1.0 EXECUTIVE SUMMARY

Introduction:

Silica sand forms the major ingredient among natural raw materials required for glass

making and it is also used in foundry, ferro-silica alloy and cement industries besides

being used in many other industries like ceramic, fertilizer, abrasives, chemical, coal

washery, electrode, paint, rubber, textile, water filtration, construction etc. The natural

silica sand is preferred in glass industries, but in cases when silica deposits are located far

away, crushed quartz is used. Silica sand deposits are widely spread over a span of

110Km2 area east of Gudur town in Nellore district of Andhra Pradesh.

The proposed cluster contains 57 number of Silica Sand mines for mining high grade

glass industry suitable sand. The general mining method in all these Mines in cluster is by

manual cum semi mechanized opencast method. Most of these Silica Sand Mines are

operating with proper permissions needed as per applicable statute, and those which did

not fulfill the statutory requirements are in the process of obtaining the same. The history

of Silica Sand mining dates back to 4 decades in this area. The frequent changes being

made in the statute (Mainly environmental) in respect of Silica Sand mining necessitated

the present report for obtaining EC for the cluster of Mines. The main aim of this report is

to study and present the possible affect of the cluster of Mines as a whole, on the

surrounding environment. As explained above one of the necessary enclosures for

obtaining EC by individual Mines is the cluster EC. The present Pre-Feasibility report is

part of the EC application to be submitted for obtaining cluster EC.

2.0 Introduction of the Project/Background Information:

i. Copy of mining lease/letter of Intent:

The proposed cluster having an area of 842.77Ha, the detailed mine lease letter

will be given in the EIA Report.

ii. Reason for submission of the present project and background information:

The MoEF & CC through its legislation has issued a notification No. SO 141(E)

dated 15.1.2016 through which it issued cluster guidelines for the purpose of

obtaining Prior Environmental Clearance for the Mines. As per that SO every

mine shall obtain prior EC for its operations and also EC for the entire cluster

incase it falls in the definition of cluster. Accordingly the present cluster falls

under purview of definition of cluster as per the SO. Hence the present PFR for

the whole cluster is being prepared.

iii. Brief description of mining project:

The mining operations in the mines in the cluster are more or less of same type.

The mining will be semi mechanized opencast method of digging, scooping and

excavating with the help of simple tools like spade/pawdas. Excavator/loaders will

be deployed occasionally.

iv. Need for the mining projects and its importance to the country and or region:

There is a growing demand of quality silica sand mineral in the foundry as well as

glass industries. Availability of good quality silica sand is limited. Therefore

marginal and low grade silica sand needs to be beneficiated for making it useable

in the industries. The lessee has network for supply of the silica sand to the

foundry persons. Therefore the purpose of the project is to excavate and trade

silica sand to the customers, mainly comprising of glass industries, while taking

care for safety of persons and machines deployed, and care for the environment.

The Mines in the present cluster are supplying the material to glass industries.

v. Demand Supply Gap: In India, Gujarat was the leading producer, accounted for 41% of the total

production during the year2011-2012, followed by Andhra Pradesh (29%),

Rajasthan (16%), Maharashtra (7%), Jharkhand (3%), Kerala and Uttar Pradesh

(1% each) with remaining 2% production by Karnataka and Tamil Nadu.

Although silica sand mines exist in parts of Guntur and Prakasam districts,

Nellore silica sand accounts for around 99% of the entire state’s production.

vi. Imports Vs. Indigenous Production:

Presently there are no imports of this sand. The indigenous production is sufficient

for the Indian market. There is established export market for this material. Most of

the material is exported from Mundra port and Mumbai port. There are

possibilities of export to China, Bangladesh, and Korea etc.

vii. Manpower requirement for the cluster:

The total manpower projected by individual mines is totalled and the additional

manpower utilised for other external operations is added. The manpower

requirement is approximately 2000. The additional manpower may not be directly

employed in the mines but are indirectly dependent on the mines and are

vulnerable due to the mining operations and the environmental emissions.

3.0 Cluster Description:

The technical details of the mines in the cluster will be presented in the EIA Report.

The details of cluster area obtained from respective mine plans contain the land use

from the broken area in the cluster, and the remaining area in the cluster of mines, the

details of non-mining or non-lease lands if any.

4.0 Project Description:

The mining method is semi-mechanised opencast mining in all the Mines in the cluster.

Though the manufacturers of the machines and capacities vary, the methodology of

mining is same in all the Mines in the cluster. An area proposed to be mined consists of

the following steps.

To demarcate the safety barrier of 7.5 meters all around the boundary of the mine

To demarcate and safeguard sona canals if they exist within the lease or away

from lease within 50 meters

To mark the layout of roads for internal transport, and

To mark a block of convenient size and start mining

ii. Location (maps showing general location, specific location and project boundary, project

site layout with co-ordinates:

The cluster area falls in the survey of India topo sheet no. 66B/4. Topographically the

area is generally flat and devoid of any hills. The cluster area in particular and the

coastal area in general is full of Silica Sand dunes which are full of useful mineral.

Eco-sensitive Areas:

There are eco-sensitive areas like sona canals which are eco-sensitive. The present

mining area uniquely consists of these eco-sensitive bodies for whose protection

SEAC (State Expert Appraisal Committee) Sub-committee (AP) issued guidelines for

their protection. The details of the sona channels and the ayakut areas under each sona

are given below. It was observed from the field that majority of the cultivation is

taking place only through the bore wells locally dug and they have plenty of water.

v. Project description with process details (a schematic diagram/flow chart showing the

project layout, components of the project etc. should be given)

Once the mining of one marked block is complete, a safe barrier for movement of trucks

is left and the next block is started. The trucks and the excavator stand at the same level

and that is atop of the mineral. The machine will always maintain atleast 2.5 meters

working height for its operation. The machine is allowed to excavate only up to a height

of only 1 meter above the water table. The material excavated is loaded into the trucks of

capacities that generally vary between 10 tons to 20 tons. These trucks are destined to the

customer’s point or to the temporary dump within the lease hold area. The water

sprinkling is done with local tankers which are fitted either on tractors or on trucks. The

water is sprinkled by gravity and not mechanically. Therefore the sprinkling is not as

effective as it should be. The operations do not need any drilling and blasting owing to

the loose nature of the sand

vi. Raw material required along with estimated quantity likely source, marketing area

of final products, mode of transport of raw material and finished product.

No raw material is required, project is for mining of silica sand. The Mines in the present

cluster are supplying the material to glass industries.

5.0 Site analysis:

i. Connectivity:

6.0 Planning Brief:

The concept of planning in the present context is limited to the environmental protection

planning as the entire concept of the cluster is for assessing the possible damage to the

environment and evolve the mitigation measures. The planning that is given below,

briefly describes the resource requirement for environmental impact assessment and

planning for mitigation/reduction of damage done/ may be done due to mining. The

implementation of the planning is a collective responsibility of all the Mines in the

cluster.

7.0 Proposed Infrastructures:

The infrastructure needed for assessment of damage done likely to be done to the

environment will not be procured by the cluster but the job of environmental parameter’s

monitoring will be outsourced to a recognized agency with accreditation. This will help in

regular monitoring by professionals. The contributions from the members of the cluster

will make this possible.

6.1 Utilities:

The following machinery is envisaged to be used for mining of silica sand in the mines of

cluster

Excavators

Dumpers/Tippers

6.2 Waste Management:

Liquid Effluents:

There is no effluent generated from the mine operations. The wastewater generated from the domestic

is sent to septic tank followed by soak pit.

Air Pollution:

The present air environment in the cluster area is within limits of the set standards. Although no

samples were collected in the present case, the samples that were collected for other clusters showed

the values much within limits of the standards. The prime reason is that, the mining operations in the

cluster are totally standstill. For this reason the air does not have any dust, or other types of air

pollutants presently.

Solid waste:

There will be no solid waste/overburden generation from the ML area due to proposed mining

activities.

7.0 Rehabilitation and Resettlement (R&R) Plan:

Not applicable. The proposed mining areas are private/ Govt. land, lease granted by

Government of Andhra Pradesh and there are no settlements in the lease area.

8.0 Project Schedule & Cost estimates:

i. Likely date of start of construction and likely date of completion (Time schedule

for the project to be given)

Construction activity involves mine office cum rest shelter and toilets with temporary structures

are already provided in the ML area and the construction /modification of the same will start

obtaining all statutory clearances. A first aid certificate holder will be the in-charge of the first

aid room. Drinking water will be provided and stored in earthen pots
