The Educator in possession of a Master’s degree or a recognised, appropriate, comparable qualification at MQF level 7 or a Ph.D. degree or a recognised appropriate, comparable qualification at MQF level 8 who would like to develop a professional learning programme/course approaches the Institute and completes the ‘ Internal Clearance Form for the Development of a Professional Learning Programme/Course/Module (Refer to Appendix A). 2. The application together with a Curriculum Vitae is to reach the Programme Development, Co-ordination and Implementation Manager/Education Officer Programme Development at the Institute for Education and should include definition or consideration of the following: i. Details of the Educator; ii. Details about the proposed professional learning programme/course which should include; title, rationale, main objectives, main outcomes, MQF Level; no. of contact hours, no. of ECTS, target audience, entry requirements, pedagogical guidelines, assessment procedures and its relevance to the implementation of MEDE’s objectives; 3. Once the application is submitted to the Institute, it goes through the process described here under. Applications can only be made between the 1 st and 30 th of April both days included and between the 1 st and 31 st of October both days included. This process may take a minimum of six (6) weeks. i. The Institute will register the application and an acknowledgement is sent to the applicant; ii. The Academic Board will then form a collective judgment on whether or not to approve the application or seek further information from the Educator. The Academic Board will indicate its recommendations which will be based on the four (4) eligibility criteria listed below: Criteria to classify eligibility for the development of a Professional Learning Programme/Course/Module 1. The proposed professional learning programme/course/module is in line with the implementation of the principles of the Education Act; 2. The proposed professional learning programme/course/module supports the achievement of the aims of the Educational Strategy for Malta 2014-2024; 3. Procedure to Develop a Professional Learning Programme/Course/Module

1. The Educator in possession of a Master’s degree or a recognised, appropriate,

comparable qualification at MQF level 7 or a Ph.D. degree or a recognised appropriate,

comparable qualification at MQF level 8 who would like to develop a professional

learning programme/course approaches the Institute and completes the ‘Internal

iii. The application is also reviewed by the Institute’s Board which will also form a

judgement on whether or not to approve the application;

iv. Subsequently, the Senior Manager Administration and Finance will indicate if

sufficient funds are available for this professional learning programme/course and

sign the application.

v. The Educator is notified in writing by the Programme Development, Co-ordination

and Implementation Manager about the decision taken by the Institute for

Education.

vi. If the application is approved, a meeting is scheduled so that the educator

explains the details of the proposed Professional Learning

Programme/Course/Module.

vii. The Educator is then required to complete the NCFHE application form entitled

‘Accreditation of Education Qualifications with The Malta Qualifications

Framework (See Appendix C). This application should be submitted to the

Programme Development, Co-ordination and Implementation Manager/Education

Officer Programme Development within one (1) month.

viii. Once the application is submitted to the Institute, the Programme Development,

Co-ordination and Implementation Manager/Education Officer Programme

Development goes through it and consequently submits to NCFHE. The

Programme Development, Co-ordination and Implementation Manager/Education

Officer Programme Development submits a sample certificate of the learning

programme. This is recorded in the Institute’s Learning Programme database. The

validation process takes around two (2) and a half (1/2) months.

ix. When the Programme Development, Co-ordination and Implementation

Manager/ Education Officer Programme Development receives the first evaluation

by the NCFHE, this is sent to the Educator to review the professional learning

programme/course/module according to the feedback sent. The professional

learning programme/course/module is to be submitted to the Institute within one

(1) week. The Programme Development, Co-ordination and Implementation

Manager/ Education Officer Programme Development resubmits the professional

learning programme/course/module to the NCFHE for the second evaluation. This

is recorded in the Institute’s learning Programme database.

x. When validation and accreditation is concluded from NCFHE’s end, the Educator is

informed and asked about dates when the professional learning

programme/course/module can be delivered.

Appeals

An Educator may appeal a decision taken by the Institute to the Appeals Board in writing within

ten (10) business days (excluding weekends and public holidays) of receiving the decision. The

Appeals Board shall review the record and any additional information submitted by the applicant

and render a decision within ten (10) business days (excluding weekends and public holidays) of

receiving the appeal. The Appeals Board’s decision shall be final. The Appeals Board may extend

the time limits set forth above as necessary.
