The Framework is home to a diverse range of interactive learning activities designed to inspire, motivate and challenge Scotland’s educators in schools and early learning establishments.
There are six aspects of educational leadership which underpin the learning activities on the Framework.

The SCEL Framework for Educational Leadership is an online resource accessible anywhere, any time – enabling you to
shape your own and others’ leadership development with high quality professional learning activities, research and resources.

PROGRAMMES
You can also connect with a range of leadership programmes endorsed by SCEL through the Framework. Endorsed programmes have undergone a rigorous process which ensures each programme will have a demonstrable impact on practice, is well-constructed, is informed by the model of professional learning and links effectively to relevant GTCS and SSSC standards.
RESOURCES AND RESEARCH
We work in partnership with GTCS to support continued access to a range of online education and leadership journals for all registered teachers in Scotland, many of which are referenced within the Framework. The EBSCO Education Source package and the Leadership and Management Learning Centre provide access to a collection of over 1,800 education journals, a selection of eBooks and additional resources all of which can be accessed using your GTCS account.
LEADING PROFESSIONAL LEARNING
If you support the professional learning of others you can identify an appropriate learning activity to address next steps in professional development. Activities can be used to lead professional learning with staff groups.
COLLABORATIVE LEARNING
Groups of staff, such as teacher learning communities, departments, or teams can work through learning activities together using the reflective questions as a focus for discussion.
INDEPENDENT LEARNING
Through the learning activities on the Framework, you can engage with professional learning at teacher, middle, school and system leadership levels, at a pace, place and time of your choosing.
Learning activities within the Framework are designed to be used flexibly to best meet your needs:
Capture a summary of your learning in a document evidencing your professional learning in relation to the General Teaching Council for Scotland (GTCS) and the Scottish Social Services Council (SSSC) standards.
The Framework is centred around a research-based
model of professional learning, nationally
recognised as a benchmark against
which effective professional learning
can be planned.
Access to the Framework is available to all teachers and leaders in early learning in Scotland. You can register for free using your school/work email address or Glow login.
The Framework can be used as a
basis for productive Professional Review
and Development (PRD) and Professional
Update discussions.
