    Short summary:

    The qualification of professional drivers is considered to be an important factor regarding road safety

    with high relevance for all EU member states. In this context, this report presents a summary and

    discussion of tasks analysis results on professional truck drivers tasks as basis for an European

    Qualifications Framework (EQF) compatible profile. Here, it presents further information on the starting

    point of this analysis, the results of a first research on professional driver qualification in Europe and

    other parts of the world, the methodical approach applied in order to elaborate professional drivers

    tasks, the tasks analysis results and a discussion of the results as element of the ProfDRV project.

    The task analysis was conducted in two steps. First of all a desk research led to a first catalogue of

    professional drivers tasks and key qualifications. This catalogue was presented to drivers, trainers and

    employers in the framework of a questionnaire survey. In this context 137 questionnaires were provided

    by the ProfDRV partners. The data analysis shows, that all main categories and their contents were

    rated as relevant by the participants in the questionnaire survey. Each item of 145 items has 95-125

    answers whereby the percentage maximum values were always between Partially Important, Very

    Important and Absolutely Important.

    Introduction

    Today the road freight and passenger transport sector provides jobs for more than 4.5 million EU-

    citizens and already since 1976 (Council Directive 76/914/EEC) professional driver training is

    considered to be a matter of European interest. During the past decades qualification requirements

    changed and increased fundamentally for professional drivers because of changes in work organization,new technical standards, changing legal regulations, market requirements and work environments as

    well as a fast internationalization of the transport market. These developments contradict with the rather

    low level of professional qualification and a missing "learning" culture in the branch that characterizes

    this occupation nearly all over Europe and leads, together with a mostly negative image of the sector,

    already today to an alarming shortage of qualified drivers who possess the qualifications required by

    employers. Because the qualification of professional drivers is considered to be an important factor

    regarding road safety with high relevance for all EU member states DG Energy and Transport

    introduced directive 2003/59/EC that regulates common basic and continuous training for professional

    drivers.1

    In order to contribute to the further development and improvement of professional drivers vocational

    education and training this report presents and discusses the results of a tasks analysis on professional

    truck driving conducted in the framework of the European project ProfDRV2. The analysis results are

    meant to provide the basis for the further development of a European Qualifications Framework (EQF)

    compatible profile for professional truck drivers expressed in terms of knowledge, skills and

    competences as they are defined as descriptors in the context of the EQF.

    This report will provide further information on the starting point of this analysis (chapter 1), the results of

    a first research on professional driver qualification in Europe and other parts of the world (chapter 2),

    the methodical approach applied in order to elaborate professional drivers tasks (chapter 3), the tasks

    analysis results (chapter 4) and a discussion of the results as element of the ProfDRV project (chapter

    5).

    (1) Background and major concepts

    It is the ProfDRV projects aim to bring the world of work and of education a bit closer to each other with

    regard to professional driver qualification in Europe. For this purpose it works with two European

    concepts/ tools: the European Qualifications Framework (EQF) introduced by DG Education and Culture

    (EAC) in 2008 and the European directive on professional driver training 2003/59/EC introduced by DG

    Transport and Energy (TREN - today Mobility and Transport - MOVE) in 2003. Both concepts/tools exist

    independently from each other and without any kind of connection at the European level so far. Only at

    the national level they are very rarely confronted with each other due to the different policy areas theybelong to.

    The European Qualifications Framework is a common European reference framework which links

    countries qualifications systems together, acting as a translation device to make qualifications more

    readable and understandable across different countries and systems in Europe. It has two principal

    aims: to promote workers mobility between countries (among others in order to overcome skill

    shortage within Europe) and to facilitate citizens lifelong learning. But ways how people are trained or

    learn within the different national education and training systems or even in different institutional

    contexts are so diverse that they are not comparable. The EQF proposes a shift to learning outcomes

    to overcome this difficulty and to make comparison between qualifications possible based on thelearning outcomes they stand for. In the EQF a learning outcome is defined as a statement of what a

    learner knows, understands and is able to do on completion of a learning process. The EQF therefore

    emphasises the results of learning rather than focusing on inputs such as length of study or topics

    covered within a formal learning scheme.3

    Directive 2003/59/EC introduced an EU-wide common initial and periodic/ continuous vocational

    education and training for professional drivers in order to ensure a minimum qualification level of all

    professional drivers in Europe. It is the aim of this directive to increase road safety by ensuring

    adequate training for professional drivers and to ensure a minimum qualification level of drivers in order

    to address the industries needs with regard to qualified drivers. The directive requires drivers to attend

    training (with a defined number of hours) and/or pass a test in order to start working as a professional

    driver (grand father rights are ensured) and to attend every 5 years 35 hours of training. It provides a

    rather detailed set of training content to be addressed within initial and to a certain extend also

    periodic/continuous training 4 . However, the way how initial and continuous/periodic training is

    implemented in the different European countries varies strongly5. This causes as the intermediate

    ProfDRV results display major difficulties for the successful implementation of directive 2003/59/EC in

    Europe.

    The implementation of directive 2003/59/EC is therefore faced with a very similar situation as addressed

    by the EQF: strongly differing implementation approaches of directive 2003/509/EC in Europe that are

    based on the input oriented (duration of learning, content to be trained) European directive and are

    hardly comparable from country to country. The ProfDRV project therefore proposes the application of

    the EQFs learning outcomes approach on professional driver qualification. One could argue that in this

    case the European directives content should just be transferred into knowledge, skills and

    competences as used by the EQF in order to express learning outcomes, but this direct transfer is only

    possible to a very limited extend and would in the worst case lead to a profile that does not correspond

    to the needs of the industry what is of major importance for the EQF.

    Recent research results propose to orient EQF compatible profiles on the actual tasks and work

    processes a professional has to perform in his/her job (Thiel, 2011). Therefore a task analysis on

    professional truck drivers tasks has been implemented in the framework of the ProfDRV project in order

    to serve as basis for an EQF compatible profile on professional truck driving that can build the basis for

    further considerations with regard to directive 2003/59/EC and professional driver qualification in

    general.

    (2) Professional truck driver qualification in Europe and in other parts of the world the

    development of a first catalogue of truck drivers tasks and qualification requirements

    As a first step into the analysis existing profiles and task analysis results on professional truck driving

    have been researched. A major reason for selection was the availability in a language that allows easy

    access. Therefore primarily material available in English and German has been further considered

    within the scope of this study.

    The following material has been researched within the framework of this study:

    Task analysis results and occupational standards developed by the CTHRC (CA)This material presents a catalogue of occupational standards which was developed by CTHRC.

    The standards describe the skills and knowledge needed to perform competently in the

    workplace. In tabular form, the task analysis presents four levels of analysis. It presents a

    series of general areas of competence, which are defined into tasks and each task into

    subtasks. Furthermore a series of important actions/ performance standards and key general

    competencies are listed. The CTHRC develops a Chart of Competency and Task Analysis for

    various occupations in the trucking industry.

    The Dutch national profile for truck drivers developed by VTL (NL)This material describes professional practice and the competencies required of a professional

    truck driver. It is a benchmark providing transparency to the function, the structure and the

    subdivisions of this professional competence profile. In tabular form the profile presents main

    tasks. Each main task presents the process, the role / responsibilities, the complexity, the

    parties involved, the resources / auxiliary devices, the quality of the process and the result, as

    well as the choices and dilemmas. The PCP is an important source for the competency

    oriented qualification structure applied in the Netherlands, the design of vocational training

    courses, learning environments and the specification of assessment norms (among which the

    test of competence). They are regularly reviewed and updated.

    The Dutch euroskills profile for truck drivers developed by VTL (NL)This profile presents a tabular form of work processes. Each work processes presents a

    description, desired results, and competence. This competence is divided into components,

    performance indicator and professional expertise / skills.

    The German skilled worker curriculum professional driver BerufskraftfahrerIn6This curriculum framework for vocational schools is decided by the he Conference of German

    cultural ministers and it complementary to the training regulation that regulates the company

    based part of IVET. The curriculum presents a tabular form about the learning areas for

    professional driver, describes this learning areas and assigns the different topics and hours of

    training to the three years of vocational training. The training regulation provides in addition an

    overview about abilities that should be acquired within the apprenticeship.

    The Austrian skilled worker curriculum and training plan for professional driversBerufskraftfahrerIn7

    Both materials are national documents from Austria about the occupation professional driver.

    The first material presents a regulation of ministers for economy and labour regarding the

    vocational training and the teaching profession for professional drivers. Thereby the bases are

    the Initial Vocational Training Act and the federal law. It presents a tabular form about the

    development of the profession professional driver over the 3 years of apprenticeship.

    Furthermore it presents regulations regarding examinations. The second material is acurriculum of the profession professional driver. It presents a time-table and a overview about

    the education- and teaching tasks.

    The report Jobs and competences in the Transport and Logistics sector in the EU: Futurescenarios and implications (Gijsbers, de Jong & Gelderblom, 2006)

    This report is the second report for the project Comprehensive sectoral analysis of emerging

    competences and economic activities in the European Union. The report focuses on expected

    changes in the content and importance of the main occupation categories in the transport

    sector over the next decade (i.e., up to 2020). Very important chapters are 4. Implications of

    scenarios by job function volume effects, 5. Main emerging competences and 6. Strategicchoices to meet emerging competences need. These chapters treat many transport and

    Logistics Sectors in the EU and also including the sector road-driver.

    Since the European directive 2003/59/EC only describes a minimum requirement this has not been

    considered as basis for the task analysis (see also above requirements of EQF). The analysis results

    and EQF profiles relation to the tasks addressed with the directive will nevertheless be taken up later

    again.

    Furthermore the following material has been researched due to their already existing links to a

    qualifications framework. However, they have not been further considered during the task analysis

    process, due to their partially already very high degree of specialisation within the occupation that does

    so far not correspond with the approach usually applied in the European VET systems and by directive

    2003/59/EC:

    The South African certificate professional driving (SAQA, 2009) Different certificates in the area of commercial road transport from New Zealand (NZQA,

    different years of publication)

    Different certificates related to the professional truck driver occupation from Australia (TLISC,different years of publication)

    We chose the material from Canada, the Netherlands, Austria and Germany for further consideration

    within the overall analysis. The remaining material has been kept for further consideration, if necessary.

    Analysing the Canadian, Dutch, Austrian and German material, we found many overlaps. Often there

    were just different names and formulations used. The material from Canada and the Netherlands have

    been used a basis for the overall criteria catalogue for professional truck drivers within this analysis.

    Based on the material, a criteria catalogue presenting tasks and qualification needs of professional truck

    drivers was developed. The complete criteria catalogue drawn from the analysed material is presented

    in the annex. The material from Canada was decided to build the base of this catalogue because this

    material presented the results of a task analysis conducted in Canada rather than a qualification profile

    as the others primarily did and due to its very detailed and specified approach. It was supplemented by

    the Dutch, Austrian and German material and restructured partly in order to incorporate the additional

    aspects and to orient the catalogue strongly on work processes and tasks as required by the EQF (see

    above). Finally, the developed criteria catalogue was adapted to the ProfDRV projects European

    approach trying to find formulations that are valid for and across the European countries.

    That work resulted into nine main categories of tasks and key qualifications. These main categories

    were:

    Handling the vehicle (on road driving)This category includes aspects regarding the handling of the vehicle in the situation of driving

    on road. Here, aspects like the various driving situations and the different vehicles as well as

    the safety and traffic-/ behaviour rules are relevant. Handling the vehicle (in yard)

    This category includes also aspects regarding the handling of the vehicle but in the situation in

    yard. Here aspects like, coupling and uncoupling situations, accident situations aso. are

    relevant.

    Dealing with customersThe category dealing with customers contains topics such as customer friendliness, dealing

    with conflicts and complaints, customer service and the creation of market opportunities and

    compliance with internal corporate measures, procedures and standards. It highlights the

    service orientation of the professional drivers tasks.

    Dealing with supervisors, colleagues and other groupsThis category primarily deals with the drivers position within a company and the different tasks

    that result from it. It likewise covers topics such as confirming cargo and supporting colleagues

    up to the application of road transport and employment law in his role as driver.

    Loading and unloading (including prior and subsequent activities)This category includes knowledge and skills regarding behaviours and various situations during

    the loading and unloading. The aspects are among others proper handling of various types of

    cargo and appropriate load security up to occupational health considerations with regard to

    loading and unloading.

    Administration/administrative tasksThis category refers to the different kind of paper work to be done by professional drivers. This

    includes among others the daily log, accident documentations and dealing with transport

    related document of different kind.

    Plan a tripThis Category presents different aspects regarding the knowledge, skills and competences that

    are relevant for planning a trip incl. considerations regarding the characteristics of cargo,

    customs, toll, driving times, environmental aspects, etc.

    Maintenance activities on vehicles and vehicle combinationsThis category includes different knowledge and skills regarding various maintenance and repair

    related tasks to be performed by the driver.

    Healthy lifestyleThis category includes tasks related to the mental and physical fitness to do the job. It covers

    among others occupational health and safety requirements (if not yet included into previouscategories), application of legal regulations in this regard and application of mental and

    physical preparation for the trip.

    Key qualificationsKey qualifications in this context mean different qualifications like communication and

    interpersonal skills, personal skills, essential skills such as reading, writing and calculating and

    technical and occupational skills.

    The main categories include a variety of different tasks and abilities. Some of these tasks and abilities

    are listed several times, because they refer to several main categories. The individual categories and

    their contents were incorporate into the questionnaire introduced in the next chapter.

    (3) The method ical approach applied

    Based on the results of the desk research as presented in the previous chapter a questionnaire has

    been developed in order to review the catalogue of tasks with practitioners and in a European context. It

    has been the purpose of this questionnaire to identify whether the preliminary catalogue is considered

    as sufficient and adequate concerning completeness and accuracy. The complete questionnaire is

    presented in annex 3. The survey intended to identify gaps and unnecessary aspects, but also help to

    set priorities and weightings of the main categories and the contents.

    The questionnaire displayed the different main categories of the criteria catalogue with the respective

    contents. At first, the main categories were presented. The main categories were checked regarding

    completeness, clarity and relevance. Then each category was individually presented with their content

    and also checked for relevance, clarity and completeness. The different items have been weighted on a

    5-item scale (not at all important, not very important, partially important, very important, absolutelyimportant). In addition a category not understandable has been added in case a formulation is not

    appropriate. For each area there was the opportunity to insert comments and additions. Furthermore,

    there was a question whether there are other categories and related contents that should be added.

    Finally, socio-demographic data were collected.

    The questionnaire has been implemented in the countries represented by the ProfDRV partners. For

    this purpose the partners have been provided with printable and online versions of the questionnaire.

    The online questionnaire has been available in English, German and Hungarian. The printed version

    has been translated into English, German, Italian and Spanish. The whole questionnaire was only

    implemented in English and German. Only parts of the criteria catalogue have been implemented in theother languages in order to ensure a good cost-benefit ratio.

    The questionnaire survey was implemented by the ProfDRV partners. They received an implementation

    instruction and were asked to present the questionnaire to trainers/teachers, employers, drivers and

    other practitioners in the field of trucking.

    137 questionnaires were provided by the ProfDRV partners. Table 1 shows the geographical scope and

    the quantity per country. The countries were arranged according to the respective quantity of

    questionnaires. There were several abstentions respectively no clear terms and gaps in the fill-out; so

    26 questionnaires could not be assigned to a specific country.Table 1: Country and target group participation/representation

    (4) Professional truck drivers tasks in Europe the analysis results

    The data analysis (see annex 2) shows, that all main categories and their contents as drawn from the

    desk research were rated as relevant by the participants in the questionnaire survey. There was no

    aspect not considered as important. Thus, all the categories with their contents have been kept and will

    be considered for the EQF compatible profile.

    However, there were some suggestions and additions by the respondents, concerning aspects that

    were possibly missing in the catalogue. Those were further discussed by the ProfDRV consortium

    during the London meeting in November 2011 regarding their integration into the overall catalogue. The

    majority have been considered to be very individual while others appear again at a later stage. They are

    displayed in the revised catalogues in annex 1.

    The table in annex 2 presents each item of the criteria catalogue with the assessments of the

    respondents. Each item of 145 Items has 95-125 answers. Remarkable differences appeared between

    the major categories presenting the drivers actual tasks and the key qualifications. For the generalcategories of tasks, it can be recognize, that the items are most often classified as Very Important and

    Absolutely Important. Only a few items percentages tend to the category Partially Important. The key

    qualifications have a high percentage allocations for the category Partially Important, but also very

    important. Sometimes an item has a high percentage allocation for the category Absolutely Important

    The rating average of the general driver tasks is between 2.01 and 3.79. But the rating average of the

    key qualifications is between 1.81 and 3.32.

    (5) Further considerations, limitations and opportunities

    The conducted task analysis has been based on existing research results, profiles and occupationalstandards from Europe and Canada. The in this way developed catalogue of tasks and abilities

    assigned to drivers was presented to drivers, trainers, employers and other stakeholders in the ProfDRV

    countries in the framework of a questionnaire survey asking for the applicability and the importance of

    the different tasks and abilities and for further aspects that should be considered. It was the purpose of

    this questionnaire survey to review the identified set of tasks and abilities with regard to their

    applicability in a European context. As already mentioned earlier the identified catalogue has primarily

    been confirmed with the survey as applicable and can therefore be considered as a reflection of the

    major tasks and work processes belonging to the work of a professional truck driver. It can therefore

    serve as an appropriate basis for the EQF compatible profile as it is envisaged to be the next stepbased on these task analysis results.

    However, there are several aspects that should be further considered in this regard:

    Differentiating a core profile from specialisationsThe defined catalogue/set of tasks and abilities touches at many different points areas of possible

    specialisation for professional drivers as they are e.g. defined in the ProfDRV paper on

    Professional driving a heterogeneous field8. Examples for developments in the qualification of

    professional truck drivers in Australia, New Zealand, South Africa and Canada, but also

    observations here in Europe (see ProfDRV study on VET means to approach the shortage of

    professional drivers in Europe9) indicate such a trend towards specialisation within truck driving. It

    is also the aim of the ProfDRV project to define a core profile rather than a comprehensive profile

    that covers also possible specialisations. Further refinement is therefore recommended regarding

    the integration and, if applicable, differentiation of tasks that should rather be considered asspecialisation into the EQF compatible profile.

    Relation of such a core profile to directive 2003/59/ECDirective 2003/59/EC intends to ensure a minimum vocational training level of professional drivers

    in Europe. However, dependent on the definition of minimum vocational training level, learning

    outcomes referring to such a minimum can be different from the learning outcomes that will be

    drawn from the actual tasks a driver performs as they are defined within this task analysis.

    Therefore, further considerations might be useful in order to apply these task analysis results and

    the conclusions to be drawn from it in the context of directive 2003/59/EC and/or to set them into

    relation to each other. The level structure of the EQF might offer a possible approach to address

    this issue and the question of specialisations as the approaches chosen in the Australian and New

    Zealand Qualifications Framework demonstrate.

    Consideration of cross-cutting and key qualifications in the EQF profileThe questionnaire survey resulted into slightly lower ratings for the key qualifications. This may

    nevertheless not be overestimated because most of these qualifications are a basis and/or integral

    part of the tasks that received partially far higher ratings in the general diver tasks list. It can be

    assumed that the lower ratings rather result from the abstract character of the key qualifications.

    This character does not necessarily allow the connection between the actual task and the keyqualification required. It should be further considered how these key qualifications are to be

    integrated into the profile. The most suitable option with regard to comprehensibility seems to be to

    integrate them into the actual task areas rather than setting them aside. However, the key

    competences might be useful for further consideration with regard to entry requirements into the

    occupation professional driver.

    A similar difficulty appears with regard to cross-cutting qualifications such as occupational health

    and safety. It should be further discussed if they are to be clustered into a specialist element of the

    profile or if they are rather spread over the different tasks they are concerned with.

    Driving license training and vocational education and training for professional driversThe appropriate driving license is an integral part a professional truck drivers necessary

    qualification and clearly a requirement in order to work in this occupation. But the driving license

    requires specialised training in order to obtain the driving license class C1, C1+E, C or C+E. It

    should therefore be considered what abilities are already achieved with the driving license training

    and what aspects should be considered in the framework of vocational education and training with

    regard to driving a truck.
