What does the Accra Agenda for Action intends to achieve ?

• Not a new Paris Declaration• A political, ministerial, statement, with a

small set of concrete actions• Address constraints to achieving Paris

Declaration commitments agreed in 2005• Respond to emerging issues• Set the future directions on aid effectiveness

The AAA preparation process (1)• Working Party on Aid Effectiveness:

– Structure – 23 partner countries 23 bilaterals, MDBs, UNDP, IMF plus a few other institutions

– 1 more plenary meeting before Accra to guide final

preparations: 9-10 July 2008

• HLF-3 Steering Committee: frequent meetings to advise on the organisation and content of the forum

• “Consensus Group” to negotiate AAA.

• Consultations with CSOs: AG-CS regional, national and international meetings completed. CSO parallel event in Accra (August 31 – Sept 1).

AAA preparation milestones An open, consultative exercise

• 3 main milestones for the AAA:

– First Consultative Draft was issued on 18 March and will be discussed in a range of international fora.

– Revised AAA Draft by 12 June, reflecting the comments on the first draft and discussion of menu of options.

– Final Draft, reflecting Working Party discussion 9-10 July, will be released by 20 July for consideration at the HLF-3 and endorsement on 4 September at the ministerial session.
