and relocations. Joel has a B.S. degree in Finance from the University of Utah and an M.B.A. degree from Lake Superior State University.

Gil Neumann

Gil is a Senior Airport Planner at Federal Aviation Administration. In this capacity he examines operations and forecasts, working with local and international communities to provide education and planned infrastructure development; and

developing targeted, effectual aviation policy and planning agendas to proactively address transportation system needs. His specialties are airport master planning, airfield and airspace simulation, forecasting, operations and federal aviation guidance.

Ed as a Senior Vice President has various management responsibilities for Universal Field Services, Inc., working from their headquarters in Tulsa, OK. Ed began his career in real estate

as a broker in 1974 and started work in right of way in 1980 for a local public agency in Arizona where he eventually became Chief of Land Management. Ed was also the Right of Way Administrator for several large municipalities, acquiring thousands of parcels and negotiating scores of condemnation cases. Ed has a bachelor’s degree in Business, a master’s degree in Public Administration, and is an IRWA facilitator for many communication, negotiation, and asset management courses. Janice Olu

Janice has worked at The U.S. Department of Housing & Urban Development since the age of 16. Her earlier years were with HUD’s Office of Research and Technology and the Office of General Counsel. In 1979, she joined the staff of the Office of Affordable Housing

Bryan was an active participant in the Uniform Act (URA) rulemaking initiative, serving on the Federal Interagency Task Force for the development and implementation of the URWA final rule. and master-planned communities. His current work focuses on difficult and complex valuation and consulting assignments, along with litigation support. Brian Rodgers

Brian has worked in the Washington office of the Appraisal Institute, under Bill Garber, for the past two and a half years. He serves in the Manager of Federal Affairs position. In that role Brian lobbies Congress and Federal

agencies, writes articles for Appraisal News Online, comment letters and Congressional testimony, coordinates Capitol Hill Day for the Appraisal Institute’s annual Leadership Development and Advisory Council, and co-produces the Washington Appraisal Summit. Prior to joining the Appraisal Institute, Brian was an Assistant Director of Federal Affairs for the American Academy of Physician Assistants, and worked on Congressional races. Brian has a B.A. in Communication, with a minor in History, from LaSalle University.

Tony Salazar

Tony’s primary work responsibilities include managing the day-to-day operations of McCormack Baron Salazar’s Western Division. This involves new business development, coordinating the planning process, acting as

liaison with joint venture partners, interfacing with government officials and local community groups, and coordinating the final design (architecture) process including the integration of construction, marketing and management disciplines. He specializes in developing large-scale urban projects in distressed communities that involve mixed-use (housing and retail), mixed-income (affordable and market-rate), multi-generational, various housing types (rental and for-sale) and blended financing. Tony’s entire professional career has been dedicated to rebuilding inner-city communities. Clifford J. Schexnayder

Clifford is an Eminent Scholar Emeritus at the Del E. Webb School of Construction, Arizona State University. A construction engineer with over 40 years of practical experience, Clifford has worked with major heavy/highway

construction contractors as field engineer, estimator, and corporate Chief Engineer. Additionally, he served with the U.S. Army Corps of Engineers on active duty and in the reserves, retiring as a Colonel. His last assignment was as Executive Director, Directorate of Military Programs, Office of the Chief of Engineers, Washington, D.C. From 1997 to 2003 he served as chairman of the Transportation Research Board’s Construction Section. Since 2006 he has served the Strategic Highway Research Program (SHRP 2) as a member of the Renewal Technical Coordinating Committee. Clifford received his Ph.D. in Civil Engineering from Purdue University, and a Master’s and Bachelor’s in Civil Engineering from Georgia Institute of Technology.

Gloria joined FHWA in 1999 having served previously as the Staff Director for the Transportation Solutions Group, Maryland Department of Transportation and the Deputy Director of the Office of Planning and Preliminary Engineering Maryland State Highway Administration. She was previously Chief of Staff for the Commissioner of the New York State’s Department of Transportation. She earned her Masters of Law degree from Georgetown University, Doctor of Jurisprudence degree from Albany Law School, and her Doctor of Arts from the University at Albany.

Donnie is the Managing Director of the Fort Worth office of Integra Realty Resources, an international real estate valuation and consulting firm. He served as the 1998

David W. Skinner

David is recognized statewide as one of the leading eminent domain practitioners in California. He has specialized in representing public agencies in eminent domain and inverse condemnation matters for over 18 years. His

practice is devoted to assisting public entities in developing and implementing cost-effective, time-sensitive land acquisition strategies. He has experience in acquiring virtually all types of properties for all types of public uses. He has successfully tried numerous trials—both jury trials and bench trials—in many Superior Courts in Northern and Southern California. He frequently serves as a lecturer on eminent domain topics in seminars for public officials, attorneys, appraisers and right of way professionals. He earned his B.A. in History and Political Science from the University of California at Berkeley and his J.D. from the University of California, Hastings College of the Law.

Barry Smitherman

Barry was appointed to the Public Utility Commission of Texas (PUCT) in 2004, where he has served as Chairman since 2007. He was recently awarded the State Leadership award by the American Wind Energy Association for the

PUCT’s pioneering renewable energy zone policy for proactive transmission development. At the time of his appointment to the PUCT, Barry was part of the Family Criminal Law Division which prosecutes domestic violence cases, especially cases where the victim has recanted the occurrence of the crime. Between 1986 and 2002, Barry was a public finance investment banker working with state and local governments throughout the South, Southwest and Midwest to build infrastructure projects such as roads, bridges, airports, water and sewer systems, schools, hospitals, and sports facilities. He received his BBA from Texas A&M University, his J.D. from The University of Texas School of Law while working at the State Capitol for Senator Lindon Williams and his M.P.A. from Harvard University, where he was awarded the first Joel Leff Fellowship in Political Economy by the Kennedy School of Government.

Mamie Smith-Fisher, SR/WA

Mamie is the Real Estate Program Manager for the Federal Transit Administration. She joined the Federal Transit Administration in 2006 as a Realty Specialist in the Office of Program Management working on program oversight issues. She spent five years with the Federal

Highway Administration in the Office of Real Estate Services working on projects such as Program Office lead for FHWA Professional Development Program (PDP) including recruiting, developing, and placing PDP participants, assisting in advancing the rewrite of 49 CFR Part 24 including collecting, analyzing comments, and drafting proposed regulatory language and was responsible for all the training tools used to implement the changes in the Uniform Act regulations. Gerald Solomon, Esq. Gerry is the Director of the Office of Real Estate Services for the Federal Highway Administration. In this role, he is responsible for developing polices and providing management direction for nationwide programs of right of way

acquisition, relocation assistance, property management, corridor preservation, and related aspects of the Federal and Federal-aid highway program. Gerry’s education includes a B.A. Degree from the University of Massachusetts, a J.D. Degree from the University of Miami, and an M.P.A. Degree from Suffolk University School of Management. In over 25 years of legal and policy work in the public and private sectors, Gerry has overseen contracts, real estate, and transportation and has been employed in the private sector and in various capacities in state and federal government agencies. Gerry joined FHWA in 2006 and became Director in 2008. He is licensed to practice law in Massachusetts and is a member of the Transportation Research Board’s Committee on Eminent Domain and Land Use.

Cassie B. Stinson, Esq.

Cassie is a Partner at Andrew Kurth LLP, where she works extensively on joint public/private development projects representing private entities, governmental agencies, and financial institutions. Cassie has experience with transit

oriented development, acquisitions under threat of condemnation, transactional environmental matters, layered public/private financing, tax increment financing, tax abatements and tax credit transactions, inner-city redevelopment, affordable housing, special-purpose districts and land use matters. She has enjoyed a long history in the representation of public transit authorities, municipalities, counties, TIRZ entities and other special districts and governmental entities in Texas. She represents Houston METRO and CapMetro in Austin in transit oriented development projects. In connection with such transit matters, Cassie has experience with federal acquisition and relocation regulations, NEPA analysis, environmental contamination and remediation, acquisition by voluntary and involuntary processes, and dispositions by public auction and private sale of government-owned real property. Virginia Tsu

Virginia is the Right of Way Manager for the Federal Highway Administration‘s Oregon Division, where she develops strategies that lead to permanent solutions for oversight and management of the Oregon Department of

Transportation’s Right of Way program. Hired in 1999, Virginia’s career with Federal Highway Way (FHWA) includes assignments with the District of Columbia (DC) Division, Federal Lands Highway Headquarters, DC, and the Mississippi Division. She was recently recognized for her leadership in the construction of the Nation’s first Solar Highway Demonstration project. Prior to joining FHWA, Virginia worked for the Washington State Department of Transportation, the Idaho Department of Health and Human Services, and the Idaho Transportation Department, as well as maintaining a 27-year career as a military officer (retired). Virginia graduated with honors from the College of Idaho at Caldwell with a Master of Education in 1994 and a Bachelor of Science in Social Psychology in 1987.

Marshall Wainright

Marshall has been a Realty Specialist in the Federal Highway Administration’s Office of Real Estate Services in Washington, DC since December of 2003. His primary responsibility serving on the Program Development Team

is relocation assistance. He also prepares policy and guidance documents. Marshall is the point of contact for 6 states under the Program Implementation Team. He is the liaison for FHWA’s Real Estate Services Professional Development Program and for the development of right of way related National Highway Institute (NHI) courses such as the revised NHI Basic Relocation Training Course, the recent NHI Web-Based Outdoor Advertising Control Training Courses and the recently revised NHI Business Relocation under the Uniform Act Training Course. Marshall previously worked as a Right of Way Agent in District Five of the Florida Department of Transportation. He graduated with a B.S. degree in Business Administration/Finance from Georgia Southern University.

Kevin Willis

Kevin serves as an Airport Compliance Officer in FAA’s Airport Compliance Division. In this capacity, he works with airport owners to ensure they comply with federal requirements to operate the airport in a safe and efficient

manner. Kevin is also the Program Manager for the Airport Privatization Pilot Program, a demonstration program to examine private ownership and development of public airports. Kevin has been with FAA since 1996. Before joining the FAA, he had seventeen years of experience in managing public airports. He is an accredited airport executive with the American Association of Airport Executives. He holds a Bachelor of Arts degree in political science from Union College, New York and a Master of Arts degree in public administration from Rutgers, State University of New Jersey.
