SANRAL’S SERVICE DELIVERY

MODEL

• SANRAL is the implementing arm of the Department of

Transport.

• SANRAL was established in 1998 by an act of

parliament.

• SANRAL’s mandate is to plan, design, construct and

maintain the National Road Network.

• SANRAL opted to carry out this mandate by outsourcing

the design, construction and maintenance of the network

by making use of private consulting firms and

construction companies.

• SANRAL opted to be an INFORMED CLIENT that

retained the planning, management and decision making

capacity in-house.

SANRAL PHILOSOPHY ON ASSET

PRESERVATION

1. Asset Preservation and Management come first!

2. One has to plan and budget for the maintenance and

preservation of the road network before thinking of

upgrades.

3. Safety on our roads must receive top priority.

4. Law enforcement must be seen to be effected at all

times.

5. Overload control centres should be operational 24

hours a day.

SECONDARY STRATEGIC

NETWORK

• NDoT’s view is that SANRAL should extend its network

to include approx. 14,000 km of secondary strategic

network (currently provincial roads).

• In the Eastern Cape this includes the R56, R58, R62,

R63, R67, R72 and R75.

• The Premier formally requested SANRAL to take

over these routes in February 2012. The routes were

then incorporated into the SANRAL network in May

2012.

• Take over by SANRAL meant funds that were spent on

maintenance of these routes could be shifted to other

roads in the Province.

410 km stretch of road from East London to the Mtamvuna

River on the border between EC & KZN • Of the total length, some 112 km would be on a new “greenfields”

alignment between the Mzimvubu River (near Port St Johns) and the

Mtamvuna River (near Mzamba) - including o 2 mega-bridge structures on the Msikaba and Mtentu Rivers

o 7 additional major river bridges and 3 interchange bridges

o Approx. 96 km of new class 1 road + 17km of “brownfield” class 1 road

• The remainder comprises the upgrading of the existing roads and the

construction of bypasses at Mthatha, Idutwya and Butterworth

• Once complete the route will be approx. 85 km shorter than the current

route and be up to 3 hours faster, particularly for heavy freight vehicles.

o For each sub-section, there will be Community Development

components in the form of Local Access Road and Pedestrian Facilities.

o Extensive consultation will occur with communities to establish the

number and location of pedestrian and agricultural over/underpasses,

pedestrian paths, fencing, access roads, etc.

o A minimum of a 1 year lead time is anticipated for Design and

completion of Land Acquisition prior to construction.

SANRAL will work together with local municipalities, local

traditional leadership, DEDEAT & EC PTA as well as local

communities to identify and facilitate other economic

opportunities and tourist attractions. These could include: • Identification and approval of commercial sites adjacent the N2 near

Lusikisiki and Mzamba including retail sites and fuel stations.

• A visitor centre at the Msikaba gorge bridge including a view site and

facilities for the sale of locally produced goods

• A eco-adventure site around the Mateku Falls and Msikaba bridge

(hiking and mountain biking trails, view site, zipline route, etc.)

• A bungee jumping facility at the Msikaba Bridge together with a

visitor centre and facilities for the sale of locally produced goods

• View sites along the new route

SANRAL is committed to the environment • The proposed route was chosen and confirmed through the EIA

process as being the best trade-off between maximising

positives and minimising negative consequences

• SANRAL will avoid, minimize or mitigate any real and potential

damage to the environment during construction

• As part of the mitigation an agreement has been reached

between SANRAL, DEDEAT and EC Parks and Tourism Agency

for a biodiversity offset arrangement resulting in:

• The creation of 15 300Ha of new protected areas

• The long-term protection and viability of the Pondoland

biosphere and its unique biodiversity

• Significant boost to the eco-tourism potential for the area

• Creation of at least 300 jobs in years 1-4, 160 jobs in years

5-10 and 50 jobs in years 11-20
