PRE – FEASIBILITY REPORT

1.0 EXECUTIVE SUMMARY

This is an existing mine. Proposal of obtaining Environmental Clearance for Masonry Stone

with production Capacity 109360 TPA at Near Village: Chhapra, Tehsil: Pahari, District:

Bharatpur (Rajasthan). The total lease area is 1.0 ha which is an Govt. waste land. The

mining lease was issued in favor of Smt. Shri Roshan Lal S/o Shri Balveer Singh Yadav on

dated 07.12.2012. The mining lease was cancelled before time period vide Government

order No. dated 03.10.2008. For reshuffle of lessee’s lottery for delineated plots for block E

was held on dated 28.01.2009. The lessee got plot no. 10 of block E in this lottery. The

lease was sanctioned vide order dated 05.03.2012 by Mining Engineer, Bharatpur

(Rajasthan). The Mining Plan has been approved in favor of Shri Roshan Lal S/o Shri

Balveer Singh Yadav by Superintending Mining Engineer Mines & Geology Department,

Bharatpur Circle, Bharatpur (Rajasthan) on dated 07.02.2013.

ENVIRONMENTAL MANAGEMENT PLAN

AIR POLLUTION CONTROL

���� Plantation will be developed within ML areas and will also be developed outside the

ML area equal to 33% of the lease area.

���� Periodical water spraying on the roads will be done.

���� Proper maintenance of all machines will be carried out that will control emission of

gaseous pollutant.

WATER MANAGEMENT

���� There is no surface water body in and around the mining lease area.

���� The rain water collected in mining pit will be used in plantation and dust

suppression.

NOISE POLLUTION CONTROL

���� Proper maintenance of all machines will be carried out which will reduce noise

generation during operations.

LAND RECLAMATION

� At the end of life of mine 0.81 ha. area will be excavated which will be converted into

water reservoir and 0.19 ha area will be covered under Green belt development

around the lease periphery.

SOLID WASTE MANAGEMENT

� The generated solid waste will be used for construction and maintenances of kucha

approach road time to time. There will no waste dump at the end of life of the mine.

GREEN BELT DEVELOPMENT

� Green Belt/plantation will be developed equal to 33% of total lease area. The trees

will be planted at suitable spacing to encourage proper growth around the lease

boundary. The dead plants will be replaced by fresh plants. Native Plant species will

be planted.

SOCIO ECONOMIC IMPROVEMENT

���� As the mining activities will increase, better employment opportunity.

���� Semi skilled & unskilled workers will be recruited from the nearby villages.

���� Adult Education programme are proposed for up-gradation of literacy level.

���� The leesee will associate awarness programe.

HEALTH & SAFETY

���� Protective respiratory devices will be provided to personnel working in dusty areas

with adequate training.

���� The lessee will associate in various health and safety awarness program in nearby

villages.

2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION

(i) Identification of Project and Project Proponent

Shri Roshan Lal S/o Shri Balveer Singh Yadav is interested to involve in mining activities

from the lease of masonry stone mining project at Near Village: Chhapra, Tehsil: Pahari,

District: Bharatpur (Rajasthan). The mining plan has been approved in favor of Shri

Roshan Lal S/o Shri Balveer Singh Yadav by Superintending Mining Engineer Mines &

Geology Department, Bharatpur Circle, Bharatpur (Rajasthan) on dated 07.02.2013.

(ii) Brief Description of the Nature of Project

This is an existing mine project and will be worked by semi mechanized open cast

method. Environmental Clearance is required as per EIA Notification dated 2006, as

amended time to time, this project is comes under A Category, but as per notification

dated 07.10.2014 issued by MoEF & CC it is located at a distance of 0.2 km from the

project boundary, thus it will required environmental clearance from MoEF & CC.

(iii) Need for the Project & Its Importance to the Country/ Region

The mineral masonry stone is used in various construction activities and will be sold to

nearby markets to fulfill the requirements of the local people.

(iv) Demand – Supply Gap

Considering the demand of mineral sufficient availability of the mineral in the area, it is

essential to have masonry stone mine to sustain the supply of mineral for construction

purpose.

(v) Imports vs. Indigenous Production

It is a cheap mineral used in construction activities therefore export is not possible

(vi) Export Possibility

There is no export possibility as these minerals are quite cheap and locally available

in abundance and used in rural areas.

(vii) Domestic/Export Markets

These minerals have only domestic market and will fulfill the requirement of local.

The stone may also be supplied to stone crusher existing to be around the lease area.

(viii) Employment Generation (Direct and Indirect) due to the Project

Approx 50 skilled and semiskilled manpower will be needed to run the mine

There is no interlinked or interdependent project based on mineral produced. The

mineral will be sold directly.

No alternative site has been taken into consideration due to availability of mineral

resources in the area.

4. Method of Mining

Proposed method of mining will be semi mechanized opencast by forming proper benches.

The mining is proposed as per present situation of the deposit.

Excavation is proposed by blasting. Hydraulic excavator/loader is proposed for removal and

loading of blasted stone.The haul/ approach roads have been provided up to the proposed

working faces and will be provided in future also. The stone and waste are proposed to be

transported by tractor trolley and tippers.

The mining will be carried out by opencast method by developing the bench of height 5-6 m

height and width. Four slices are considered in a bench. The calculations are as per the four

slices of a bench. Thus the end position of the bench is 6 meter height. Width is also proposed

6 meter.

6. LOADING & TRANSPORT

Tyre mounted Hydraulic excavator will be deployed from time to time and when required.

Trucks and tracor troley will be deployed for transportation of masonry stone from working to

consumer

7. WASTE GENERATION & DISPOSAL

There is no top soil and the generated waste will be second grade mineral and sold out for

other purpose.

8. CONCEPTUAL PLAN

The conceptual mining plan considering production capacity 109400 TPA has been prepared

by considering the reserve. Around 13953 cum. of waste will come across during the period of

the mining plan. The maximum quantity of stone, lump, grit etc has market. The waste will

come across around 10% towards maximum in the form of powder and small pieces. The

waste will be used for construction and maintenances of kucha approach road time to time. At

the end of life of mine 0.81 ha area will be excavated which will be converted into water

reservoir & 0.19 ha area will be covered under green belt on around the lease periphery.

(vi) Raw Material Required Along With Estimated Quantity, Likely Source, Marketing Area of

Final Products, Mode of Transport of Raw Material and Finished Product

Masonry Stone will be transported by hired vehicles. No raw material will be required.

(vi) Resources Optimization/ Recycling and Reuse Envisaged in the Project, if any, should

be briefly Outlined

� No waste water will be generated from mining operation

� Domestic sewage water generated from office toilet will be disposed in soak pits via septic

tank.

(viii) Availability of Water Its Source, Energy /Power Requirement and Source

A. Water requirement:

Total water requirement for the proposed project will be about 5.0 KLD which will be sourced

from nearby villages.

B. Power requirement:

The electric power will not be used in mine. Only HSD Fuel will be required for operating

machineries.

Management/Disposal:

4.0 SITE ANALYSIS

(i) Connectivity

The lease area ~2.0 km away from Village Chappra in SE direction. Nearest Railway

Station is situated at Ramgarh Railway Station at a distance ~27.0 km. from mine

site. Nearest Airport Agra Airport, Agra at a distance ~113.0 km in SE direction from

the mine site .Lease area is well connected through roads.

(ii) Land Form, Land Use and Land Ownership

Existing Land Use Pattern

The total ML area of 1.0 ha comprises of Government waste land.

(iii) Topography

The lease area comprises part of a mound trending north-south. The highest contour

is 345 mRL and lowest is 325 mRL.

(iv) Existing Land Use Pattern {Agriculture, Non-Agriculture, Forest, Water Bodies

(v) Existing Infrastructure:

There is no building & structure within mining lease area except some vegetations

existing on the lease area which will be cleared as and when required.

5.0 PLANNING BRIEF

(i) Planning Concept (Type of Industries, Facilities, and Transportation etc.) Town

Uses: This is a mining Project

(ii) Population Projection

Manpower required will be engaged from nearby Villages. No significant influx of

people is anticipated in the area.

(iii) Land Use Planning

The extent of proposed mining lease area is 1.0 ha. The area comprises of Govt. waste

land. At the end of life of mine 0.81 ha area will be excavated which will be converted

into water reservoir & 0.19 ha area will be covered under green belt on around the lease

periphery.

(iv) Assessment of Infrastructure Demand (Physical & Social)

Lessee will assess the demand of infrastructure (Physical & Social) in nearby area of the

proposed mine site and same will be developed under social work

(v) Amenities/Facilities

Mining Management will develop the Amenities/Facilities in the nearby area of the

proposed mine site as per requirement of local people of the nearby area under

corporate social responsibility programs.

6.0 PROPOSED INFRASTRUCTURE

(i) Residential Area (Non Processing Area)

This is not required as mine workers will come from nearby villages. Rest shelter to the

workers will be provided outside the lease area.

(ii) Green Belt

Green Belt/plantation will be developed equal to 33% of total lease area. The trees will

be planted at suitable spacing to encourage proper growth around the lease boundary.

The dead plants will be replaced by fresh plants. Native Plant species will be planted.

(iii) Connectivity

The lease area ~2.0 km away from Village Chappra in SE direction. Nearest Railway

Station is situated at Ramgarh Railway Station at a distance ~27.0 km. from mine site.

domestic plantation as well as dust supression purpose and sourced from nearby village .

(v) Sewerage System

Domestic sewage water generated from office toilet will be disposed in soak pits via

septic tank. Outside discharge is not envisaged.

(vi) Industrial Waste Management

No industrial waste water will be generated from this mine mining operation.

(vii) Solid Waste Management

Around 13953 cum. of waste will come across during the period of the mining plan. The

maximum quantity of stone, lump, grit etc has market. The waste will come across

around 10% towards maximum in the form of powder and small pieces. The waste will

be used for construction and maintenances of kucha approach road time to time.

(viii) Power Requirement & Supply/Source

Electric power will not be required in mining operations.

7.0 REHABILITATION AND RESETTLEMENT (R & R) PLAN

(i) Policy To Be Adopted (Central/State) In Respect Of The Project Affected Persons

Including Home Oustees, Land Oustees And Landless Laborers (Brief Outline To

Be Given)

Not Applicable as the lease area falls in Government waste land.

8.0 PROJECT SCHEDULE & COST ESTIMATES

(ii) The mining activity will be started after obtaining Environmental Clearance from MoEF

& CC, New Delhi as the project attracts general condition as per MoEF & CC notification

dated 07.10.2014 and Environmental Clearance for the project is to be grant by MoEF &

CC, New Delhi

(iii) Estimated Project Cost Along With Analysis In Terms Of Economic Viability of the

9.0 ANALYSIS OF PROPOSAL

���� Masonry Stone Mining Lease will result in growth of the surrounding areas by

increasing direct and indirect employment opportunities in the region including

ancillary development and supporting infrastructure. Special emphasis on Financial and

Social benefits will be given to the local people including tribal population, if any, in the

area.

���� Development of social amenities will be in the form of medical facilities, education to

underprivileged and creation of self help groups.

���� No major adverse effect on environment is envisaged as the required mitigation

measures are inbuilt in the project.
