Spreading out the morning commute with congestion pricing will alleviate car trafficcongestion. The water pipeline and traffic bottleneck problems can be solved withoutsacrificing active transit and environmental goals.

Hello,

I'm a resident of the East Bay and a regular user of the RSR Bridge's excellent bike lane.

While I understand that drivers outnumber bike riders today, we are seeing a huge uptick in both gas prices and e-bike usage with each year. This bike lane is a point of pride for those of us who ride in the East Bay, as I am sure it is for those in the San Rafael area.

I write to urge you: 1) NOT to close the path to enable more car traffic during peak times (or any time). More lanes doesn't solve traffic, but different schedules and modes of commuting will. Congestion pricing for cars should be a greater priority, with funding supporting increased service and routes for public transportation.

2) To keep the bike path accessible during any water pipeline construction.

Please retain the recreation path on the bridge and the connecting pathways.

Westbound 580 west of the bridge is a 2-lane roadway; therefore, opening a thirdwestbound bridge lane will not speed the traffic flow during rush hour.

The recreation path has become a valuable path for pedestrians and cyclists, and isavailable for emergency access.

To the Bay Area Toll Authority + Contra Costa Transportation Authority -This is in regards to the plans:

to potentially close direct bike access to the bridge to trench a water pipeline + alsoto potentially convert the bike lane to another car lane after 2024

Please ensure that the bike path remain a priority to stay open while the pipeline is beingbuilt. It needs to be made easier / not more difficult to get on to and off of the bridge,otherwise many of the folks that want to bike on the bridge (e.g. - people with kids) won'twant to do it if it's not safe, then the bike lane will be used less (and then ultimately convertedto another car lane which won't help traffic.) Bikers help the small local business in PtRichmond and in Richmond that are on the path the bridge. I will need to start commuting toMarin again (I'm a resident of Contra Costa) more often once offices open up again, and I wasplanning to do it by bike.

Can't we do something even this minimal to help avert climate change? Please keep the bikelane in place + if need be, please implement congestion pricing to deter more cars from takingthe bridge during peak commute hours.

Hi,

I'm writing to voice my support for the bridge bike path to remain in place and open duringpipeline construction. It's a critical link for folks who can't afford cars. If we're willing to bendover backwards to house Marin's workforce in the East Bay, we should recognize that many ofthose workers can't afford private cars. And they certainly can't afford to wake up at 5AM toget across the bridge before any proposed commute hour closure.

Also - please implement congestion pricing prior to adding a 3rd westbound vehicle lane. Wehave tried underpricing private car travel for decades. All it has gotten us is pollution, sea levelrise, and climate change. It's time to price car travel accurately in the interest of public health.

I am a regular user of the bicycle and pedestrian access lane on the Richmond-San RafaelBridge. I urge you to ensure that the pathway remains open to pedestrians and cyclists duringany pipeline construction. Secondly, congestion pricing should be added prior to adding athird Westbound vehicle lane on the bridge.

We are in a climate crisis, which necessitates that we make walking and biking easier andmore convenient instead of giving all the space on the road to polluting vehicles. Emissionsfrom private vehicles are the largest source of greenhouse gas emissions in the Bay Area, aswell as the State and the country. The current drought has been exacerbated by climatechange. We must take meaningful actions to reduce our dependence on cars and foster viablealternatives to driving. Solutions to the climate crisis start with actions taken today by ourelected leaders.

Congestion pricing is a proven method to reduce bridge congestion. Let's implement it andkeep the 3rd lane open for bikes and pedestrians. Thank you for your consideration and yourpublic service.

Hello -

I am writing to express my support for the bike/pedestrian path on the Richmond/SanRafael Bridge. I have used the path several times and love the opportunity to crossthe bay to Marin without a car. The connection to the East Bay trail makes for a terrificbike way from many areas of the East Bay. We must implement congestion pricing prior to adding a 3rd Westbound vehicle lane to the bridge in order to really understand the impact. Congestion pricing solves congestion concerns by spreading out the morning commute rush over a longer period of time in the morning–it’s actually that simple, as I'm sure you are aware.

I want to add that I see a diverse group of people using the Richmond Bridgebike/ped path, which is something I want to see supported by our regional entities.

On a similar but related topic, please ask the Marin Water District to find a different land side route for the water pipeline it is planning and minimize any closures of bike/ped path while work is going on.

Hi,I understand that decisions are being made about the future of the Richmond San Rafaelbike/ped path. As a resident, and user of this path, I would like to see it remain available, andthink that getting rid of it is a backwards move with regard to climate change, and sets a verybad precedent.

1. Please keep the pathway open to bikes and pedestrians during any potentialconstruction.

2. In order to manage traffic, please implement congestion pricing, instead of adding athird westbound traffic lane. In addition to killing bike/ped access (and increasing trafficpollution), adding a third traffic lane will simply trigger induced demand*, and will notsolve the overall problem for cars. Congestion pricing will discourage unnecessarytravel, and generate funds that can be used to solve the problem more holistically, suchas ebike subsidies.

As a recreational cyclist, I don't cross the RSR Bridge regularly bybike. But I do use that bike path, and I do feel strongly that the plansfor Marin's emergency water pipeline should allow the path to remainopen during any related construction. I also support the idea thatcongestion pricing be in place before you add another westbound vehiclelane. Most of our systems favor vehicles at the expense of cyclists andpedestrians, so please don't miss the chance to take everyone intoaccount in a fair way. Please keep the following two concerns in the forefront when makingany decisions about making any changes as we move forward with thebicycle path on the Richmond San Rafael Bridge.

1. The bicycle and pedestrian pathway must remain in place andopen during any pipeline construction.

2. Expensive congestion pricing must be implemented prior toremoving the bicycle and pedestrian pathway and adding a 3rdwestbound vehicle lane to the bridge.

Note: We can't have both the pipeline and the third traffic lane in placeat the same time. Given climate change, I fervently hope that you makethe correct decision.

Hello, as a frequent user of the RSR bridge and pathway I would like your support in keeping the San Rafael pathway in place and open during any pipeline construction.

I also request you support congestion pricing prior to considering adding a third westbound car lane to the bridge. Adding this thirda lane will just move congestion from the Richmond approach to the bridge over into Marin County, and increase delays for commuters heading south into San Francisco. However, please ensure the bike/ped pathway remains open and accessible throughout pipeline so I can effectivelytrain for an upcoming bike tour. Additionally, if you are going through with a third westbound vehicle lane, pleaseensure it does not impact the bike/ped path and do implement congestion pricing first.

Not doing either of the above would certainly lead to more traffic, more congestion, and less enjoyment of thebridge and its surroundings.

Hello, I'm an east bay resident and frequent user of the RSR bridge bike lane.

Car travel has so many negative externalities, and we can't sacrifice all public goods to placatedrivers! Both for transportation and recreation, the bike access on Bay Area bridges is a vitalcomponent to a green future.

I write to urge you:

1) NOT to close the path to enable more car traffic during peak times (or any time). Morelanes doesn't solve traffic, but different times and modes of commuting will. Congestionpricing for cars should be a priority.2) to keep the bike path accessible during any water pipeline construction.

I’m writing as a Point Richmond resident who uses the cycle path on the Richmond San Rafael Bridge at least 3days each week to bike across to and from Marin. My partner also commutes to his work every day (to and fromLarkspur) using his bike. Being able to bike into Marin from Richmond was a big factor in where we chose to liveand I think it is very important to promote cycling and accessibility in the Bay Area. Please do what you can toprotect the cycle lane on the bridge. Specifically:

• Please make sure that the Richmond San Rafael cycle pathway remains in place and open during anyupcoming water pipeline construction; • Please implement motor congestion pricing BEFORE adding a 3rd Westbound vehicle lane to the bridge

I frequently use the bike pathway onthe bridge and rely on the connector onthe east side to access the bridge withmy bicycle. I strongly request that theRichmond San Rafael pathway remainin place and open during all phases ofany pipeline construction.
