I hope you all are enjoying your summer so
far. It’s hard to believe we are halfway
through 2018.
Chapter leadership is finalizing the agenda for
the annual Tahoe Conference to be held Octo-
ber 11-12, 2018 at Harvey’s in South Lake
Tahoe. Our list of speakers will present a
range of topics for residential and commercial
appraisers, including, but not limited to:
Transportation, Technology & Real Estate –
Bill James’ study on the impact of autonomous vehicles, an update on the retail mar-
ket by Garrick Brown, appraisers’ use of IT and AI to stay relevant in the next gen-
eration of the industry, and a refresh seminar on appraiser liability presented by Pe-
ter Christensen and Paula Konikoff.
We have focused on putting social/networking events back on the calendar. These
informal events are a fantastic way to catch up with colleagues, meet new people,
and enjoy some downtime. Our first event of the year was at Boxing Donkey in
Roseville, and the next is planned for a more central Sacramento location and is
likely to be held near the end of July. Please join us! Watch your emails for the mar-
keting blast, and check our newly-revamped chapter website for new events and
courses to be added throughout the year.

The 2018 LDAC event of the Appraisal Institute brought together appraisers from across the country to discuss
challenges and opportunities in the industry, as well as to prepare and present our concerns directly to our mem-
bers of Congress. The three main pieces of legislation that were discussed this year were: 1) Appraisal Exemp-
tion: H.R. 3221 provides an exemption from overlaying appraisal for “high risk loans” if they are under $250,000
and kept in the bank’s portfolio for at least 3 years; 2) Appraisal Exemption Allowance: S. 2155 provides an al-
lowance from appraisal requirements with loans held in portfolio in rural areas if lenders are unsuccessful in plac-
ing an appraisal assignment with appraisers on their approved appraiser list and 3) Hybrid Appraisals: H.R. 3561
permits appraisers to use information based solely on information from a property inspection by a third party for
V.A. loans. In addition, various federal and banking agencies have recommended lenders request temporary ap-
praisal waivers from appraiser certification requirements, and Fannie Mae and Freddie Mac have introduced ap-
praisal waiver programs themselves, even when previous appraisal data may not be available. Members of the

Government Relations team of the Appraisal Institute are consistently raising our industry’s concerns to Congress
and additional feedback and efforts from the members of every local chapter are encouraged!
In addition to discussing the various legislative goals, over the 3 days of the conference weattendees broke into 4
smaller sessions to discuss specific topics in a roundtable format. One of the topics, “Growth,” was about the in-
dustry’s need to attract new professionals in order to remain viable, as well as the Appraisal Institute’s goal of at-
tracting new members (and retaining existing members) in a competitive landscape. The second topic, “Build and
Expand the Professional Community,” delved further into the topic of attracting new members and supporting ex-
isting members of the Appraisal Institute. The third topic, “SWOT Analysis,” identified the problems, solutions,
strengths, weaknesses, opportunities and threats faced by the Appraisal Institute. Finally, the topic of “Best Oppor-
tunities for Appraisers in the Future” involved a lively discussion of how the Appraisal Institute can foster career
growth opportunities for its members in an ever changing industry. Overall, the conference was informative, fun
and inspiring to connect with other appraisal professionals and help create a vision for the future of our industry
and of our organization.
