O ur February meeting was full of interest- ing news. Our 2011 calendar was announced with special events through- out the year. The biggest changes are the annual EEV Garage Sale, which will be moving back to August, and our second EEV Home and Garden Tour, which is set for September 25. Our guests for the evening were the design firm of Albert Kahn and the DPS building teams for the new Finney/Crockett High School. The new Finney- Crockett is being built as a replacement school for Jared Finney, located on Cadieux Road. The rendering looked great, with multiple changes to the landscape as well as to the traffic flow for the cam- pus property. The targeted opening for the new school is September 2012. We also covered Mayor Dave Bing's recent announcement of Project 14. The plan includes EEV and Boston Edison neighbor- hoods as the targeted areas for this pilot program. Project 14 will offer homes purchased by the Detroit Land Bank to Detroit police officers for purchase and renovation. We have several key play- ers involved in this pilot program, including the Director of the Detroit Land Bank, Mayor Bing's office and Next Detroit. The pro- gram utilizes NSP dollars that were labeled last year as East English Village/Far Eastside. I urge all of you to attend the March general meeting to hear more. I would like to thank all who have continued to sup- port our long-standing pro- grams - our private security and our seasonal mainte- nance, and our general fund that covers miscellaneous neighborhood expenses. Many of us in EastEnglish Village are

excited about Mayor DaveBing's recent announcementof an incentive program toentice Detroit police officers tomove back into the city. Alongwith Boston-Edison, EEV hasbeen chosen as one of theneighborhoods in which thecity will offer tax-foreclosedhomes for a very affordable$1,000 down payment, alongwith some funds to help thenew owners renovate. Thenew idea is called "Project 14,"which alludes to police codefor "back to normal." SomeEast English Village residentsmay remember when it was"normal" to have a large num-ber of police officers living inthe neighborhood.

Detroit's controversial resi-dency requirement for munic-ipal workers was repealed in1999. Since then many policeofficers moved outside thecity limits, and currently less

than half live here. Theresearch seems unclear as towhether having police officersliving in a neighborhood actu-ally reduces crime, but publicperception is that it does. Assome headlines concerningthis plan ask, "Who wouldn'twant a cop living next door?"

Besides safety, anotherintended goal of the programis simply to entice people tomove back to Detroit, which,in itself, would help stabilizeneighborhoods. We all knowour city has suffered from

loss of population for years,and many people seem towelcome almost any idea toincrease our number of resi-dents. More working resi-dents in any city help buildthe tax base and maintainneighborhood stability.

At the time of this print-ing, some confusion and criti-cism surrounds this new relo-cation incentive plan.Originally, some thought thehomes could be bought for$1,000 in total. That, however,is just the down payment.

These new residents will alsohave a monthly mortgagepayment, including taxes andinsurance. Some Detroit resi-dents are upset that the pro-gram doesn't include allneighborhoods. Others don'tlike the fact that federal stim-ulus money is being used, orthat the plan doesn't rewardthe police officers who didstay in the city.

However valuable thesecriticisms may be, themayor's office is not offeringthis plan as a complete solu-tion to Detroit's problems andhas hinted at other plans thatmay follow. Hopefully, it is astep in the right direction.Although East English Villageremains beautiful and still rel-atively stable, a successfulrevitalization strategy such asthis could prove invaluable inkeeping it that way.

Iam writing this letter aboutmy wonderful neighbors,

the Masters family.They are the mostkind, thoughtfuland helpful people.I don't know whatour neighborhoodwould be like with-out them. Theyhave preventednumerous crimeson ourblock...house break-ins, carthefts, etc. They have puttheir lives in danger chasingthe "bad guys" away. When

we have had all that snow,the Masters men were out

there shovelingeverybody's walksand driveways,including theempty houses. And,they did it withshovels, not asnowblower!

When anyonegoes away for awhile they usually

give the Masters a key totheir house knowing every-thing will be taken car of(junk mail picked up, grass

cut, snow shoveled, etc.)They never ask for anythingin return. They have lived inthis neighborhood a longtime and are still PRODETROIT. They have donetheir best to keep our neigh-borhood safe and beautiful. Ihope they never give up onus. Thank you, thank you,thank you for all you do foryour neighbors. We really doappreciate it! We need morepeople like you.

snow fund contribution forWinter 2010-2011. Februarysnowfall in inches was almostrecord-breaking and I am sograteful that there was enoughin the account to plow ourstreets so that I was able to getto work on time! I am sureyou were grateful, too.

Please note that the contri-butions of the 183 residentslisted below covered the costof our plows. If you did notpay, please THANK THESENEIGHBORS, for their mone-tary contribution to keep yourstreet plowed for your safetravels.

The residents that paid rep-resent only 9% of the total res-idents living in EEV! We haveapproximately 2100 house-holds in the neighborhood, soover 1900 houses benefitedfrom their neighbor's generos-ity. While it would be a loftygoal to have 100% participa-tion, you would be amazed atwhat our streets would looklike if only 50% participated.PLEASE send in your moneyand help us reach a highergoal.
